YOU HAVE A HEFTY AGENDA THIS EVENING WITH IMPORTANT TOPICS ALL OF THEM, SO WE'LL TRY TO MOVE THROUGH THEM WITH OUR PRESENTATIONS. AND WE APPRECIATE YOU PUTTING THIS FIRST. TONIGHT WE'RE GOING TO OVERVIEW RECOMMENDATIONS RELATED TO THE COMMUNICATION CENTER, SPECIFICALLY WE'RE GOING TO DISCUSS THE BENEFITS OF JOINING A MULTI-JURISDICTIONAL PARTNERSHIP CALLED THE NORTHWEST REGIONAL COMMUNICATION CENTER FOR 911 ANSWERING, ANSWERING THE PUBLIC'S 911 EMERGENCY CALLS FOR PUBLIC SAFETY DISPATCHING, WHICH ENTAILESS DISPATCHING WORTHINGTON'S POLICE, FIREFIGHTERS AND PARAMEDICS TO EMERGENCY CALLS.

SUCH AS URSERVICE DEPARTMENT AFTER HOURS AND ANSWERING OUR NONEMERGENCY PUBLIC SAFETY LINE.

THE RECOMMENDATIONS THAT WILL BE MADE TONIGHT RELATE ONLY TO THESE CALL TAKING DISPATCHING AND PHONE ANSWERING SERVICES.

AS WE DISCUSS THIS IN THE PUBLIC IT'S IMPORTANT TO REMEMBER WITH THE RECOMMENDATION YOU WILL HEAR THIS EVENING IT WILL STILL BE THE WORTHINGTON POLICE, FIRE AND EMERGENCY MEDICAL IRST RESPONDERS COMING TO YOUR DOOR IN RESPONSE TO YOUR CALLS.

IT'S CHALLENGING JOB. LAST FALL IN RESPONSE TO WHAT IS LARGER THAN NORMAL VACANCIES AT THE WORTHINGTON COMMUNICATION CENTER AND A NEED TO MAKE INVESTMENTS IN TECHNOLOGY AND ALSO A RECOGNITION OF THE REALITY THAT WE ARE A PUBLIC SAFETY SECONDARY PUBLIC SAFETY ANSWERING POINT, WHAT THAT MEANS WE CANNOT AND WILL NOT BE ABLE TO TAKE 911 CELLULAR CALLS DIRECTLY. WHETHER IT MADE SENSE TO CONTINUE TO INVEST IN ND PHYSICALLY OPERATE OUR CENTER OR JOIN THE NORTHWEST CENTER OPERATED BY HE CITY OF DUBLIN.

I ASKED THEM TO FULLY EXAMINE AND SEE WHETHER WE COULD IMPROVE OUR SERVICES THROUGH PARTNERSHIP WITH OTHER AGENCIES.

THE ANALYSIS TEAM WAS ABLILY BY OUR ASSISTANT CITY MANAGER, INCLUDED OUR FIRE CHIEF, JOHN BAILOT, OUR POLICE CHIEF JERRY STRAIT, AND PERSONNEL DIRECTOR, AS WELL AS THE ASSISTANT FIRE

MR. GREESON MENTIONED WE HAVE A TEAM OF US THAT HAVE BEEN EVALUATES THIS ISSUE. I WILL NOTE WE HAVE CONDUCTED AN EXTENSIVE ANALYSIS, SOMETHING WE HAVE BEEN THOUGHTFUL ABOUT AND WANTED TO GO INTO DETAIL WHAT WOULD BE BEST FOR WORTHINGTON IN THE LONG TERM. OUR TEAM HAS BEEN EVALUATING THIS. BUT REALLY THE EVALUATION GOES BACK TO 2012 WHEN WORTHINGTON FIRST STARTED CONSIDERING THIS ISSUE. WE JOINED WITH THE CITIES OF DUBLIN, HILLYARD, ARLINGTON. WE HIRED KIMBLE, WHO IS AN EXPERT TO EVALUATE WHETHER IT'S FEASIBLE FOR A MULTI-JURISDICTIONAL COLLABORATION, A CENTER AMONG THOSE JURISDICTIONS TO PROVIDE THIS SERVICE.

AT THAT TIME, THE REPORT INDICATED THAT IT WAS FEASIBLE AND ACTUALLY THEY RECOMMENDED SUCH A CONSOLIDATION AS A WAY TO SHARE RESOURCES AND TO FACILITATE QUALITY SERVICES IN THIS AREA. SUBSEQUENT TO THE KIMBLE REPORT, WE AS THE CITY OF WORTHINGTON ACTUALLY CONDUCTED SOME ADDITIONAL ANALYSIS AS A FOLLOW-UP TO THAT REPORT.

BUT WE DID NOT COMPLETE IT AT THAT TIME.

LAST FALL WE PICKED UP THAT EVALUATION AGAIN AND PURSUED IT FURTHER SO WE COULD COME TO CONCLUSIONS AND RECOMMENDATIONS AROUND THIS SERVICE. AS MR. GREESON MENTIONED OUR ANALYSIS CONCLUDED WE CAN YOU KNOW THE NORTHWEST COMMUNICATION CENTER FOR 911 CALL AND DISPATCHING SERVICES.

A LITTLE BIT ABOUT WHO THE NORTHWEST CENTER IS.

THE NORTHWEST CENTER SERVES SUBURBAN COMMUNITIES SIMILAR TO WORTHINGTON THAT PROVIDE A HIGH-LEVEL OF SERVICE TO THE COMMUNITY. AND THEY PROVIDE SUPPORT FOR THE COMMUNITIES NOTED HERE THAT WE'RE ALSO PART OF THAT KIMBLE ANALYSIS, DUBLIN, HILLYARD AND NORWICH AND WASHINGTON TOWNSHIPS. IT'S A COLLABORATION OF SHARING OF RESOURCES AND SUPREME COURT FOR THIS CENTER IN THIS CRITICAL SERVICE AREA AND THAT SHARING OF RESOURCES ALLOWS IT TO BE FULLY RESOURCED AND BENEFITS FOR THIS SERVICE.

THEY ARE VERY PROFESSIONAL CENTER.

THEY ARE HIGHLY ACCREDITED, CERTIFIED AND RECOGNIZED BY THE PROFESSIONAL ASSOCIATIONS IN THIS FIELD.

INITIAL INFORMATION CAN BE PROVIDED BY THEIR DIRECTOR WHO IS HERE THIS EVENING AND WILL BE SPEAKING LATER IN THIS PRESENTATION. BETWEEN THEP HIGHLIGHT WHAT THIS PRESENTATION, THE BENEFITS OF JOINING THE NORTHWEST CENTER.

THIS ALLOWS A CALLER TO STAY ON THE PHONE WITH THE CALL TAKER OR DISPATCHER AND ALLOWS HEM TO SHARE NFORMATION AND THE DISPATCHER HELP THEM THROUGHOUT THEIR EMERGENCY. WHETHER THEY ARE REPORTING A CRIME IN PROGRESS OR ABOUT A MEDICAL EMERGENCY, ONE OF THE SPECIALIST WILL BE ON THE PHONE GIVING GUIDANCE WHILE THE OTHER DISPARCHER SIMULTANEOUSLY SEND THEM TO HELP.

I GOT TO SEE SOME OF THIS IN ACTION.

THE CALL TAKER WAS ON THE PHONE WITH SOMEBODY ON THE OTHER END, THEY WERE CHASED BY SOMEBODY WITH A SHOVEL.

THAT CALL TAKER WAS ON THE PHONE GIVING THEM GUIDANCE AND COMFORT WHILE THE APPROPRIATE -- I DON'T KNOW WHICH ONE, WAS DISPATCHING THE EQUIPMENT AND ALL THAT INFORMATION WAS BEING RELAYED ONTO THOSE OFFICERS GOING IN. ONE OF THE MANY ADVANTAGES THIS MODEL BRINGS, THE ACCEPTED PROTOCOL E.M.D.

WE'RE UP TO SEVEN FULL-TIME TRAINED PART TIMERS.

AT NORTHWEST THE SUPERVISOR IS ON EVERY SHIFT.

WHEN THEY HAVE A LOW FREQUENCY, HIGH-RISK EVENT SUCH AS ACTIVE SHOOTER OR STRUCTURE FIRE, THEY CAN JUMP IN AND HELP THE DISPATCHER RESPONDING TO THAT EVENT.

SAME FOR THAT SUPERVISOR CAN PULL THEIR COM TEXT AND RUN QUALITY INSURANCE. THEY DO 10%, REVIEW THOSE CALLS TO MAKE SURE THEY ARE DOING BEST PRACTICE PER POLICY.

THEY PROVIDE AMPLE TRAINING IF THEY ARE OUTSIDE OF POLICY OR NEED ADVANCED TRAINING. THEY HAVE THE SAME OR THE BENEFIT OF HAVING INDIVIDUALS GO THROUGH SCENARIO-BASED TRAINING. SO THEY PULL THEM OUT AND RUN THEM THROUGH THE STRUCTURE FIRE OR ACTIVE AGGRESSOR TRAINING AND LET THEM MAKE MISTAKES OUTSIDE OF THE TRAGIC INCIDENT THAT MIGHT TAKE PLACE IN REALTIME. AND THAT WAS ALWAYS IMPORTANT TO US AS WE WERE CALLED UPON A LITTLE OVER SIX YEARS AGO TO SERVE AS THE CENTRAL POINT FOR CONSOLIDATION. IT WAS OUR NUMBER-ONE PRIORITY TO ENSURE THAT EVERY COMMUNITY THAT JOINS OR COLLABORATION DOESN'T LOSE SERVICE THROUGH JOINING THAT COLLABORATION.

AFTER A GRANT THAT WE SECURED AS A GROUP OF COMMUNITIES TO EVALUATE WHETHER DISPATCH WAS THE RIGHT THING TO DO. THE FOCUS TURNED TO US, AND WE WERE ASKED IF WE WOULD BE INTERESTED IN BEING THE FOCAL POINT FOR A CONSOLIDATING CENTER.

WE DID NOT JUMP AT THE CHANCE IMMEDIATELY.

IT WAS A BIG DECISION AND WE KNEW IT WAS GOING TO BE SIZABLE. IT TOOK A YEAR TO MAKE THE DECISION OURSELVES AND DECIDED TO ENTER INTO OUR FIRST PARTNERSHIP WITH HILLYARD AND NORWICH TOWNSHIP.

WE STARTED THAT RELATIONSHIP IN 2013 AND THEN WE ADDED TO THAT RELATIONSHIP JUST LAST YEAR WHEN WE PROVIDED SERVICE FOR UPPER ARLINGTON. OUR CURRENT STAFFING, ONE BUREAU DIRECTOR, WHICH IS MY POSITION. I HAVE ONE OPERATIONS MANAGER, FOUR COMMUNICATIONS SUPERVISOR, ONE A TRAINING AND QUALITY ASSURANCE SUPERVISOR. 25 TECHNICIANS, FULL-TIME, CROSS TRAINS AND CERTIFIED. WE HAVE ONE DEDICATED COMMUNICATIONS TECHNICIAN WHOSE JOB IS TO MAINTAIN AND STAY ON THE CUTTING EDGE OF TECHNOLOGY BY MAINTAINING THE DATA IN THE COMPUTER AIDED DISPATCH CENTER. THE NORTHWEST CENTER IS A CONTRACT FOR SERVICE CENTER. THE CITY OF WORTHINGTON WOULD ENTER A CONTRACT WITH CITY OF DUBLIN.

WHAT MAKES OR CENTER UNIQUE AND WE HAVE BEEN TOLD BY FRIENDS IN THE CONSULTING BUSINESS WE'RE AN EXAMPLE OF HOW MANY CENTERS ACROSS THE COUNTRY ARE APPROACHING THE AGREEMENTS FOR SERVICE. EVEN THOUGH THIS IS A CONTRACT FOR SERVICE, WE WORTHINGTON AS A CONSOLIDATED CENTER.

WE WERE ONE OF THE FIRST AGENCIES IN CENTRAL OHIO, ALONG WITH THE CITY OF WESTERVILLE TO RECEIVE THE PROJECT 33 CERTIFICATION. A FANCY NAME FOR WE ASKED OUR PROFESSIONAL ORGANIZATION TO COMMEND AND CHALLENGE NEW HIGHER TRAINING PROGRAM AND CONTINUING PROFESSIONAL EDUCATION PROGRAM TO MAKE SURE IT MET THE TOP STANDARDS AND WE RECEIVED THAT CERTIFICATION IN 2017. ALONG WITH THE COLLABORATION WE ENTERED INTO WE WERE ABLE O OFFER TEX TO 911 SERVICE EARLIER THAN ANTICIPATED. WE WENT LIVE IN MAY OF 2018 AND HAD WONDERFUL SUCCESSES, NOT ONLY IN SITUATIONS WHERE PEOPLE ARE UNABLE TO TALK TO A 911 OPERATOR, OFTEN TIMES DUE TO A DOMESTIC SITUATION OR POSSIBLY A PROWLER, IT'S INCREDIBLY HELPFUL, WHO USED TO HAVE TO FIND A TELETYPE DEVICE AND WONDERED WHY, CAN'T A SEND A TEXT MESSAGE TO 911.

TALK ABOUT SEWER. TONIGHT THIS IS AN OUTREACH EFFORT. WE'RE PRESENTING WHAT WE BE IS THE MOST EFFECTIVE WAY TO ACCOMPLISH A SEWER PROJECT.

THE PROJECT AS OUR CONSULTANT WILL TELL US WILL ORDER E.P.A.

TO REMOVE ADVERSE IMPACTS TO RESIDENTS AND WATER WAYS.

WE TALKED EARLIER AND REALIZED OVER THE PAST 10 YEARS WE HAVE HAD OVER A MILLION GALLEONS OF SEWER IN THIS SHED ALONE.

IT IS AN IMPORTANT GREEN PROJECT AND PROVIDE A HIGH LEVEL OF SERVICE TO OUR RESIDENTS. IN ADDITION TO THIS BODY, WE INTENT TO PRESENT THIS INFORMATION TO HOSE AFFECTED RESIDENTS IN THE COMMUNITY AS WE MOVE FORWARD.

SO WE HAVE SPENT HOURS AND HOURS REVIEWING AND WALKING THE WATER SHED, MONITORING SEWER FLOWS AND RUNNING MODELS.

WE CONTEMPLATED A MATRIX OF ISSUES AND EVALUATE MANY DIFFERENT CONSIDERATIONS RELATED TO SEWER AND CONSTRUCTION.

ENVIRONMENTAL IMPACTS, LAND DISTURBANCE, DISRUPTION TO ROADS, COMMUNITY QUALITY OF LIFE, WHICH IS IMPORTANT TO US AS YOU WELL KNOW. CONSIDERED INTERRUPTION OF SEWER AND SERVICE LEVELS AND OTHER AREAS.

WE HAVE CONSIDERED SEWER PERFORMANCE, SYSTEM PERFORMANCE, OPERATION AND MAINTENANCE. THE NEED FOR EASEMENTS, CONSTRUCTION, AS WELL AS OPERATION MAINTENANCE COSTS. WE HAVE GONE THROUGH THAT. AND WE THINK YOU WILL THINK OUR ALTERNATIVE WE'RE PRESENTING IS A CLEAR DECISION.

WHY ARE WE HERE? IN 2 2009, E.P.A. PUT WORTHINGTON CITY OF COLUMBUS. IT'S NOT USUAL I'M QUIET.

WHAT THE E.P.A. FINDINGS AND ORDERED IS THAT EACH OF THE INDIVIDUAL COMMUNITIES HAD TO PROPERLY OPERATE AND MAINTAIN SANITARY SEWER SYSTEM. PART OF THOSE THREE OF HOSE REQUIREMENTS WERE THEY PROVIDE ADEQUATE CAPACITY, TAKE ALL STEPS FEASIBLE TO STOP SANITARY SEWER OVERFLOWS AND WATER IN BASEMENT OR SEWER BACK UP. AND MINIMIZE EXCESSIVE INFILTRATION, BASICALLY STORMWATER OR GROUNDWATER GETTING INTO THE SANITARY SEWER THAT WASN'T DESIGNED TO BE THERE. THOSE WERE THE THREE GOALSES OF THE PROJECT. WHAT ID THE CITY NEED TO DO

FIRST WAS COMPLETE A SANITARY SEWER EVALUATION OF THE ENTIRE SEWER SHED. AND ALSO THEY COULD PICK A SCHEDULE, A FIVE-YEAR AND IMPROVE OR YOU COULD TAKE A 15-YEAR APPROACH, WHICH IS WHAT CITY OF WORTHINGTON DID AND DID AN STUDY AND IMPROVEMENTS AND STUDY AN AREA AND DO THE IMPROVEMENTS. THE ENVIRONMENTAL IMPACTS WE HAVE IN THIS AREA, THE PICTURES ARE SHOWING ON YOUR SCREEN ARE SANITARY SEWER OVERFLOWS FROM A VISIT IN MARCH OF 2008.

TO REDUCE THIS, WHAT THE E.P.A. SAID, YOU HAD TO MITIGATE THE SEWER OVERFLOWS, IF THE SANITARY SEWAGE ENTERS THE ENVIRONMENT FOR A 25-YEAR RAIN FALL EVENT. TO GIVE YOU AN IDEA 3.5 INCHES OF RAIN IN A SIX-HOUR PERIOD. IT'S A LARGE EVENTS.

WITH THE WEATHER THE AY IT IS, THEY TEND TO KEEP COMING M MORE THAN A 25-YEAR FREQUENCY. THE E.P.A. SAID YOU HAVE TO MEET A 10-YEAR LEVEL OF SERVICE FOR BASEMEMENTS.

YOU CAN'T OVERFLOW 2.89 INCHES IN A SIX-HOUR PERIOD. WHY DON'T WE DESIGN LARGER FOR A LARGER RAIN FALL EVENT? IT'S COST PROHIBITIVE. SANITARY SEWERS WERE NOT DESIGNED TO HANDLE STORMWATER FLOW.

IF YOU WANTED TO PROTECT YOUR COMMUNITY FOR 100 YEAR RAIN FALL EVENT YOU WOULD NEED TO UPSIZE EVERY SEWER IN THE SYSTEM.

SO IT'S OT AS COST PROHIBITIVE.

EVEN IF WE MADE OUR SEWERS BIGGER, CITY OF COLUMBUS CAN'T

ACCEPT THE FLOW FROM US. >> R. DOROTHY: TRYING TO MAKE SURE THINGS AREN'T COMBINED WITH AREAS THAT WERE NEVER MEANT TO INFILTRATE. THIS IS AN ONGOING CONCERN.

WE SEE LITTLE BLUE SIGNS THAT SAY PEOPLE STAY AWAY FROM HERE

BECAUSE WE HAVE HAD OVERFLOW. >> YES.

HOW DOES THE EXTERNAL WATER GET IN?

>> 50 TO 60% OF THE FLOW COMES FROM PRIVATE PROPERTIES, EITHER CRACKS IN YOUR LATERAL DOWNSPOUTSES, NOT SO MUCH IN THE CITY OF WORTHINGTON DO WE HAVE THAT ISSUE GOING ON.

BUT THERE ARE OLD SANITARY SEWER SYSTEMS SO THE WATER FOLLOWS THE BACK FILL AND GETS INTO THE GENTS AND CRACKS IN THE LATERALS AND MAIN LINES, MAN HOLES. IT FINDS ITS WAY IN.

IT'S AN EXPENSIVE PROBLEM TO GET IT OUT.

CITY OF DUBLIN WENT THROUGH THE SAME PROCESS FOR DEER RUN SEWER SHED. THEY DID REHABILITATION AND HAVE A 20% RAIN FALL. THEY GET 20% OF THE WATER IN THEIR SANITARY SEWER SYSTEM AND LINED EVERY MAIN LINE WITH THE SEWER SHED. IT'S A DIFFICULT PROBLEM TO FIX. SO THIS PARTICULAR CASE WE LOOK AT IMPROVING THE CAPACITY SO YOU CAN JUST KEEP IT INTO THE SYSTEM FOR THOSE TWO CONDITIONS, 25 YEAR FOR SANITARY SEWER OVERFLOW AND TENURE FOR SEWAGE AND BASEMENT.

THE CITY OF WORTHINGTON STARTED THIS PROCESS TWO YEARS BEFORE THE FINDINGS AND ORDERS. WE STARTED WITH SOUTHEAST SEWER SHED, DID A HYDRAULIC MODEL, FLOW MONITORING, FIELD INVESTIGAT INVESTIGATIONS TO SEE IF WE COULD FIND EASY FIXES. AND AGAIN, THE PICTURES THAT ARE ON YOUR SCREEN ARE FROM A SITE VISIT WE DID ON MARCH 2018, WE HAD SIGNIFICANT RAIN FALL EVENT.

AND WE CAME OUT AND DID A WET WEATHER WALK AND POPPED MAN HOLES TO SEE IF THE MODEL WAS PREDICTING CORRECTLY.

AND IT WAS AND WE FOUND YOU CAN SEE THE MAN HOLES TO THE TOP IF NOT OVERFLOWING. THE PICTURE ON THE BOTTOM CORNER, TH THERE IS A ANHOLE AND THAT IS BUBBLING UP IN THE PARK. OR THE SEWER OVERFLOWING.

AS PART OF THE SOUTHEAST SEWER SHED WE RECOMMENDED A THREE-PHASE MPROVEMENT. THE KENYONBROOK SIPHON REMOVAL PROJECT, WHICH IS CONNECTED. THE NORTH BROOK TRUNK SEWER REPLACEMENT AND KENYONBROOK TRUNK SEWER DESIGN WHICH IS WHAT WE'RE WORK ON NOW. ONCE WE STARTED THIS PROJECTS, WE UPDATED THE MODEL TO PUT IN THE KENYONBROOK SIPHON REMOVAL.

WE UPDATED THE MODEL TO SEE HOW THE SIPHON REMOVAL PROJECT HAD HELP TO MAKE SURE IT DID WHAT WE THOUGHT.

AND UTILIZE THAT MODEL TO COME UP WITH SOLUTIONS FOR THIS NEXT

THERE IS A FEW PLACES WE HAD TO DEFLECT FROM THAT ALIGNMENT DUE TO PROXIMITY TO EXISTING HOMES. WE PROPOSED A RAVITY ALIGNMENT FROM HIGH STREET UP TO NEW ENGLAND FOLLOWING ALONG THE SAME CORRIDOR. AND WHAT WE'RE DOING IS COMPLETELY REPLACING THE 12-INCH LINE WH WITH THE 18.

AND IT'S TOTALLY GRAVITY. ONE OF THE BENEFITS OF THIS IS WE CAN IN THIS LOCATION NEAR KENYONBROOK, THE SEWER GOES UNDER A HOME, AND WE CAN GET OUT FROM UNDERNEATH THAT HOME.
