THE MEETING FROM JULY 9TH WAS DISTRIBUTED FOR APPROVAL.

THEY WERE ELECTRONICALLY SENT TO MEMBERS, ARE THERE COMMENTS FROM BOARD AND COMMISSION MEMBERS? IF NONE, DO I HAVE A MOTION TO APPROVE THE MINUTES AND A SECOND?

>> SECONDED?- >> I'M KATHY HOLCOMB, SECOND.

[00:05:06]

>> THANK YOU. BEEN MOVED ABOUT MR. SCHUSTER AND SECONDED BY MRS. HOLCOMB, ALL IN FAVOR SAY YEA.

YEA. OPPOSED SAME SIGN.

[1. Garage Bay Extension – 787 Oxford St. (Ed and Chasity Hofmann) AR 43-2020]

OKAY. IT IS PASSED.

THANK YOU. WE'LL FIRST START WITH THE ARCHITECTURAL REVIEW BOARD UNDER NEW BUSINESS.

THE FIRST CASE WE HAVE S A GARAGE BAY EXTENSION AT 787 OCHS

FORD STREET. >> ONE QUICK THING, I WANT TO NOTE THAT MR. HOFFMANN IS IN ATTENDANCE NOW.

WE CAN HEAR YOU. THANK YOU.

>> OKAY. THIS -- CAN EVERYBODY SEE THIS? SCREEN. WHAT IS PROPOSED IS AN ADDITION TO THE GARAGE. THE GARAGE IS THE TWO STALL GARAGE TO THE REAR OF THE HOUSE. AND AN ADDITIONAL BAY IS NOW PROPOSED. IT WOULD BE ABOUT 14 FEET WIDE AND THE SAME DEPTH AS THE GARAGE.

IT CAME TOWER ATTENTION TODAY THAT THERE IS A SEWER RUNNING BACK THERE. SAME ONE WE ENCOUNTERED SOUTH OF THIS SITE. SO, WE -- WE HAVE OUR -- OUR SERVICE DEPARTMENT VERIFYING THE -- THE LOCATION AND THEY'LL GO OUT NEXT WEEK. SO THIS -- THIS APPROVAL WILL BE CONTINGENT ON IT WORKING OUT AND BEING ENOUGH ROOM WITH THE SANITARY SEWER BACK THERE. ASSUMING IT WORKS OUT, THE OTHER PART OF THIS PROPOSAL IS A PERGOLA FURTHER TO THE WEST.

ALL OF THE MATERIALS INCLUDING THE WINDOWS AND THE LIKE FIXTURES WOULD ALL MATCH THE EXISTING GARAGE.

IT -- IT WILL -- THOUGH, HAVE A SHED STYLE ROOF THAT WILL COME OUT AT A LOW PITCH. AND STANDING METAL IS PROPOSED FOR THAT ROOF STRUCTURE. AT THIS POINT IT SEEMS THAT IF THE EXTRA BAY OF THE GARAGE WILL SIT THERE WITH THE SEWER, THE PERGOLA LIKELY WOULD NOT. WE'LL HAVE TO WAIT AND SEE FOR NOW. THIS IS THE PROPOSAL, THOUGH, AND IF IT COULD BE CONTINGENT ON IT AND PLACEMENT WORKED OUT WITH THE SANITARY SEWER, THAT WOULD BE GREAT.

ALSO, THIS -- THIS -- THIS -- IN ADDITION TO THE -- TO THE PERGOLA LAST YEAR AT THE -- AT THE BACK OF THE PROPERTY THAT HASN'T BEEN CONSTRUCTED YET WITH THE ADDITION OF THAT, THERE WOULD BE ACCESSORY STRUCTURE AREA GREATER THAN WHAT OUR CODE ALLOWS. A VARIANCE WOULD BE NEEDED FOR THAT. THAT'S ALL I HAVE.

>> MR. HOFFMANN COULD YOU BE SWORN IN.

>> I'LL RECUSE MYSELF FOR A MOMENT AND ALLOW MY WIFE TO BE

SWORN IN. >> PLEASE RAISE YOUR RIGHT HAND.

>> ANYTHING ABOUT HER PRESENTATION.

>> I AGREE WITH EVERYTHING SHE SAID.

BOARD MEMBERS, QUESTIONS AND COMMENTS?

>> IT IS -- IT IS THE REAR OF THE PROPERTY AND I DON'T -- IT IS NOT GOING TO BE VISIBLE FROM THE STREET, SO I SEE NO

>> THANK YOU. SINCE WE DON'T HAVE ANY BOARD MEMBERS AND COMMENTS, LET'S GO INTO THE MINUTE AND A HALF TIME

PERIOD. >> MR. BROWN COULD YOU UT THE

[00:10:19]

SCREEN UP FOR PEOPLE TO CALL IN? THOSE THAT WOULD LIKE TO COMMENT ON THIS APPLICATION, YOU COULD E-MAIL US AT PLANNING@WORTHINGTON.ORG OR YOU COULD CALL 546-249-0063.

AND ENTER THE CONFERENCE NUMBER AND HIT THE POUND KEY.

>> HAVE WE HAD E-MAILS OR ANYBODY CALLED IN.

>> WE HAVE NOT RECEIVED E-MAILS OR CALL-INS.

BOARD MEMBERS ANY COMMENTS, IF NOT COULD I HAVE A MOTION.

>> THIS IS MOVED FOR CERTIFICATE OF APPROPRIATENESS TO CONSTRUCT IN ADDITION TO THE LODGE.

DRAWINGS NUMBER AR32020 DATED JUNE 30TH 2020 BE APPROVED BASED ON THE FINDINGS IN FACTS AND INCLUDED IN THE STAFF MEETING

AND PRESENTED AT THE MEETING. >> THIS IS CONTINGENT UPON THE

RULE OF CITY. >>

>> MOVED AND SECONDED. AMENDED BY MR. RICE.

COULD YOU PLEASE CALL THE ROLL

[2. Fence – 662 Hartford St. (Lindsay McComas) AR 44-2020]

>> THAT IS PASSED, THANK YOU. MATTERS ON THE AGENDA, FENCE AT 662 HEARTFORD STREET. ITS APPLICATION 4R2020.

>> THIS WAS A PROPERTY BEFORE YOU TO REDO THE REAR PATIO AND NOW, THE -- THE HOMEOWNER WOULD LIKE TO INSTALL A FENCE AROUND THE REAR -- REAR OF THE PROPERTY.

THE FINANCE WILL REPLACE AN EXISTING SHADOW BOX FENCE THAT IS SIX FEET HIGH THAT RUNS ACROSS FROM THE HOUSE TO THE SOUTH SIDE PROPERTY LINE IN THE FRONT.

AND RUN ALONG TO -- TO A DISTANCE FROM THE BACK.

I'M NOT POSITIVE HOW FAR, THERE'S TREES BACK THERE AND BUSHES, ALSO, THIS NEIGHBOR THAT IS TO THE EAST HAS THEIR DRIVE

[00:15:05]

THERE. THEY COME OFF NEW ENGLAND AVENUE SO, THAT WAS ANOTHER REASON TO STOP SHORT.

ALSO ON THIS SIDE, THERE'S VEGETATION THAT WILL BE IN THE WAY. THERE WILL BE A GATE IN THE BACK SO THEY COULD ACCESS THAT PART OF THE LOT TO MAINTAIN IT.

AND A GATE BETWEEN THE SECTION BETWEEN THE HOUSE AND THE GARAGE. THIS IS THE STYLE OF FENCE, IT WILL BE FOUR FEET HIGH TO KEEP CRITTERS AND KIDS IN OR OUT AS WE'VE SEEN ON OTHER PROPERTIES IN THE DISTRICT.

HERE'S THE AREA OF FENCING. THAT WILL OPEN THAT UP NICELY.

THERE'S STILL VEGETATION THERE TO HELP SCREEN IT.

AND PHOTOS OF THE BACKYARD AREA. THIS IS THE AREA ALONG THE DRIVEWAY OF THE NEIGHBOR TO THE EAST.

>>

>> YES. >> OKAY.

CAN YOU PLEASE BE SWORN IN? ANYTHING YOU WOULD LIKE TO ADD TO HER PRESENTATION?

>> NO. COMMENTS.BERS, QUESTIONS OR - WE LET YOU KNOW MR. HOFMANN HAS JOINED US NOW.

NO QUESTIONS. >>

>>

>> TAKE. >> 1.

[3. Garage Door – 690 Evening St. (Chad Kiner) AR 45-2020 (Amendment to AR 04-2020)]

[00:20:56]

>> I INVITE MR. HOFMANN, CAN YOU PLEASE CALL THE ROLL?

>> NEXT ON THE AGENDA IS A GARAGE STORE AT 619 EVENING STREET, APPLICATION AR45-2020 3 AND IT IS AMENDMENT TO

APPLICATION AR04-2020. >> IF YOU RECALL THE HOMEOWNER GOT APPROVAL TO CONSTRUCT IN THE REAR OF THE AGREE STANDING GARAGE ON THIS PROPERTY. IT IS DIFFERENT ROM THE ONE WE SAW EARLIER IN THAT IT IS A LARGER ADDITION, LARGER THAN THE GARAGE IN ORDER TO PROVIDE A SPORTS COURT AREA FOR -- FOR THE HOMEOWNER AND HIS FAMILY. ORIGINALLY PROPOSED WERE THE SLIDING DOORS THAT WERE TO BE THEY -- THEY FOUND OUT THAT THE DOORS WOULD BE DIFFICULT TO OPEN SINCE HE HAS CHILDREN THAT WILL BE USING THIS AREA. HE DIDN'T ANT ANY INJURIES FROM THEM SO, INSTEAD HE WOULD LIKE TO GO A -- A -- A GARAGE OUTDOOR THAT WILL LIFT UP, EXCEPT THAT IT WOULD BE FRAMES AND GLASS THAT WOULD BE TINTED. IT IS SIMILAR TO WHAT YOU SEE HERE. THE FRAMING CAN BE ANY DIFFERENT COLOR. I TALKED TO HIM ABOUT IT BEING BLACK OR WHITE. BLACK WOULD BLEND IN WITH THE GLASS AND ITS TINTING. IT MAY BE LESS OBTRUSIVE.

IT WILL -- IT IS IN AN AREA THAT IS PRETTY HIDDEN AND -- AND SO STAFF DIDN'T HAVE OO BIG OF A CONCERN WITH IT.

WHATEVER BOARD THINKS WILL LOOK MOST APPROPRIATE IS FINE.

>> THANK YOU. MR. KINER WITH US THIS EVENING?

>> YES.

>> ANYTHING ELSE YOU CARE TO ADD TO THESE COMMENTS.

>> NOTHING. IT IS GOING TO BE FACING NORTH JUST IN TO THE BACK OF MY YARD. THE GLASS WILL BE SLIGHTLY TINTED. SO YOU'LL BE ABLE TO SEE IN THERE. BUT IT WILL PROVIDE ENERGY EFFICIENCIES AND -- AND REALLY JUST AS SHE WAS TALKING ABOUT REALLY WHAT -- WHAT I WANT -- MY KIDS TO BE ABLE TO DO AND PUNCH3 A BUTTON AND THE DOOR GOES UP INSTEAD WORRYING ABOUT THE DOORJAMBING A FINGER. I DON'T KNOW.

JUST INJURING THEMSELVES. I TALKED TO THE CONTRACTORS AND THEY BOTH RECOMMENDED THAT I GO AWAY FROM THOSE DOORS AND THAT'S WHY I'M MAKING THE CHANGE REQUEST.

>> OTHER QUESTIONS OR COMMENTS? >> THIS IS TOM RICE.

THE OBJECTION OF THE FRAME COLOR BEING BLACK.

IT LOOKS LIKE THE -- THE TINTING OF THE GLASS IS -- IS GRAY OR CHARCOAL. WHAT IS YOUR THOUGHTS ON THE

[00:25:05]

FRAMING COLOR? >> THE TINT THAT YOU SEE RIGHT THERE IS PROBABLY DARKER HAN IT IS GOING TO BE.

THAT'S LIKE A DARK GRAY. MINE IS GOING TO BE VERY SLIGHTLY TINTED. THE REASON WHY I WANTED TO GO WITH A BLACK IS -- IT MATCHES ALL OF MY HARDWARE AND LIGHT FIXTURES AT THE HOUSE. MY DOOR HANDLES, MY FLAGS ARE ALL BLACK. AND MY ROOF COLOR IS ALSO A DARK GRAYISH WHICH OBVIOUSLY BLENDS WITH BLACK WELL.

I INTEND TO CHANGE THE PAINT COLOR OF MY HOUSE TO MORE OF LIKE A GREENISH-BLUISH TYPE F COLOR.

I THOUGHT A BLACK WOULD BLEND MORE WELL WITH THE HOUSE NOW AND

MY FUTURE PLANS. >> ANYBODY LSE HAVE ANY

QUESTIONS OR CMMENTS? >> ANYBODY ELSE THAT WOULD LIKE TO COMMENT ON THIS PROJECT, YOU COULD E MAIL US AT WORTHINGTON.ORG OR CALL US AND ENTER THE CONFERENCE I.D. NUMBER

AND THE POUND SIGN. >> DO YOU HAVE E-MAILS OR PHONE

CALLS? >> NO E-MAILS OR PHONE CALLS.

QUESTIONS OR COMMENTS, IF NOT I HAVE A QUESTION PLEASE.

>> MR. CHAIR, THIS IS TOM RICE, I MOVE THAT THE REQUEST BY CLAD KINER TO AMEND THE CERTIFICATE OF APPROPRIATENESS FOR 2020, WITH A CHANGE TO THE DOOR ON THE GARAGE ADDITION AT 690 EVENING STREET AS PER CASE AR45-020. INCLUDED IN THE STAFF MEMO.

>> SECOND. >> THANK YOU.

[1. Security Lights – 137 E. Granville Rd. (Mark Goyer/Sharon Memorial Hall) AR 37-2020]

IT HAS BEEN MOVED BY MR. RICE AND SECONDED BY MR. HOFMANN.

WOULD YOU PLEASE CALL THE ROLL

>> THAT WILL CLOSE ALL OF OUR NEW BUSINESS FOR THE ARCHITECTURAL REVIEW BOARD FOR THE EVENING.

WE MOVE TO UNFINISHED BUSINESS, BUT FIRST SECURITY LIGHTS AT 137E. GRANVILLE ROAD, AR37-2020. I NEED A MOTION TO TAKE IT OFF

THE TABLE. >> MOTION.

>> SECOND. >> MOVED AND SECONDED.

TO TABLE ALL IN FAVOR SAY YEA. >> OPPOSED SAME SIGN.

ALL RIGHT. THANK YOU.

>> ALTHOUGH THIS WAS -- ON AN AGENDA BEFORE, IT WAS NOT DISCUSSED. THE CHAIR MEMORIAL HALL HAD -- HAD -- HAD LIGHTS ON THE SIDES OF THE BUILDING THAT HAD NOT BEEN WORKING AND FOR A WHILE. THIS IS A PICTURE OF THE OLD

[00:30:07]

LIGHTS. THEY INSTALLED NEW LIGHTS SO THEY CAME TO THE ATTENTION OF SOMEONE GOING BY AND IT IS A SIMILAR LIGHT FIXTURE AND DIFFERENT.

THEY'RE LED AND KIND OF A BRIGHT WHITE LIGHT.

THERE ARE ONLY TWO FIXTURES ON THE -- ON THE -- ON BOTH SIDES OF THE BUILDING. ONE HERE AND ONE ON THE OTHER SIDE. WE TYPICALLY WOULD NOT WANT THIS TYPE OF FIXTURE BECAUSE YOU CAN SEE THE LIGHT SOURCE.

BUT SIMILAR LIGHT FIXTURES HAVE BEEN HERE FOR MANY YEARS AND NONE OF THE IMMEDIATE NEIGHBORS HAVE COMPLAINED ABOUT IT, JUST SOMEONE THAT HAS SEEN IT GOING BY, I BELIEVE HE RECEIVED AN E-MAIL FROM -- FROM -- FROM DR. TAYLOR WHO IS THE ONE THAT BROUGHT IT TO OUR ATTENTION THAT THEY DID NOT GET APPROVAL FOR THE -- FOR THE NEW FIXTURES. SO KNOW THAT WE HAVE ALSO HAD COMMENTS FROM PEOPLE THAT HAVE -- THAT USE THE BUILDING THAT ARE THANKFUL TO HAVE THE ADDITIONAL LIGHT TO -- TO -- TO WALK INTO THE BUILDING WHEN THEY FEEL UCH MORE SECURE.

SO. THAT'S ALL I HAVE.

>> THANK YOU. DO WE HAVE AN APPLICANT?

>> YES. WE DO.

MARK LAWLER.

THEN DID YOU WANT TO BE SWORN IN AS WELL?

>> ANYTHING TO ADD TO THE PRESENTATION.

>> THIS IS MARK, SHE DID A GREAT JOB.

THE ONLY THING I STRESS AGAIN IS UNLESS WE DETERMINE A NEED FOR ADDITIONAL LIGHTING, WE KNEW THEY WERE ALREADY SECURITY LIGHTS. AS LINDA MENTIONED THEY WEREN'T WORKING. WE HIRED A CONTRACTOR.

HOPEFULLY WE WOULD CHANGE A BULB.

IT WAS NOT JUST THE BULB BUT THE FIXTURE ITSELF WAS INOPERABLE AND DEFECTIVE. WE ASKED THE CONTRACTOR TO MATCH THE FIXTURE AND THE LIGHT AS CLOSE AS POSSIBLE.

THAT WAS THERE PREVIOUSLY. YOU MENTIONED WE NOT RECEIVED ANY COMPLAINTS FROM ANYONE. IF I MAY JUST ADD, MY UNDERSTANDING S THE -- I GUESS THE ONE COMPLAINT THAT -- THAT HAS BEEN RECEIVED, NOT BY US, BY YOU ALL, BOARD, WITH -- IF I'M NOT MISTAKEN IS NOT A RESIDENT OF WORTHINGTON.

I DON'T KNOW IF THAT IS IMPORTANT OR NOT, BUT THOUGHT I

WOULD MENTION IT. >> BOARD MEMBER DISCUSSIONS OR

COMMENTS? >> HAVE THE LIGHTS ALREADY BEEN DISPLACED AND THIS IS RETRO ACTIVE AND THEY'RE NOT WORKING

AT THE MOMENT. >> NO.

>> OKAY. >> WE HAVE IT.

>> WE PLACED THEM ON JUNE 21ST OF 2019.

>> THERE -- >> I ASSUME AFTERHOURS THEY'RE ON ALL THE TIME OR THE MOTION DETECTORS, HOW DO THEY WORK?

>> THEY COME ON AT DUSK WHEN IT STARTS.

THEY GO OFF WHEN IT GETS LIGHT IN THE MORNING.

>> SO THEY'RE ON ALL NIGHT. >> RIGHT.

>> SO THE LUMEN IS A LITTLE MORE THAN WE HAD BECAUSE THEY HAVE TO LIGHT THE DRIVEWAY. THERE IT IS.

IS IT TYPICAL FOR US, THAT WE WOULD HAVE LIGHTS THAT RUN ALL NIGHT IN SECURITY CONDITIONS LIKE THAT?

>> WELL, THIS IS KIND OF AN UNUSUAL LOCATION BECAUSE IT IS REALLY -- REALLY MOSTLY IN THE MIDST OF RESIDENTIAL AND MOST,

[00:35:07]

THERE ARE SECURITY LIGHTS ALL NIGHT.

BUT THE OTHER PART OF HIS IS WE HAVE NOT RECEIVED ANY COMPLAINTS FROM THE ADJACENT NEIGHBORS ABOUT THE LIGHTS.

>> THEN THE SPACE IN BECAUSE THEY'RE QUITE A OUT WITH AND YOU HAVEN'T HAD ONE COMPLAINT ABOUT IT IN THE LAST

YEAR, YOU SHOULD BE FINE. >> I HAVE A LITTLE DIFFERENT VIEW. I WENT BY AND LOOKED AT IT LATE AT NIGHT AND THE LIGHTS ARE VISIBLE RUNNING BOTH WAYS ON 161. I THINK IT IS ACTUALLY BRIGHTER WITH THE EXPOSED ONE WHAT WE WOULD ALLOW IN A COMMERCIAL PARKING LOT.

I UNDERSTAND THE NEIGHBORS DON'T COMPLAIN.

THE OTHER THING THAT COMES TO MIND, IS WE WENT THROUGH A SIMILAR DISCUSSION YEAR, YEAR AND A HALF AGO.

THEY WANTED SECURITY LIGHTS ON THE SIDE OF THE BUILDING.

TWO THINGS CAME OUT OF THAT. ONE IS WE ENDED UP WITH LIGHTS THAT - THAT THAT WENT DOWN THE WALL AND DID NOT HAVE A LIGHT SOURCE DIRECTLY. WE MADE THEM REPLACE THE CONDUIT. IT WASN'T HEAVILY VISIBLE.

I THINK AND I WANT TO REPLACE AND SLUMP IN VENDOR FOR A LONG TIME, OUR APPROACH FROM -- FROM -- WITH THIS HISTORY HAS BEEN TO TRY TO MAKE IMPROVEMENTS AND BRING THINGS MORE IN TO COMPLIANCE, RATHER THAN LET A SITUATION EXIST.

I THINK IN THIS CASE IF YOU LOOK AT THOSE LIGHTS AT NIGHT, I THINK THEY ARE WRONG FOR THE BUILDING, WRONG FOR RESIDENTIAL ENVIRONMENT. WE SHOULD CONSIDER SOMETHING

DIFFERENT. >> ANYTHING NEXT?

>> I AGREE WITH MR. FAUST. IT IS TOO BRIGHT FOR THE AREA.

I KNOW NO ONE HAS COMPLAINED BUT IF IN FACT THEY HAD COME BEFORE US ASKING PERMISSION FOR THOSE LIGHTS I DON'T BELIEVE IT WOULD HAVE BEEN GRANTED. I HAVE A CONCERN ABOUT THEM AS

WELL. >>

>> A QUESTION THAT I HAVE FOR THE APPLICANT IS WHEN I LOOK AT THE PHOTOGRAPH AND I SEE THAT LIGHT, THE CONDUIT OF IT GOES UP TO THAT LIGHT. IS THAT THE SAME CONDUIT IF ALL THEY DID WAS CHANGE OUT THE FIXT

FIXTURE? >> I UNDERSTANDING THAT'S THE SAME CONDUIT. THEY MAY HAVE ADDED OR REPLACED WIRE INSIDE. THAT'S A QUESTION FOR VALERIE.

IT IS THE SAME CONDUIT. >> WHETHER THE WIRE IS --

>> I JUST WANTED TO KNOW. >> ALL THE WIRING HAD TO BE REPLACED. ALL THE WIRING HAD TO BE

REPLACED. >> IF YOU LOOK AT THE PHOTOGRAPH IN FRONT OF US NOW, YOU SEE WHERE THE CONDUIT HAS BEEN FOR A LONG TIME IT IS A LITTLE BIT DIFFERENT, THE QUESTION I WOULD HAVE, RELATIVE TO IT, MR. FAUST AND MR. SCHUSTER IS SAYING THAT THE LAMP THAT IS IN IT, CAN THAT BE CHANGED OUT TO ONE THAT IS A LITTLE WARMER IN COLOR AND NOT AS BRIGHT. THEY'LL TONE IT DOWN A BIT.

>> OUR LIGHT WOULD CERTAINLY. I CERTAINLY THINK SO.

WE SUDDEN LY LEAVE THIS UP TO TE BOARD.

THAT'S CERTAINLY SOMETHING WE COULD DO.

>> MY INSTINCT, I DON'T HAVE A PROBLEM WITH LIGHT, SECURITY IS IMPORTANT. I DON'T EVEN MIND LIGHT BEING ON ALL NIGHT, LIKE BEING ON ALL NIGHT THAT IS AN EXPOSED HOLE.

IT IS A MATTER OF TIME BEFORE THEY UN INTO ISSUES WITH NEIGHBORS. I APPRECIATE YOU DONE THE WORK AND SPENT THE MONEY. I WISH WE WOULD HAVE BEATEN YOU

[00:40:04]

TO THE PUNCH ON THAT ONE. MY ADVICE MIGHT BE LOOK AT MORE APPROPRIATELY SCALED STYLE OF LIGHT, A GOOSENECK LIGHT THAT CAN PROVIDE SOME COVERAGE FOR THE EXPOSURE OF THE BULB AND PERHAPS EVEN THE MOUNT LOWER ON THE BUILDING.

IT SEEMS LIKE WE'RE TRYING TO LIGHT THE PATHWAYS THAT CIRCULATE THE BUILDING, IF I'M READING IT RIGHT.

THAT WOULD BE RECOMMENDATION FOR ME.

COULD IT DOWN TO THE HEADER ELEMENTS ABOVE THE WINDOWS WITH THE SLIGHTLY DIFFERENT SHAPE. THE NEWS IS YOU ALREADY GOT THE WIRING REDONE. YOU WILL NOT HAVE TO RETAIN FOR THAT. IT WILL BE JUST SHIFTING THE CONDUIT AND WIRING AND PROVIDING A NEW LIGHT FIXTURE.

IN THIS DAY AND AGE, THIS IS MANY LEDS THAT ARE NOT THIS OUTRAGEOUSLY EXPENSIVE TO -- TO SATISFY.

THAT WOULD BE SOMETHING THAT I THINK WOULD BE BETTER SOLVED.

OTHERWISE, IT WOULD BE CHANGING THE BULK AND CHANGING THE LIGHT

OUT FOR IT. >> GO AHEAD, MARK.

>> JUST WANT TO LET PEOPLE KNOW, THE WAY THEY FUNCTION NOW, THEY REALLY REACH TO THE BACK SIDE OF THE BUILDING, EVEN -- EVEN -- IT GETS EVEN MORE VISIBILITY FOR THE PARKING LOT.

NOT THAT IT COVERS IT DIRECTLY. THERE'S TWO LIGHTS HAT LIGHT UP THE SIDEWALK ON THE WEST SIDE AND THE PARKING AREA ON THE EAST SIDE. IT IS A BROAD AREA THAT IT DOES

COVER. >> IF YOU LOOK AT IT HERE, TO -- TO -- TO VIEW WHAT HE'S SUGGESTING, YOU'RE GOING TO HAVE TO ADD A SECOND LIGHT ON EACH SIDE OF THE BUILDING TO GET THE SAME AMOUNT. IF YOU BRING THAT FIXTURE DOWN.

AND AHEAD OF THE WINDOW. YOU'RE GOING TO GET A CERTAIN AMOUNT OF SPREAD ON THAT, ESPECIALLY IF YOU HAD ANY SHIELDS AROUND THERE, THE FIXTURE AS MR. HOFMANN SUGGESTED SO YOU DON'T SEE IT. I DON'T NECESSARILY AGREE WITH THAT, THEY WOULD NEED TWO ADDITIONAL FIXTURES ON THIS TO GET THE SAME AMOUNT OF COVERAGE3 OVER THE SIDEWALK IN THE PARKING AREA OR WE COULD CENTER IT ON THE BUILDING PERHAPS.

IT IS JUST CONDUIT AND EXPOSED. THAT'S NOT OVERLY DIFFICULT

EITHER. >> CAN YOU SUGGEST SOMEBODY WITHIN WORTHINGTON, SAY SO WE COULD COMPLY.

NOT GET SOMETHING ELSE THAT DOESN'T WORK OUT.

IN OTHER WORDS, YOU'RE ASKING US TO MAKE SOME CHANGES WHICH IS FINE BUT I THINK WE NEED TO KNOW SPECIFICALLY WHAT IS ALLOWED AND THEN WE'LL JUST DO IT. I'M IN THE CLEAR ON -- ON EXACTLY -- I'M NOT ELECTRICIAN. I LIKE -- -- I LIKE TO GET SOME

HELP IF WE COULD. >> LET ME CONDENSE MY COMMENTS FOR SAYING, I THINK THE BIGGEST ISSUE IS THE INTENSITY OF THE INDIVIDUAL LIGHT SOURCE, IF YOU MOVE UP 161, AT LEAST FOR ME.

SO IF THERE'S A SHIELD THAT IS RECOVERED, ERECTED DOWNWARD MORE WOULD BE BENEFICIAL. I DON'T HAVE A LOT OF CONCERNS ABOUT THE CONDUIT. AND NDERSTAND THE NEED FOR THE LIGHTING THERE OR MAYBE IT BECOMES NECESSARY TO ADD ANOTHER AROUND THE REAR. OBVIOUSLY, THE -- THE LESS YOU HAVE TO REARRANGE THE -- THE LESS EXPENSIVE IT IS GOING O BE TO DO THAT. THE KEY ELEMENTS ARE TO MAKE SURE THAT LIGHT SOURCE IS FLLY WORKABLE.

>> OKAY. >> THANK YOU.

>> THEY SHOULD COME UP WITH A FIELD FOR THAT FIXTURE.

YOU COULD FIND SOMETHING THAT IS MORE APPROPRIATE ELSEWHERE IN

WORTHINGTON. >> OKAY.

>> THE SHIELD FOR THE LAMP OR -- OR -- OR AGAIN I DON'T MIND RELOCATING THE LAMP BETWEEN THE WINDOWS AND SLIGHTLY LOWER WITH A SHIELD OR SOME DIFFERENT SHAPED FIXTURE THAT IS ALMOST TOO COMPLEX. I THINK THOSE ARE TWO GOOD

OPTIONS. >> WE'LL ET BACK O YOU.

[00:45:02]

WE NEED ANOTHER APPLICATION AND3 WE COME BACK.

>> HAVE MR. HALL CAST A MOTION. AND THEN THEY CAN COME UP WITH THAT FINAL APPROVAL FROM THE STAFF.

>> MR. COULTER, I THINK IT WOULD BE MORE APPROPRIATE TO HAVE THEM -- TO HAVE THEM TABLE THIS APPLICATION AND COME BACK TO THE BOARD WITH WHAT HEY'RE PROPOSING.

>> MR. GOYER IF YOU HAVE AN OPTION TO ASK ABOUT WHAT IS BEFORE IT, YOU CAN ASK FOR IT TO BE TABLED OR SOMEBODY TO CRAFT A MOTION. WHAT WOULD YOU LIKE TO DO?

>> JUST TABLE IT OR FOR US TO COME BACK AND SHOW YOU WHAT WE -- WE HAD COME UP WITH. I'M NOT QUITE SURE ABOUT THE

THIRD. >> THEN YOU EXPLORE THE OPTION AND BRING IT BACK AND SHOW STAFF AND GET THEIR COMFORT LEVEL AND

WE SUBMIT IT. >> SURE.

>> VALERIE OKAY WITH THAT? >> YES.

[2. Stafford Village Redevelopment including Demolition of Buildings – Northeast Corner of Hartford St. and Stafford Ave. (pH7 Architects/National Church Residences) AR 14- 2019]

>> I AM OKAY WITH THAT. I'M WITH YOU, ND WE'LL GET

ANOTHER -- ANOTHER OPINION. >> I NEED A MOTION TO TABLE.

>> SO MOVES. >> AND SECOND.

>> SECOND. >> OKAY IT HAS BEEN MOVED BY MR. HOFMANN AND SINGLED BY MR. RICE, ALL IN FAVOR OF TABLING SAY YEA. OPPOSED SAME SIGN.

OKAY. IT IS TABLED.

THANK YOU. MOVING ON TO THE NEXT APPLICATION THIS EVENING IS STAFFORD VILLAGE, IT IS A DEVELOPMENT INCLUDING BUILDINGS AT THE NORTHEAST CORNER OF HARTFORD STREET AND STAFFORD AVENUE.

ITS APPLICATION ERROR 14-2019 AND I WILL NEED A MOTION TO TAKE

IT OFF THE TABLE. >> SCHUSTER SO MOVED.

>> AND A SECOND, PLEASE. >> LHOFMANN SECOND.

>> AND ALL IN FAVOR. OPPOSED SAME SIGN.

IT HAS BEEN TAKEN OFF THE TABLE. >> MR. COULTER, MR. BROWN, ARE YOU GUYS ABLE TO SEE ME OR -- SEE WHAT IS ON THE SCREEN?

>> YEAH, WE CAN SEE THE SCREEN, THANK YOU.

>> OKAY. >> OKAY, AGAIN WE HAD A LENGTHY HISTORY WITH THE PROJECT STARTING IN FEBRUARY OF 2019 AND GOING UP INTO EARLIER THIS YEAR IN JANUARY WHEN IT WENT THROUGH THE PLANNING COMMISSION AND REVIEW APPROVAL AND ON TO CITY COUNCIL FOR PPROVAL IN FEBRUARY OF 2020 ON THE 18TH.

IT DID GET APPROVED AT CITY COUNCIL BY A 5-2 VOTE.

AS YOU KNOW WITH ANY REZONING OR MODIFICATION TO THE PLAN AND ZONING CODE, THERE'S A 60-DAY REFERENDUM PERIOD THAT -- THAT REFERENDUM PERIOD DID COME AND GO ON APRIL 20TH.

THE PUD IS IN EFFECT FOR THIS PROPERTY.

AGAIN, AS MANY OF YOU KNOW AND BEEN INVOLVED IN THIS FOR THE PAST SEVERAL YEARS, STAFFORD VILLAGE, THE ORIGINAL DEVELOPMENT WAS BUILT IN THE EARLY 70S, NEAR STAFFORD AND HARTFORD. IT INCLUDES THE THREE HOUSES ALONG HARTFORD THAT ARE ALSO OWNED BY NATIONAL CHURCH RESIDENCES. WHAT YOU SEE IS HREE ACRES IN SIZE. AND WHAT YOU'RE GOING TO SEE TONIGHT CONTINUING ON WITH THE NEXT PHASES, WE'RE GOING TO SEE TONIGHT THE PUD FINAL PLAN AND THE REVIEW APPLICATION THAT IS BEFORE YOU IN A SUBDIVISION. SO I'M GOING TO KIND OF TOUCH N ALL THREE BECAUSE THEY INTERMINGLE AND THEN WE'LL DO SEPARATE VOTES ON ALL OF THE APPLICATIONS AS WE MOVE FORWARD.

[00:50:04]

I'LL NOTE THAT THE SUBDIVISION APPLICATION PORTION OF THIS WILL HAVE TO GO ON TO CITY COUNCIL FOR FINAL APPROVAL.

AGAIN, AS YOU KNOW, THE SITE CURRENTLY CONTAINS 58 JUNTS IN STAFFORD VILLAGE AND THE SINGLE FAMILY HOMES ON HARTFORD.

WHAT WAS APPROVED IN FEBRUARY, INCLUDED 85 NEW UNITS TO BE BUILT N THE -- IN TWO TO THREE STORIES AND HEIGHT, WITH RETAINING THE HELP AT 852 HARTFORD AS PART OF THE DEVELOPMENT. AGAIN, AS PART OF THAT, WHAT WENT TO CITY COUNCIL APPROVED BY SEPARATE RESOLUTION IS 34 OF THOSE 85 UNITS WILL BE AFFORDABLE A HOUSING AND FOR A TIME PERIOD OF 30 YEARS. AGAIN, THERE'S CURRENTLY TEN BUILDINGS ON THE SITE, SEVEN OF THOSE BUILDINGS ARE THE -- ARE THE MULTI-FAMILY BUILDINGS THAT ARE GOING TO BE DEMOLISHED AND THE THREE EXISTING SINGLE FAMILY HOMES.

WHAT YOU'RE ALSO GOING TO SEE TONIGHT AS PART OF THE REVIEW IS THE DEMOLITION OF THE TWO SINGLE FAMILY HOMES, RETAINING THE NE AGAIN AND THE REMOVAL OF THE SEVEN BUILDINGS THAT CURRENTLY COMPRISE STAFFORD VILLAGE. AGAIN GOING THROUGH THIS, TRY TO SLOW IT A BIT. THE PACKET AS A LONG AND LARGE PACKET FOR ALL OF YOU. WHAT YOU HAVE BEFORE YOU IS THE -- IS THE -- IS THE EXISTING LOTS, ALL OF RECORD.

PART OF THIS WILL BE A SUBDIVISION THAT IS GOING TO BE INCLUDING VACATING THE SEWER EASEMENT AND PLOTTING A NEW 12-INCH SANITARY SEWER EASEMENT AND 24 EASEMENT ON THE PROPERTY.

THIS IS THE CURRENT SANITARY EASEMENT THAT RUNS EAST TO WEST RIGHT THROUGH THE MIDDLE OF THE PROPERTY AND JOGS AROUND AS YOU GO THROUGH. AGAIN, JUMPING UP TO -- YOU KNOW THOSE THREE HOUSES ALONG -- ALONG -- EAST NEW ENGLAND, NOT THAT, ALONG HARTFORD WOULD BE PART OF THOSE.

THIS IS THE SITE PLAN THAT YOU SAW LAST YEAR, NOT A LOT OF CHANGES. THE CHANGES I'LL POINT OUT QUICKLY TO YOU. ONE WAS -- ONE WAS ON THE NORTHERN PORTION, YOU MAY RECALL THERE WAS -- THERE WAS VIRTUALLY THE EMERGENCY ACCESS. WHAT YOU SEE NOW, THIS WAS THE ORIGINALLY PROPOSED FOR TREE REMOVAL BALLARDS AND THE TENANTS COULD NOT USE THAT FOR ENTRANCE AND EXIT.

WHAT IS PROPOSED AND APPROVED BY THE IVISION OF FIRE IS -- IS ACTUALLY A GATE THAT WILL BE MANUALLY OPERATED SO THE NEED FOR SERVICES BY THE DIVISION OF FIRE DOESN'T GET OUT OF THAT QUICKLY. THERE WILL ALSO BE ANOTHER CHAIN WITH A SIGN ACROSS THIS PORTION OF THE EMERGENCY ACCESS DRIVE SO THAT THE TENANTS WILL NOT BE ABLE TO GO LEFT.

IT WILL WRAP THEM AROUND TO THE EASTERN SIDE OF THE BUILDING.

AGAIN WHAT YOU'RE GOING TO SEE ON THE CHANGE FROM THE ORIGINAL PROPOSAL IS THIS -- HIS -- THIS ACCESS DRIVE IS OING TO BE PAVED. HOWEVER, IT WILL HAVE A HEAVY DUTY DECORATIVE COBBLESTONE FROM THE SIDEWALK BACK TO THE GATE AREA AND THE -- AGAIN ALL THE SIDEWALKS ON THIS PORTION OF THE PROPERTY ARE GOING TO BE WIDENED AROUND FIVE FEET AND THEN THERE WILL BE A NEW CONCRETE CURB INSTALLED AS PART OF THAT.

AGAIN, JUMPING OVER TO THE HARTFORD STREET SIDE, THIS IS THE EXISTING HOUSE THAT MAY REMAIN.

THERE'S A COURTYARD BEHIND THE EXISTING RESIDENCE.

WHAT WE HAVE IS MORE DETAILED VERSION.

THERE'S ANN A ARBOR AND A SIDEW. ON STAFFORD, THERE'S MORE DETAIL RELATED TO WHAT THESE COURTYARD WILL BE AND YOU'LL SEE FURTHER EVIDENCE OF THAT IN THE FUTURE SLIDE.

THE ONE THING I DID WANT TO POINT OUT, THERE'S 250 SQUARE FOOT ADDITIONAL BUMP OUT HERE. THIS WAS ONE OF THE ENTRANCES IN. THIS IS THE -- THE -- THE CAFETERIA AREA WAS ENLARGED AND YOU'LL SEE THAT IN SOME RENDERING IN THE FUTURE. THOSE ARE MAIN CHANGES THAT WE SAW LOOKING AT THE SITE PLANS, A LOT MORE DETAILED THAN WHAT WAS PREVIOUSLY SHOWN FOR THE PRELIMINARY PD.

AGAIN ONE OF THE THINGS THAT DID CHANGE AS PART OF THE INTERNAL LAYOUTS OF THE BUILDINGS AND FUNCTIONABILITY OF THE PARKING GARAGE, IT IS UNDER THE FIRST LEVEL.

ORIGINALLY IT WAS A DOUBLE GARAGE ENTRANCE, ENTRANCE AND

[00:55:04]

EXIT. I THINK THEY THOUGHT WITH THE MOBILITY ON THE SITE, THEY WOULD HAVE ON THE RIGHT SIDE OF THE SCREEN, THERE'S ENTRANCE TO THE PARKING AREA AND AN ENTRANCE OUT TO THE NORTH THAT WOULD SWING YOU BACK AROUND TO THE PARKING LOT. YOU'LL SEE DETAILED PLANS IN THE LANDSCAPING AND FENCING. ONE THING THAT WAS BROUGHT UP, DIVISION OF FIRE, THEY ASKED FOR SIGNAGE TO BE IN THE NORTHERN DIRECTION OF THE AREA. IT IS A RIDE OUT ONLY AND NO PARKING IN THIS AREA AS A SAFETY PROVISION.

THAT'S OUTLINED IN THE EMO AND PART OF THE CONVERSATION TONIGHT. WHAT I'M GOING TO SHOW YOU IS THE PACKET THAT WENT OUT WITH YOU AND ANY CHANGES THAT CAME UP. IT WAS ORIGINALLY DETAILED IN THE PACKET SHOWS THAT SANITARY SEWER LINE THAT I MENTIONED EARLIER THAT WILL BE REROUTED AT APPLICANTS EXPENSE.

WE SHOW IT LABELED CORRECTLY AS A SEWER.

AND THEN GOING THROUGH THE SITE PLANS, MATCHING AS PART OF WHAT WAS THE PRELIMINARY, FOR STORM WATER, ONE OF THE UNIQUE THINGS THAT WE'VE SEEN A HOT WITH PROJECTS LATELY IS UNDERGROUND STORAGE FOR STORM WATER. UHL SEE THE LINES, I APOLOGIZE, HOPEFULLY THE INFORMATION YOU HAD IN YOUR PACKET IS EASY TO READ, THE CATCH BASINS WILL DIRECT STORM TO UNDERGROUND RETENTION AND IT WILL TIE INTO THE CITY'S STORM SEWER AS NEEDED. REAL GOOD UNDERGROUND RETENTION AND THAT WAS REVIEWED BY THE SEARCH AND ENGINEERING DEPARTMENT. WE HAVE MS CONSULTANTS REVIEW OUR STORM WATER FOR COMPLIANCE. AGAIN GOING FORWARD, AS PART OF THIS, YOU'LL SEE THE DEMOLITION OF SEVERAL BUILDINGS, AGAIN THE TWO EXISTING ONES ON HARTFORD THAT WE'LL DISCUSS IN DETAIL IN A FEW MINUTES. RETAINING THE ONE AND THE OTHER BUILDINGS WILL BE DEMOLISHED. THIS IS YOUR EXISTING SITE

CONDITION AS YOU SEE IT TODAY. >> AGAIN, WE HAD A LENGTHY DISCUSSION GOING THROUGH THE PROCESS AND THE TREE ASSOCIATED WITH ANYTHING ON THE SITE. CITY COUNCIL DID PROVE BY SEPARATE RESOLUTION WITH THE -- WITH THE HOUSING, THE AFFORDABLE HOUSING A REDUCTION FROM THE 450 DOWN TO THE 150 CALIPER INCH AS PART OF THEIR REVIEW. I DID WANT TO POINT OUT WHEN WE DID THE INITIAL WALK THROUGH THERE WAS SEVERAL TREES ALONG I THINK IT WAS MAYBE FOUR OR FIVE TREES ALONG STAFFORD THAT OUR CITY ARBORISTS ARE FLAGGED TO WATCH IN THE FUTURE, TO MAKE SURE THEY'RE IN A LITTLE DECLINE.

MAPLES THAT MAY NOT BE REVIEWED REMOVED AS PART OF THIS.

THOSE ARE PROPOSED TO BE REMOVED.

ADDITIONAL TREES WILL BE ADDED BACK TO THE COURTYARD AND INTO THIS AREA. AGAIN YOU'LL SEE DETAILS OF THE COURTYARD THAT I MENTIONED PREVIOUSLY.

KIND OF ZOOMING I, ALONG THE NORTHERN PROPERTY LINE, THIS WENT TO ASPHALT DRIVE. I THINK THERE WAS DISCUSSIONS ORIGINALLY TRYING TO DO SOME TYPE OF PAVERS AND WITH THE WAIT OF THE EQUIPMENT, THERE WAS CONCERN ABOUT BEING ABLE TO FUNCTION. THE ONE THENNING WE WANTED TO GET ON RECORD IS THE DIVISION OF FIRES ASKED US TO MAKE SURE THAT THIS AREA IS FREE AND CLEAR AT ALL TIMES AND THAT THE -- THAT THE PROPERTY OWNER KNOWS, WHEN THERE'S SNOW REMOVAL TAKING PLACE ON THE PARKING LOT. THEY WANTED TO MAKE SURE THIS IS CLEANED OFF. THERE IS A NEED FOR SERVICES ONCE THEY GET TO THE SITE AND OPEN THE GATE, THEY KNOW WHERE THE ROAD IS SO THEIR EQUIPMENT WOULD NOT GO OFF THE EDGE OF THE PAVEMENT. AGAIN YOU SEE DETAILS OF THE GATE TOWARDS HARTFORD, THE COBBLESTONE, HAVE TO DO COBBLESTONE ENTRANCE AND THEN A NEW CONCRETE APRON TO THAT AND THEN THE COURT-YARD AND ARBOR, THAT'S OR EXISTING HOMES.

THE SOUTHERN PORTION OF THE SITE ON STAFFORD, YOU SEE THE NEW LAYOUTS AND THEN THE COURTYARD AND AGAIN, THIS IS ONE AREA I DID WANT TO POINT OUT THAT DID GET EXPANDED, ONCE YOU REALLY LAY OUT THE INTERIOR, YOU'LL START TO SEE SOME WINDOWS AND DOORS CHANGE, EMERGENCY SERVICES GETTING IN AND OUT.

YOU'LL SEE THOSE THINGS POP UP AS SLIGHT CHANGES.

AGAIN, GOING ON, THIS WAS WHAT WAS IN THE ORIGINAL PACKET, SHOWING THE ARBOR, THE PAVERS, THE LIGHTING, BENCHES AND GATE

[01:00:07]

AND BIKE RACKS. WE DID ASK FOR ADDITIONAL DETAILS OUTLINED IN THE MEMO AND THE APPLICANT WAS ABLE TO PROVIDE US RELATED TO -- TO PATIO FURNISHINGS, SO WHAT YOU'LL SEE IS ADDITIONAL DETAIL RELETTED TO THE FURNITURE THAT WILL BE IN THE WESTERN COURTYARD AND THOSE TWO SOUTHERN COURTYARDS THAT WE PREVIOUSLY DISCUSSED.

THE APPLICANT DID PROVIDE US WITH THAT INFORMATION.

WE'RE THANKFUL FOR THAT. AGAIN LOOKING AT THE SITES AND THE LANDSCAPING, THIS WAS IN YOUR PACKET, WE GOT DISCUSSIONS WITH THE NEIGHBOR TO THE NORTH AND WE'RE ABLE TO MAKE CHANGES TO THE SITE PLAN. MANY OF YOU MAY RECALL THAT WE HAD A DISCUSSION OF THESE TREES ALONG THE NORTHERN PROPERTY LINE AND BECOMING A MORE DECORATIVE TREE THAN WHAT WAS ORIGINALLY SHOWN. YOUR PACKET SHOWS THEM AS A MAPLE BUT ANY DISCUSSIONS WITH THE APPLICANTS AND THE NEIGHBOR TO THE NORTH AND DISCUSSIONS WITH OUR CITY ARBORIST, THOSE FOUR TREES HAVE BEEN HANGED OUT TO BE A SERVICE BARRIER.

THE NEIGHBOR O THE NORTH HAD CONCERNS OVER THE HEIGHT AND -- AND -- AND SINCE HER DRIVEWAY IS ADJACENT TO THIS AREA, WE PROVIDE SHADING TO HER DRIVEWAY AND HER LOT.

WE ASKED THE APPLICANT TO MODIFY THAT OUT WITH WHAT WAS ORIGINALLY DISCUSSED. THEY DID THAT.

SINCE WE'RE ON THE SCREEN, I'LL POINT ALONG THE NORTHERN PROPERTY LINE, YOU'LL SEE THIS IN A FUTURE SLIDE, THERE'S A FOUR-FOOT FENCE THAT WILL JUMP UP TO SIX-FOOT FENCE.

YOU'LL SEE HE NIGHBOR'S DRIVEWAY IS RIGHT ON THE PROPERTY LINE AND WITH THE OLD HOUSE TO BE PROPOSED WILL BE DEMOLISHED. THEY'RE MERGED TOGETHER.

THISWELL GIVE THEM ADDITIONAL TWO FEET TO OPEN THE CAR DOORS AND NOT BANG INTO A FENCE. ONE QUESTION THAT STAFF DID HAVE FOR THE APPLICANT THAT WE WERE ABLE TO FIND OUT WAS THE FENCING THAT IS PROPOSED WILL ACTUALLY BE LESS NATURAL AND THE CITY STAFF THOUGHT IT WOULD BLEND IN IN THE BACKGROUND AND PAINTED WHITE. SINCE WE'RE ON THIS SCREEN, I'LL SHOW YOU, THIS WAS THE EXIT FOR THE GARAGE GOING NORTH.

IT WILL SWING AROUND. ONE THUNG WE -- THING WE SAW, IE GENERATOR WE ASK IT TO BE TESTED.

IT NEEDS TO BE SOMETIME MONDAY THROUGH FRIDAY DURING HOURS OF 8 AND 5 AND IT IS WHAT WE REVIEWED THROUGHOUT THE CITY.

WE WANTED TO GET THAT ON RECORD AS PART OF OUR DISCUSSION.

AGAIN BOUNCING AROUND TO THE -- TO THE NORTHEASTERN PORTION OF THE SCREEN OR THE SITE YOU'LL SEE ADDITIONAL LANDSCAPING AND FENCING PROPOSED ALONG THE -- ALONG THE PROPERTY LINE.

THEN AGAIN THIS IS THE ENTRANCE FROM STAFFORD.

YOU'LL SEE IN A MINUTE ADDITIONAL DETAILS WE ASKED FOR.

THERE'S A SMALL RETAINING WALL WITH THE GRADE CHANGED TO THE APARTMENT COMPLEX THAT IS TO THE EAST OF US.

SO WHAT YOU HAVE BEFORE YOU, IS WHAT WAS ORIGINALLY SHOWN BACK IN FEBRUARY TO CITY COUNCIL AND JANUARY TO THE BOARD AND COMMISSION AND THIS SHOWS THE VEGETATION AROUND THE SITE AS -- AS PART OF THE -- OF THE LAYOUT. AGAIN, JUST KIND OF A BLOG OF THE FENCE PROTOTYPES. AGAIN WE SEE MUCH MORE DETAILS RELATED TO THE LANDSCAPING. WE SENT THE PLANS TO OUR CITY ARBORIST WHO APPROVED THE OVERALL LANDSCAPE PLAN AND THE ONLY OMMENTS HE HAD WAS RELATED TO THE FOUR MAPLES ON THE NORTHERN PROPERTY LINE, WHICH MAY BE UCH SLOWER GROWING THAN A MAPLE. WE GOT GREATER DETAILS OF THE ARBOR AND THE WALKWAYS FROM THE EXISTING SINGLE FAMILY HOME THAT WILL REMAIN AND TO THE COURTYARD AREA THAT WILL BE USED PRIMARILY BY THE RESIDENTS. AND YOU SEE MORE DETAILS IN THE LANDSCAPING PLAN FOR THE TWO COURTYARDS, AS PART OF THIS.

THERE WAS THE EASTERN AREA FOR THE DINING FACILITY.

THOSE ARE THE ONLY FOOTPRINT CHANGES THAT WE NOTICED.

LOOKING AT FENCING WE SAID IT WOULD BE NATURAL.

THAT ADDRESSED ONE OF OUR QUESTIONS.

PART OF THE QUESTIONS WE HAVE IS RELATED TO THE RETAINING WALLS

[01:05:05]

AS YOU ENTER IN. WE DID GET ADDITIONAL INFORMATION PROVIDED OUT TO THE BOARD MEMBERS THAT AS WE YOU KNOW BLOCK RETAINING WALL IN THE COLORS, AND STAFF THOUGHT THAT ADDRESSED THE ONE COMMENT-CONCERN WE HAD AT THE TIME. THIS WAS THE GENERAL PARKING LOT L LAYOUT AND EXISTING CONDITIONS YOU SAW AND COUNCIL RVIEWED IN FEBRUARY.

AGAIN, JUST THE CONDITIONS FOR THE -- FOR THE FENCING AND THE MIX OF VEGETATION. THIS WAS IN THE PACKET AND WE GOT UPDATED MATERIALS IN THE PACKET THAT RELATED TO CONCERNS OF THE LIGHTING ON THE SITE. THERE'S TWO POLE LIGHTS THAT COULD BE NO HIGHER THAN 12 FEET IN HEIGHT.

THE APPLICANT DID PROVIDE US THAT DOCUMENTATION.

THE ONE THING WE DID WANT TO DISCUSS WITH THE BOARD IN A SECOND RELATES TO THE POLITE. YOU'LL SEE, THESE ARE EXISTING LIKE FIXTURES THEY'RE PROPOSING TO GO AROUND THE BUILDING.

THE RECESSED LIGHT WILL BE RELATED TO THE UNITS THAT HAVE PORCHES. THEY'LL BE UP IN THE CEILING.

THE OTHER ONES YOU SEE WILL BE MIXED THROUGHOUT THE DEVELOPMENT FOR ANY OF THE DOORS THAT DO NOT HAVE A PORTRAIT ABOVE IT.

THE LOWER LEFT ONE, THE COACH LIGHT IS RELATED TOWARDS THE EASTERN COURTYARD WHERE YOU -- WHERE YOU SAW THAT -- THAT -- THAT ADDITION TO THE DINING FACILITY.

AGAIN AROUND THE PARKING LOT BUILDING, THIS IS GOOSENECK LIGHTNING. THIS WAS SUBMITTED IN YOUR PACKET. THEY WILL BE AROUND THE BUILDING ON THAT PORTION OF THE SITE, MUCH IMPROVED.

NOTHING LIKE WHAT WE'VE SEEN IN THE PAST.

THIS IS THE APPLICANTS PROPOSAL FOR THE TWO PARKING LOT LIGHTS.

ONE THING WE WANTED TO BRING UP A DISCUSSION ITEM IS -- SORRY, IS RELATED TO -- TO OUR PREVIOUS CONVERSATION WITH MEMORIAL HALL IS SEEING THE LIGHT SOURCE ITSELF.

WE THOUGHT IF THERE WAS A WAY, IT LOOKS LIKE IN THE MIDDLE SECTION HERE, THERE'S A WAY TO HAVE A SHIELD INSTALLED THAT MAYBE COULD PROTECT THE NEIGHBORS O THE EAST.

SO THAT IT WOULD NOT GO OVER ANY PROPERTIES.

WE THOUGHT THAT MIGHT BE A DISCUSSION ITEM FOR THE BOARD TONIGHT. WE DID WANT TO AGAIN THE RENDERINGS FOR THE CITY, I'LL SHOW YOU WHAT IS NEW AND WHAT CHANGED. THIS IS WHAT YOU SAW BACK IN JANUARY AND FEBRUARY. THIS WAS WHAT WAS IN YOUR PACKET. THE HEIGHTS YOU SEE RELATED TO THE PERGOLA OR THE BUILDINGS REMAINED THE SAME.

THOSE HAVE NOT CHANGED. WE HAVE INSTANCES WHERE THE ROOF HEIGHT HAS CHANGED AND I'LL SHOW YOU THAT IN A SECOND.

AGAIN WITH THIS, ONE THINGS CITY STAFF ASKED FOR CLARIFICATION ON IS WHAT WAS USED FOR THE KUPELLA.

THEY PROVIDED US UPDATED MATERIALS.

WHAT YOU'LL SEE IS A METAL ROOF, AND THE TRIM AND THE WHITE AND THE WINDOWS. IT WOULD BE LIT UP AT NIGHT.

THAT DID KHAR GUY THE QUESTIONS WE HAD.

AGAIN JUMPING AROUND TO -- TO -- TO SEE TO THE COURT YARDS.

AGAIN THIS IS WHAT CITY COUNCIL SAW AND THIS WAS THE MANNING COMMISSION AND THEY SAW BACK IN JANUARY.

WE DID WANT TO NOTE THERE'S SLIGHT HANGES BUT OVERALL A LOT OF THE CHANGES ARE ORE WINDOWS KIND OF MOVING AROUND AND SOME OF THOSE GETTING SHUTTERS FROM A DOUBLE WINDOW TO SINGLE WINDOW.

WHEN YOU DO THE LAYOUT YOU NEED INGRESS AND EGRESS.

THIS IS IN YOUR PACT NOW. NOW WE DID GET THE REVISIONS SHOWING YOU THE KUPELLA IN GREATER DETAIL.

ONE THEY THINK YOU SEE ON THE LEFT-HAND SIDE OF THE SCREEN.

WE HAD A QUESTION ABOUT WHAT THIS WAS.

IT DIDN'T TURN OUT. STICKING WITH THE APPLICANT, IT FELT COMFORTABLE. THAT WAS IN ONE OF THE

[01:10:02]

COURTYARDS AND THE WINDOWS ADJUSTED.

AGAIN, THIS IS WHAT -- WHAT -- WHAT THE BOARD OF COMMISSION SAW IN JANUARY-FEBRUARY. HERE'S WHAT WAS IN YOUR PACKET.

AND THEN THE ONLY YOU KNOW, SLIGHT MODIFICATIONS WERE JUST TO -- TO -- TO THE BRICK WORK ITSELF.

IT IS CONSISTENT. YOU SEE A DOOR ADDED.

EMERGENCY EGRESS DOOR WAS ADDED. THAT WAS NOT PREVIOUSLY SHOWN USHOWN. AGAIN WHAT YOU SEE WAS ORIGINALLY SHOWN AS PART OF THE REVIEW AND WHAT THEY DID SHOW US IS MORE DETAILED RELATING TO THE EXISTING HOUSE THAT IS TO REMAIN. WHAT YOU'LL SEE IS A CHANGE IN PAINT COLOR FROM THE ORANGY YELLOW TO MORE OF A PALE YELLOW THAT THEY THOUGHT WAS MORE APPROPRIATE FOR THE HISTORIC DISTRICT. THEN THEY'RE PROPOSING TO PAINT THE -- THE EXISTING HOUSE THAT IS TO REMAIN.

YOU SEE THE FRONT PORTION OF THE ORIGINAL HOUSE IS TO BE BLUE.

THEN THE ADDITION IS TO BE IN A DIFFERENT COLOR.

IT IS WHITE. IT SHOWS UP GRAY, UT I THINK IT IS WHITE. AGAIN WE DO SEE, WE GOT MODIFICATION CHANGE AFTER DISCUSSIONS WITH THE APPLICANT.

YOU'LL SEE IT IN THIS AREA, THE RIGHT SIDE OF THE SCREEN, THERE WAS A TWO-STORY BALCONY. WE NOTICED THE UPPER LEVEL DID NOT HAVE PATIO DOORS AND THERE WAS TWO DOORS ADDED THAT HAD BEEN MODIFIED AND JUST SHOWED AS A LOWER PORCH WITH NO SECOND STORY BALCONY. AGAIN, THIS IS BACK JUMPING TO THE NORTH SIDE. THIS IS THE MAIN ENTRANCE FROM THE PARKING LOT THAT YOU'LL SEE. AND WHAT YOU'RE GOING TO SEE BEFORE YOU IS -- IS THE CHANGE FROM WHAT WAS ORIGINALLY SHOWN.

AS I MENTIONED PREVIOUSLY WITH THE LAYOUT OF THE SITE WE HAVE A NORTHERN ENTRANCE TO THE BUILDING AND WE'LL SEE SCREEN DETAILS AND THE WINDOWS THAT YOU SEE ON THE LOWER PORTION OF THE SCREEN HERE. WE ASK FOR DDITIONAL DETAILS ABOUT WHAT THAT WILL BE. IT WILL BE MORE OPEN AIR, ALLOW THE AIR TO COME AN OUT. WE DID GET THE SPEC SHEETS FOR THE DOORS, WINDOWS, DOORS, RAILINGS, WE HAVE THAT AS PART OF THE PRESENTATION TONIGHT AT THE END AND ALSO E-MAILED THAT OUT TO YOU TODAY. SO AGAIN, THIS IS EAST ELEVATION BACK IN THE PARKING LOT AREA AND AS I MENTIONED AGAIN, THERE WAS A DOUBLE WIDE GARAGE DOOR. NOT A SINGLE ENTRANCE IN.

I MENTIONED I WILL LOOP AROUND TO THE RIGHT SIDE OF THE SCREEN FOR AN EXIT, WHERE THE GENERATOR AND THE ELECTRICAL BOX WILL BE INSTALLED. THEN THERE'S SLIGHT MODIFICATIONS -- SORRY, THAT YOU CAN SEE ON THE SCREEN JUST RELATED TO THOSE VENTING AREAS FOR THE PARKING GARAGE.

BUT OVERALL PRETTY CONSISTENT WITH WHAT THE BOARD OF COMMISSION SAW AND THE CITY COUNCIL SAW LAST YEAR.

THIS WAS THE ORIGINAL MATERIAL BOARD THAT YOU SAW EARLIER IN THE YEAR. THIS IS WHAT WAS IN YOUR PACKET.

WE ASKED FOR CLARIFICATION OF WHAT THE CHICAGO HERITAGE BRICK ACTUALLY LOOKS LIKE. SO WE -- E DID GET AN UPDATED MATERIALS AND PRODUCT BOARD AND WHAT YOU'RE GOING TO SEE IS MORE DETAIL OF WHAT THAT CHICAGO HERITAGE BRICK WOULD ACTUALLY LOOK LIKE. I KNOW THAT WE HAD THE CONVERSATIONS WITH THE APPLICANT THAT REMINDED US OF KEMPER HOUSE WITH BUILDINGS THAT WE THOUGHT WERE MORE PREDOMINANT IN COLORS. WE MAYBE DIDN'T SEE HOW THOSE COLORS WOULD PLAY OUT. YOU SEE CHANGES ON THE BRICK IN CERTAIN BUILDINGS. BUT AT LEAST THE RED BRICK WE FELT COMFORTABLE WITH AND THE CHICAGO HERITAGE BRICK.

AGAIN ON THE MATERIALS BOARD THE ONLY THING THAT CAME UP WAS THE STUCCO. WE'RE ALWAYS HAPPY NOT TO ALWAYS SEE. THEN THAT ORANGY-YELLOW COLOR HAD -- HAD -- HAD BEEN CHANGED TO MORE OF A -- OF A PALE YELLOW. AGAIN, WE ALSO DID ASK FOR GREATER DETAILS RELATED TO THE PORCH COLUMNS AND TOO AS I MENTIONED THE GARAGE SCREEN DETAIL.

WE DID GET THE DETAILS OF HOW THE PORCH COLUMN WILL SIT AND THEN RELATED TO THE -- TO THE -- TO THE -- TO THE GARAGE SCREEN DETAIL, YOU COULD SEE ON THE RIGHT-HAND SIDE OF YOUR SCREEN WILL BE PAINTED WHITE AND IT WILL BE MORE OF A MESH TO ALLOW THE AIR TO FLOW IN AND OUT AND KEEP ANIMALS AND BIRDS OUT AND ALLOW FOR YOU IDLING AND VEHICLES IN THERE, YOU'RE NOT GOING TO SUFFOCATE WITH OPEN AIR LIKE THAT.

[01:15:04]

>> THE MATERIAL YOU SEE BEFORE YOU NOW, THE ORIGINAL SIGNED PROPOSAL AND HE DUMPSTERS, THE ONLY THING THAT CHANGED, WE DID HAVE A DISCUSSION WITH THE APPLICANT TO -- TO COME MORE INTO COMPLIANCE WITH OUR DESIGN GUIDELINES RELATED TO SIGNAGE.

SO THEY DID -- THEY DID MODIFY THEIR PROPOSAL TO BE IN COMPLIANCE WITH DESIGN GUIDELINES AND WE FEEL BETTER WITH WHAT YOU SEE BEFORE YOU RELATED TO THE FREE STANDING SIGN THAT IS GOING TO BE OVER T THE MAIN ENTRANCE INTO THE FACILITY OFF OF STAFFORD AND ORIGINALLY WHAT WAS SHOWN BACK IN JANUARY AND FEBRUARY TO THE BOARD AND TO CITY COUNCIL, I SHOW TWO -- TWO -- TWO CORNER HANGING SIGNS.

THE APPLICANT IS ONLY GOING TO INSTALL ONE AND THAT WOULD BE ON THE CORNER OF HARTFORD AND STAFFORD.

THAT'S CONSISTENT WITH WHAT WAS SHOWN BEFORE.

THE REDUCTION IN SIGN, IT FELT LIKE IT WOULD BE REPETITIVE TO HAVE ANOTHER ONE AT HE SOUTHEAST CORNER.

SO AGAIN, JUST KIND OF A -- A -- MORE OF A DETAIL OF WHAT THE SIGN WOULD -- WOULD LOOK LIKE, THE MATERIALS THAT WOULD BE MADE OUT OF. AGAIN, BE -- BE CAPTURED BACKGROUNDS AND BE SIMILAR TO WHAT WE APPROVED IN OLD WORTHINGTON. AND AGAIN WHAT YOU SEE HERE, IT WILL BE THEIR SIGN CODE FOR COLORS AND -- AND THAT THE WHITE.S ON OOCH SIDE WOULD BE - ONE LARGE DISCUSSION.

ONE OF THE BIG CONCERNS WE HAD AND DISCUSSION FROM NEIGHBORS AND -- AND -- AND AS E WENT THROUGH THE PROCESS IS HOW ARE WE GOING TO HANDLE THE AC UNITS AND AIR HANDLERS AND THOSE THINGS. WE COVERED THE BOX TO THE NORTHEAST CORNER OF THE BUILDING.

WE WANTED TO MACK SURE AS WHAT WAS ORIGINALLY DISCUSSED WITH COMMISSIONS AND COUNCIL WAS ALL OF THE AIR HANDLING EQUIPMENT AND ANY NIT HAD TO BE SCREENED FROM VIEW.

WHAT WE HAD THE APPLICANT DO IS DEPICT AT TYPE OF THE UNIT AND THEIR LOCATION ON THE BUILDINGS. YOU HAVE 85 UNITS GOING IN HERE.

YOU HAVE THE AIR CONDITIONER. I BELIEVE THERE'S EIGHT OR NINE AIR HANDLING UNITS ON TOP OF THE ROOF THAT WOULD BE SCREENED.

THAT'S WHAT WE WANT TO LOOK AT IS WHERE THEY WERE PLACED ON THE ROOF STRUCTURE, JUST TO SEE IF THERE'S ANY NEED OR CONCERN.

I KNOW THAT ONE OF THE CONCERNS WAS -- WAS PLACEMENT, AND THEY WOULD BE LOCATED ON ONE SIDE AND WOULD BE SCATTERED THROUGHOUT THE SITE. OR THROUGHOUT THE ROOF STRUCTURE. THAT IS WHAT APPEARS TO BE SHOWN

AS WE MOVE FORWARD. >> AGAIN AS PART OF THIS, ONE OF THE THINGS WE DO NEED TO DISCUSS AS PART OF THE BOARD ARE THE TWO EXISTING HOMES THAT ARE PROPOSED TO BE DEMOLISHED AND ALSO THE EXISTING MULTI-FAMILY. AT HE'S WITH LOOKING AT 868 HARTFORD PROPOSED TO BE DEMOLISHED.

WE HAVE A HOME AND EXISTING DETACHED ONE-CAR GARAGE THAT WAS CONSTRUCTED IN 1929. SEVERAL ARB APPROVED ADDITIONS OVER THE YEARS, 1990 AND 1996 TOWARDS THE REAR.

AGAIN THESE ARE CONTRIBUTING BUILDINGS AND THE WORK IN THE HISTORIC DISTRICT, I WANT TO MAKE NOTE OF THAT.

THE HOUSE TO THE NORTH 874 HARTFORD, THIS IS A HOME WITH DETACHED GARAGE AND WAS CONSTRUCTED IN 1940 AND WERE CONTRIBUTING BUILDINGS TO OUR HISTORIC DISTRICT.

HOWEVER, IT IS BELIEVED THESE WERE TWO HOUSES THAT WERE PUT TOGETHER IN THE MID 1800S. TWO SEPARATE HOUSES AND BROUGHT TO THE SITE IN 1940 AND COMBINED.

SO -- SO -- SO INTERESTING HISTORY THERE.

THEN AGAIN, THE SET OF EXISTING BUILDINGS, YOU KNOW, CONSTRUCTED IN 1970, STAFFORD VILLAGE, SURPRISINGLY AND SHOCKINGLY NOT, THEY'RE NOT A LOT CONTRIBUTING LIST FOR THE HISTORIC DISTRICT.

I WANT TO NOTE THOSE ARE PART OF YOUR APPROVAL TONIGHT.

ONE THING THAT WE HAVE BEEN IN DISCUSSION WITH THE APPLICANT EARLY ON THROUGHOUT THE PROCESS WAS THERE THE ABILITY TO -- TO MOVE THESE HOUSES. FINANCIALLY I THINK THAT WAS UNFEASIBLE. WE TYPICALLY DON'T LIKE TO PROMOTE THE -- THE DEMOLITION OF AN EXISTING HOME AND THE HISTORIC DISTRICT, ESPECIALLY TWO HOMES THAT ARE PART OF THE CONTRIBUTING -- TO OUR -- TO OUR HISTORIC DISTRICT ITSELF.

[01:20:04]

HOWEVER, WE DID CONNECT THE APPLICANT WITH THE HISTORICAL SOCIETY AND AS HEY START TO DO ANY DEMOLITION AND APPROVE TONIGHT, AS THEY START DOING DEMOLITION COORDINATE AND THEY HAVE A CONVERSATION AND DOCUMENT THE EXISTING CONDITIONS OF THE HOUSE AND TEAR THE WALLS APART AND THE NORTHERN HOUSE, MAYBE MAKES DOCUMENTATION OF -- YOU KNOW, WAS IT A LONG CABIN OR KIND OF BE ABLE TO DOCUMENT WHAT ACTUALLY IS -- IS THERE.

THE APPLICANT STATED THEY WILL WORK WITH THE HISTORICAL SOCIETY AND HAD CONVERSATIONS WITH KATE WITH THE HISTORICAL SOCIETY TO KEEP THAT MOVING. WE CAN AT LEAST DOCUMENT THAT WHAT IS THERE FOR FUTURE GENERATIONS, DID WANT TO SAY IF IT WASN'T FOR THIS OVERALL PROJECT, WE TYPICALLY DON'T WANT TO SUPPORT THE DEMOLITION OF AN ENTIRE STRUCTURE.

SINCE WE'RE TALKING ABOUT THE MIDDLE OF THE STRUCTURES, WE DID WANT TO DOCUMENT THE EXISTING CONDITIONS OF THESE STRUCTURES.

AGAIN, THIS IS 874 HARTFORD. THIS IS THE ONE THAT THERE'S A BELIEF IT MAY HAVE BEEN TWO HOMS BROUGHT TO THE SITE AND PUT TOGETHER. AGAIN, THERE'S A LARGER, PROBABLY 1 1/2, TWO-CAR GARAGE AT THE SITE.

THIS IS THE NEIGHBOR'S HOUSE TO THE NORTH THAT WE DISCUSSED.

YOU KIND OF SEE THE CURB CUTS COME TOGETHER AND HAVE A SHARED DRIVEWAY AND IT DIVIDES OFF 3 AFTER THAT.

AGAIN, QUICKLY JUST GO THROUGH THE EXISTING CONDITIONS OF THE HOUSE SO YOU CAN SEE WHAT WE'RE DISCUSSING TONIGHT.

YOU SEE AN ADDITION ACROSS THE BACK WITH THE LOWER SHED ROOF.

THE GARAGE THAT WILL BE DEMOLISHED AS PART OF THIS.

WITH THE ADJUSTMENT TO THE TREES THAT WERE MADE AND HE -- AND THE FOUR-FOOT FENCE OOK TO BE OFF THE PROPERTY LINE I THINK THAT WOULD GIVE THE NEIGHBOR TO THE NORTH A LITTLE MORE WIGGLE ROOM. OPENING DOORS TO ANY VEHICLES OR ANY -- ANY GUESTS THAT MAY HAVE -- HAVE -- AGAIN LOOKING AT THE SITE AND LOOKING TOWARDS AS YOU KNOW, SEVERAL LOTS ARE DEEP.

THIS IS LOOKING TO THE EAST. THEN BACK TO THE REAR OF THE HOUSE IS PROPOSED TO BE DEMOLISHED.

AGAIN, THIS IS -- THIS IS LOOKING AT THE YOU KNOW NEIGHBOR'S HOUSE, NOT THE NEIGHBOR'S HOUSE, BUT ONE OF THE HOUSES AT 868 HARTFORD THAT IS BEFORE YOU FOR REMOVAL.

IT HAS -- IT HAS A HEAD START IN FALLING OVER.

THIS IS THE EXISTING CONDITIONS OF THE HOUSE LOOKING FROM HARTFORD. AND SWING AROUND.

THIS IS THE REAR OF THE HOUSE. THIS HOUSE AS YOU KNOW, HAS -- HAS A LONG HISTORY. IT WAS MOVED HERE IN ITS ORIGINAL LOCATION AND HAS SEVERAL ADDITIONS, SEVERAL ADDITIONS AND HAVE BEEN TO THE BOARD.

THIS HOUSE WILL REMAIN AS A REDEVELOPMENT PLAN.

THAT'S WHAT WE SHOWED YOU ON THE PREVIOUS RENDERINGS AND BEING CHANGED TO BLUE AND THE ADDITION TO THE REAR BEING A DIFFERENT COLOR. AGAIN, THIS HOUSE WILL REMAIN AND BE A PART OF THE -- OF THE -- OF THE -- OF THE DEVELOPMENT.

AGAIN JUST WANTED TO SHOW YOU WHAT YOU SAW BACK IN JANUARY AND FEBRUARY AND AGAIN, QUICKLY GOING THROUGH THESE.

>> YOU COULD SEE THE UPDATED COLOR FOR THE HOUSE ON HARTFORD.

THEN GO TO THE SPEC SHEETS ND GO BACK AND ANSWER ANY QUESTIONS THAT YOU MAY HAVE. BUT WE DO HAVE ALL OF THE SPEC SHEETS FOR THE WINDOWS AND DOORS AND RAILINGS, AND EVERYTHING THAT WE ASKED FOR HE APPLICANT TO SUBMIT.

SO WE DO HAVE ALL OF THAT INFORMATION NOW.

WE DID RECEIVE A LOT OF THE THINGS THAT WERE OUTLINED IN THE STAFF MEMO THAT MAY HAVE SEEMED A LITTLE BPIDALLY AT TIMES BUT T

[01:25:02]

WAS A HOT OF STUFF ADDED UP AND THERE WAS A NEED TO GET THINGS ON RECORD AND GET THINGS IN COMPLIANCE WITH WHAT WAS NEEDED FOR THE FINAL PUD AND FOR -- AND FOR THE ARCHITECTURE BOARD TO BE ABLE TO MAKE THEIR -- THEIR REVIEW.

THE ONE THING I DID WANT TO POINT OUT AS PART OF THIS -- SORRY, I'M GOING TO MY NOTES. REAL QUICK.

I APOLOGIZE. AGAIN, WITH THIS, THERE'S GOING TO BE A SUBDIVISION AS PART OF THIS, A FUTURE ITEM UNDER THE PLANNING COMMISSION REVIEW. DID WANT TO KIND OF LAY OUT A PROCESS WITH THE PUD, IT IS A LITTLE UNIQUE, WITH THE PUD PROCEDURES, IT KIND OF IS OUTLINED IN THE PLANNING AND ZONING CODE. YOUR PREAPPLICATION, THAT PART IS COMPLETED. YOUR PRELIMINARY PLAN, REQUIRED TO GOING TO PLANNING COMMISSION AND CITY COUNCIL.

THOSE PORTIONS HAVE BEEN COMPLETED AND THEN IT GOES INTO -- INTO KIND OF YOUR NEXT STEPS THAT YOU HAVE FOR THE FINAL PLAN APPROVAL. AGAIN, A LOT OF LITTLE DETAILS THAT WE DID HAVE QUESTIONS ABOUT RELATED TO -- TO -- TO PORTRAYALS, MATERIALS, KUPELLAS. THAT WE HAVE SEEN HAVE BEEN PROVIDED. AND WE DO FEEL COMFORTABLE WITH THAT MATERIAL AND IT HAS BEEN SUBMITTED.

SO FEEL A LITTLE BETTER. AGAIN JUST WANTED TO MAKE SURE THAT ALL OF THE LITTLE THINGS THAT WERE ADDED DIDN'T ADD UP TO SOMETHING TOO TOO MUCH THAT WE MISSED SOMETHING IN THE END.

THERE'S GOING TO BE AN AGREEMENT THAT WILL BE REQUIRED TO BE SIGNED BY THE CITY MANAGER AND OUR LAW DIRECTOR AND NATURAL CHURCH RESIDENCES GUARANTEEING THAT THE 34 UNITS BE AFFORDABLE.

SO THAT IS ALSO IN THE WORKS AND IT WILL -- IT WILL BE REQUIRED.

THE ONE THING THAT ALSO WE HAVE MENTIONED EARLIER, THE TREE FEE.

WHEN THEY'RE READY TO MAKE APPLICATION FOR THEIR BUILDING PERMIT, THEY WILL BE REQUIRED TO PAY THEIR PUBLIC AREA FEE, THEIR TREE FEE, ALL AT THAT, ONCE THEY'RE ABLE TO PICK UP THE APPLICATION. WE WANT TO GET ON RECORD THAT THERE ARE THOSE ITEMS THAT ARE STILL NEEDED BECAUSE THEY ARE -- SOME DO HAVE A -- A LITTLE BIT OF A HEFTY FINANCIAL PRICE TAG WITH THEM. SO THOSE WILL BE REQUIRED TO BE SUBMITTED TO -- TO OUR DEPARTMENT PRIOR TO -- PRIOR TO -- TO US BEING ABLE TO RELEASE THE CONSTRUCTION MANS AND THEIR PERMIT. AGAIN FOR THE FEE IN LIEU OF PAYMENT IS GOING TO BE 57,900 DOLLARS.

THAT'S FOR THE NATURAL FEATURES FEE THAT WE'RE REQUIRED, THEY'RE ALSO REQUIRED A PUBLIC AREA FEE WHICH IS 250 PER DWELLING UNIT.

THAT'S GOING TO BE A PRICE TAG OF 21,250.

THOSE ARE FOR THE 85 NEW UNITS. WE DO NOT CHARGE A FEE IF THAT EXISTING HOUSE ON -- ON -- ON HARTFORD.

THAT WILL BE REMAINING. SO WE DID WANT TO AT LEAST GET ALL OF THAT ON RECORD THAT THOSE WILL BE NEEDED.

THERE'S ALSO AS PART OF THE 3 STORM WATER I PREVIOUSLY MENTIONED, THERE'S GOING TO BE A NEED FOR OPERATION OF MAINTENANCE PLAN THAT JUST INSURES HOW THAT -- HOW THAT STRUCTURE WILL E MAINTAINED AND IT GIVES THE CITY A LITTLE BIT OF TEETH TO HOLD THEM IN COMPLIANCE WITH THAT REVIEW AND ALSO BE REQUIRED TO BE REVIEWED AN APPROVED BY US AND WILL BE RECORDED WITH THE CLERK RECORDER'S OFFICE ALONG WITH OTHER SUBDIVISION PLATS THAT WILL BE REQUIRED TO BE SIGNED BY THE CITY, APPROVED BY THE CITY COUNCIL AND ULTIMATELY WILL BE REQUIRED TO BE RECORDED TO -- AT THAT POINT, YOU KNOW CREATE ALL OF THE LOTS, VACATE AN EXISTING EASEMENT AND PLOT AN EASEMENT FOR THAT LINE. I THINK I'VE CHATTED A LOT.

SO I'M GOING TO -- GOING TO GO BACK TO -- TO OUR SITE PLAN AND TURN IT OVER TO THE BOARD MEMBERS FOR ANY QUESTIONS.

SORRY IF I WAS TOO LONG, WE NEEDED TO COVER ALL OF THE ITEMS. IT IS ALL THESE DETAILS THAT YOU KNOW, I THOUGHT WE NEEDED TO AT LEAST GET TO BEFORE THE OARD SO YOU COULD REVIEW TO MAKE SURE THEY'RE IN COMPLIANCE WITH YOUR

[01:30:02]

REVIEW BOARD APPROVAL. AND THE PLANNING COMMISSION APPROVAL. AND BE -- BE IN COMPLIANCE WITH WHAT CITY COUNCIL ORIGINALLY SAW BACK IN FEBRUARY FOR APPROVAL.

SO AT THIS POINT I'M JUST GOING TO JUMP INTO THE LANDSCAPE.

I'LL LEAVE IT THERE. >> ALL RIGHT.

>> GOOD EVENING, IT IS GEORGE. YOU ALL HEAR ME.

>> WE CAN. GEORGE.

>> THICK YOU CARE TO ADD TO MR. BROWN'S PRESENTATION THIS

EVENING? >> IF I MAY, I JUST HAVE TWO SHORT HOUSEKEEPING ITEMS. THE FIRST IN REVIEWING MY FILES TODAY, GETTING READY, I -- I LOOKED OVER THE AFFORDABILITY AGREEMENT THAT WAS PREPARED WITH OUR ATTORNEYS AND YOUR ATTORNEYS EARLIER THIS YEAR WITH YOUR LAW DIRECTOR.

I REALIZED THERE'S QUESTIONS THAT THEY'RE REQUIRED TO INSURE THAT THE LETTER OF THE AGREEMENT WILL BE CONSISTENT WITH THE INTENTIONS WE ALL AGREE TO. AND OF COURSE OF OUR APPROVAL.

WHAT I MEAN BY THAT, IF YOU REVIEWED THE RECORDINGS OF I THINK BASICALLY EVERY MEETING I PARTICIPATED IN THERE WAS AN EXPLANATION OF HOW THE AFFORDABILITY COMPONENT WORKS, AND THE UNITS WOULD BE 800, 500 DOLLARS A MONTH.

THE EXACT AMOUNT WOULD BE CALCULATED USING PRACTICES THAT ARE WELL UNDERSTOOD IN THE AFFORDABLE HOUSING INDUSTRY.

IN REVIEWING IT AGAIN, TODAY, I REALIZED THAT THE LANGUAGE WAS -- WAS -- WAS -- WAS -- RELIED TOO HEAVILY WITH THE READER'S FAMILIARITY. TO SOMEBODY FROM OUTSIDE OF THAT BEING MISCONSTRUED AND COULD BE TAKEN IN WAYS THAT WOULD CONTRADICT OUR SHARED INTENTIONS.

I WANT TO -- I HAD A CONVERSATION WITH -- WITH DIRECTOR, LAW DIRECTOR LINDSEY EARLINGER THIS AFTERNOON AND WE DISCUSSED, WE BOTH WANT TO CORRECT THAT.

IT WAS I THINK A JOINT EFFORT AND MR. LINDSEY AND I AGREED, IT IS A PRETTY SIMPLE MATTER, A FIX.

UPDATE THE AGREEMENT. BUT DEFINITELY WANT TO MAKE SURE WE GET IT RIGHT. AT THE TIME IT WAS BEING PREPARED THERE WAS FOCUS ON THE ENFORCEABILITY PROVISIONS AND THAT DREW A LOT OF OUR ATTENTION AND WE GOT A LITTLE CLEAN-UP THERE TO DO. I THINK MY ONLY OTHER STORY OF HOUSEKEEPING ISSUE WAS SIMPLY TO INTRODUCE PH7, ARCHITECTING BRAD PAULING IS HERE. WE HAD FLOOR MY, WELL OVER A TWO-YEAR PLANNING PROCESS WITH -- WITH AN INTENSE OF DISCUSSION ABOUT LAND USE AND -- AND -- AND BUILDING DESIGN AND EXTERIOR, THE DESIGN OF THE EXTERIOR WHICH WAS LED BY BRIAN JONES WHOSE FORM SPECIALIZES IN THOSE TWO TOPICS IN PARTICULAR.

WITH THE APPROVAL BY CITY COUNCIL EARLIER THIS YEAR THE P AND D ORDINANCE, WE TURN AWAY FROM LAND USE ISSUES AND EXTERIOR DESIGN ISSUES THAT THEY FOCUS ON SO INTENSIVELY AT ALL THE MEETINGS THAT INCORPORATED WHAT EVERYBODY WANTED.

WE WANTED TO FOCUS ON FINE DETAILS OF BRICK COLORS AND TREES AND THIS SORT OF THING. THAT'S WHERE WE'RE GLAD TO HAVE PH7 ON BOARD, THEY'RE WELL KNOWN IN TOWN.

THEY'RE WELL REGARDED NATIONALLY.

BRICK SAMPLES. AND CUT SHEETS FOR DOORS AND ALSO THINGS LIKE MAKING URE THAT THE SANITARY SEWER DOESN'T IMPACT THE TREES WE WORKED SO HARD TO SAVE.

[01:35:02]

I WANT TO MAKE THAT INTRODUCTION.

I KNOW BRAD IS CHOMPING AT THE BIT TO ANSWER YOUR QUESTIONS.

HOPEFULLY I CAN GET OUT OF THE WAY AND LET YOU GET DOWN TO IT.

>> MR. CHAIRMAN, I WANT TO LET YOU KNOW ALSO ALONG WITH THE AGREEMENT EARLIER, WE DO HAVE OUR DIRECTOR MR. LINDSEY ON LINE ALSO. SO IF THERE'S A NEED TO HAVING THAT CONVERSATION, I KNOW IT WAS MORE OF A RESOLUTION AND AGREEMENT THAT CITY COUNCIL SAW. YOU HEARD REFERENCE TO IT WHEN WE WERE GOING THROUGH THE PROCESS.

WE DID LET MR. LINDSEY ON THE TEAM'S MEETING ALSO IF NEEDED.

>> THE OTHER THING THAT GEORGE OR MR. PAULING IF YOU COULD ADDRESS BEFORE WE START THE MEETING TOO FAR IN, IS WHAT YOUR SCHEDULE S AFTER THIS EVENING AND CERTAINLY WE'RE ABLE TO GET THROUGH AND GET THE APPROVALS. YOU CAN JUST TOUCH ON THAT.

SO GIVEN THAT, MR. PAULING WHAT WOULD YOU CARE TO ADD TONIGHT?

>> I -- WELL THANK YOU FOR LETTING US BE HERE.

GEORGE I'LL LET YOU COMMENT ON YOUR SCHEDULE.

I THINK I COULD ANSWER IT. I'LL LET YOU SPEAK.

>> I ASSUME WHERE WE WRAP THIS UP THIS EVENING, WE'RE ANTICIPATING A START AT THE BEGINNING OF THE -- OF THE NEW YEAR. ALL OF THAT OF COURSE IS SUBJECT TO CONTINUING TO WORK WITH IT. WE SAW 12 RESIDENTS ONSITE, WE WANT IT MAKE SURE WE TAKE CARE OF THEIR NEEDS.

WE HAVE A PECULIAR SITUATION EVER SINCE COVID.

ASSUMING APPROVAL TONIGHT AND OUR ABILITY TO WORK WITH THEM IN THE NEXT FOUR, FIVE MONTHS AND THE NEW YEAR START CONSTRUCTION.

>> MR. COULTER, I DID WANT TO ADD IN OUR CONVERSATIONS WITH -- WITH -- WITH GEORGE AND BRAD, WE DID TALK ABOUT THE CONSTRUCTION HOURS RELATED TO ACTIVITY ON THE SITE.

TYPICALLY WHAT WE'VE SEEN ON OTHER LARGER PROJECTS STICKING TO THE 7 A.M. TO 7 P.M. CONSTRUCTION TIME FRAME.

CERTAIN THINGS EBB AND FLOW. WE WANT-TO-THAT DISCUSSION ABOUT THOSE BEING TYPICAL CONSTRUCTION HOURS, BUT IF THERE'S A NEED TO GO ATER OR EARLIER THAT THE APPLICANTS CONSTRUCTION EAM AT LEAST REACHED OUT TO THE IMMEDIATE NEIGHBORS TO LET THEM KNOW HEY, THERE MAY BE SOMETHING HAPPENING AT 5:30, I HAVE TO HAVE A CONCRETE PORT. I THINK WE SAW A LOT OF THAT ACTIVITY EARLY MORNING, MIDDLE OF THE NIGHT HAPPEN WHEN WE DID HAVING CAME IN AT 3:30 IN THE MORNING OR 5:30 IN THE MORNING.

WE DID AT LEAST WANT TO GET ON RECORD OUR TYPICAL HOURS FOR CONSTRUCTION IS 7 TO 7. REALIZING DURING SUMMER HOURS THERE MAY BE A NEED TO WORK LATER SO THE PROJECT CAN FINISH ON TIME AND HOPEFULLY NOT DRAG IT OUT FOR THE IMMEDIATE NEIGHBORS. WE ALSO ID WANT TO GET ON RECORD AT LEAST WITH -- WITH OUR CONVERSATIONS WITH THE APPLICANT. AS YOU KNOW, YOU DID RECENTLY INCLUDE SEVERAL IMPROVEMENTS ALSO TO THE MIDDLE SCHOOL.

SO MR. TADD HAD BEEN IN COORDINATION WITH THE SCHOOLS AND TIM GEHRING SO THEY COULD COORDINATE.

IT IS ALWAYS ONE OF THOSE THINGS, TWO PROJECTS WORKING TOGETHER AND PROBABLY THE SAME DELIVERY ON THE SAME DAY.

WE DID WANT TO GET THAT AND RECOGNIZE BOTH ENTITIES HAVE PROJECTS GOING ON. THEY'RE TALKING SO WE DON'T HAVE A SITUATION WHERE WE'RE BUTTING HEAD OR CREATING A GRIDLOCK FOR

THE NEIGHBORS IN THAT VICINITY. >> THANK YOU.

MR. PAULING. >> I DON'T HAVE ANYTHING TO ADD. I'M READY TO ANSWER YOUR QUESTIONS. I WILL LET YOU GET TO IT AND GO

FROM THERE. >> BOARD MEMBERS, WHO WANTS TO

BE FIRST? >> THIS IS MR. FAUST.

BY FOLLOWING CITY COUNCIL EARLIER THIS YEAR, I DID TALK TO COUNCILMAN SCOTT MAIER ABOUT HIS YES VOTE.

WE CAME TO ONCLUSION THERE MAY BE COMMENTS THAT WOULD BE HELPFUL, MY QUESTION MR. MAIER IS THIS, HIS PRIMARY INTEREST IN

[01:40:01]

APPROVING THIS CAME FROM THE FACT THAT THESE ARE CITY COUNCIL OR THE CITY HAD PLEDGED TO SUPPORT PROJECTS THAT INVOLVE SENIOR HOUSING. MY QUESTION, IF THAT'S THE CASE, DOES THAT PLEDGE OVER TO THE ARB AND MPC AND HOW WE COMPLETE THIS. IF YOU'RE STILL WILLING TO MAKE COMMENTS, THAT MAY HELP CLARIFY THINGS FOR ALL OF US.

>> AS I SAID IN SUPPORT OF THIS, AT THE TIME WE WERE ASKED TO APPROVE A REZONING TO A PUD AND IF YOU LOOK AT -- AT -- AT -- AT 117401 AND I BELIEVE IT IS 117403.

WHICH IS THE PURPOSE PROVISION AND IMPLEMENTATION PROVISIONS OF THE PUD ORDINARY NAPS. IT SPECIFICALLY ALLOWS OR I GUESS SETS OUT THAT THE PUD IS DIFFERENT THAN STRAIGHT ZONING, IN THAT IT PROVIDES FOR EXPANDED VIEW ON WHAT IS PERMISSIBLE ON THAT PROPERTY. PARTICULARLY IN THE LANGUAGE, I QUOTE, A MIX OF USE IS NECESSARY TO MAKE CHANGE IN CHARACTER OF THE CITY, CHANGING - CHANGING ECONOMIC AND DEMOGRAPHIC DEMAND, PERMANENT IMPLICATION OF DEVELOPMENT STANDARD PLANS AND STUDIES AND GUIDELINES ADOPTED BY THE CITY COUNCIL.

AS I INTERPRET THAT, THAT MEANS THAT WE CAN USE A PUD TO NOT ONLY ALTER THE MIX OF USES AND THE PERMITTED USES OF THE PROPERTY BUT AS A WAY TO IMPLEMENT POLICY GUIDELINES THAT CITY COUNCIL WOULD LIKE TO SEE IMPLEMENTED.

ONE OF THOSE POLICIES THAT CITY COUNCIL IMPLEMENTED DURING THIS PROCESS, I'M SURE, BECAUSE IT HAS GONE ON FOR TWO YEARS, WE HAD AN AGE FRIENDLY RESOLUTION. THEREFORE WE HAVE ADOPTED AS A POLICY OF CITY COUNCIL THAT WE WOULD DO WHAT WE COULD TO ENCOURAGE IMPLEMENTATION OF POLICIES AND PLANNING THAT WOULD PROMOTE, INCLUDING HOUSING AT ALL RANGES OF THE AGE QUESTION.

IF THAT ANSWERS YOUR QUESTION, MR. FAUST, I DON'T THINK IT IMPOSES AN ABSOLUTE DUTY ON ON THE PLANNING COMMISSION BUT I BELIEVE IT ADDS ANOTHER FACTOR THAT -- THAT MPC SHOULD CONSIDER WHEN -- WHEN -- WHEN LOOKING AT A PUD.

COUNCIL SUGGESTED WE LIKE TO SEE THESE PROJECTS GO FORWARD.

IF MPC BELIEVES IT FITS, THEN THAT WOULD BE A WAY TO IMPLEMENT COUNCIL POLICY. I THINK THIS IS SOMETHING THAT COUNCIL WANTED TO SEE HAPPEN AND THAT'S WHY THERE WAS A FAVORABLE VOTE ON THE REZONING. I HOPE THAT ANSWERS YOUR

QUESTION. >> IT DOES.

I WANTED CLARIFICATION AND THOUGHT IT WOULD BE BENEFICIAL

FOR EVERYONE. >> THANK YOU.

>> THANK YOU FOR ASKING THE QUESTION.

GOOD FOR EVERYBODY. >> THIS IS RICK SCHUSTER, MR. TAVIT I HEAR YOU SAY AFFORDABILITY IS 885 DOLLARS PER MONTH. BEFORE THAT FIGURE WAS 800 DOLLARS A MONTH. COULD YOU CLARIFY THAT FOR ME, PLEASE. THE BASIS FOR COMPUTING THE AMOUNT IS THE AREA MEDIAN INCOME FOR THE CENTRAL OHIO METROPOLITAN STATISTICAL AND. THAT NUMBER IS UPDATED.

YOU KNOW YOU STOP AND THINK ABOUT IT, INCOMES GO UP EVERY YEAR. WE WOULD HAVE BEEN IN EARLY FEBRUARY AT THE LAST MEETING AND WOULD BE USING 2019 NUMBERS.

WE NOW HAVE 2020 NUMBERS AVAILABLE.

[01:45:02]

SO THAT'S -- THAT'S -- THAT'S WHERE ANY DIFFERENCE WOULD LIE.

>> ONE QUESTION, OF THE TENANTS THERE PREVIOUSLY, COULD THEY

AFFORD 885 DOLLARS A MONTH? >> ALL TENANTS ARE THERE

CURRENTLY. >> MY QUESTION RELATES TO ONE THING THAT I THINK WE WERE INTERESTED IN IS MAINTAINING AFFORDABLE HOUSING, FOR SENIORS AS WELL, I'M JUST TRYING TO GET TO THE ISSUE OF DO WE BELIEVE THAT 885 DOLLARS A MONTH IS ACTUALLY AFFORDABLE AND WOULD HAVE BEEN AFFORDABLE TO THE CURRENT ESIDENTS IF THEY WERE COMING HERE ANEW?

>> I COULDN'T SPEAK TO THE SPECIFIC CIRCUMSTANCES OF ANY RESIDENT. THAT'S AN HUD STANDARD FOR DETERMINING AFFORDABILITY. I THINK THAT'S SAYING THIS IS WHAT QUALIFIES IN ANY MARKET, USE AN EASEMENT AND STATISTICS

AS AN AFFORDABLE RENT. >> I DID A CURSORY SEARCH ON APARTMENTS IN CENTRAL OHIO AND OTHER THAN OF COURSE THE ONES DOWNTOWN, LOOKED LIKE ONE BEDROOMS GENERALLY WENT SOMEWHERE BETWEEN 900 AND A THOUSAND DOLLARS A MONTH.

THAT DOESN'T SEEM LIKE A HUGE DIFFERENCE BETWEEN MARKET RATES AND HAT WE WOULD -- WE WOULD HAVE TO CONSIDER A -- AN

AFFORDABLE RATE. >> SO I KNOW, THIS EVENING, WE'RE ERE TO CONSIDER FINAL DEVELOPMENT PLAN AND IS IT CONSISTENT WITH THE PD AND TALK ABOUT THE DETAILS OF THE ARCHITECTURE AND CERTIFICATE OF APPROPRIATENESS.

I WANT TO MAKE SURE WE MAKE TIME TO GET THAT TO DISCUSSION.

THE LAST THING I WOULD SAY ON THIS TOPIC IS -- I DON'T KNOW WHAT OTHER, IT PROBABLY DIDN'T INCLUDE RENT, UTILITIES AND SOME OF THE OTHER AMENITIES THAT WERE -- THAT WE INCLUDE AT STAFFORD

VILLAGE. >> THAT I'M NOT SURE OF.

THANK YOU. >> MR. CHAIR, THIS IS TOM RICE, I JUST LIKE TO THANK LEE AND LINDA FOR THEIR WORK IN LEE'S COMMENTS THIS EVENING AND -- MAYBE MORE IMPORTANTLY, I APPRECIATE MR. MYERS CLARIFYING THE CITY CUNCIL'S POSITION ON THIS. I THINK THIS PROJECT IS VERY IMPORTANT TO A SEGMENT OF OUR COMMUNITY IN THE ITY OF WORTHINGTON. THERE'S PROBABLY DETAILS THAT NONE OF US TONIGHT HAVE FIRMLY SEEN IN FRONT OF US.

THE AMOUNT OF WORK THAT HAS BEEN DONE ON THIS BY -- BY BOTH OUR BOARDS AND CITY COUNCIL AND MEMBERS OF THE COMMUNITY AND CHURCH RESIDENTS AND THEIR CONSULTANTS HAS BEEN MONUMENTAL.

I THINK THIS PROJECT IS VERY APPROPRIATE FOR THE CITY OF WORTHINGTON AND LOOK ORWARD TO THEM CONTINUING ON AND FINISHING THE PROJECT UP. THANK YOU.

>> BEFORE OARD MEMBERS HAVE ANYTHING TO OFFER, I WANT THOSE LISTENING IN AND WATCHING, IF YOU WANT TO COMMENT AFTER -- AFTER THE BOARD FINISHES, YOU COULD E-MAIL US OR YOU COULD

CALL IN. >> I WILL GO BACK TO OTHER

COMMENTS FROM THE BOARD. >> I THINK I GOT A QUESTION IN REGARDS TO -- TO THE COURTYARDS AND ON STAFFORD STREET.

THEY SEEM TO BE BECOMING MORE REFINED.

THE NITIAL INTENT WAS TO MAKE THOSE FEEL PERHAPS A LITTLE BIT MORE, AS IF THERE WERE MORE PATHWAYS.

MAYBE THE SCALE OF THOSE WAS HARD TO DO THAT.

IF YOU TAKE US THROUGH THE THINKING, I DON'T THINK I NECESSARILY OBJECT TO THEM BUT THEY'VE GONE FROM BEING A PLACE THAT FEELS LIKE YOU CAN HANG OUT TO A PLACE THAT FEELS MORE LIKE CIRCULATION. THAT'S WHY I WANT TO UNDERSTAND

[01:50:01]

IT. THE PRIOR ONE IS THE ONE I'M

MORE CURIOUS ABOUT, THAT ONE. >> YEAH.

SURE. HAVE TO EXPLAIN MORE.

YOU'RE CORRECT. THERE'S REFINEMENT THAT WE'VE UNDERGONE AND WE BROUGHT IN THE EDGE GROUP TO HELP US REFINE THE FEEL AND WHAT THESE -- THESE WILL -- THESE WILL -- SORT OF INTIMATE SPACES CAN BECOME. WE THINK THERE'S TWO CHARACTERISTICS IN THIS, THE COURTYARD THAT IS TO THE WEST IS A PLACE THAT HAS A MOMENT IN THE MIDDLE, AND COUPLE OF BENCHES AND THEN IT LEADS TO A SERIES OF -- OF THE PATIO ENTRANCES TO THE VARIOUS APARTMENTS THAT YOU SEE. I THINK IN BOTH CASES WE FELT LIKE THE BRICK PATH AND THEN -- THEN A SMALL SODDED AREA ON EITHER SIDE CREATES A LITTLE MORE INTIMATE SAY.

ALLOWS THE TREES AND THE NATURE TO FILL INTO THAT SPACE.

THE IDEA THAT THERE'S A -- A LITTLE BIT OF A BUFFER CREATED BY THE -- BY THE -- BY THE -- BY THE PLANTINGS, YOU SORT OF GET A SENSE THAT SOME OF THESE ARE ALMOST FRONT YARD SPACES TO THESE RESIDENTS. WHAT WE FIND IS PEOPLE DON'T REALLY GATHER IN THOSE SPACES. IF IT IS NOT INTIMATE ENOUGH, THEN PEOPLE DON'T STOP AND LINGER.

I THINK BY CREATING THE INTIMATE SAY WITH THE TREES AND THE PLANTING AND SO FORTH, WE'RE GOING TO ENCOURAGE THAT.

THE COURTYARD TO THE RIGHT HAS A LITTLE BIT OF A DIFFERENT FEEL.

WE'RE TRYING TO USE A SIMILAR ARCHITECTURAL ELEMENT, THE BRICK PATH, THE SIMPLE SOD LAWN AND THE DEFINITION OF THAT PATHWAY WITH THE -- ITH THE PLANTING. BUT IT IS -- IT IS -- THE DETERMINANT OF IT IS DIFFERENT. IT IS OUR OUTDOOR DINING EXPERIENCE. THAT IS A LACE WHERE WE WANT INCLUDE INTIMATE SAY. THERE'S FLOORS OFF TO THE PATIO.

THAT'S WHERE PEOPLE WILL GATHER IN THIS SPACE.

YOU COMBINE THAT WITH THE TABLE FURNISHINGS AND UMBRELLAS AND WHAT NOT YOU GET A SPACE THAT DRAWS YOU BACK TOWARDS IT.

I THINK THAT'S KIND OF THE POINT.

WE DON'T WANT SOMEONE TO LINGER OUTSIDE SOMEONE'S RESIDENCE.

WHILE WE'RE TRYING TO CREATE, YOU KNOW TRY TO REATE INTIMATE

SAY. >> IT DOES.

IT RAISES A LENGTH CONCERN, THEY WERE SUPPOSED TO BE INVITING AND INVITATION OF THOSE THAT MIGHT VISIT.

I THINK -- I THINK THEY'RE THOUGHTFULLY DONE NOW.

I PROBABLY WOULD LIKE TO SEE EVEN MORE SEATING OR POCKETS WHERE PEOPLE COULD -- COULD -- COULD GATHER AND SIT.

THE AREA, THE ONE ON THE EAST SIDE.

I'M ASSUMING THOSE ARE TWO-FOOT SQUARE PAVERS, IS THAT RIGHT?

>> THEY SHOW A 2 BY 2 GRADE. YEAH.

>> IT IS NOT MUCH AREA. THIS IS PROBABLY EIGHT FEET BY 50 FEET WITH THE L SHAPE. IT IS JUST AS WE THINK ABOUT THIS, WE DON'T WANT -- WE DON'T -- I THINK YOU WANT TO BE DELIBERATE ABOUT THE SPACES AND TRYING TO GET THEM TO DO A LOT AT ONCE ND TRYING TO GATHER AND CIRCULATION.

I THINK WE'RE ASKING A LOT OF THESE SPACES.

I APPRECIATE IT. THE ORIGINAL OBJECTIVE WHICH WAS PERHAPS SIMPLY TO BE MORE OF AN AREA OF RECLUSE AND THEREFORE, YOU KNOW, I -- I WOULDN'T MIND SEEING MORE POCKETS WITH BENCHES AND PLACES FOR PEOPLE TO BE ABLE TO ACTIVELY USE THEM.

THE ACTIVITY ON THE FRONT PORCHES IS IMPORTANT.

ANYWAY, THAT'S MY TWO CENTS. >> IN HOFMANN, I WANT TO MENTION WE HAVE THE BRICKWORK ALONG STAFFORD THAT WE PREVIOUSLY STUD. I THINK WHAT YOU'RE TALKING ABOUT IS KIND OF SPOT ON TO -- TO I THINK WHY LINDA AND I LAST YEAR WERE GOING THROUGH -- THROUGH EARLIER IN THE YEAR, YOU KNOW THAT PUBLIC AMENITY SECTION.

I THINK THAT'S ONE REASON WHY WE ARGUED THAT IT WAS MORE FOR THE RESIDENTS THEMSELVES THAN A TRUE PUBLIC AMENITY FOR EVERYONE AND WOULD USE IT AND MAYBE THOSE S - VISITING VERSUS YOU KNOW, I THINK THEIR INITIAL THOUGHT WAS OH, COULD THIS BE AN AREA WHERE YOU AND I ARE WALKING OVER THERE AND SIT DOWN.

[01:55:04]

I THINK THE WAY THAT -- IT KIND OF PLAYED OUT IS KIND OF MORE IN LINE WITH WHAT -- WHAT LINDA AND I THOUGHT WAS PROBABLY REALISTICALLY HAPPENED WITH THOSE.

I WANT TO POINT THAT OUT AND THE D ADDITIONAL THINGS ALONG STAFFORD.

>> THANK YOU. >> DID YOU WANT TO SEE THE

WESTERN ONE? >> I'M LESS CONCERNED ABOUT THAT BECAUSE I THINK -- YOU COULD PUT IT UP IF YOU LIKE.

THE PROPORTION OF THAT ONE -- YOU TALK ABOUT THE ONE THAT IS

NORTHERN, RIGHT? >> YES.

>> IT IS LOCKED UP RIGHT NOW. >> STOP SHARING.

>> THAT ONE IS LESS BECAUSE THE PROPORTION OF THAT SPACE WILL LEND ITSELF TO PEOPLE USING IT. THE FACT THEY PUT ANN ARBOR WHERE THEY PUT SOME -- WHERE YOU GOT SOME PROTECTION WILL FEEL COMFORTABLE AND -- AND YOU KNOW THE SCALE THERE I THINK I WOULD BE HAPPIER WITH A LITTLE MORE, TWO COURTYARDS AND SEATING AND BENCHES AND WALLS APPROPRIATE TO SIT ON AND THE EDGES AND IT IS COMFORTABLE FOR PEOPLE TO SIT. I THINK -- I THINK JUST LESS OF A RUNWAY AND I FEEL THEY TURNED INTO A BET OF A RUNWAY.

>> OTHER QUESTIONS OR COMMENTS? >> WE GO TO THE CROSS SECTION

THAT SHOWS, PLEASE. >> YES, SIR.

>> ONE THING I WANT TO COMMENT ON IS OVER THE LAST TWO YEARS, WE HEARD COMMENTS AND WHAT IS HAPPENING TO THE MECHANICAL PIECES OF EQUIPMENT AND SIT ON THE GROUND OR ON THE IDEWALK OR IS IT GOING TO GO. THE HING I REALLY APPRECIATE IS THIS -- THIS PARTICULAR RAWING SHOWS SOME EQUIPMENT, IT IS IN A RECESSED AREA, WHILE -- WHILE ON THE MIDDLE AND IT SITS ON THE FLAT PORTION OF THE ROOF. THE HEIGHT IS SUCH THAT THE ADJACENT ROOFS BLOCK THE VIEW OF IT.

I THINK THIS PARTICULAR DRAWING GOES TO GREAT LENGTHS TO EASE MY MIND BECAUSE OF THE EQUIPMENT ON THERE AND IT ALSO KEEPS THE NOISE AND EYE LEVEL AND NOT DOWN AT THE STREET LEVEL OR -- OR MAY BE BOTHER-SOME TO NEIGHBORS. THAT WORKS WELL.

ANYBODY ELSE HAVE QUESTIONS OR COMM

COMMENTS? >> I SEE YOU.

WERE YOU GOING TO COMMENT ON THIS PROJECT? SINCE I DON'T HEAR QUESTIONS OR COMMENTS, I CAN START THE LOCK AND PEOPLE CAN -- CAN CALL IN. LET ME GET TO MY --

>> BEFORE WE TART THAT, WE DO HAVE SEVERAL PEOPLE HAT HAVE CALLED IN AND I'VE ALREADY RECEIVED AN E-MAIL AND WE HAVE PEOPLE THAT ARE ACTUALLY IN THE MEETING THAT I THINK SHOULD HAVE THE OPPORTUNITY TO SPEAK BEFORE WE HAVE THAT COMMENT.

>> OKAY. YOU WANT TO GO AHEAD AND READ

THE E-MAILS FIRST? >> WELL THERE'S JUST ONE E-MAIL. MICHAEL BALL WHO ALSO SEND, THERE WAS SEVERAL E-MAILS SENT OUT TO THE BOARD THIS WEEK AND -- AND POSTED ON OUR WEBSITE. MICHAEL BALL WAS ONE OF THEM BUT HE'S SENT ANOTHER E-MAIL SAYING THE PLANS AND THE DETAILS STILL LOOK GREAT. THIS IS GOING TO BE A GREAT ASSET TO THE COMMUNITY. I HOPE THAT IT CAN BE APPROVED.

THEN I HAVE MR. ROBINSON WHO SENT AN E-MAIL AND DON'T KNOW IF HE -- IF IN THE MEETING HE WANTED TO SPEAK OR SHOULD I READ THEY -- THIS E-MAIL INTO THE RECORD.

>> COULD YOU SIMPLY READ THE QUESTION, PLEASE.

>> OKAY. >> READ THEM, I APPRECIATE IT.

[02:00:06]

>> SO THERE ARE TWO QUESTIONS, NUMBER ONE, ALSO IN HIS OPENING REMARKS STATED THAT CLEAN-UP WORK WAS NEEDED FOR THE AFFORDABILITY AGREEMENT. PLEASE EXPLAIN IN DETAIL WHAT A GOOD DISCREPANCY BETWEEN WHAT MR. TAVIT CALLED SHARED INTENT AND CURRENT LANGUAGE. THE SECOND QUESTION IS ALSO I ASKED THE CTY, MR. BROWN, TODAY, THE FOLLOWING QUESTION RELATED TO THE TERMS OF THE AFFORDABILITY AGREEMENT.

WHAT IS 60 PERCENT OF CURRENT MONTHLY AMI FOR INDIVIDUAL AND PER COUPLE. ANSWER PROVIDED, THE 2020 INCOME IN THE FRANKLIN COUNTY MSA FOR A ONE PERSON HOUSEHOLD EARNING 63 PERCENT OF THE AREA MEDIAN, AND 35,400.

FOR A TWO PERSON HOUSEHOLD THAT WOULD BE 40,440.

BASED ON THE INFORMATION, IT APPEARS ONTHLY RENT WOULD BE SIGNIFICANTLY HIGHER THAN -- THAN 885.

IF I UNDERSTAND THE AFFORDABILITY AGREEMENT PROPERLY AND THE INFO PROVIDED BY THE CITY, FOR EXAMPLE, 35,400 DIVIDED BY 12 EQUALS 2,950 DOLLARS OR IF THE INFORMATION PROVIDED 35,400 AS AMI THEN 60 PERCENT WOULD BE 21,240 AND DIVIDED BY 12 WOULD BE 1770 DOLLARS.

HOW DOES THIS RECONCILE WITH THE 885 MR. TAVIT CITED?

>> YOU ANSWER THAT. >> I THINK MR. ROBERTSON'S E-MAIL HIGHLIGHTS THE NEED FOR, IT IS CONFUSION AND POORLY WRITTEN. I THINK YES, WHEN PROPERLY DRAFTED YOU SHOULD BE ABLE TO -- TO QUICKLY COMPUTE FROM THE 35,400 DOLLAR, ONE PERSON HOUSEHOLD, 60 PERCENT OF AMI INCOME, YOU SHOULD EASILY BE ABLE TO GET FROM THERE TO THE MONTHLY OF 885 DOLLARS AND SO THINK IT IS -- AS I SAID BEFORE, WE WERE OVERLY FOCUSED ON -- ON MAKING SURE THE ENFORCEABILITY PROVISIONS WERE WELL DRAFTED. WE DID A GOOD JOB THERE, AT LEAST AS FAR AS I CAN TELL. I THINK THAT MAY HAVE DISTRACTED US FROM CLEARLY ARTICULATING IN WRITING WHAT I THINK I'VE -- I DISCUSSED, YOU KNOW, IN EVERY -- IN EVERY -- IN MY TESTIMONY AT EVERY ONE OF THE PUD HEARINGS WITH THIS GROUP.

SO IT IS JUST CHEERING THAT UP AND I TRUST THE ATTORNEYS CAN GET IT RIGHT AND GOT TO GIVE THEM ANOTHER SHOT.

>> ANYTHING YOU CARE TO OFFER? >> CAROLINE COULTER.

SORRY ABOUT THAT. BATTERY ON I IPAD THAT I USE FOR THESE, THE TEAMS MEETING WAS RUNNING DOWN.

I HAD TO SWITCH OVER TO MY COMPUTER.

THE DEFINITION OF AFFORDABLE HOUSING THAT WAS IN THE DOCUMENT IS ACTUALLY ONLY HALF OF THE CORRECT DEFINITION.

THAT WAS ORIGINALLY DRAFTED BY 3 MR. HODGE ON BEHALF OF NCR.

I DIDN'T CATCH IT EITHER. IT IS THE HALF THAT DETERMINES 3 WHAT THE INCOME AMOUNT IS AND THEN THE AFFORDABLE HOUSING STANDARD USED AT 30 PERCENT OF THAT INCOME AMOUNT.

THE LANGUAGE THAT WE NEED TO CLEAN UP PRIOR TO EXECUTION IS TO ADD THE 30 PERCENT LANGUAGE. MR. HODGE AND I WILL BE FINALIZING THAT. I DO APPRECIATE GEORGE ACTUALLY BROUGHT THAT TO -- TO -- TO MY ATTENTION EARLIER TODAY.

INDICATED EVERY INTENT TO MAKE SURE THAT THE LANGUAGE CORRECTLY REFERENCED IN WHAT HE REPRESENTED AT ALL OF THE PRIOR MEETINGS. I TOLD HIM I WAS COMFORTABLE WITH US MOVING FORWARD WITH HAT CHANGE BECAUSE IT ACTUALLY IS CONSISTENT WITH WHAT WAS SAID BUT IT ALSO TO CHANGE BENEFITS,

[02:05:05]

THE CITY IN TERMS OF MAKING SURE WE GOT THE -- THE AGREEMENT THAT WAS AGREED TO IN PRINCIPLE AND THEREFORE THE CHANGE IS -- IS -- IS A CORRECTION THAT BENEFITS THE CITY.

ARGUABLY TO THE DETRIMENT OF NCR AND I BELIEVE GEORGE INDICATED THAT -- THAT IF IT WASN'T FOR THE DETRIMENT, BECAUSE THAT'S WHAT THEY SAID ALL ALONG. LEGALLY, IF YOU LOOK AT IT, THE FACT IT HASN'T BEEN SIGNED MEANS ALL OF THIS IS A POSITIVE FOR THE CITY. I ANTICIPATE THAT -- THAT -- THAT MR. HODGE AND I WILL GET THAT LANGUAGE CORRECTED AND GET THE DOCUMENT EXECUTED IN THE VERY NEAR FUTURE.

HAPPY TO ANSWER ANY OTHER QUESTIONS.

ANY OF YOU HAVE. MR. ROBERTSON HAS FURTHER QUESTIONS, I'M AVAILABLE FOR THOSE.

>> THE QUESTION, I THINK -- I THINK -- IT IS OBVIOUSLY CRUCIAL WE GET IT RIGHT. I UNDERSTAND THAT THE -- THAT THE LOGIC OF THE ENTIRE PROJECT WAS OFTEN MADE THAT WE NEEDED THIS SIZE OF DEVELOPMENT WITH -- WITH THE -- WITH THE MAJORITY MARKET RATE APARTMENTS BECAUSE WE WANTED TO RETAIN THE AFFORDABLE. I'LL SEE THE CLARIFYING

INFORMATION. >> THANK YOU.

>> I HAVE CLARIFICATION ON THAT.

ANY OTHER E-MAIL. >> I LIKE TO ALLOW THE PEOPLE THAT - THERE ARE NO OTHER E-MAILS AT THIS TIME, BUT I LIKE TO ALLOW THE OTHER PEOPLE THAT ARE PARTICIPATING IN THE MEETING

TO SPEAK IF THEY WOULD LIKE. >> SRE.

>> PUT THEM ON. >> I'LL START CYNTHIA, DO YOU HAVE COMMENTS YOU WOULD LIKE TO MAKE? HEARING NONE I'LL MOVE ON TO NANCY.

AND -- THEN WE HAVE THREE PARTICIPANTS ON BY PHONE.

THE FIRST ONE I BELIEVE IS TOM BURNS.

TOM. >> CAN YOU HEAR ME?

>> WE CAN. >> EXCELLENT.

THAT'S GOOD. MR. CHAIRMAN, THE BOARD OF COMMISSIONERS, THANK YOU FOR THE OPPORTUNITY IT SPEAK.

I LIVE AT 1006 KIBL DRIVE AND I WANT TO FIRST BEFORE I GET IN THE SUBSTANTIVE COMMENTS I LOVE TO GIVE NUMEROUS KUDOS FOR CITY STAFF. WE HAVE THIS IS NOT AN EASY TIME TO DO SUCH AS THIS.

LOTS F COORDINATION, LOTS OF THESE THINGS ARE DIFFICULT TO DO GIVEN EVERYTHING THAT IS HAPPENING IN THE WORLD.

I WANT TO ABSOLUTELY GIVE THEM AS MUCH APPLAUSE AS POSSIBLE BECAUSE THE IST OF CHANGES AND POSITIVE THINGS THEY'VE DONE OVER THE LAST COUPLE F ONTHS ARE ABSOLUTELY RECOGNIZING.

THANK YOU AGAIN TO CITY STAFF FOR EVERYTHING YOU'VE DONE.

I WANT TO THANK HIS TEAM FOR -- FOR DOING THE SAME.

THIS IS NOT AN EASY THING TO DO AS WE MOVE FORWARD WITH THESE.

I KNOW GEORGE HAS BEEN THE CONSUMMATE PARTNER IN A PUBLIC-PRIVATE PARTNERSHIP. THIS IS AS I SAID PREVIOUSLY EXACTLY WHAT THE DEVELOPMENT SHOULD LOOK LIKE.

YOU HAVE PARTNER THAT WANTS TO MAKE EVERYTHING RIGHT AND I THINK -- I THINK -- I THINK WHAT WE JUST HEARD WAS REGARDING THE AFFORDABILITY AND WHAT LINDSEY NOTED, THESE ARE THINGS THAT MAYBE ARE NOT EVEN IN MCR. THEY'RE HAPPY TO DO THEM BECAUSE THAT'S THE ESSENCE OF THE PUBLIC-PRIVATE PARTNERSHIP.

TWO THINGS I WANT TO KNOW, I'M EXCITED THIS IS MOVING FORWARD.

ONE THING I'M HAPPY TO HEAR IS CITY STAFF WAS DETAILED IN THE SAFETY ISSUES. YOU KNOW QUITE FRANKLY, WE'RE DEALING WITH A HOME FOR OLDER ADULTS AND MAKING SURE THAT FIRE ACCESS AND EMERGENCY ACCESS AND THOSE TYPE OF THINGS ARE -- ARE ACCOMMODATED IS EXTREMELY IMPORTANT, WAY MORE IMPORTANT THAN NORMAL I WOULD SAY. I WANT TO THANK THEM FOR THAT.

ONE I LIKE TO MAKE FOR AFFORDABILITY, AND WE HAD

[02:10:02]

DISCUSSIONS I'VE BEEN LISTENING TO.

ONE THING I WANT TO WRN, FROM 3 MY UNDERSTANDING WORKING WITH GOVERNMENT, A LOT OF THIS IS STEP IN A SITUATION OF WANT TO - DETERMINING HAT IS AFFORDABLE HOUSING.

WE DON'T HAVE AN EXPERT ON STAFF AT THE CITY.

WE'RE IN THE PROCESS OF HIRING ONE.

UNLESS WE'RE PREPARED TO TART UNDERTAKING SIGNIFICANT UNDERTAKINGS EVERY YEAR TO MAKE SURE WE HAVE AFFORDABLE HOUSING AND IT IS SIGNIFICANTLY EASIER TO SAY HOW DOES THE EXPERT DO THIS EVERY YEAR? LET'S TAG WHAT WE DO TO WHAT THEY DO. I VERY MUCH SUPPORT.

MODIFY TO REFLECT THESE STANDARDS.

I END BY SAYING, I AM IN FULL SUPPORT OF THIS PROJECT AND EXTREMELY EXCITED. THIS IS SOMETHING THAT OUR COMMUNITY NEED. THIS IS SOMETHING THAT I HOPE CAN MOVE FORWARD AS QUICKLY AS POSSIBLE.

IT IS IMPORTANT FOR THE CITY OF WORTHINGTON.

I HOPE YOU ALL AGREE WITH ME. THANK YOU FOR YOUR TIME TONIGHT.

>> THANK YOU SIR. LAST CALLER.

>> THE NEXT CALLER I HAVE, WOULD YOU LIKE TO MAKE COMMENTS? OKAY. FINALLY SANDY, WOULD YOU LIKE TO COMMENT? OKAY THAT'S ALL WE HAVE SO FAR.

NOW IS APPROPRIATE TIME TO TAKE A PAUSE TO SEE IF ANYONE ELSE

WOULD LIKE TO COMMENT. >> THANK YOU.

>> THERE ARE NOT. IF THERE WAS ANYBODY OUT THERE WHO WAS STILL LISTENING IN AND WOULD LIKE TO E-MAIL THEIR COMMENTS TO THE CITY STAFF AT PLANNING@WORTHINGTON.ORG, YOU

COULD ALSO CALL US. >> MR. COULTER, I THINK MISS HOLCOMB, I HEARD HER START TO ASK A QUESTION, I THOUGHT.

>> WE CAN PULL IT UP AFTER. >> YEAH.

>> WE CAN RAISE THAT. >> ANY MORE E-MAILS OR PHONE

CALLS. >> NO, SIR.

THERE HAVE BEEN NO ADDITIONAL E-MAILS OR PHONE CALLS.

>> SO BEFORE WE CALL FOR MOTION, MRS. HOLCOMB, DID YOU

HAVE A QUESTION? >> I DO HAVE A QUESTION.

ONE OF THE THINGS THAT MR. BROWN MENTIONED WAS THAT THERE WAS GOING TO BE TWO NEW LIGHT POLES. I WONDERED IF THEY WERE GOING TO EFFECT THE NEIGHBORS, IF THEY WERE COUNTING OR HOW WOULD THE

POINT BE? >> YES.

>> YEAH. SORRY.

I'M UNMUTING. APOLOGIZE.

HAPPY TO COMMENT. YEAH, OUR INTENTION IS FOR CUT-OFF FIXTURES THAT WILL PREVENT YOU KNOW THE BLEED TO THE NEIGHBORS. I THINK ONE OF THE THINGS ABOUT THE LIGHTING, WE 0 WE -- IT IS INTERESTING SIDE EFFECT OF KIND OF THE LED FIXTURES. I THINK IF YOU WERE A STAND IN THE MARKET MACE AND LOOK AT THE FIXTURES, YOU FIND THE PROFILES ARE GETTING THINNER AND THINNER AND THINNER.

NOW THEY'RE LEDS THEY DON'T NEED HOUSING.

WHAT THE LED FIXTURES ALLOW US TO DO IS TO DIRECTIONALLY POINT THE LIGHT IN MUCH BETTER WAY THAN JUST A LAMP.

WE'RE NO LONGER RELYING TOTALLY ON LENSES AND SHIELDS AND HOUSING AND STUFF TO BE ABLE TO DO THAT.

THIS PARTICULAR FIXTURE DOES HAVE -- HAVE A SHIELD.

[02:15:01]

IT HAS CUT-OFFS. WE ARE -- WE'RE -- WE'RE PREPARED TO -- TO -- TO PUT THOSE MEASURES IN PLACE.

AGAIN, THIS IS A DARK CLIENT FIXTURE AND SO FORTH.

IT IS A CHALLENGE. THIS BOARD WILL FIND THAT THIS IS SOMETHING THAT IS GOING TO BECOME MORE AND MORE DIFFICULT FOR YOU AS -- AS -- AS THE LIGHTS CONTINUE TO MOVE.

THE PROFILES ARE THIN AND IT IS AN INTERESTING SIDE EFFECT OF WHAT IS AVAILABLE IN THE MARKETPLACE THESE DAYS.

>> I BELIEVE MR. BROWN STATED EARLIER, THEY WOULD BE

>> THE OTHER THING I SUGGEST IS THAT HARD ON THE LAST COUPLE OF YEARS ON THE TEMPERATURE OF LEDS AND WORK WITH ANY NUMBER OF PEOPLE THAT CONSTRUCTED UP AND DOWN HIGH STREET. THE LAMP WE PREFER IT BE WARMER, THAN THE BRIGHT LIGHT. YOU COULD ET THAT INFORMATION

FROM RS. KATARA. >> MR. COULTER, THE FINAL THING THAT -- THAT E NEED TO BE CONCERNED ABOUT WHEN -- WHEN THEY'RE IN SUCH CLOSE PROXIMITY TO SINGLE FAMILY RESIDENTIAL IS NOT JUST THE WAY THE LIGHTS ARE DIRECTED BUT WHETHER THE LIGHT SOURCE IS VISIBLE. SO COMING DOWN 12 FEET HELPS BUT JUST TO MAKE SURE IT WOULD BE NICE TO MAN N HAVING A SHIELD ON THE RESIDENTIAL SIDE OF THESE FIXTURES BECAUSE THEY'RE SO SHALLOW, YOU CAN -- YOU CAN LOOK GREAT UP AND SEE THE LIGHT SOURCES. WE'VE SEEN THAT WITH OTHER FIXTURES THAT HAVE BEEN PLACED AROUND THE COMMUNITY.

I JUST DON'T THINK IT IS APPROPRIATE N -- IN PEOPLE'S BACKYARDS. I KNOW THERE'S A DISTANCE THERE AND THEY MAY NOT BE ABLE TO SEE THEM BUT I DON'T WANT TO AKE

THAT CHANCE. >> MR. PAULING ALLUDED THAT THEY WOULD HAVE A --

>> YEAH. >> AND IT DOES NEED TO BE

INCORPORATED INTO THE FIXTURE. >> CAN I ASK?

>> CAN GET IN? >> SURE.

>> ANYBODY HAVE TO BE SWORN IN. >> I'M SORRY I CAME BACK FROM A BIOPSY AT THE HOSPITAL. GO AHEAD.

SWEAR ME.

>> THE LIGHTING, BECAUSE WE -- I FACED -- OUR HOUSE FACES THE BUILDINGS ON OUR, ON OUR PANORAMA IS NOW BUILDING.

THE LIGHTING IS OF INTEREST TO ME BECAUSE THERE'S A LOT OF -- OF DECKS, SECOND FLOOR BALCONIES AND ALL OF THOSE WILL HAVE A LIGHT BY THE DOORS AND ENTER THOSE BALCONIES IN WHICH CASE I POTENTIALLY LOOKING AT A WHOLE WALL F -- OF PORCH LIGHTS.

I JUST WONDER IF THERE'S ANY ATTEMPT TO SEAL THOSE OR DO WE HAVE THAT AS CONSTANT POSSIBLE LIGHT SOURCE SHINING ON US.

>> THE PORCHES FOR THE APPLICANT, THE -- -- THE THAN TRANSS ALONG STAFFORD AND HARTFORD THAT HAVE A ROOF OVER THEM WILL HAVE THE FIXTURE YOU SEE AT THE TOP OF THE SCREEN.

THAT WILL BE RECESSED UP INTO THE SOFFIT AND THERE WAS OTHERS PROPOSED BY DOORWAYS ON THE STAFFORD SIDE AND THE COURTYARD AREA. THE PORCHES WOULD HAVE THE RECESSED FIXTURE YOU SEE ON THE SCREEN.

>> IT WOULD PROJECT ACROSS. >> YES, SIR.

>> THANK YOU VERY MUCH. >> YOU'RE WELCOME.

>> ANYTHING ELSE, MR. DAVIS. >> NO, I JUST WANTED TO REITERATE ND THANK EVERYBODY FOR THEIR EFFORTS.

I APPRECIATE YOU GUYS ARE DOING A GREAT JOB ON THE DETAILS ON THIS AND GEORGE WAS NICE AND KIND ENOUGH TO SIT ON MY PORCH AND TALK TO ME FOR AN HOUR AND A HALF THE OTHER DAY.

I THOUGHT THAT WAS NICE OF HIM. WE FOUGHT THIS THING.

NOW WE'RE DOWN TO THE WIRE, WE JUST GOT TO MAKE THE BEST OF IT THAT WE CAN. APPRECIATE YOUR EFFORTS.

>> WISH YOU WELL. QUESTIONS OR COMMENTS?

>> FOLLOW-UP QUESTION ON THE LIGHT FIXTURE AND THE POLE THAT YOU WERE ACTING ABOUT, SIMILAR TO CALLED DISCUSSION, ARE THOSE -- ARE THOSE SUNRISE, UNSET TO SUNRISE OR ARE THEY GOING TO BE

[02:20:04]

TURNED OFF AT MIDNIGHT OR SOMETHING LIKE THAT THAT MAY HELP WITH THE NEIGHBORS AND THAT CONSIDERATION?

>> I BELIEVE THOSE -- THOSE ARE NIGHTTIME LIGHTS THAT WILL GO SUNRISE TO SUNSET. I THINK THAT'S THE INTENT OF THEM. THEY CAN BE CONTROLLED.

IF NECESSARY, BUT THEY ARE FOR STAFF AND -- AND -- AND VISITORS THAT ARE COMING T NIGHT. SO THERE IS -- IT IS REALLY A SAFETY FOR THE RESIDENTS AND THEIR VISITORS AND THE STAFF THAT IS COMING IN AND OUT. CURRENTLY THE INTENT IS SUNRISE

TO SUN SET. >> ALL RIGHT.

THANK YOU. >> ANYBODY ELSE? WE HAVE ADDITIONAL E-MAILS HILE WE'VE BEEN TALKING?

>> NO, SIR, WE HAVE NOT. >> HAVE A MOTION.

>> THIS IS TOM RICE. AT THE REQUEST OF PHS ARCHITECT ON BEHALF OF NATIONAL CHURCH RESIDENCES FOR CERTIFICATE OF APPROPRIATENESS TO DEMOLISH THE EXISTING BUILDINGS TO REACH THE PROPERTY AT NORTHEAST -- AT HE NORTHEAST CORNER OF HARTFORD STREET AND EAST STAFFORD AVENUE AND THAT THE NEW LIGHT POLES HAVE APPROPRIATE SHIELDS TO REDUCE ANY DIRECT LIGHT SOURCES AS PER CASE NUMBER AR14 DATED 2019, DRAWINGS NUMBER AR14 DATED 2019 BE APPROVED BASED ON THE FINDINGS OF FACTS AND IN THE MEMO AND PRESENTED AT THE MEETING.

>> SECOND. >> THANK YOU.

IT AS BEEN MOVED BY MR. RICE AND SECONDED BY MRS. HOLCOMB.

COULD YOU CALL THE RECALL?

>> I WILL NOT SUPPORT IT, ALTHOUGH I SUPPORT HOUSING THROUGHOUT WORTHINGTON AND I THINK THIS BUILDING IN OF ITSELF WELL DESIGNED AND ATTRACTIVE. MY CONCERNS ARE THESE.

NUMBER ONE I STILL BELIEVE THAT THE BUILDING IS TOO LARGE FOR THE SITE FOR THE -- FOR THE SIDEWALK AND IS JUST WE'RE ASKED TO CONSIDER IS HOW THE BUILDING FITS IN WITH THE ADJACENT PROPERTIES. I DON'T BELIEVE THIS STRUCTURE IS COMPARABLE WITH THE IMMEDIATELY SURROUNDING AREA.

I DON'T FEEL WE HAVE RESPECTED THE NEIGHBORING PROPERTY OR THE NEIGHBORS. THOSE ARE MY TWO REASONS FOR VOTING NO.

>> I'LL BE UNFOP LAR BECAUSE ALONG WITH MR. FAUST, I'M VOTING NO, FOR REALLY THE SAME REASONS. I THINK WHILE THE BUILDING IS A BEAUTIFUL DESIGN, IT REALLY IS. I JUST WISH IT COULD BE ELSEWHERE. I DON'T BELIEVE IT FITS IN WITH THE NEIGHBORHOOD. AND -- AND I'M ALSO JUST STRESSED TO LOSE TWO HOUSES THAT ARE -- THAT ARE A PART OF THAT

[1. Planned Unit Development – Final Plan]

HISTORIC DISTRICT THAT HAVE IT APPEARS AT LEAST AN INTERESTING HISTORY TO THEM. SO FOR THOSE REASONS, I'LL VOTE

NO. >> MRS. HINES.

>> YES.

>> THAT CONCLUDES OUR BUSINESS FOR THE ARCHITECTURE UNDER UNFINISHED BUSINESS. WE MOVE ON TO THE MUNICIPAL PLANNING COMMISSION. WE HAVE TWO -- TWO PARTS OF THE APPLICATION THAT BOTH HAVE TO DO WITH STAFF.

FIRST IS PLANNED UNIT WITH THE FINAL PLAN.

IT IS AT THE CORNER OF HARTFORD STREET.

>> WE DID GET A MOTION. THIS ONE HAS NOT BEEN TABLED.

I THOUGHT IT WAS TABLED. SORRY ABOUT THAT.

>> AGAIN I DON'T HAVE TOO MUCH TO -- TO TOE ADD.

A LOT OF WHAT WE'VE TALKED ABOUT IN MY 30, 35 MINUTE APOLOGIZE OVERVIEW OF THE PROPOSAL, IT KIND OF -- ALL OF THE FINGERS OF

[02:25:03]

THOSE WENT TOGETHER OF DISCUSSING THE AIR B APPLICATION AND THE FINAL PLAN AMENDMENT AND THE PUD INAL PLAN AND THE SUBDIVISION PORTION OF IT. AGAIN, ALL OF THE REQUIREMENTS OUTLINED IN THE PUD SUBMISSION REQUIREMENTS OF THE PLANNING AND ZONING CODE HAVE BEEN MET. AGAIN, I OUTLINED TO THE BOARD THE PUD PROCEDURES OF THE APPLICATION, THE PRELIMINARY PLAN THAT WENT BEFORE YOU FOR REVIEW AND ON TO CITY COUNCIL AND THEN WHAT IS BEFORE YOU TONIGHT IS TO REVIEW IT FOR COMPLIANCE WITH THE ORIGINAL ORDINANCE.

AGAIN, I CAN ANSWER ANY QUESTIONS YOU MAY HAVE, BUT DID NOT REALLY HAVE A LOT TO -- TO ADD TO IT.

AGAIN, WITH YOUR REVIEW, YOU'RE LOOKING FOR -- FOR COMPLIANCE WITH WHAT WAS ORIGINALLY APPROVED BY CITY COUNCIL IN

FEBRUARY OF 2020. >> COMMISSION MEMBERS,

QUESTIONS OR COMMENTS? >> MR. TALLMAN, ANYTHING YOU

CARE TO ADD? >> NOT A GOOD POINT.

>> ALL RIGHT. NO QUESTIONS OR COMMENTS I WILL GO INTO OUR MINUTE AND A HALF. ANYONE LIKE TO E-MAIL US, YOU CAN DO SO AT PLANNING@WORTHINGTON.ORG R ALL US. HAVE WE GOTTEN E-MAILS OR PHONE

CALLS. >> I JUST RECEIVED AN E-MAIL FROM TOM BURNS, SAYS NO ADDITIONAL COMMENT.

IF I COULD BE -- SOMEBODY HAS THEIR, OKAY, IF I COULD BE THE MODEL OF EFFICIENCY IN GOVERNMENT, THE COMMENTS I MADE PREVIOUSLY APPLY TO BOTH THIS AND THE NEXT MOTION TOO, IF IT WASN'T CLEAR. SO LET'S PRETEND I SAID THEM EACH TIME. THANK YOU.

>> OAY. ANY ADDITIONAL COMMENTS OR QUESTIONS? NOT HEARING ANY, PLEASE, I HAVE

A MOTION. >> MR. CHAIR, THIS IS TOM RICE.

I MOVE THAT THE REQUEST BY PH7 ARCHITECTS ON BEHALF OF NATIONAL CHURCH RESIDENCES FOR APPROVAL OF THE PUD FINAL PLAN TO REDEVELOP THE PROPERTY AT NORTHEAST CORNER OF HARTFORD STREET AND EAST STAFFORD AVENUE AS PER CASE NUMBER PUD011019F DATED JULY 10TH, 2020, BE APPROVED BASED ON THE PLANNING GOALS OF THE CITY. AS EFERENCED IN THE LAND USE

[2. Subdivision]

PLANS AND ON THE FINDINGS OF THE FACTS AND THE STAFF MEMO AND

PRESENTED AT THE MEETING. >> SECOND.

>> THANK YOU. MOVED BY MR. RICE AND SECONDED BY MR. HALL.

[02:30:15]

>> PASSED. THANK YOU.

THE LAST ITEM ON THE AGENDA UNDER THE MUNICIPAL PLANNING COMMISSION IS THE SUBDIVISION OF THE STAFFORD VILLAGE REDEVELOPMENT. THE NORTHEAST CORNER OF HARTFORD STREET AND STAFFORD AND IN HIS APPLICATION SUB01-2020.

MR. BROWN? >> THANK YOU, SIR, AGAIN WE KIND OF TOUCHED ON THIS THROUGHOUT THE PRESENTATION TONIGHT, WE HAVE -- WE HAVE TEN SEPARATE PARCELS WITH AN EXISTING SEWER LINE THAT YOU CAN SEE CIRCLED IN RED HERE, GOING FROM EAST TO WEST FROM THE MORNING OVER TO HARTFORD AS PART OF THE REDEVELOPMENT. I'VE LOCKED UP.

SORRY. TRY ONE MORE TIME.

AS PART OF THE REDEVELOPMENT THEY'RE GOING TO BE COMBINING THE PARCELS TO CREATE ONE PARCEL.

THEY'RE GOING TO BE VACATING THAT EXISTING CENTER EASEMENT AND THE 12 INCH LINE AND CURRENTLY AS YOU SEE WITH THE PLAT ON THE SCREEN, THEY'LL PLAT A NEW 20-FOOT EASEMENT THAT WILL RELOCATE THAT 12 INCH SEWER LINE THAT ONCE CONSTRUCTED BY THE APPLICANT WILL BE TURNED OVER TO THE CITY.

AGAIN, IT HAS MET ALL -- ALL REQUIREMENTS OUTLINED WITHIN -- WITHIN THE PLANNING AND ZONING CODE.

AGAIN WITH THIS, IF IT IS APPROVED AS PART OF THIS PROCESS TONIGHT, IT WILL NEED TO GO TO CITY COUNCIL FOR APPROVAL.

AND IT WILL BE DONE BY ORDINANCE, SO IT WILL NEED TO BE INTRODUCED AT OUR SEPTEMBER 7TH CITY COUNCIL MEETING FOR A PUBLIC HEARING ON SEPTEMBER 21ST.

I COULD ANSWER ANY QUESTIONS YOU HAVE AT THIS TIME.

THANK YOU. >> GEORGIA, ANYTHING REGARDING

MR. BROWN'S COMMENTS? >> NO.

THANK YOU. >> OKAY.

COMMISSION MEMBERS, ANY QUESTIONS OR COMMENTS?

>> NOT HEARING ANY, I WILL -- I WILL START THE CLOCK.

FOR THOSE OF YOU THAT WANT SUBDIVISION, YOU COULD E-MAIL AT PLANNING@WORTHINGTON.ORG OR YOU

COULD CALL IN. >> ANY E-MAILS OR ANYBODY CALL

IN. >> JUST MR. BRUNT'S E-MAIL OF
