THIS IS THE FINAL STAGE IN THAT PROCESS, THE PUBLIC HEARING FOR THE ADOPTION OF THE ORDINANCES DRAFTED.

THERE HAVE BEEN A NUMBER OF UNKNOWN CHANGES ALONG THE WAY AND MORE REASONABLE OUR PROCESS OF REVIEW.

WE HAVE MADE A NUMBER OF CHANGES SINCE THE LAST VERSE THAT COUNSEL SAW. THOSE CHANGES ARE OUTLINED IN THE MEMO. I DON'T NECESSARILY UNLESS COUNCIL WANTS ME TO -- IT WAS THE DESIRE TO MAKE SURE THE

ORDINANCE WE ADOPTED IN THE CITY OF WORSHIP -- FOR THE RESIDENTS AND THOSE INDIVIDUALS WITHIN THE CITY OF WORSHIP IN A BROAD MANNER, BUT ALSO TO MAKE SURE THAT THE ORDINANCE DID NOT SUBJECT THE CITY TO UNNECESSARY LITIGATION.

SO YOU'RE VIEW WAS FOCUSED ON THOSE ITEMS WHERE NOT THAT THEY WERE RIGHT OR WRONG, BUT THEY PRESENTED THE POSSIBILITY OF CHALLENGE THAT AT THIS POINT IN TIME IN THE DEVELOPMENT OF INJURIES PRUDENCE IN THIS AREA -- INJURIES PRUDENCE, IT WAS MY RECOMMENDATION WE NOT INCLUDE THOSE.

WE'VE MADE SOME CHANGES TO TRY TO REDUCE THAT OPPORTUNITY WHILE STILL TRYING TO PRE-SENIOR THE INTENDED OF THE ORDINANCE AS ORIGINALLY PUT TOGETHER BY THE COMMISSION AND HE MAY OR MAY NOT SPEAK TO A FEW OF THOSE. WE DID CLARIFY GENDER IDENTITY TO MAKE SURE THAT WAS CLEAR WHAT WAS INTENDED BY THAT DEFINITION.

THAT DEFINITION IS SIMILAR TO THE ONE IN THE STATE OF CONNECTICUT AND ALSO BY MY UNDERSTANDING LANGUAGE THAT AT LEAST EITHER IN CONNECTICUT OR ANOTHER INJURIES THAT THE AMERICAN CIVIL LIBERTIES UNION HAD PROPOSED AT LEAST AS A WAY TO ADDRESS AN ISSUE THAT WAS RAISED AS TO THE DEFINITION.

IT'S A LITTLE WORDY, BUT WE DECIDED THE BEST APPROACH WAS TO TAKE LANGUAGE FROM THE OHIO REVISED CODE WHICH HAS SIMILAR ENFORCEMENT PENALTY LANGUAGE, SO THAT'S WHERE WE'VE TAKEN THAT LANGUAGE FROM. AND WITH THAT, I WOULD ASK MR. MINE FOR AND I SHOULD -- MINOR AND I SHOULD ACKNOWLEDGE ONCE AGAIN, WHAT A TREE -- TREMENDOUS JOB HE AND THE COMMISSION HAVE DONE IN BRINGING THIS FORWARD AND CERTAINLY APPRECIATE HIS TIME AND EFFORT BECAUSE WE HAVE MET ON MULTI-OCCASIONS.

WHEN YOU THINK ABOUT HOW THE COMMUNITY RELATION BECAME THE COMMUNITY RELATIONS COMMISSION IT'S ALWAYS BEEN ABOUT EXCLUSIVE INSTANCE, MAKING WORSHIP A WELCOMING COMMUNITY FOR EVERYONE AND I'M THIS IS ONE MORE PIECE OF THAT AND ONE MORE WEES --

WHEN IT COMES FORWARD IT'S VERY OFTEN TRIGGERED BY AN INCIDENT THAT SHOCKS AND SHAMES A COMMUNITY OR IT VERY OFTEN COMES FORWARD AND CREATES DIVISIVENESS IN A COMMUNICATED AND IN WORTHINGTON WE SAW NONE OF THAT.

WE ACTUALLY SAW VER THE LAST YEAR WORTHINGTON BECOMES STRONGER. THIS ORDINANCE BECOMES STRONGER AND A LOT OF THE RELATIONSHIPS BECOME STRONGER.

WHAT YOU HAVE TODAY IN FRONT OF YOU IS WORK FROM ALL OF YOU, AND THE COMMUNITY TO MAKE THIS THE STRONGEST WE CAN.

IT IS SOMETHING THAT DOES SERVE WORTHINGTON, WELL, BUT I THINK IT WILL BE SERVE A LOT OF COMMUNITY ACROSS THE COUNTRY WELL. WE HAVE REALLY BUILT AND ORDINANCE THAT HAS SOLVED A LOT OF THE QUESTIONS THAT OTHER COMMUNITIES HAVE BEEN CONCERNED ABOUT.

I THINK WE HAVE BUILT ONE THAT IS STRONGER AND A LITTLE MORE RISK AVEER EXHIBIT TO SOME OF THE OTHERS AND BE A MODAL FOR OTHER CITIES AS WE GO FORWARD. AS I TALKED ABOUT THIS BOTH IN LARGE GROUPS AND LSO ONE-ON-ONE, ONE OF THE THINGS YOU HAVE HARDER ME SAY IS ALTERNATIVELY THIS WAS AN OPPORTUNITY FOR US TO AFFIRM THE VALUES THAT WE ALREADY KNOW EXIST IN WORTHINGTON. JUST LESS THAN FOUR YEARS AGO, MARRIAGE EQUALITY BECAME THE LAW OF THE LAND AND PEOPLE ACROSS THE COUNTRY HAVE SINCE BEEN ABLE TO MARRY THE PERSON THAT THEY LOVE, BUT THAT IS SOURED WHEN SOMEONE CAN CELEBRATE A MARRIAGE TO A FINISH THREE LIFE, BUT THEN BE DENIED FOR A LOAN, A SPACE TO LEASE OR OTHER THINGS BECAUSE OF WHO THEY ARE AND WHO THEY LOVE. IN AN AGE AND IN A YEAR WHERE SO MANY PEOPLE ARE BEING TOLD IN WORD AND ACTION THAT THEY DO NOT BELONG YOU HAVE THIS OPPORTUNITY TO SEND A MESSAGE TO THE COMMUNITY THAT ALL ARE WELCOME TO EARN A LIVING AND ENJOY PUBLIC SPACES AND SERVICES IN THE CITY NO MATTER WHO THEY ARE OR WHOM THEY LOVE. THESE ORDINANCES BOIL DOWN TO CORE AMERICAN ALUES THAT WE CAN ALL AGREE ARE IMPORTANT.

FAIRNESS, EQUAL OPPORTUNITY AND FREEDOM, FULLY INEXCLUSIVE NON-DISCRIMINATION PROTECTIONS ARE ABOUT RECOGNIZING PEOPLE FOR THEIR CONTRIBUTIONS TO SOCIETY AND NOT EXCLUDING THEM BASED ON STEREOTYPES OR BIAS. THE COMMUNITY INPUT ALONG WITH THE SIR TEASE OF OUR CONSULTING TEAM HAS LED TO THE DEVELOPMENT OF THE PLAN THAT IS BEFORE YOU THIS EVENING. WE ALSO BOOSTED INFORMATION ON FACEBOOK ABOUT FORUMS, COFFEES AND IDEOS TO TRY TO MAKE SURE PEOPLE SAW ABOUT THE INFORMATION, MAKE SURE PEOPLE KNEW ABOUT THAT. WE VISITED A NUMBER OF GROUPS THAT HAD ESTABLISHED MEETINGS. SOME RANGED FROM A 30-SECOND QUICK ANNOUNCEMENT ABOUT INFORMATION THAT WAS AVAILABLE ELSEWHERE AND SOME WERE 10, 15, 20-MINUTE PRESENTATIONS TO THE GROUPS, BUT WE REACHED OUT TO AS MANY AS POSSIBLE.

THE EMERGENCY DISPATCHING OF OUR POLICE AND FIREFIGHTERS, AND ONGOING RADIOCOMMUNICATION SUPPORT FOR POLICE AND FIRE
