HEARING NONE MR. PHOS AS -- ANY FURTHER DISCUSSION? IF NOT ALL THOSIVE BY SAYING AYE.

>> AYE. >> THE CONSENT AGENDA HAS JUST

BEEN APPROVED. >> MOVING ON TO THE REGULAR

[6. Public Hearings on Legislation]

AGENDA, MOVEMENT TO ORDINANCE NUMBER 539, DISCRIMINATORY PRACTICES TO SNACK CHAPTER 539, DISCRIMINATORY PRACTICE FOR CIVIL RIGHTS DISCLOSURE FOR THE CITY OF WORSHIP TO PROHIBIT DISCRIMINATION AND HOUSING EMPLOYMENT, PUBLIC ACCOMMODATIONS BASED ON DESIGNATED LASSES.

>> PRESIDENT MICHAEL, MEMBERS OF THE COUNCIL.

>> THIS OUNCIL HAS BEEN WORKING DILL JEPTDLY QUIETED SOME TIME ON A NON-DISCRIMINATION ORDINANCE FOR THIS COMMUNITY.

THIS IS THE FINAL STAGE IN THAT PROCESS, THE PUBLIC HEARING FOR THE ADOPTION OF THE ORDINANCES DRAFTED.

THERE HAVE BEEN A NUMBER OF UNKNOWN CHANGES ALONG THE WAY AND MORE REASONABLE OUR PROCESS OF REVIEW.

I'LL TURN IT OVER TO MR. LINDSAY POLL HE'LL SUBMIZE THE ORDINANCE BEFORE YOU AND CERTAINLY INVITE MR. MEAN AND MEMBERS OF THE COMMISSION TO MAKE ANY ADDITIONAL COMMENCES THAT THEY

MAY HAVE. >> THANK YOU.

AS HE JUST INDICATED, THIS PROCESS HAS BEEN A LONG ONE.

WE HAVE MADE A NUMBER OF CHANGES SINCE THE LAST VERSE THAT COUNSEL SAW. THOSE CHANGES ARE OUTLINED IN THE MEMO. I DON'T NECESSARILY UNLESS COUNCIL WANTS ME TO -- IT WAS THE DESIRE TO MAKE SURE THE

[00:05:07]

ORDINANCE WE ADOPTED IN THE CITY OF WORSHIP -- FOR THE RESIDENTS AND THOSE INDIVIDUALS WITHIN THE CITY OF WORSHIP IN A BROAD MANNER, BUT ALSO TO MAKE SURE THAT THE ORDINANCE DID NOT SUBJECT THE CITY TO UNNECESSARY LITIGATION.

SO YOU'RE VIEW WAS FOCUSED ON THOSE ITEMS WHERE NOT THAT THEY WERE RIGHT OR WRONG, BUT THEY PRESENTED THE POSSIBILITY OF CHALLENGE THAT AT THIS POINT IN TIME IN THE DEVELOPMENT OF INJURIES PRUDENCE IN THIS AREA -- INJURIES PRUDENCE, IT WAS MY RECOMMENDATION WE NOT INCLUDE THOSE.

WE'VE MADE SOME CHANGES TO TRY TO REDUCE THAT OPPORTUNITY WHILE STILL TRYING TO PRE-SENIOR THE INTENDED OF THE ORDINANCE AS ORIGINALLY PUT TOGETHER BY THE COMMISSION AND HE MAY OR MAY NOT SPEAK TO A FEW OF THOSE. WE DID CLARIFY GENDER IDENTITY TO MAKE SURE THAT WAS CLEAR WHAT WAS INTENDED BY THAT DEFINITION.

THAT DEFINITION IS SIMILAR TO THE ONE IN THE STATE OF CONNECTICUT AND ALSO BY MY UNDERSTANDING LANGUAGE THAT AT LEAST EITHER IN CONNECTICUT OR ANOTHER INJURIES THAT THE AMERICAN CIVIL LIBERTIES UNION HAD PROPOSED AT LEAST AS A WAY TO ADDRESS AN ISSUE THAT WAS RAISED AS TO THE DEFINITION.

EXCUSE ME. WE'VE ALSO ADDED SOME CHANGE TO JUST CLARIFY FOR PRESENTATION PURPOSES THAT IF A COURT WERE TO EXAMINE OUR ORDINANCE, THAT IT IS THE INTENT OF COUNCIL THAT THE ODD NOT HE VIOLENT ANYBODY'S FIRST AMENDMENT RIGHTS.

-- FEELING IN SOME MANNER IT DID IMPACT THEIR A LITTLE BIT TO EXERCISE THEIR RIGHTS IN THAT REGARD.

I THINK THAT'S THE HIGHLIGHTS OF WHERE I WANTED TO ADDRESS.

I CAN GO THROUGH EACH OF THEM LINE BY LINE IF YOU ANT, BUT YOU LL I BELIEVE HAD AN OPPORTUNITY TO REVIEW THAT.

I WOULD SAY THAT THE QUESTION RAISED BY COUNCIL MEMBER MYERS A MONTH OR TWO AGO, HOPEFULLY WE'VE ADDRESSED THAT CONCERN.

IT'S A LITTLE WORDY, BUT WE DECIDED THE BEST APPROACH WAS TO TAKE LANGUAGE FROM THE OHIO REVISED CODE WHICH HAS SIMILAR ENFORCEMENT PENALTY LANGUAGE, SO THAT'S WHERE WE'VE TAKEN THAT LANGUAGE FROM. AND WITH THAT, I WOULD ASK MR. MINE FOR AND I SHOULD -- MINOR AND I SHOULD ACKNOWLEDGE ONCE AGAIN, WHAT A TREE -- TREMENDOUS JOB HE AND THE COMMISSION HAVE DONE IN BRINGING THIS FORWARD AND CERTAINLY APPRECIATE HIS TIME AND EFFORT BECAUSE WE HAVE MET ON MULTI-OCCASIONS.

HE'S BROUGHT A CLEAR I THINK FOCUS TO WHAT WE'RE DOING.

HE MAY NOT ALWAYS AGREE WITH ME AND HE MAY OR MAY NOT SAY THAT PUBLICLY, BUT I APPRECIATE THE SPIRIT OF ORPORATION OF TRYING TO IMMEDIATE -- COOPERATION OF GETTING ORDINANCE, NOT SUBJECT US TO NEEDLESS INVESTIGATION. THANK YOU.

>> THANK YOU AGAIN FOR HAVING E AND THANKS FOR GIVING ME AN OPPORTUNITY TO KIND OF WRAP UP OUR INTRODUCTION OF THIS LEGISLATION. THIS IS REALLY IMPORTANT TO US.

AGAIN, ONE OF THE THINGS I'VE HARDER YOU REFLECT ON AND I THINK WE'VE REFLECTED ON A COUPLE OF TIMES IS THAT THIS IS A VERY DIFFERENT COMMUNITY RELATIONS COMMISSION AND, IN FACT, I WOULD CHALLENGE THAT IT'S NOT REALLY, THAT THIS IS AT THE HEART OF WHAT COMMUNITY RELATIONS HAS ALWAYS BEEN.

WHEN YOU THINK ABOUT HOW THE COMMUNITY RELATION BECAME THE COMMUNITY RELATIONS COMMISSION IT'S ALWAYS BEEN ABOUT EXCLUSIVE INSTANCE, MAKING WORSHIP A WELCOMING COMMUNITY FOR EVERYONE AND I'M THIS IS ONE MORE PIECE OF THAT AND ONE MORE WEES --

[00:10:07]

WHEN IT COMES FORWARD IT'S VERY OFTEN TRIGGERED BY AN INCIDENT THAT SHOCKS AND SHAMES A COMMUNITY OR IT VERY OFTEN COMES FORWARD AND CREATES DIVISIVENESS IN A COMMUNICATED AND IN WORTHINGTON WE SAW NONE OF THAT.

WE ACTUALLY SAW VER THE LAST YEAR WORTHINGTON BECOMES STRONGER. THIS ORDINANCE BECOMES STRONGER AND A LOT OF THE RELATIONSHIPS BECOME STRONGER.

WHAT YOU HAVE TODAY IN FRONT OF YOU IS WORK FROM ALL OF YOU, AND THE COMMUNITY TO MAKE THIS THE STRONGEST WE CAN.

THE CHAMBER DID A RESOLUTION IN SUPPORT OF THIS, SOMETHING THAT -- IS THAT VERY OUT OF THE ORDINARY FOR THEM, BUT AGAIN, REALLY SPEAKS VOLUMES TO THE SUPPORT WE HAVE IN THE COMMUNITY AND THE TYPE OF COMMUNITY WE REALLY ARE.

I WANT TO THANK ALL L OF YOU AND ESPECIALLY TOM LINDSAY ON ALL OF THIS, BECAUSE AGAIN EACH TIME WE SAW YOU COME FORWARD WITH REQUESTS, WITH QUESTIONS, WITH FEEDBACK, IT WAS ALWAYS FROM A PLACE OF SUPREME COURT, A PLACE OF STRENGTHENING THAT ORDINANCE AND MAKING THIS SOMETHING WE CAN ALL BE PROUD OF AND SOMETHING THAT REALLY SERVICE EVERY SERVES WORTHINGTON WELL.

IT IS SOMETHING THAT DOES SERVE WORTHINGTON, WELL, BUT I THINK IT WILL BE SERVE A LOT OF COMMUNITY ACROSS THE COUNTRY WELL. WE HAVE REALLY BUILT AND ORDINANCE THAT HAS SOLVED A LOT OF THE QUESTIONS THAT OTHER COMMUNITIES HAVE BEEN CONCERNED ABOUT.

I THINK WE HAVE BUILT ONE THAT IS STRONGER AND A LITTLE MORE RISK AVEER EXHIBIT TO SOME OF THE OTHERS AND BE A MODAL FOR OTHER CITIES AS WE GO FORWARD. AS I TALKED ABOUT THIS BOTH IN LARGE GROUPS AND LSO ONE-ON-ONE, ONE OF THE THINGS YOU HAVE HARDER ME SAY IS ALTERNATIVELY THIS WAS AN OPPORTUNITY FOR US TO AFFIRM THE VALUES THAT WE ALREADY KNOW EXIST IN WORTHINGTON. THAT'S WHAT YOU HAVE IN FRONT OF YOU, SOMETHING THAT AFIRPS THOSE VALUES WE ALREADY HAVE.

I WANT TO THANK ALL OF YOU FOR ALLOWING THE COMMUNITY RELATIONS COMMISSION AND ME TO BOTH PUT THAT PEN TO PAPER AND BRING THOSE VALUES TOWARDS YOU AND TO BRING THIS ORDINANCE FORWARD AND ALSO AGAIN FOR ALL OF YOUR HELP AND CREATIVITY IN BRINGING THIS ORDINANCE FORWARD. THANKS.--

>> THANK YOU SO MUCH. MY NAME IS SUBSEQUENT, I'M -- INDISCERNIBLE ]-- EQUALITY, OHIO, OUR STATE'S LGBTQ ADVOCACY ORGANIZATION. I'M PROUD THAT YOU'RE FOSTERING A COMMUNITY THAT IS ELCOMING TO THE LGBTQ COMMUNITY AND WE HELP YOU WILL VOTE TO MAKE THAT AW MATCH YOUR CURRENT LAW OF INCLUSION. THIS IS ESPECIALLY NEEDED NOW WHEN LIVES ARE UNDER THREAT AT THE STATE AND NATIONAL LEVEL AND THIS UNDERSTANDING LEADS TO IGNORANT AND HARMFUL WORDS AND ACTS BOTH CLOSE TO HOME AND ACROSS THE COUNTRY.

JUST LESS THAN FOUR YEARS AGO, MARRIAGE EQUALITY BECAME THE LAW OF THE LAND AND PEOPLE ACROSS THE COUNTRY HAVE SINCE BEEN ABLE TO MARRY THE PERSON THAT THEY LOVE, BUT THAT IS SOURED WHEN SOMEONE CAN CELEBRATE A MARRIAGE TO A FINISH THREE LIFE, BUT THEN BE DENIED FOR A LOAN, A SPACE TO LEASE OR OTHER THINGS BECAUSE OF WHO THEY ARE AND WHO THEY LOVE. IN AN AGE AND IN A YEAR WHERE SO MANY PEOPLE ARE BEING TOLD IN WORD AND ACTION THAT THEY DO NOT BELONG YOU HAVE THIS OPPORTUNITY TO SEND A MESSAGE TO THE COMMUNITY THAT ALL ARE WELCOME TO EARN A LIVING AND ENJOY PUBLIC SPACES AND SERVICES IN THE CITY NO MATTER WHO THEY ARE OR WHOM THEY LOVE. THESE ORDINANCES BOIL DOWN TO CORE AMERICAN ALUES THAT WE CAN ALL AGREE ARE IMPORTANT.

FAIRNESS, EQUAL OPPORTUNITY AND FREEDOM, FULLY INEXCLUSIVE NON-DISCRIMINATION PROTECTIONS ARE ABOUT RECOGNIZING PEOPLE FOR THEIR CONTRIBUTIONS TO SOCIETY AND NOT EXCLUDING THEM BASED ON STEREOTYPES OR BIAS. IT'S ABOUT RECOGNIZING THE DIGNITY OF THE DIVERSE ARRAY OF HUMAN BEINGS THAT LIVE LONG -- LIVE AMONG US. EVERYDAY WE AT EQUALITY OHIO TALK WITH OHIO ESPECIALLY WHO FEEL MORE FREE TO BE THEMSELVES

[00:15:02]

IN SPACES WHERE THEY KNOW THEY CAN SEE THEMSELVES PROPERTY AND VALIDATED IN THE LAW. WE'RE COMMITTED TO SUPPORTING COUNCILS AND COMMUNITY MEMBERS ACROSS THE STATED AS WE HAVE IN MANY OTHER CITIES WHO HAVE PASSED SIMILAR ORDINANCES.

IN FACT, IT'S BILLS LIKE THIS ONE THAT HAVE MOVED FORWARD THE OHIO FAIRNESS ACTED, WHICH IS RECEIVING A HEARING THIS WEDNESDAY AT THE STATED HOUSE. SO I I LAWED YOUR EFFORTS THIS WEEKEND AND LOOK FORWARD TO PROUDLY ANNOUNCING THE LATEST EDITION TO THE LIST OF ONE COMMUNITIES.

YOU'LL BE NUMBER 24, WORTHINGTON, OHIO.

THANK YOU SO MUCH. >> IF I COULD ASK A QUESTION FIRST AND I'LL YIELD TO MR. ROBINSON.

I'M NOT CERTAIN IF I MISREAD THE ARTICLE IN THE PAPER THIS WEEK, BUT IT SEEMED TO INDICATE THAT COMPLAINTS WOULD BE FILED WITH -- WITH THE COMMUNITY RELATIONS COMMISSION AND I THOUGHT THAT WAS MAYBE THE VERY FIRST INVESTIGATION AND I WANT TO JUST CONFIRM THAT THAT IS NOT THE ULTIMATE VERSION, BECAUSE WE HAD A ONCERN THAT IT WOULD POSSIBLY POLITICAL SIZE AND

FOREVER ALTER THE COMMISSION. >> OU ARE CORRECT.

THIS WILL BE FILED WITH THE CITY CLERK AND PROCESSED FORWARD.

WE DID IN DISCUSSION WITH THE COMMISSION DECIDE THAT GIVEN THEIR HISTORIC ROLE OF ONE OF ONE AN INCLUSION AND LOCALLY THAT THIEF HAD FOR 50 YEARS, TO BECOME NOW THIS SORT OF ENFORCEMENT ARM SEEM TO BE CONTRARY TO THAT, AND SO WE THOUGHT IT WOULD BE BETTER TO HANDLE IT IN A NORMAL PROCESS OF -- FILE A COMPLAINT WITH THE CITY.

I'M NOT SURE WHY, BUT YOU'RE CORRECT.

>> I'LL RESERVE MY GENERAL COMMENTS.

MR. ROBERT? >> IT IS WITH GREAT SATISFACTION -- I WANT TO EXPRESS AFFIRMATIVE SUPPORT FOR THIS ORDINANCE. I WANT TO THANK THOSE INVOLVED.

WE ARE A SMALL COMMUNITY, BUT I DO BELIEVE WE CAN HAVE A OUTSIZED NFLUENCE IN PROVIDING AN EXAMPLE TO OTHER COMMUNITIES WITHIN OUR STATE AND EYOND SO I LOOK FORWARD TO THE SUPPORT AND THIS IS A GREAT EVENING FOR THE CITY.

>> I ALSO WANT TO EXTEND MY THANK YOU TO THE COMMUNITY RELATIONS COMMISSION, THE LAW DIRECTOR, MY FELLOW COUNCIL MEMBERS, THE FELLOW MEMBERS OF THE COMMUNITY, AND EVERYONE WHO CONTRIBUTED TO THIS EVEN DID HE EVER.

I'VE NEVER BEEN PROUDER TO BE A MEMBER OF THIS COMMUNITY AND TO A MEMBER OF COUNCIL AT THIS TIME.

I'VE HARDER IT SAID IN OTHER SETTINGS THAT WORTHINGTON WELCOMES ALL. IT REALLY RINGS TRUE TODAY WITH THE COD CASE OF THIS ORDINANCE. RORY SAYING ALL PEOPLE ARE TO BE STREET AS FULL MEMBERS OF OUR COMMUNITY.

I HAVE TO SAY THAT SOMETHING JACK DIDN'T SAY IS THAT OTHER OHIO COMMUNITIES ARE LOOKING TOWARDS OUR COMMUNITY RELATION COMMISSION TO START THEIR OWN AND TO DO SIMILAR THINGS, SO I'M INCREDIBLY PROUD OF THAT AS WELL AND KUDOS TO THAT.

I SUPPORT THIS AND URGE MY COUNCIL AND OLLEAGUES TO DO THE

SAME. >> I DID NOT REALIZE UNTIL MR. MINOR YOU CAME TO OUR COUNCIL AND SPOKE UP ABOUT WHAT YOUR FEELINGS ERE OF WORTHINGTON. I DID THINK WORTHINGTON WAS INCLUSIVE. I FEEL INCLUDED, BUT IT'S KNOW -- SILENCE ENCOURAGES THE TORMENTER, NOT THE TORMENTED.

SO I'M SO GLAD WE'RE TAKING THIS POSITIVE ACTION TO REAFFIRM THAT WE ARE NCLUSIVE. THIS IS DEFINITELY A STEP WE

NEED TO TAKE. >> MAYBE THIS IS WHAT YOU'RE ALLUDING TO. JACK, WHEN YOU CAME IN HERE A LITTLE OVER A YEAR AGO AND TOLD A STORY ABOUT WEDDING CAKES I WAS CRUSHED AND I ACTUALLY WENT HOME AND SHARED IT WITH ME LIFE AND I THOUGHT I DON'T WANT TO LIVE THERE.

[00:20:02]

THAT IS NOT THE KIND OF PLACE I WANT TO LIVE.

AS WE LAUNCH ON OUR VISITING, THAT'S THE KIND OF VALUES THAT I WANT TO DISCOVER IN THIS TOWN. I GREW UP 8 MILES EAST OF ERE, AND WE NEVER I COULD LIEU WORTHINGTON VERY MUCH TO BE HONEST WITH YOU. WE WERE A LITTLE FARM TOWN AND YOU PEOPLE WERE THE UPPITY NOBODIES AND WE TOLD EVERY KID THAT CAME TO WORTHINGTON HIGH SCHOOL EVERY KID DROVE A PORTCHE INTO THE PARKING LOT 'M PROUD TO SAY AFTER LIVING HERE 36 YEARS I DON'T THINK THAT IS WHAT THIS TOWN IS AND I HOPE THIS ORDINANCE WILL CARRY FOR IT AND REFLECT NOT JUST WORTHINGTON, BUT MORE PERSON TO WEST CHESTERVILLE AND ARLINGTON AND DUBLIN AND POWELL JUST WHAT WORTHINGTON IS.

IF YOU WANT TO LIVE IN A PLACE WHERE YOUR NEIGHBOR LOVES YOU,

MOVE HERE. >> IT'S HARD TO SURPASS.

THANK THE COMMUNITY RELATIONS COMMISSION, LAW DIRECTOR, COUNCIL MEMBERS FOR REALLY TAKING SUCH A FORWARD VIEW AND VISION FOR OUR COMMUNITY. WE'VE ALL KNOWN THAT WORTHINGTON HAS BEEN A VERY INEXCLUSIVE PLACE AND A COMMUNITY THAT HAS HAD A COMMUNITY RELATIONS, HUMAN RELATIONS COUNCIL FOR MORE YEARS THAT PEOPLE CAN REALIZE. LONGER THAN I'VE BEEN ON COUNCIL AND THAT'S SAYING SOMETHING. IT'S WONDERFUL THIS COMMUNITY DOES IT. IT'S GREAT THIS COMMUNITY RELATIONS COMMISSION HAS THE VISION AND STRENGTH TO COME FOR AND SAY THIS IS WHAT IS NEEDED. THIS IS THE TYPE OF COMMUNITY YOU HAVE A BUT THIS IS THE TYPE OF ODD WE NEED IN ORDER TO BE ABLE TO ENSURE THAT THOSE THAT LIVE AND WORK IN OUR CITY HAVE A WONDERFUL OPPORTUNITY TO BE HERE AND BE PART OF THE COMMUNITY AND THE OUTREACH, AND I'M GLAD TO KNOW THAT OTHER PEOPLE ARE LOOKING AT OUR COMMUNITY AND -- AS A LEADER IN AN AREA AS IMPORTANT AS THIS. ANYBODY ELSE HAVE ANYTHING ELSE TO SAY? IF NOT, I'M GOING TO HAVE MS. THRESS CALL THE ROLL-ON THIS ORDINANCE.

JUST PASSED. ALL RIGHT, MOVING ON TO ORDINANCE NUMBER 18-2019. ADDITIONAL PREPARATION.

SO JUST THE .

MR. GREESON? >> THIS IS AN ADDITIONAL ROP RACE. IT ADDRESSES THE NEED TO INCREASE THE PROPOSEIATIONS LINE FOR RETIREMENT PAYOUTS -- WHAT WE ORIGINALLY ALLOCATED. ADDITIONAL, WE'VE -- WE NEED TO PROP RATE SOME FUNDS NEEDED TO ASSOCIATE WITH THE TAX INCREMENT FINANCE DISTRICT AND MONEY FOR COMPUTER MAINTENANCE WHICH IS A MAINTENANCE AGREEMENT THAT INSTEAD OF PURCHASING SOFTWARE, IF WE RETAIN THE SOFTWARE, WHICH WE'VE CHOSEN TO DO, WE NEED TO PAY A MAINTENANCE AGREEMENT FOR THIS YEAR.

WE'D BE GLAD TO ANSWER ANY QUESTIONS THAT YOU HAVE.

>> PRESIDENT B. MICHAEL: MS. THRESS COUNTRY CALL THE ROLL ON THIS ORDINANCE.

>> PRESIDENT B. MICHAEL: THAT ORDINANCE IS PASSED.

IF THERE'S SOMETHING YOU COVERED AND YOU DON'T WANT TO STAY THE REST OF THE MEETING YOU'RE MORE THAN WELCOME TO LEAVE THE MEETING. YOU'RE MORE THAN WELCOME TO STAY TOO, SO IT'S UP TO YOU. ORDINANCE NUMBER 19-2019 PROCEEDINGS. THE HUNTLY ROAD PROJECT.

>> PRESIDENT MICHAEL, WOULD YOU LIKE TO REVIEW THIS?

>> THANK YOU. THIS IS SORT OF THE KICKOFF OF

[00:25:03]

THE NORTHEAST GATEWAY PROJECT. THIS WOULD BE ABOUT A LITTLE UNDER A MILE OF -- REBLAME OF MORPH OUR AGING INFRASTRUCTURE.

WE BID THIS PROJECT WITH YOUR PERMISSION AND HAD A SUCCESSFUL BID FROM J AND T EXCAVATING. I CHECKED THEIR REFERENCES.

THEY'RE VERY GOOD REFERENCES. ACTUALLY THEY HAVE DONE SOME WORK FOR ME IN A DIFFERENT COMMUNITY A NUMBER OF YEARS AGO SO I WAS FAMILIAR WITH THEM. THE PROJECT WOULD BE ABOUT 120-DAY PROJECT. LIFE-CYCLE IS ABOUT -- IT'S HARD TO SAY WITH WATER LINES BECAUSE THERE'S SO MANY VARIABLES, BUT SOMEWHERE AROUND IF YEARS OR SO.

I NOW I'LL GET ASKED THE QUESTION, SO I'LL ANSWERED FIRST. THE BASE BID WITH ALOWNSZ FOR ├║CONTINGENCIES AND ALLOWING US O HIRE A PROJECT REPETITIVE FOR ASSISTING US WITH CONSTRUCTION AND OVERSIGHT BRINGS IT TO A TOTAL OF $641,000. WE'RE SOITD ABOUT THAT.

>> PRESIDENT MICHAEL. >> PRESIDENT B. MICHAEL: THERE'S TWO MOTIONS TO BE MADE. AMOUNT THE TOURED REFLECT THE PROJECT IS NOT TO EXCEED $641,000 AND THAT JT EX CALATE -- EXCAVATING LLC BE THE ENTITY TO BE NAMED.

DO I HAVE A MOTION? >> SO MOVED.

>> PRESIDENT B. MICHAEL: 2ND? >> SECOND.

>> PRESIDENT B. MICHAEL: NOW WE CAN HAVE FURTHER DISCUSSION.

ALL THOSE IN FAVOR OF THE MOTIONIVE BY SAYING AYE EYES.

>> PRESIDENT B. MICHAEL: POSPOS. >> I ALREADY COVERED HOW LONG WILL THIS TAKE AND HOW LONG WILL THIS LAST IN OUR COMMUNITY, IS

THAT CORRECT? >> THAT IS CORRECT.

>> --

>> I WOULD GUESS CONSTRUCTION WILL START AROUND EARLY TO

MID-JULY, CLOSE TO NOVEMBER. >> PRESIDENT B. MICHAEL: NOW I'M GOING TO HAVE TO COME UP WITH NEW QUESTIONS.

LIKE HOW MANY RESIDENTS CAN TAKE A SHOWER AT ONE TIME WITH AN

8-INCH WATER LINE. >> I'LL HAVE TO LOOK INTO THAT AND GET BACK TO YOU. IT DEPENDS TO WATER SUPPLY PRESSURES AND HOW WELL WE REPAIR THE REST OF OUR WATER LINES.

>> PRESIDENT B. MICHAEL: ANY OTHER QUESTIONS OR CONCERNS? IN NOT, MS. TREES CALL THE ROLL ON THIS ORDINANCE.

MOVING TO TO ORDINANCE 192019.

STAFF HAS ASKED FOR THIS TO BE TABLED.

MR. GREESON IS THERE ANYTHING YOU WANT TO GIVE US ON THIS?

>> NO. GO AHEAD, MR. LYNCHBURG.

>> THANK YOU. WE'RE ASKING THAT ASKING THAT THIS BE ADJOURNED TO -- WE DEW POINT GET THEM OUT AS QUICK AS WELLED HAVE LIKED TO, SO I WANT TO MAKE SURE THAT PEOPLE RECEIVE THOSE NOTICES PRIOR TO THE ACTUAL VOTE ON THE ORDINANCE EVEN THOUGH THERE'S STILL GOING TO BE A PERIOD OF TIME BEFORE WE ACTUALLY WOULD FILE THE APPROPRIATIONS.

I STILL THINK IT'S APPROPRIATE THAT NOTICE BE OBTAINED.

>> PRESIDENT B. MICHAEL: ANY FURTHER DISCUSSION ON TAKING THIS ORDINANCE? IF NOT..

>> IT'S TABLED. TILL JUNE 3RD.

OKAY, RESOLUTION NUMBER 29-2019, ADOPTING THE BICYCLE AND

[7.A. Resolution No. 29-2019 Bicycle and Pedestrian Master Plan]

PEDESTRIAN MASTER PLAN FOR THE CITY OF WORTHINGTON.

INTRODUCED BY MS. DOROTHY, MOVED FOR ADOPTION BY MS. KOWALCSYK.

WE'LL INTRODUCE IT AND THEN DISCUSS IT.

>> I'LL TURN IT OVER TO MR. HURLEY ND HE WILL TALK ABOUT THIS AND THE RECOMMENDED DOCUMENT FROM OUR BICYCLE AND PEDESTRIAN ADVISORY BOARD THAT YOU HAVE THIS EVENING BEFORE YOU. THANK YOU.

MR. GREESON, MEMBERS OF CITY COUNCIL, BY I TEE THIS ONE UP I

[00:30:04]

WANT TO INTRODUCE A FEW FOLKS TO YOU THAT HAVE WORKED HARD IN THIS PROCESS. WE HAVE A COUPLE OF OUR CONSULTING TEAM HERE TONIGHT. ANTHONY HOE WITH BLUE ZONES WHO YOU MET IN FEBRUARY AND BRIAN WITH PLANNING NEXT.

WE HAVE KELLY, THE CHAIR OF OUR BICYCLE AND PEDESTRIAN ADVISORY BOARD, MICHAEL BATES, THE VICE CHAIR.

HE ALSO SERVED ON OUR STEERING COMMITTEE FOR THIS PROJECT.

LARRY CREDENTIAL I THINK IS BACK THERE BEHIND THEM AND THEN I THINK I SAW ANN HORTON IN THE ROOM.

THEY ARE TRULY TROUPERS TONIGHT.

THEY MOVED THEIR MEETING TO TONIGHT AT 6:00.

THEY HAVE BEEN IN MEETING LIKE YOU SINCE ABOUT 6:00.

SO THANK YOU FOR STAYING. I ALSO WANT TO RECOGNIZE CIVIL YEAH THORNTON, OUR PROJECT SUPERVISOR.

IF YOU KNOW THE INNER WORKINGS, SHE IS THE DOER.

I OFTEN SAY WE'RE GOING TO DO SOMETHING, OFTEN TIME THAT ENDS UP BEING THC THORNTON, SO I WANT TO RECOGNIZE YOU.

THANK YOU. THE BICYCLE AND PEDESTRIAN ACCESS HAS EEN A STATED OPERATED ON OF CITY COUNCIL FOR SEVERAL YEARS NOW, ULTIMATELY LEADING TO THE APPOINTMENT OF OUR BICYCLE PEDESTRIAN ADVISORY BOARD.

ONE OF THE RECOMMENDATIONS OF THE BOARD WAS TO CREATE A BICYCLE AND PEDESTRIAN MASTER PLAN FOR WORTH SO OVER THE PAST YEAR OUR CONSULTING TEAM HAS BEEN LEADING A ROBUST COMMUNITY INVOLVEMENT PROCESS THAT'S INCLUDED A VARIETY OF METHODS, COMMUNITY WORKSHOPS, STAKEHOLDERS IMMEDIATE MEETINGS, PUBLIC PRESENTATIONS, OPEN HOUSES, A STEERING COMMITTEE, WHICH I MENTIONED AND A CITY COUNCIL WORKSHOP.

THE COMMUNITY INPUT ALONG WITH THE SIR TEASE OF OUR CONSULTING TEAM HAS LED TO THE DEVELOPMENT OF THE PLAN THAT IS BEFORE YOU THIS EVENING. IN FEBRUARY, BLUE ZONES WAS HERE AND PRESENTED A DRAFT OF THE PLAN TO YOU AS WELL AS TWO COMMUNITY OPEN HOUSES THAT WERE HELD AT THE COMMUNITY ENTER AND TO OUR STEERING COMMITTEE. THERE WAS MUCH SUPPORT AND ONLY MINOR RECOMMENDATIONS. SO TONIGHT INSTEAD OF PRESENTING THE WHOLE PLAN TO YOU, HE'LL GIVE YOU A BASE I CAN THICK WE HARDER AT THE FORUMS AND THE UPDATES MADE TO THE PLAN AND, OF COURSE, ANSWER ANY QUESTIONS THAT YOU HAVE.

I DO WANT TO MENTION THAT NEXT ON OUR JEFFED IS THE COMPLETE STREETS POLICY AND THERE IS A VERY SIGNIFICANT TIE OGETHER BETWEEN THESE TWO PROCESSES. CERTAINLY WHEN WE GET TO THAT I THINK THEY WILL ASSIST IN NAVIGATING THAT FOR YOU AS WELL. WE ARE SEEK THE ADOPTION OF IN THIS EVENING. THE BOARD MASS MADE A UNANIMOUS MOTIONS RECOMMENDING YOUR DONGS OF THE PLAN AND SO THAT IS ALSO BEING PRESENTED. WITHOUT FURTHER ADIEU I'LL BRING HIM UP AND HE CAN BEGIN HIS PRESENTATION.

M. >> THANK YOU, FIRST OF ALL, SO MUCH DEPEND FOR HAVING ME. IT WAS A GREAT PLEASURE TO BE HERE WITH YOU IN FEBRUARY AND I'M HONORED TO BE HERE AGAIN.

I'M GOING TO TRY TO MAKE BREVITY AND ISSUE.

I THINK I SPOKE AN HOUR AND 10 MINUTES LAST TIME.

I WANT TO THANK STAFF, THE COUNCIL, THE BOARD, IS THE STEERING COMMITTEE, THERE HAS BEEN A LOT OF COLLABORATION HERE. IT'S BEEN A GREAT PLEASURE TO BE ABLE TO RING THIS PROJECT TO FRUITION.

AS DARREN MENTIONED -- I HAVE TO TURN IT ON.

I CAN FIGURE THIS PART OUT. MAYBE I CAN.

WE DID AN EXTENSIVE REVIEW. BASICALLY THE PLAN THAT WAS PRESENTED IN TERMS OF COULD BE ENTER THE FROM FEBRUARY IS VERY MUCH NOT UNCHANGED. THERE ARE A NUMBER OF ELEMENTS WE ADDED TO IT AND I WANT O HIGHLIGHT THOSE TO GET A SENSE OF WHAT THINGS WERE ADOPTED. OVERALL THE RECOMMENDATIONS ARE SOMEWHAT AS YOU SAW THERE. WHAT'S NEW, WE HAVE AN UPDATED TO PRIERS. WE DEVELOPED FULL PROJECT IMPLEMENTATION TOOLBOX. IN ADDITION TO THAT WE HAVE LINKED THIS TO THE SIDEWALK GAP FILL PROGRAM, WHICH IS AN EXISTING POLICY IN DOCUMENTS FROM THE CITY.

[00:35:09]

SORRY, I GOT THE DELAY HERE. I GOT TO BACK UP.

AN OVERVIEW, THERE ARE THINGS UNDERSTANDING CHANGED.

THIS INCLUDES THINGS-LIKE DISCOVERY SUMMARY, LETTER PREVIEW, EXISTING CONDITIONS, RELATIVELY UNCHANGED.

THE ENGAGEMENT SUMMARY IS UNCHANGED.

IMPLEMENTATION AND FUNDING ALSO.

APEN ADDICTION IS ALL DOCUMENTATION, SO WE WON'T DISCUSS THAT TOO MUCH. THE REPORT IS BETTER ORGANIZED AND THAT WAS BASED ON SOME OF THE FEEDBACK TO TRY AND HIGHLIGHT. ORIGINALLY WE HAD TWO CHAPTERS, CHAPTERS THREE AND FOUR WERE RECOMMENDATIONS AND IMPLEMENTATION CHAPTER. WE EXPRESSED THAT TOGETHER TO DEVELOP A FULL RECOMMENDATION CHAPTER AND CHANGED CHAPTER FOUR TO AN IMPLEMENTATION TOOLBOX TO GIVE ILLUSTRATION GUIDELINE TO DIFFERENT PARTS OF THE IMPLEMENTATION.

IT WOULD BE PROBABLY BE EASIER IF I WAS JUST TELLING YOU.

THIS IS UNCHANGED FROM THE ORIGINAL, BUT I DO WANT TO START OUT WITH, OF COURSE, AS WE LOOK AT ADOPTION OF THIS, THE VISION FOR THE -- A CONNECTED WORTHINGTON.

THIS REFLECTION UPON BOTH THE EXISTING WORK WITH THE WORK THEY DID WITH THE ADVISORY BOARD A FEW YEARS AGO AND ALSO THE COMMUNITY CONVERSATIONS WE'VE HAD.

IT REALLY SETS THE TABLE FOR THE DIFFERENT RECOMMENDATIONS AND STRATEGIES WE'VE INCLUDED IN THE REPORT.

A ADDITIONAL WE WANT TO EMPHASIZE THIS.

THE ENGAGEMENT PROCESS FOR THIS HAS BEEN ROBUST.

WE HAVE GREAT OPPORTUNITIES TO HAVE MANY TOUCH POINTS WITH STAKEHOLDERS AND THE PUBLIC AND THAT WAS SOMETHING WE FOCUSED ON FROM THE BEGINNING. WE ONLY UPDATED THIS PRESENTATION FOR THE FINAL COUNCIL, BUT IT REALLY HAS BEEN A VERY ROBUST PROCESS. WE'VE GOTTEN A LOT OF FEEDBACK AND TOUCH POINTS. IF SOMEBODY IN THE CITY OF WORTHINGTON ISN'T AWARE OF THIS, IT'S BECAUSE THEY WERE TRYING NOT TO HEAR ABOUT IT. THE RECOMMENDATIONS SECTION OF THE REPORT HAS BEEN RESTRUCTURED A BIT.

INSTEAD OF TALKING BOUT SHORT TERM, NEAR-TERM, WE ORGANIZED THE ACTIVE TRANSPORTATION INTO SEPARATE TEARS.

THE TEARS REFLECT BOTH THE PROJECT'S STATE OF READINESS AND LOWER COSTS. READINESS.S THE PROJECT USING THE PRIORITIZATION IT HELPS IDENTIFY SHORTER TERM PROJECTS WITH LONGER TERM. UP CHANGED IS THE PRIZE SCHEME.

WE USED DIFFERENT ELEMENTS TO EVALUATE EACH TO GIVE THEM SOME CPAIRN -- COMPARISON VALUES. THAT HAS BEEN ADDED TO THE RECOMMENDATION TO GIVE BETTER UNDERSTANDING OF WHAT THE BUDGET WOULD BE NECESSARY TO DELIVER THE PLAN.

SO THIS IS REALLY QUICK JUST A PREVIEW.

THIS IS THE REINVESTIGATION OF THE ACTIVE TRANSPORTATION CORRIDORS. WE ORGANIZED THEM A BIT TO IDENTIFY THEM BY SUGGESTED FACILITY TYPES.

I THINK IT MAKES IT A LITTLE BIT MORE LEGIBLE AND ALSO INSTEAD OF CALLING THESE THE BIKE PROGRAMS WE REFER TO THEM AS THE ACTIVE TRANSPORTATION CORRIDORS BECAUSE AS THESE PROJECTS GO ON UNDER SPLOOET STREETS, WE AREN'T LOOKING JUST AT BICYCLE OPPORTUNITIES, BUT ALL THE THINGS IN THE CORRIDOR.

NOW THIS IS THE UPDATED -- HE PRIORITIZATION, IT DOESN'T LOOK THAT DIFFERENT FROM THE OTHER ONE.

IMACKNOWLEDGE IN THE ORIGINAL DRAFT WE HAD RUN THE PRIORITIZATION FOR ALL THESE AND BY MY FAULT EXCLUSIVELY WHEN I HAD ACTUALLY PULLED TOGETHER THE PROJECTS I PULLED SOME SEGMENTS SOMETHING. WHWHEN I UPDATED I DIDN'T CALCULATE LENGTH. SOME WOULD HAVE INACCURATE SCORES. I WAS ABLE TO RERUN ALL THE PROJECTS SO THEY ARE CORRECT. IT DIDN'T REALLY SHAKE THEM OUT TOO MUCH. ITMENT MANHATTAN THE TOP END OF THE SCORE RANKED FROM ZERO TO 31, NOW IT'S DOER TO 13.

IT COMPRESSED THEM FROM THAT. WE HADN'T DONE ANYTHING WITH THAT PRIORITIZATION AT THAT POINT AND WE IDENTIFIED MARQUIS PROJECTS FROM THIS AND WE USED THIS IN CONCERT WITH THAT.

IF YOU LOOK AT THE OTHER MAP THERE ARE SOME SUBTLE

DIFFERENCES THERE. >> WE SHOULD HAVE IT ON FLIP

[00:40:08]

CHARTS. ALSO ADDITIONAL THE CROSSING CHALLENGES SECTION. THAT IS ANOTHER AREA WHERE WE CREATED CLARIFICATION. WE IDENTIFIED THREE TYPES OF CROSSING CHALLENGES. THESE ARE UNCONTROLLED, SIGNALIZED AND BRIDGES. IN TERMS OF RECOMMENDATIONS WE ACTUALLY ONLY USE THE UNCONTROLLED ROSSINGS.

FOR THE SIGNALIZED CROSSINGS AND BRIDGES E REALLY ONLY RECOMMEND -- TIME YOU'RE DOING A WORK ON A SIGNAL, TO LOOK AT THE OPPORTUNITIES THAT HAVE BEEN COMMON STRAIGHTING GOOD APTITUDE FOR NOW. ESSENTIALLY WITH BRIDGES, THESE ARE LONG-TERM THINGS. WHEN YOU GET TO A BRIDGE PROJECT THIS IS MORE WHERE THE COMPLETE STREETS IDEA OMES IN TO ACCOMMODATE BIKES. THIS IS JUST THE REVISED MAP.

YOU CAN SEE RELATIVELY UNCHANGED ON THE OVERLAY THERE.

AND AGAIN, THIS IS JUST THE RANKINGS.

I WILL SAY ALSO FOR THE CROSSING PROJECTS, THERE WAS NO ERRORS.

THOSE SCORES WERE UNCHANGED. THIS IS ON DIRECTS OF STAFF AND OUR ADVISORY COMMITTEE, THIS IS WHAT WE CALL THE MARQUIS PROJECTS. WHEN YOU GET A NEW PROJECT LIKE THIS, SOMETIMES YOU SEE A LOT OF DIFFERENT PROJECTS-- SO THIS IS WHAT WE CALL THE MARCH -- MARQUEE PROJECTS.

AGAIN, THIS ISN'T TO AY IN THE FIRST YEAR THAT IS IGHT PROJECTS WE'LL HAVE DONE. THIS GIVES STAFF AND ADVISORY BOARD A STARTING POINT TO START GETTING THE WORK DONE.

THIS MAP SHOWS YOU HERE, IT'S A LITTLE BIT FUZZY, BUT I CAN SEE WHERE THE HALO PROJECTS ARE. THAT JUSTIFIES WHERE THEY'RE AT. THIS KEEPS ME MOVING FASTER.

IF I CAN GET THE TIME GOING, THIS IS A BIG AGENDA.

YOU CAN MOVE TO THE NEXT ONE NOW.

ADDITIONAL IN THIS WE HAD NOT INCLUDED IN THE ORIGINAL DRAFT THE EXISTING SIDEWALK PRIORITIZATION PROGRAM THAT STAFF HAD PUT TOGETHER. WE PULLED THAT NTO THE PROJECT AND THE REPORT BOTH IN TERMS OF IDENTIFYING FOR THE PLAN.

WE ALSO CROSS-REFERENCED IN EITHER ACTED TO MAKE SURE WHEN THOSE PROJECTS COME UP WE RECOGNIZE THERE'S THE GAP FILL PROJECTS BEFORE WE'RE NOT CURRENTLY TRYING TO MAKE A RECOMMENDATIONS TO CHANGE THE POLICY ON THAT.

THE EXISTING PROGRAM FOR GAP FILL, WHICH I KNOW DOESN'T NECESSARILY MEET ITS NEEDS RIGHT AWAY IS SOMETHING THAT WOULD BE PROBABLY BE BETTER ADDRESSED. WE HAD TALKED EARLIER ON WITH OUR STEERING COMMITTEE, IF WE TRIED TO MAKE THIS IT WOULD CREATE A LAUNDRY LIST AND NOT GET THE PLAN DONE.

IT'S THE BEST OPPORTUNITY NOW -- THESE WE WORKED TOGETHER BASED ON COMMON LIKE PROJECTS TO GIVE PLANNING-BASED ESTIMATES ON THESE.

THERE ARE TWO SINGLE IDENTIFIED TRAILS.

I THINK THEY'RE TABULATED THERE.

WITHOUT BEING ABLE TO LOOK INTO MY ACTUAL NOTE I COULDN'T TELL.

I KNOW THE 4.6 IS BECAUSE FROM WHAT I SUMMARIZED IS THE ACTUAL TOTAL, SO I CAN CROSS-REFERENCE THAT.

GOOD CATCH. I DON'T KNOW HOW I DIDN'T SEE

[00:45:02]

THAT BEFORE. THE OTHER NEW ITEM IN THE PLAN THAT IS REALLY PRETTY NEW IS THE IMPLEMENTATION TOOLBOX.

BUT SPECIFIC TO THE TYPES OF PROJECTS WE EXPECT TO BE I WANTMENTING FROM THE BIKE PED PLAN.

SO THIS MAP IS JUST REALLY QUICKLY A REVIEW OF WHAT IS THE PROJECTS WITH THE MARQUEE PROJECTS.

THERE'S BASICALLY FOUR TYPES OF PROMISES WE WANTED TO HIGHLIGHT AND HAVE GUIDELINE TO AND ILLUSTRATE AND LOOK AT ONE OF THE MARQUEE PROJECTS AS TO HOW THIS IMITATION MIGHT OCCUR.

ONE OF THE FIRST THINGS IN THERE IS FOCUS ON THE BIKE BOULEVARD TOOLS. WITH OUR STEERING COMMITTEE AND COUNCIL THERE WAS A LOT OF QUESTIONS ABOUT WHAT EXACTLY A BICYCLE BOULEVARD IS. I'M GOING TO SUGGEST TO YOU THAT THE BICYCLE BOULEVARD IS A SORT OF NEW AND INNOVATIVE TOOL FOR COMMUNITIES TO ADDRESS BICYCLING ON LOWER VOLUME, LOWER EXPRESSED STREETS. THE INTERESTING THING ERE IS THAT WORTHINGTON WILL DECIDE WHAT A BICYCLE BOULEVARD IS IN WORTHINGTON. WE TRIED TO IDENTIFY WAYS TO MAKE THEM MORE COMFORTABLE. WE'VE LINGERING IT TO RESOURCES LIKE THE DESIGN GUIDE. IT HAS A LOT OF THINGS THAT ARE APPLICABLE TO RESIDENTIAL AND SUBURBAN SETTINGS.

WE SHOW YOU SOME OF THESE TOOLS. >> GO BACK ONE, PLEASE.

>> THE LOWER LEFT CORNER, AM I SEEING THAT AS A ONE LANE STREET WITH BIKE ROWS ON EITHER SIDE IN.

>> THIS IS FROM THE RURAL DESIGN GUIDE, THIS IS WHAT IS CALLED -- THERE'S AN INNOVATIVE DESIGN TREATMENT REFERRED TO AS ADVISORY BIKE LANE OR SHOULDERS AND THIS CAN BE AN APPLICATION FOR A BIKE BOULEVARD-TYPE STREET.

THIS COMES FROM EUROPEAN EXAMPLES.

YOU USE THE DASHED LINES TO DEMARK INDICATE THE AREAS WHERE IT'S BICYCLES OR BICYCLES AND WALKING.

THEY HAVE THE PRIORITY. THE TWO WAY LEVEL WHERE THEY SHARE THE STREET. WHEN YOU ENCOUNTER A CAR, THAT IS THE ONLY TIME YOU WOULD TRANSVERSE INTO THE BIKE WAY, BUT ONLY WHEN YIELDING TO THE BIKES AND PEDESTRIANS.

THIS HAS BEEN A POPULAR DESIGNED TREATMENT IN MANY CITIES.

IN MINNEAPOLIS THERE'S A DOZEN MILES OF THESE IN THE CITY ON LOWER VOLUME BIKE WAYS, LIKE UNDER 5,000 CARS A DAY.

>> -- COME TOWARD EACH OTHER -- >> EXACTLY --

DIALOGUE ] -- >> ASSUMING THERE'S NO BICYCLE

THERE. >> THIS IS TRUE.

IT REALLY IS WHAT IS COMMONLY CALLED COURTESY YIELDING.

YOU THINK ABOUT YOUR RESIDENTIAL STREETS WE HAVE PARKING ON BOTH SIDES. OFTENTIMES YOU HAVE SITUATIONS WHEN VEHICLES APPROACH THEY REALIZE YOU HAVE TO SLOW.

IT MAKES DRIVERS MORE CAUTIOUS, BUT FORCES THEM TO BE MORE CENTER AND HAVE TO PAY ATTENTION, SO IT REALLY CONSCIOUS THE SAFETY BENEFITS HAVE BEEN WELL DOCUMENTED IN EUROPEAN COUNTRIES, THEY HAVE BEEN DOING THIS ABOUT 30 YEARS.

WE'RE NOW SORT OF DISCOVERING THIS.

THESE APPLICANTS ARE STANDALONE BIKE WAYS AND COMMUNITY, BUT ALSO SOME COMMUNITIES USE THEM AS ELEMENTS OF A BICYCLE BOULEVARD WHERE THEY WANT TO SHARE THE STREET.

A LOT OF THE OTHER LEMENTS THAT ARE INVOLVED WITH BICYCLE BOULEVARDS ARE REALLY CONTEXT SPECIFIC TO THE STREETS, BUT THEY DO INVOLVE THINGS THAT INCLUDE TRAFFIC, BECAUSE REALLY VOLUME STREETS AND YOU WANT TO MAKE SURE THOSE STREETS THAT WORK WELL FOR PEOPLE, THEY'RE BICYCLING AND WALKING, BUT ALSO KEEPING TRAFFIC VERY SLOW. PARTICULAR WITH OLD STREET GRID LINEAR STREETS, THINGS LIKE CIRCLE MEDIANS OR OTHER FEATURES HELP TO MAKE TRAFFIC MOVES IN A WAY THAT IS VERY COMFORTABLE.

THIS IS WHY WHEN YOU LOOK AT THE STREET YOU LOOK AT THE RIGHT RECIPE FOR THAT. THERE'S NOT A SPECIFIC TIME BIKE BOULEVARD YOU THROW DOWN EVERYWHERE.

-- AS WE STARTED TO BUILD THOSE OUT -- GO BACK.

ALSO THINKING ABOUT MULTIPLE USE PATH ALONG HIGH STREET AND

[00:50:02]

AREAS, YOU REALLY HAVE THE OPPORTUNITY AS YOU THINK LONG VISION TO LOOK AT EXAMPLES OF SIGHT TRAILS.

THE UPPER RIGHT IS IN INDIANAPOLIS.

A CADILLAC TRAIL. THERE ARE A LOT OF ELEMENTS THAT START TO HAVE CONVERSATION OF AND REALLY DESIGN, BUT ALSO KEEPING IN MIND THE BARE MINIMUM WITTING AND DIMENSIONS YOU WANT TO USE. THINKING ABOUT HOW WE ILLUSTRATE THE DITCH PRINCIPLES AND ELEMENTS, WE WANT TO MAKE SURE HOW THE CROSS SECTIONS AND THINGS WE SEE ACTUALLY PLAY OUT FOR THE TYPES OF STREETS WE'RE TALKING ABOUT, SO THIS JUST REALLY HELPS TO UNDERSTAND DIFFERENT OPTIONS AND THINGS THAT WOULD BE PULLED TOGETHER THERE IN THE GUIDE.

ANOTHER IMPORTANT AREA THERE IS ACTUALLY DEALING WITH THE UNCONTROLLED CROSSING SECTION. WE HAVE IDENTIFIED THE FIVE CROSSINGS THAT ARE CURRENTLY IN THE PLAN THAT ARE AT UNCONTROLLED LOCATIONS, AND REALLY FOCUS ON THE TOOL.

I KNOW WE'VE SEEN SOME OF THOSE ADDRESSED IN RECENT YEARS.

THERE'S A PROJECT UNDER WAY RIGHT NOW.

WE'RE REALLY TYING THIS TOGETHER -- GO AHEAD -- WITH A NEW GUIDE THAT CAME OUT LAST YEAR, THIS GUIDE FOR IMPROVING PEDESTRIAN SAFETY OF UNCONTROLLED CROSSING LOCATIONS. THIS IS THE FIRST TIME THEY PROVIDED GUIDELINES OF WHAT TO DO WHEN YOU HAVE UNCONTROLLED CROSSINGS. THEY HAD PREVIOUSLY PUBLISHED A GUIDE TO TALK ABOUT WHEN MARKING CROSSWALKS WAS ENOUGH, BUT MORE WAS NEEDED, BUT THEY DIDN'T TELL YOU WHAT MORE WAS NEEDED.

AFTER A LOT OF RESEARCH WAS DONE, THIS GUIDE IDENTIFIES THE TOOLS AND CREATES A MATRIX AND COUNTERMEASURE SELECTION SYSTEM THAT WE'VE APPLIED THOSE OPTIONS.

YOU ACTUALLY SEE THERE ARETHERE, RECOMMENDATIONS THAT ARE DOCTOR SHOULD BE CONSIDERED ON THE GUIDE AND OTHERS AS ENHANCEMENTS. THAT COVERS ALL THE STUFF THAT IS NEW IN THERE THAT WOULD DRAW YOUR ATTENTION AGAINST THE YELLOW STUFF, BUT I WANT O HIGHLIGHT.

PAGE 1 IS THE IMPORTANT SECTION OF THE ACKNOWLEDGMENTS.

HONESTLY HAVE HAVE BEEN A GREAT NUMBER OF CONTRIBUTIONS.

OUR TEAM HAS DONE A HARD NUMBER OF WORK ON THIS IT'S BEEN COLLABORATION WITH CITY STAFF. IT'S AS THIS COMES TO COMPLETION IT'S IMPORTANT TO RECOGNIZE THE FOLKS THAT ARE CONTRIBUTED TO THIS WORK. WITH THAT I THINK THAT IS MY LAST SLIDE AND YOU AN TURN AROUND FOR ADDITIONAL QUESTIONS

AND STUFF. >> HAVE ANY ADDITIONAL QUESTIONS? ANYONE HAVE QUESTIONS? QUESTIONS? COMMENTS? -- DIDN'T SEE ANY QUESTIONS SO WE CAN MOVE ON TO COMMENTS.

>> THANK YOU. LET ME BEGIN BY THANKING EVERYONE WHO HAS WORKED ON THIS, OBVIOUSLY AN IMMENSE AMOUNT OF LABOR AND EVIDENT HAS GONE INTO THIS BY COUNTEDLESS, DOZENS AND DOZENS OF FOLKS. LET ME BEGIN BY TRYING TO ESTABLISH MY CRED IN THE AREA OF BIKE PUBLIC EDUCATION BECAUSE I'M GOING TO SAY SOME THINGS THAT MAY BE PAIN AS -- WE LIVE ONE BLOCK EAST OF THE HISTORIC DISTRICT.

I LOVE WALKING MY KIDS TO SCHOOL IN THE AREA OF BICYCLING, I RARELY TALK ABOUT THIS, BUT I AM PROBABLY THE ONLY PERSON ON COUNCIL WHO HAS BICYCLED ACROSS THE COUNTRY FROM MIAMI TO SEATTLE. I LOVE BICYCLING.

I'VE HAD MANY FORMATIVE EXPERIENCES ABOUT BICYCLING ALL MY LIFE. I JUST TAUGHT Y SIX AND EIGHT-YEAR-OLDS TO RIDE BICYCLES IN THE LAST TWO YEARS, SO WE ANTICIPATE MANY TRIPS THIS SUMMER THE POST I LOVE BIKING AND WALKING. WITH THAT SAID, WHAT WE ARE BEING ASKED TONIGHT IS TO APPROVE A PLAN THAT IS VERY SIGNIFICANT. IT AS BROAD IMPLICATIONS I THINK FOR HOW WE'RE GOING TO BUILD OUT AND SHAPE OUR COMMUNITY. THESE PLANS, THEY TEND TO TAKE ON A LIFE OF THEIR OWN AND THEY WIELD IMMENSE AUTHORITY IN COME

[00:55:03]

YEARS. I VIEW A VOTE APPROVING THIS WITH GREAT SIGNIFICANT SIGNIFICANCE AS OPPOSED TO THURSDAY WHEN WE RECEIVED OUR PACKET WAS THE FIRST TIME I'VE SEEN THIS FINAL REPORT AND BEEN ABLE TO READ THE LANGUAGE, AND SO WHEN ALL THE COMMENTS ARE DONE I'M GOING TO SUGGEST THAT WE TAKE A LITTLE BIT MORE TIME TO ENABLE US TO TALK WITH ONE ANOTHER. I WANT TO SPEND MORE TIME WITH DARREN AND THE BIKE-PED COMMITTEE TO TALK THROUGH SOME SPECIFICS AND SO FORTH, BUT THE PROPOSALS IN HERE AS I SAID ARE FAR-REACHING. I'M NOT SURE WHAT EXACTLY WE ARE COMMITTING TO. SOME FOLKS HAVE TALKED TO, SOME FOLKS I HAVE TALKED TO IT'S REALLY ASPIRATIONAL, IT'S RECOMMENDATIONS. I THINK IT'S MORE THAN THAT.

I THINK IT WOULD HAVE A DIRECT INFLUENCE ON CITY PRACTICES AND EXPECTATIONS FOR BUDGETING AND SO STRINES SPECIFICALLY EVEN THE TIER ONE TOOLBOX, THE BOULEVARDS, INCLUDES IDEAS WE WOULD WANT TO POTENTIALLY BUILD IMPEDESTRIANMENTS TO TRAFFIC FOR A GOAL OF 20 MILES PER HOUR TRAFFIC IN NEIGHBORHOODS.

I DON'T KNOW IF THAT IS A GOOD IDEA.

THESE ARE SOME OF THE BASIC QUESTIONS I'D LIKE TO DISCUSS.

THE COMPLETE STREETS PROGRAM IS EVEN MORE FAR-REACHING AND DRAMATIC. I'M NOT PREPARED TO VOTE TONIGHT. I WELCOME COMMENTS FROM MY COUNCIL MEMBERS IF YOU FEEL WE'VE HAD ADEQUATE TIME TO SEE

THIS PROPOSAL. >> PRESIDENT B. MICHAEL: WHAT WAS DISCUSSED WERE THE CHANGES TO THE PRESENTATION, BECAUSE I ACTUALLY WE WANT THROUGH IT AND LOOKED TO SEE IF SOME OF MY COMMENTS WERE TAKEN INTO ACCOUNT AND I'VE HAD SOME CONVERSATIONS WITH STAFF AND THE COUL SULLIVAN ENTER THE ABOUT IT SO I FEEL LIKE I'VE HAD A THOROUGH BRIEFING OF IT, HAVE A GOOD UNDERSTANDING OF WHAT THE PROPOSAL WAS.

I DID REALIZE I MIGHT HAVE A QUESTION ABOUT WHAT THE NEXT STEPS ARE, BUT I DON'T HAVE ANY TREPIDATION ABOUT SUPPORTING THIS AND VOTING ON THIS TONIGHT.

>> ARE YOU REFERRING TO THE FEBRUARY PRESENTATION AS WHEN WE RECEIVED A BRIEFING ON THE REPORT?

>> I DON'T KNOW EXACTLY WHAT MONTH IT WAS IN, BUT I DO REMEMBER A PRESENTATION BEING GIVEN AND IT COVERED PRETTY MUCH ALL OF THE THINGS THAT WERE IN THIS REPORT EXCEPT MAYBE SOME CHANGES. I THINK THE TOOLBOX ARE SUGGESTIONS THAT OUR STAFF AND WE EVALUATE, AS SITUATIONS AND OPPORTUNITIES COME UP AND WE TAKE FURTHER RECOMMENDATIONS FROM THE BIKE AND PUBLIC EDUCATION ADVISORY BOARD.

I KNOW WE HAVE ONE PROJECT BEING IMPLEMENTED THAT IS ON THE LIST. IS THERE A SENSE OF LOOKING AT THE MARQUEES PROJECTS MARQUEES PROJECTS FIRST.

JUST SOME THOUGHT ON HOW WE WOULD PROCEED.

>> I THINK THERE'S A COUPLE OF THINGS AND CERTAINLY THIS REACHES FARTHER THAN PARKS AND RECREATION -- FOR CONTEXT, A COUPLE OF YEARS AGO NOW WE HAD A PARKS MASTER PLAN THAT AGAIN DIDN'T SAY WE'RE GOING TO DO ALL THESE PROJECTS WITH THIS AMOUNT OF TIME AND THIS AMOUNT OF MONEY.

IT BASICALLY TOOK A COMMUNITY ASSESSMENT AND SAID, YOU KNOW, WHEN OPPORTUNITY ALLOWS HESE ARE PROJECTS AND THE PRIORITIZATION OF THEM. THE WAY I WOULD APPROACH THIS AS A STAFF MEMBER IS NUMBER ONE, WITH MY ROLE WITH BIKE AND PED, YEARLY ALLOCATION YOU PROVIDE IN THE CRIP WE WOULD USE THIS AS A TOOL FOR A PRIORITY FOR THINGS THAT ARE CHIEF BULL IN THAT AMOUNT MONEY. OF THE THINGS WE'VE HARDER FROM THE COMMUNITY THIS RANKS HIGHLY AND FITS WITHIN THE BULLETED ALLOCATION WE HAVE, SO WE'RE GOING TO TRY TO MOVE FORWARD.

FROM MY PERFECT SPEC THAT IS THE WAY THIS PLAN WOULD GUIDE US.

CANINE INFLUENZA THE OTHER WAY IS WHEN WE DO APPROACH A STREET PROJECT, WHETHER IT'S REPAVING OR COMPLETE RENOVATION, THEN AS OPPOSED TO GET AN PINION, IT'S SOMETHING OUT THAT WHEN WE LOOK

[01:00:02]

AT THIS STREET IS RECOMMENDED AND THEN HE AND HIS STAFF CAN ASSESS IS THAT DOABLE WITH OUR BUDGET, IS THAT DOABLE WITH THE

HAD STREET AND THIS PROJECT. >> I DO.

I DON'T KNOW IF I DO THAT NOW OR WHEN I GET INTO THE COMPLETE STREETS POLICY. I GUESS TO ME IT'S BEEN A HUGE PARADIGM SHIFT AND THAT'S WHAT WE NEED.

I WEAR A COUPLE HATS. I WEAR THE CITY ENGINEERING AND CITY SERVICE HAT. FROM THE PERSPECTIVE OF CITY -- WE'VE LOOKED AT STREETS FROM THE FEDERAL HIGHWAY FUNCTION CLASSIFICATION, WHICH IS TO GET THE MOTORING PUBLIC THROUGH THE COMMUNITY. THAT WHAT IS INCLUDED AND IN THE BIKE AND ED PLAN ASKS YOU TO THINK A LITTLE MORE BROADLY THAN THAT AND TIE IN ABILITY TO ACCOMMODATE ALL USERS, BIKE, PED, MULTIPLE LEVEL TRANSIT AND OTHER USERS AND BE A LITTLE MORE LITERALLY CONCEPTIN -- INTENSIVE TO THAT.

TAKE ALL MY ENGINEER HAT, PUT ON THE SERVICE HAT, WE HAVE TO PLOW THE STREETS, GET STREAKS THROUGH, OTHER THINGS.

THERE'S A MULTITUDE OF DIFFERENT CONSIDERATIONS TO TAKE INTO PLACE. THIS IS GUIDANCE AND IT SPECIFYING CALLS US OUT -- IT FORCES US TO CONSIDER THINGS IN A DIFFERENT PERSPECTIVE, NOT NECESSARILY DO THEM, BUT CONSIDER THEM AND TAKE INTO ACCOUNT COST, LEGAL PROHIBITIONS IF THAT MAY BE THE CASE OR IF THEY'RE JUST NOT TRULY -- THESE A LACK OF NEED IN THAT PORTION OF THE COMMUNITY TO DO THAT.

I SEE IT AS A GUIDELINE DOCUMENT TO ALLOW US TO THINK IN A MORE CONSECUTIVE SENSITIVE TOWARD SOME OF THESE PRACTICES, GETTING INTO THE POLICY, THOSE PRACTICES ARE OUTLINED.

MOST OF THOSE IF NOT ALL OF THEM ARE INCLUDED IN THE BIKE AND ED MASTER PLAN. THERE'S A HUGE LINK EDGE BETWEEN THE TWO. THERE ARE DIFFERENT WAYS OF THINKING THAT HAVE NOT BEEN TO BE HISTORICALLY AND WE SUFFER FROM AN ALL USER STANDPOINT FOR THAT.

>> I THINK ONE OF THE REASONS WHY WE HAD COMMITTEE TO BEGIN WITH, A STANDING COMMITTEE TO LOOK AT THIS IS WE'RE DEFINITELY LACKING SOME OF THOSE AMENITIES IN WORTHINGTON, WE'RE NOT MEETING THE NEEDS OF ALL USERS OF ALL AGES, THE YOUNGEST, MOST VULNERABLE, PEOPLE DON'T FEEL SAFE GOING TO SCHOOL, WE HAVE OLDER PEOPLE WHO -- IT'S NOT SECOND HALF FOR THE WHOLE COMMUNITY IF WE KEEP THEM LOCKED IN THEIR ARS.

IF WE ARE ENCOURAGE BE WALKING AND BIKING AND OTHER MULTIPLE MODAL TRANSPORTATION, WHICH IS POLICY, I THINK WE CAN ALSO MAINTAIN EFFECTIVE AND FIRST QUARTER MEANS OF ACCOMMODATING VEHICULAR TRAFFIC, BUT WE NEED TO BALANCE IT OUT.

WE HAVE HAD ORE DEMAND OR BIKE-PED.

THIS IS AUMENT TO THAT DOES HAVE MORE FOCUS.

IT DOES PROVIDE GUIDELINE. ONE OF THE THINGS THAT BIKE AND PED COMMITTEE WAS SAYING THAT THEY WERE HAVING TROUBLE PRIORITIZATIONING, THEY WERE HAVING -- THAT IS SOMETHING THIS DOCUMENT WAS GIVING -- IT DOESN'T INSIST SOMETHING BE -- IT GIVES A GOOD GUIDELINE OF HOW TO PRIORITIZATION TO MAKE -- TO ENCOURAGE WALKING AND BIKING. I THINK IT'S A GOOD DOCUMENT.

I THINK WE'VE HAD QUITE A NUMBER OF TIMES TO VOWR IT AND LOOK AT -- GIVE INPUT AND I'M HAPPY WITH THE PRESENTATION TONIGHT.

>> I'D RESPECTFULLY ASK FOR A LITTLE MORE TIME BEFORE WE DON'T THIS. LIKE MY COLLEAGUE HERE, MR. ROBINSON, I GOT THIS THURSDAY NIGHT.

IT'S 192 PAGES. MUCH OF, WHICH IS TABLES AND ABOUT EIGHT OR -- IN ABOUT EIGHT OR NINE-POINT FONT.

IT'S A VERY IMPRESSIVE DOCUMENT.

THE FACT OUR WN COUNCIL PRESIDENT HAS TO QUESTION AND I'M NOT SURE IT GOT ANSWERED WHAT ARE BICYCLE BOULEVARDS.

I NOTICED MY OWN STREET IS TAGGED AS ONE OF THOSE THAT WOULD BE A LIKELY CHOICE FOR A BICYCLE BOULEVARD AND AS I READ HERE, BICYCLE BOULEVARDS ARE SLOW SPEED, LOW VOLUME STREETS SHARED BY THE PEOPLE DRIVING. A TARGET SPEED OF 20 MILES AN HOUR IS ACHIEVED THROUGH THE USE OF TRAFFIC TOOLS SUCH AS MINI CIRCLES, RAISED TABLES, SHORT MEDIANS AND CHACANES.

[01:05:09]

REESEING -- BE PLANNED, DESIGNED AND ENFORCED.

THESE ARE PRETTY BIG WHOLESALE CHANGES THAT ALTER WHAT PEOPLE HAVE COME TO EXPECT IN THE COMMUNITY.

I'D LIKE TO BE ABLE TO ANSWER WHEN MY NEIGHBORS NEXT DOOR AND ACROSS THE STREET ASK WHAT EXACTLY IS IT WE'RE DOING HERE I CAN'T ANSWER THAT QUESTION. I HAVEN'T HAD ENOUGH WITH THIS HONESTLY TO FULLY DIGEST IT. I FEEL A LOT OF THIS WAS PLACED IN OUR LAPS A LITTLE ABRUPTLY AND I KNOWED MORE TIME TO STUDY

IT. >>

>> I'M READING EXACTLY WHAT HE SENT TO ME.

THE ONLY COMMENT I HAVE IS ABOUT THE BIKE-PED REPORT.

I REALLY LIKE THE REPORT, BUT I HOPE WE DON'T VOTE ON ANYTHING, BECAUSE I WOULD LIKE TO ANALYZE THE PROJECT NUMBERS AND REALITIES BEFORE FINALIZING THE APPROVAL.

JUST THE PROJECT COST ESTIMATES AND PRIORITIES.

WE VOTE ON IT, I WOULD SUPPORT IT, BUT I FIGURE WE WOULD WANT TO DISCUSS THE DETAILS FIRST. IF COUNCIL WANTED TO WAIT I WOULD SUPPORT THAT THOSE ARE THE COMMENTS FROM MR. SMITH.

>> MAYBE I WAS NEGLIGENT WHEN I PREPARED THIS LAST TIME.

FOR THAT APOLOGIZE, BUT TWO WRONGS DON'T MAKE A RIGHT.

I DON'T REMEMBER BEING PRESENTED WITH MARQUEES PROJECTS.

WAS THAT PRESENTED TO US IN THAT FORMAT LAST TIME?

>> NO. THAT WAS EARLIER ON.

>> WAS THERE TIER ONE, TWO, THREE RANKING LAST TIME? -- THAT BOTH HUNDLEY ROAD ND APPROPRIATE'S ROAD WERE AT EIGHT AND 11. AS I READ YOUR RANKINGS, HUNDLEY ROAD FROM WORTHINGTON GOING INTO PROJECT AND THAT APPROPRIATOR'S ROAD FROM SCHROCK TO DUBLIN IS RANKED AS THE NUMBER EIGHT

PROJECT. >> IF YOU'RE GOING TO QUESTION HIM I'M GOING THE NEED HIM ON THE MICROPHONE.

>> WE HAD A PRETTY ROBUST DISCUSSION.

ONE OF THE THINGS -- AND AGAIN MAYBE I WAS NEGLIGENT IN NOT BRINGING THIS UP EARLIER, BUT ONE OF THE THINGS I WAS HOPING FOR AND THAT HAPPENED TO BE THE BEST EXAMPLE I COULD FIND RIGHT OFF THE BUTT. WE DISCUSSED -- WE HAVE PROPRIETORS AND YOU HUNTRY -- HUNDLEY.

WHERE SHOULD WE ENCOURAGE BICYCLES.

WHAT I'M READING IN THE REPORT IS BOTH PLACES.

COUNCIL HAD THE DISCUSSION -- WE THOUGHT -- AM I INCORRECT.

I HAVE ONE RANKED AS 11, ONE AS AND EIGHT.

AM I CORRECT IN MY CONCLUSIONS? >> MAYBE IF I COULD CLARIFY.

THE RANKING AND PRIORITIZATION IS STRICTLY AND OBJECTIVE STATISTICAL EXERCISE. THAT'S ALSO THE CLARIFICATION IS

-- >> LET ME STOP YOU RIGHT THERE. WE HAVE HAD IN THE PAST COUPLE OF YEARS, AND THIS IS NOT DIRECTED TO YOU SO I APOLOGIZE,

I DON'T MEAN IT THAT WAY. >> OH, PLEASE.

>> WE HAVE GUIDELINES THAT HAVE BEEN IN EXISTENCE FOR 40 YEARS THAT SOME PEOPLE ARE TAKING AS A BIBLE.

WE HAVE A IMPRESSIVE PLAN THAT HAS BEEN IN EXISTENCE OVER 10 YEARS THAT PEOPLE TAKE AS THE BIBLE.

I DON'T WANT THIS TO PACIFIC THE BIBLE.

WHEN I READ THE RESOLUTION IT COULD BE TERP TREATED AS SUCH, THIS IS FOR GUIDELINE TO CITY PLANNING.

I DON'T LOOK AT THIS AS THAT TYPE OF DOCUMENT.

I LOOK AT IT AS AN ASPIRATIONAL, ASSISTANCE DOCUMENT, I LOOK AT THIS PORAL AS A GUIDELINE AND SOME EXAMPLES.

CLEAR. TO MAKE SURE THAT IS REAL I'M NOT SURE I'M HEARING THAT.

IN THE RESOLUTION AS WRITTEN I'M NOT SURE THAT IS WHAT IT SAYS.

MR. GREESON, PLEASE HELP ME. --

[01:10:01]

>> IT'S JUST THAT A USE USER FROM NOW SOMEONE -- SOMEONE WILL STAND IN YOUR POT AND SAY LAST YEAR YOU SAID I WAS GOING TO GET A BIKE PATH ON THIS ROAD. I DON'T HAVE IT.

AND YOU DON'T HAVE IT. HOW DO YOU ANSWER THAT QUESTION. A YEAR FROM NOW AFTER WE DON'T THIS SOMEONE IS GOING TO COME TO ME AND SAY YOU PROMISED ME A BIKE PATH ON SNOFFER. WHY DON'T I HAVE IT.

>> THERE IS LANGUAGE IN THIS PLAN AND I BELIEVE MORE SPECIFICALLY IN THIS COMPLETE STREETS TOOLBOX, AND I'M PULLING THE RESOLUTION TO MAKE SURE MY LANGUAGE IS CONNECTED TO THOSE THAT EXPRESSLY SAYS THAT THESE ARE NOT PRECIPITATIONSIVE.

SO -- PRE-DESCRIBIVE. --

>> -- ARE ALSO GUIDELINE TO BE USED TO GUIDE BOTH THE BODIES YOU APPOINT AS WELL AS THE STAFF THAT IS HIRED BY THE CITY.

>> WE CURRENTLY HAVE A LEGAL APPEAL PENDING BASED UPON A VIOLATION OF THE DESIGN GUIDELINES.

WHICH I BELIEVE IS NOT A LEGAL APPEAL, BUT THAT'S NOT A

UNIVERSALLY HELD BELIEF. >> YEAH, I THINK ONE OF THE FUNDAMENTAL DIFFERENCES WITH THAT AS OPPOSED TO THIS, FIRST OF ALL, THERE'S CODIFIED ORDINANCE THAT CONSTRUCTION AND APPEAL PROCESS -- CONDUCT INSTRUCTION AND APPEALS PROCESS AND SPEAKS TO AUTHORITY FOR USE OF THE DESIGN GUIDELINES.

IN THIS CASE, IN FACT, IN THE BEGINNING OF THIS DOCUMENT, IN THE COMPLETELY STREETS, THERE'S SOME CONVERSATION ABOUT HOW SOME COMMUNITIES DON'T THESE BY ORDINANCE AND SOME DON'T IT BY RESOLUTION. WHETHER WHEN THEY'RE ADOPTED Y RESOLUTION THEY'RE NOT GUIDELINE AND THE GUIDELINE IS TO INFORM OUR DEALINGS. BUT NOT TO PRESCRIBE THEM.

THAT IS MY ANSWER TO YOUR QUESTION.

WE CERTAINLY HAVE NO OBJECTION IF THERE'S ANY CONCERN ABOUT -- OR FUNDAMENTAL QUESTIONS ABOUT THIS, WE NEED TO SPEND MORE TIME WITH IT. THERE'S NOT A PROJECT THAT'S NOT GOING TO BE MOVED FORWARD OR SOMETHING OF MAJOR SIGNIFICANT IF THIS DOESN'T GET VOTED ON TONIGHT.

WE WANT TO ANSWER YOUR QUESTIONS.

THWE WANT THIS TO BE CLEAR IN WHAT IT SAYS, THAT IT REFLECTION YOUR INTENT AND HOW IT'S GOING TO BE USED, AND IF MORE TIME RESULT IN A ORE CONJOINED CONSENSUS, I'M ALL FOR IT.

>> PLAN, I BELIEVE ARE TWO DISTINCT DISCUSSIONS.

FOR ME, THE RESOLUTION IS ADOPTING THE PLAN.

AND WHAT DOES DOES ADOPTION MEAN.

THAT IS MY CONCERN. BECAUSE THIS SHOULD BE JUST A GUIDELINE AND A TOOL FOR US TO USE, NOT PRECIPITATIONIVE.

I WANT TO MAKE SURE THAT IS ABUNDANTLY CLEAR SUE WE DON'T BUILD UP -- BUILD UP FALSE HOPES.

MY OTHER QUESTION, IF IT IS JUST A DIED, THEN MY SPECIFIC OBJECTION TO SOME OF THE CONCLUSIONS AREN'T NEARLY AS RELEVANT. I DON'T BELIEVE THERE SHOULD BE ANY PRIORITY OF ANYTHING GOING DOWN HUNTLY ROAD AND I THINK WE HAVE ALREADY DISCUSSED THAT. I THINK IT SHOULD BE MOVED TO PROPRIETORS ROAD. WE HAVE SEMIS GOING DOWN HUNTRY ROAD. BUT IF THIS IS JUST GUIDELINE FOR US TO LOOK AT, THEN THOSE CONCERNS AREN'T THAT IMPORTANT.

BUT IF -- THE BELIEF IS THAT THIS IS MORE PRESCRIBIVE, THEN THAT BECOMES A VERY CRITICAL DISCUSSION THAT WE HAVE TO RESOLVE BEFORE E CAN VOTE ON IT.

>> WE BACKED INTO A COMPLETE STREETS DISCUSSION.

[01:15:05]

MR. WHITE ARTICULATED EARLIER HOW HE WOULD USE THIS, BUT ESSENTIALLY WE WOULD -- THE COMPLETE STREETS POLICY WOULDN'T PRESCRIBE THAT WE APPLY A COMPLETE STREETS SPECIFIC PROJECT TO HUNTLEY ROAD AS AN EXAMPLE.

IN FACT, IT SAYS DON'T EVEN CONSIDER -- YOU CANNOT CONSIDER THE FEASIBILITY OF COMPLETE STREETS IF IT'S NOT LEGALLY ALLOWED, LIKE ON 270 OR 315. IT'S NOT FINANCIALLY POSSIBLE, OR YOU DON'T HAVE A DOCUMENTED NEED.

YOU DON'T HAVE PEOPLE USING IT FOR OTHER USES.

BUT IF WE DON'T HAVE THOSE THREE CONDITIONS, THAT WE WOULD AT LEAST EXPLORE IT, WHICH IS EXACTLY WHAT WE DID ON HUNDLEY ROAD A COUPLE YEARS AGO. WE SAID WE'RE REPAVING THIS STREET. IT'S EVALUATE WHETHER OR NOT IT MAKES SENSE TO TRY TO ADOPT -- INCLUDE, ACCOMMODATE SOME OTHER USERS. SO YOUR ADOPTION OF THE COMPLETE STREET POLICY ON HUNDLEY ROAD WOULDN'T NECESSARILY SAY THAT IS OUR MOST -- WE'RE DEFINITELY WHEN IT'S IMAPPROPRIATE, WATER LINES, WHATEVER THE CASE MAY BE, THAT WE'RE GOING TO EVALUATE WHETHER OR NOT BASED ON ON THE CURRENT ERA OTHER USERS NEED TO BE ACCOMMODATED AND WHETHER THERE'S TOOLS IN THE TOOLBOX THAT SHOULD BE APPLIED. THAT IS HOW WE WOULD INTEND TO

USE IT. >> PRESIDENT B. MICHAEL: I'M HEARING MR. MIRES CONCERN, HE DOESN'T FEEL THAT THE RESOLUTION AS WRITTEN MEETS THAT -- MEETS THAT CRITERIA THAT HE FEELS

COMFORTABLE AS THE GUIDELINE. >> LET ME SAY WHAT I MEAN.

FIVE YEARS AGO THIS RESOLUTION WOULD HAVE BEEN FINE.

TIMES HAVE CHANGED, ATTITUDES HAVE CHANGED, ARGUMENTS HAVE CHANGED. I KNOWED A BETTER RESOLUTION IS ALL I'M SAYING. NOW WHAT BELIEVE THIS TO BE IS IF E'S GOING TO DO A REPAVING ├║PROMISING ON HUNTLEY ROAD HE'S GOING TO LOOK TO THE COMPLETE STREETS AND SAY, OKAY, WHAT WOULD IT TAKE TO MAKE THIS A COMPLETE STREET.

HE WOULD SAY, OKAY, AND IN THE BIKE AND PEDESTRIAN PLAN HOW DOES THIS RANK AND THAT WOULD BE PART OF HIS DECISION MATRIX AND HE WOULD PRESENT THOSE FINDINGS TO US AND WE WOULD ULTIMATELY VOTE ON WHETHER TO GO FORWARD WITH IT OR NOT.

THAT'S WHAT I ENVISION ALL OF THESE THINGS ARE.

>> FEASIBILITY. THINGS. FEST BUILT EVALUATION F

>> OR WHAT WE HAVE BEEN TALKING ABOUT SINCE AT LEAST YOU CAME ON IS THAT THESE TYPES OF THINGS ALONG WITH SUSTAINABILITY, LIFE-CYCLE, SHOULD BE FRONT OF MINE THINKING.

TO ME THAT IS WHAT THIS DOES. AND I JUST WANT TO MAKE CERTAIN THAT WE'RE MAKING AN ADUNNEDLY CLEAR RECORD THAT THAT IS WHAT THIS IS. IT'S A STATEMENT OF POLICY, NOT A STATEMENT OF DIRECTIVE. AND I WOULD LIKE THAT MAYBE -- AND I'M ALONG WITH -- TO TAKE A SHOT AT THE LANGUAGE, I WILL HELP DRAFT A RESOLUTION THAT I CAN GET MY HEAD AROUND A LITTLE BIT BETTER THAT SPECIFICALLY DETAILS IT OUT, BUT IT'S NOT

GOING TO BE TONIGHT. >> WE'D BE HAPPY TO WORK WITH YOU ON THAT. I THINK THERE'S DOCUMENTS THAT WOULD BE USEFUL THAT I THINK ARTICULATES WHAT YOU'RE EXTENDING THAT IF BROUGHT FORWARD IN A RESOLUTION WOULD PROBABLY BE SATISFACTORY TO MOST PEOPLE.

>> PRESIDENT B. MICHAEL: I'M HEARING A DESIRE TO TABLE THIS? ]-- -- MISS DOROTHY AND MISS KOWALCSYK IF I'M CRAZY.

>> HOW YOU ARTICULATED IT IS HOW I UNDERNEATH IT A ALL ALONG.

IF YOU NEED MORE LANGUAGE TO MAKE IT CLEARER I AM ALL FOR THAT BECAUSE I DO THINK THIS IS -- THIS IS A BIG DECISION.

IT'S INCREDIBLY IMPORTANT. IT GIVES US A WELL, OF INFORMATION AND TOOLS TO MOVE FORWARD.

AS YOU STATED IT'S ANOTHER LENS TO BE -- LENS TO BE OOKING AT DEVELOPMENT -- JUST LOOKING AT STREET MAINTENANCE, ALL OF THOSE THINGS THROUGH THESE LENSES TO MAKE SURE WE'RE DOINGERING WE CAN TO ACCOMMODATE PEOPLE OF ALL AGES, ALL ABILITIES IN ALL MODES

[01:20:05]

OF TRANSPORTATION. SO YES, AND I WOULD SUPPORT TAKING TIME TO DO THAT, TAKE TIME TO READ THE DOCUMENT, IF THERE ARE OTHER QUESTIONS I ENCOURAGE YOU TO ENGAGE WITH OUR STAFF AND CULL TENTHS, BUT I AGREE, AT GUIDE AND A LENS THAT WE CAN EVALUATE AS THINGS COME UP OR AS THE ADVISORY BOARD MAKES A RECOMMENDATION WE STEP BACK AND THINK ABOUT HOW IT CAN

BE EVALUATED. >> I THINK THIS IS IMPORTANT AND I APPRECIATE ALL THE WORK THAT'S GONE INTO IT.

I THINK IT'S SOMETHING I WANT TO DROP AND WE NEED TO ADOPT.

I WANT TO MAKE SURE WE MAKE THE RIGHT RECORD OF WHAT THIS IS.

>> I AGREE WITH YOU. I'VE BEEN AROUND THE CHANGE IN TIMES AND HOW PEOPLE ARE COMING IN LOOKING AT GUIDELINES AS BEING MORE THAN GUIDELINES AND IT SHOULD BE SOMETHING THAT IS A CONSIDERATION, A CONSIDERATION AS WE GO FORWARD AND I THINK THAT -- I DEFINITELY SUPPORT HAVING -- HAVING A REWRITE OF THE RESOLUTION, SO IT MEETS THOSE NEEDS YOU WERE

DISCUSSION. >> MA'AM PRESIDENT, SINCE IT APPEARS THE MAJORITY WANTS TO TABLE, AS WE FRAME THE NEXT DISCUSSION, WHAT I HEAR AND I'M GOING TO GO BACK TO SOMETHING I THINK MR. MEYERS POINTED OUT EARLIER, THERE'S TWO CATEGORIES OF CONVERSATION, CLARITY OF PURPOSE, WHY ARE WE DOING THIS AND HOW ARE WE GOING TO USE IT, BRINGING THAT TO THE FOREFRONT, PUTTING IT IN THE RESOLUTION, SO IT'S CLEAR AND IF WE HAVE ANY AMBIGUITY OF THIS, BEING CLEAR ABOUT IT IN THE FRONT OF THESE DOCUMENTS, THAT'S ONE THING I HARDER.

AND THEN THE SECOND THING I HARDER IS -- I HEARD -- MAYBE IT'S THREE THINGS. EIGHTS THE CLARITY OF PURPOSE.

HOW WE'RE GOING TO USE IT MORE PRACTICALLY.

THEN THE THIRD THING BEING PROJECTS.

I WANT TO ABSORB -- HAVE SOME TIME TO ABSORB THE PROJECTS AND MAYBE TALK ABOUT THEM AS A GROUP.

>> PRO TEM S. MYERS: IF I HAVE CLARITY OF PURPOSE -- SOME LANGUAGE, WHICH SAID THE ULTIMATE DECISION TO FUND OR GO FORWARD WITH THE PROJECT IS VESTED IN COUNCIL, SO WHEN THAT NEXT PROJECT COMES UP, WHEN BIKE AND PED OR THE SERVICE DIRECTOR MAKES THEIR RECOMMENDATION, THEY KNOW WE HAVE THE ULTIMATE -- THAT PARTICULAR PROJECT WILL BE DEBATED AT THAT TIME, SO I HATE TO GET BOGGED DOWN IN DETAILS OF SPECIFIC PROJECTS BECAUSE I CERTAINLY CANNOT RECREATE IN A NIGHT ALL OF THE WORK THAT THIS COMMITTEE HAS DONE OVER WHAT THE LAST YEAR -- AND I'M NOT OING TO EVEN BEGIN TO THINK I CAN REPLICATE THAT.

>> LET ME BE CLEAR, I THINK IT'S HELPFUL TO THE CULTS AND -- CONSULTANTS AND STAFF IF THERE IS A PARTICULAR PROJECT OF CONCERN THAT ARE IN THIS THAT NEED MORE CONCEPTS.

PROJECTS THAT NEED DISCUSSION, THEN WE NEED TO KNOW THAT, SO WE CAN PREPARE THE MATERIALS AHEAD OF TIME TO HAVE A FRUITFUL DISCUSSION THAT LEADS TO DECISION AS OPPOSED TO RAISED ON

THE FLOOR. >> MA'AM PRESIDENT, I THINK WHERE I STOPPED IN MY TRACKS IS RIGHT IN THE MIDDLE OF THE PAGE ON THE RESOLUTION AS WRITTEN, AND DEPENDING WHAT WORDS YOU EMPHASIZE AND HOW YOU READ THE SENTENCE YOU CAN TAKE DIFFERENT MEANINGS OUT OF THIS, BUT THIS STATEMENT, WHEREAS THE BIKE AND PED MASTER PLAN WILL PROVIDE DIRECTION TO STAFF IN THE PLANNING AND PRIORITIZATION SHALL IT'S THE WILL PROVIDE PROTECTION -- WILL PROVIDE DIRECTION, I THINK MR. MEYER SAID WILL SERVE AS A REFERENCE SOMETHING TO THAT EFFECT.

THANK YOU. THAT IS POINT ONE.

THE OTHER IS THERE ARE THINGS WITHIN -- CERTAINLY ITHIN THIS MASTER PLAN THAT -- THERE ARE TOOLS I DON'T THINK FIT PERM.

I'M CAUTIOUS ABOUT HAVING THEM INTRODUCED HERE AS THOUGH THEY ARE ENDORSED CONCEPTS WE THINK WE'RE READY TO TAKE ON OVER THE

NEXT FEW YEARS. >> PRO TEM S. MYERS: I THINK IF

[01:25:02]

WE CAN BE CLEAR THAT THIS IS A BASS OF THINGS WE MAY OR MAY NOT CHOOSE FROM, THAT A CHICANE IS NOT THE RIGHT THING, I DON'T THINK ANYONE WOULD SAY IF THERE'S -- 25 PURPOSES, PEOPLE DON'T GO 25 MILES AN HOUR. THE CONCEPT IS A GOOD ONE.

>> DO I HEAR A MOTION FROM MR. MYERS THAT WE TABLE HIS

RESOLUTION? >> WE DO.

>> DO I HAVE A CHECK? >> A SECOND BE.

ANY FURTHER DISCUSSION ON TAKING THIS?

-- THAT IS TABLED. >> HE.

>> I WOULD LIKE TO BRING THIS AT THE NEXT MEETING.

IF WE HAVE SPECIFIC QUESTIONS ABOUT SPECIFIC PROJECTS IT WOULD BE VERY ICE IF WE CAN GET TO THE STAFF IN THE NEXT WEEK.

>> PRESIDENT B. MICHAEL: VERY GOOD SUGGESTION.

>> SO WE DON'T DOG IT DOWN ANY MORE THAN WE HAVE --

[7.B. Resolution No. 30-2019 Complete Streets Policy]

INDISCERNIBLE ] -- >> I WOULD RECOMMEND YOU TABLE

THAT AS WELL. >> I KIND OF FEEL THE SAME WAY.

>> THEY'RE COMPANION PIECES. >> PRESIDENT B. MICHAEL: IS THERE ANYBODY HERE THAT CAME FOR PUBLIC INPUT ON EITHER THE MASTER PLAN OR THE COMPLETE STREETS? WANT TO MAKE URE WE WEREN'T DOING SOMETHING IN SOMEBODY TOOK THE TIME TO COME OUT THEY DIDN'T ADVANCE CHANCE TO SPEAK.

I WANT TO THANK THE BICYCLE AND PEDESTRIAN COMMITTEE, CONSULTANTS ENTERS AND PARK AND REC STAFF FOR ALL THE WORK YOU'LL CUT IN. WE WANT TO THANK YOU VERY MUCH FOR ALL YOU'VE DONE BECAUSE IT IS AN EXCELLENT PLAN AND THERE'S AN AWFUL LOT OF TIME, EFFORT, AND VERY THOUGHTFUL CONSIDERATIONS AND PRIORITIZATION THAT IS IN HERE.

IT'S AN EXCELLENT PLAN. GOING FORWARD I THINK WE HAVE TO MAKE SURE WE GET IT FRAMED CORRECTLY BEFORE WE PASS IT.

SO I'LL TAKE A MOTION FROM THERE RUSHES ROBINSON TO TABLE THE COMPLETE STREETS ORDINANCE SECOND BY MR. FOUST.

INTRODUCED BEFORE TABLED OR JUST DON'T INTRODUCE IT AT ALL.

>> I DIDN'T INTRODUCE IT. >> THEN YOU DON'T NEED TO TABLE

IT. >> OKAY.

>> PRESIDENT B. MICHAEL: OKAY, MOVING ON TO RESOLUTION 31-2019

[7.C. Resolution No. 31-2019 911 Services - Contract with the Northwest Center]

AUTHORIZING THE CITY MANAGER TO ENTER AN AGREEMENT WITH THE CITY OF DUBLIN FROM THE NORTHEAST REGIONAL EMERGENCY COMMUNICATIONS CENTER TO PROVIDE PUBLIC SAFETY DISPATCHING COMMUNICATION SERVICE AND I KNOW SEVERAL STAFF MEMBERS INCLUDING MS. DORSE AND MYSELF SAW THE FULLY ON DIFFERENT DAYS.

-- IT WAS VERY IMPRESSIVE. >> THANK YOU.

I'LL SAY VERY LITTLE. IT'S A SUBJECT YOU ALREADY HARDER A PRESENTATION ON -- HEARD A PRESENTATION ON THIS I'LL TURN IT OVER TO ROBIN STEWARD WHO IS GOING TO GIVE YOU A PRESENTATION AND WHO HAS BEEN LEADING OUR COMMITTEE'S EFFORT IN THIS AND HELPING LEAD THE ROBUST PUBLIC INFORMATION AND PUBLIC ENGAGEMENT EFFORT WE'VE UNDERTAKEN OVER THE AST MONTH.

BEFORE I TURN IT OVER TO ER I WANT TO EXTEND A THANKS TO MISS STEWARD, TO BOTH OUR CHIEFS, CHIEF BAILOT AND CHIEF STRAIT, TO THE PERSONNEL DIRECT E. ASSISTANT CHIEF, MARK, AND WHOEVER I MAY HAVE MISSED WHO WAS ON THE COMMITTEE WHO WORKED DILIGENTLY TO DEVELOP THIS RECOMMENDATION AND TO ENGAGE IN THE PUBLIC OUTREACH EFFORT. THEY HAVE DONE WHAT I THINK IS EXCEPTIONAL PROFESSIONAL WORK AND I WANT TO THANK OUR PARTNERS AT THE CITY OF GUB LYNN, JAY AND NANCY, WHO WERE ALSO HERE THIS EVENING. EVERY ONE F THOSE INDIVIDUAL AND INCLUDING MYSELF ARE PREPARED TO ANSWER QUESTIONS REGARDING THIS IMPORTANT RECOMMENDATION THIS EVENING AND WE APPRECIATE YOUR TAME AND ATTENTION TO THIS MATTER.

MISS STEWARD? >> THANK YOU.

PRESIDENT MICHAEL, MEMBERS OF COUNCIL, I WANT TO TOUCH BRIEFLY

[01:30:01]

ON THE REASONING BEHIND THIS RECOMMENDATION.

YOU HARDER MORE EX TENSE ABOUT THIS RECOMMENDATION IN EARLY APRIL WANT TO TOUCH SO SOME OF THE HIGHLIGHTS OF THE REASONS WHY WE'RE MAKING THIS RECOMMENDATION AND ALSO WHAT HAS HAPPENED SINCE WE TALKED TO YOU LAST PRIL.

MR. GREESON ALREADY MENTIONED THE NUMBER OF PEOPLE THAT ARE HERE IN THE ROOM, WE'RE ALL PREPARED TO HELP -- THE RECOMMENDATION IS TO JOIN THE NORTHWEST REGIONAL EMERGENCY COMMUNICATIONS CENTER FOR 911 CALL ANSWERING AND DISPATCHING SERVICES. WE'RE TALKING SPECIFICALLY ABOUT WHAT HAPPENS WHEN SEASON CALLS 911, WHERE IT'S ANSWERED AND HOW THEN THAT INFORMATION IS RELAYED TO WORTHINGTON POLICE, FIREFIGHTERS AND PARAMEDICS. AND THEN ALSO SOME AFTER HOURS OF DISPATCHING OF OTHER CITY ACROSS, SAY THE CITY DEPARTMENT FOR -- OUTSIDE OF WORKING HOURS FOR ADDITIVE OFFICES FOR THE CITY. WE'RE REALLY MAKING THIS RECOMMENDATION AND REALLY WHAT DROVE IN ANALYSIS IS BECAUSE OF THE CHALLENGES WE HAVE AS A SMALL INDEPENDENT CENTERED SERVING A SMALLER JURISDICTION IN KEEPING UP WITH THE EXPECTATIONS AND DEMANDS IN THE SERVICE AREA.

LOTS OF EXPECTATIONS FOR NEW TECHNOLOGY -- TECHNOLOGY, EVER-INCREASING TECHNOLOGY CAN BE UTILIZED TO ENHANCE THE SERVICE AREA AS WELL AS EXTENSIVE TRAINING AND INVESTMENT IN PERSON HE WILL TO PROVIDE THIS SERVICE.

WE WANT TO LOOK AT THE PONLTD OF -- POSSIBILITY OF JOINING OUR DOS STILL TO OURSELVES TO PROVIDE A HIGH LEVEL OF SERVICE. WE'VE SAID THIS IS NOT RIVEN BY MY CONCERNS ABOUT THE ERVICE AT OUR -- THAT OUR CURRENT PEOPLE IN THE CENTER ARE PROVIDING. THEY ARE HIGHLY TALENTED, HIGHLY TRAINED AND DEDICATED POLICE WHOSTER CITY OF WORTHINGTON EVERY DAY. IT'S JUST THE ONGOING CHALLENGES OF KEEPING UP IN THE SMALL CENTER AND THE SYSTEM, WHICH WE HAVE AVAILABLE TO THEM BECAUSE OF OUR SIZE.

SO WE FIRST BEGAN LOOKING AT THIS ALL THE WAY BACK IN 2012 AND 13. WE'VE STUDIED IT OFF AND ON SINCE THAT TIME. WE'VE BROUGHT A LOT OF FOCUS ON IT SINCE FALL OF LAST YEAR AND HAVE COME FINALLY TO BE ABLE TO GET IT TO POINT WHERE WE CAN MAKE A RECOMMENDATION TO YOU AND THE COMMUNITY. SO WHO IS THE NORTHWEST SEND? IT'S OPERATED BY THE CITY OF DUBLIN.

IT SERVES THE COMMUNITIES OF DUBLIN, HILLIARD, UPPER ARLINGTON, AND THE TOWNSHIPS THAT ARE IN THOSE AREAS.

THEY ARE HIGHLY CERTIFIED AND PROFESSIONAL AND WE BELIEVE WE CAN PROVIDE A HIGH LEVEL OF SERVICE TO OUR COMMUNITY.

WE'VE MENTIONED REALLY WHAT IS DRIVING THIS IS THE ABILITY TO ENHANCE OUR CAPE ABILITY AND THE SERVICES WE PROVIDE TO OUR COMMUNITY. ONE OF THOSE AREAS IS -- OCCURS WHEN YOU CALL 911 FROM YOUR CELL PHONE.

RIGHT NOW WE CANNOT TAKE THOSE CALLS DIRECTLY.

THEY MUST BE ANSWERED BY A PRIMARY CENTER AND TRANSFERRED TO US. NORTHWEST IS A PRIMARY CENTER, CAN TAKE 911 CALLS DIRECTLY: WE HAVE FEWER TRANSFERRED FROM CELL PHONES AND THAT MEANS QUICK RESPONSE TIME FROM OUR PARAMEDICS, FIREFIGHTERS AND POLICE.

AS A LARGER CENTER THEY HAVE THE ABILITY TO -- FOR MOSTED ATTENTION FOR A CALL TAKER WHO CAN STAY ON THE LINE WITH THEM AND ANSWER QUESTIONS AND GATHER INFORMATION AND SEPARATED PERSONNEL CAN SHARE THAT INFORMATION AND DISPATCH FIRST RESPONDERS. I MENTIONED ALREADY SOME OF OUR CHALLENGES IN KEEPING UP WITH TECHNOLOGY AND OPERATIONS.

THE LARGER CENTER AND SHARING OF RESOURCES AND SUPPORT FOR THIS ALLOWS FOR QUICKER AND MORE EXTENSIVE UTILIZATION OF TECHNOLOGY. THEY HAVEN ANSWERED TRAINING FOR THEIR CALLS AND DISPATCHES, THEY HAVE TRAINERS ON STAFF WHO CAN PROVIDE TRAINING IN THEIR CENTER AND USE MORE SCENARIO-BASED TRAINING AND ONGOING TRAINING IN THE CENTER ANY ARGER EVENT

[01:35:04]

COULD PROVIDE MORE EXTENSIVE SUPPORT O THEM.

SO ALL OF THAT WE TOUCHED ON APPROVAL.

NOW I'M GETTING INTO NEW INFORMATION ABOUT WHAT HAS BEEN OCCURRING SINCE APRIL WHEN WE TALKED TO YOU LAST WE HAVE A NUMBER OF ACTIVITIES HIGHLIGHTED BY A COUPLE OF SOPHOMORE U COFFEES WITH THE CHIEF. THE BELIEVE AND FIRE CHIEF WERE AVAILABLE AT THOSE TO TALK WITH THE PUBLIC.

WE'VE HAD A COUPLE OF PUBLIC FORUMS. I HAVE STATISTICS PROVIDED BY THE COMPANY, BUT WE HAD ALMOST 500 RESIDENTS JOIN LIVE AND AT ANY GIVEN TIME WE HAD 183 ATTENDEES AT ANY TIME BECAUSE PEOPLE WOULD COME AND GO.

A NUMBER OF QUESTIONS SO EXTENSIVEIN GAIJT THERE, MUCH GREATER THAN WE SAW IN ANY OF OUR IN-PERSON ACTIVITIES.

WE HAD A LOT OF INFORMATION THROUGH THE WEB, SOCIAL MEDIA, THROUGH THE NEWSPAPER RTICLES, THROUGH OUR MAILED AND EMAILED NEWS LETTERS. WE ALSO BOOSTED INFORMATION ON FACEBOOK ABOUT FORUMS, COFFEES AND IDEOS TO TRY TO MAKE SURE PEOPLE SAW ABOUT THE INFORMATION, MAKE SURE PEOPLE KNEW ABOUT THAT. WE VISITED A NUMBER OF GROUPS THAT HAD ESTABLISHED MEETINGS. SOME RANGED FROM A 30-SECOND QUICK ANNOUNCEMENT ABOUT INFORMATION THAT WAS AVAILABLE ELSEWHERE AND SOME WERE 10, 15, 20-MINUTE PRESENTATIONS TO THE GROUPS, BUT WE REACHED OUT TO AS MANY AS POSSIBLE.

I'LL NOTE AT THE END OF THE SLIDE OUR FIRE DIVISION REACHED OUT TO SKILLED NURSING FACILITIES WHO UTILIZE PARAMEDIC RESPONSES TO A REGULAR BASIS AND MADE SURE THEY WERE AWARE OF THE RECOMMENDATION AND COULD ANSWER ANY QUESTIONS.

WE ALSO REACHED OUT TO OUR PARTNERS.

SINCE POLICE AND FIRE ARE THE CITY OF RIVER LEE -- RIVERLEA AND SHARON AND PERRY, WE REACHED OUT ALSO TO A NUMBER OF PEOPLE AFFILIATED ITH THE CITY, THE TWO CITIZENS ACADEMIES AS WELL AS INFORMATION TO THE MANY PEOPLE WHO SERVE ON OUR ADVISORY BOARDS AND COMMISSIONS SO THEY WERE AWARE AND COULD SHARE INFORMATION WITH THEIR NEIGHBORS ALSO.

WE'VE BEEN BUSY SINCE APRIL 8. THE CHIEFS AND I HOWED UP AT JUST ABOUT ALL OF THOSE. SO BEEN VERY BUSY.

OTHER MEMBERS OF OUR TEAM WERE PRESENT FOR VARIOUS ACTIVITIES THAT WERE LISTED THERE. SO THE RESOLUTION BEFORE YOU TONIGHT AUTHORIZES THE CITY MANAGER TO ENTER INTO AGREEMENT WITH THE CITY OF DUBLIN FOR THESE CITY SERVICES.

I WANT TO HIGHLIGHT A FEW THINGS ABOUT THE AGREEMENT ITSELF.

SO THE AGREEMENT INDICATES THAT NORTHWEST WILL PROVIDE POLICE AND FIRE EMERGENCY COMMUNICATIONS, SO THAT ANSWERING 911 CALLS, OTHER EMERGENCY CALLS, AND AS I MENTIONED SOME YEAH HOURS CALLS ALSO.

THE EMERGENCY DISPATCHING OF OUR POLICE AND FIREFIGHTERS, AND ONGOING RADIOCOMMUNICATION SUPPORT FOR POLICE AND FIRE

ACTIVITIES. >>> HAD A FEW QUESTIONS ALONG THE WAY ABOUT THE FINANCIAL ARRANGEMENT AND HOW OUR COSTS WILL BE DETERMINED, SO I PROVIDED SOME DETAILED INFORMATION TO CITY COUNCIL ALREADY ON THIS, BUT WANTED TO HIGHLIGHT SOME OF THESE TERMS. THE CENTER YOU MAY HAVE RECALLED FROM IN APRIL IS OPERATED IN MANY WAYS LIKE A CONSOLIDATED CENTER. IT HAS AND SCHOOFT COMMITTEE THAT IS COMPRISED OF THE CHIEFS OR EACH OF THE JURISDICTIONS THAT ARE SERVED BY STENT. THAT EXECUTIVE COMMITTEE COMES TOGETHER EACH YEAR TO MAKE A VARIETY OF HIGHER LEVEL DECISIONS AND DIRECTION FOR THE CENTER, BUT ONE OF THE THINGS THEY DO IS THEY WORK IN CONCERT WITH THE STAFF IN THE NORTHWEST CENTER TO DEVELOP A JOINT DISPATCHING BUDGET FOR THE UPCOMING YEAR AND THEY IDENTIFY BY CONSENSUS WHAT SHOULD BE FUNDED AND WILL BE FUNDED IN THAT BUDGET.

THAT BUDGET THEN GOES TO THE CITY COUNCIL FOR DUBLIN, WHO DON'T IT AS PART OF THEIR OPERATING OPPORTUNITY.

WE WOULD PAY OUR SHARE. THAT CALCULATION IS DONE IN THE SUMMER AND FALL OF EACH YEAR, SO BY THE FALL F EACH YEAR WE WILL GET THE NUMBER FOR THE UPCOMING YEAR THAT WE CAN THEN INCORPORATE INTO OUR ANNUAL OPERATING BUDGET.

[01:40:03]

SO THESE ARE THE SUMMARIES -- THIS IS THE SUMMARY SLIDE ON WHY WE THINK WE SHOULD JOIN THE NORTHWEST CENTER.

THE BENEFIT WE SEE THAT WE'VE LIGHT IN OUR CONVERSATION WITH YOU, BUT WE'D BE HAPPY TO ANSWER ANY QUESTIONS THAT YOU AVE.

-- ALL THE TIME AND EFFORT YOU'VE BEEN.

WE HAVE TO MEMBERS HERE. ALSO FOR HOSTING NUMEROUS TOURS FOR CITY STAFF AND CHIEFS AND EVERYONE ELSE.

ALSO COMPLIMENT YOU Y'ALL ON WHAT A WONDERFUL FACILITY YOU HAVE AND HOW MUCH WE LOOK FORWARD TO THIS.

>> I HAVE BEEN REMISS TWICE IN ACKNOWLEDGING THE WORK OF ETHEL DEL IESCO, DID I PRONOUNCE IT CORRECTLY? -- I MISPRONOUNCE IT OFTEN TIME. ETHEL IS OUR SUPPORT OPERATIONS MANAGER IN THE DIVISION OF POLICE, HAS PROVIDED A LOT OF SUPPORT, TECHNICAL INFORMATION AS PART OF THIS EFFORT.

I WANT TO ACKNOWLEDGE HERE ALSO.

THANK YOU. >> PRESIDENT B. MICHAEL: I WANT TO SAY THANK YOU. PREFER IT.

APPRECIATE ALL YOU DO. I THINK IT'S TIME TO GET THIS

RESOLUTION MOVING. >> I JUST HAD ONE QUESTION PROBABLY BEST FOR ROBIN. GIVEN THE DERGT F PEOPLE THAT ARE HERE THIS EVENING I THINK WE KIND OF EXPECTED THIS WOULD BE MAYBE BE A ITTLE MORE ENERGIZED THAN IT HAS TURNED OUT TO BE.

I WOULD LIKE TO THINK THAT IS BECAUSE OF THE EXCELLENT JOB OF COMMUNICATIONS ON. BUT DID YOU HEAR MANY NEGATIVE

COMMENTS BACK? >> NO, WE REALLY DIDN'T.

IN OUR COMMUNITIES IT HAS BEEN A CONTROVERSIAL TOPIC AT SOME TIMES SO WE WANTED TO MAKE SURE WE WERE ACTIVELY AND EXTENSIVELY COMMUNICATING WITH THE COMMUNITY.

WE ON OCCASION HAD PEOPLE WHO HAD QUESTIONS, SAYING I DON'T FULLY UNDERSTAND THIS. ONE OF THE QUESTIONS WE HAD ON THE FELL -- TELEPHONE TOWN HALL, WE TALKED ABOUT CELL PHONES AND WHAT HAPPENS. ONE WOMAN SAID I DON'T HAVE A CELL PHONE, I USE A LAND LINE ONLY, DOES THIS MEAN YOU'RE NOT ANSWERING MY LAND LINE CALL, SO IT NABLED US TO SET THE RECORD SEPARATE STRAIGHT THAT YOUR LAND LINE 911 CALL WILL STILL GET ANSWERED. THOSE WOULD GO DIRECTLY TO NORTHWEST SO THERE WASN'T A CHANGE.

WE CANNOT DIDN'T THINK ABOUT THE FACT WE WEREN'T MENTIONING LAND LINES IN THE COMMUNITY. WE ONLY HARDER THAT FROM ONE PERSON, SO I DON'T KNOW THAT IS THE EXTENSIVE.

WE HAD A NUMBER OF QUESTIONS ABOUT CLARITY, WHAT HAPPENS IF ANOTHER NOT HAPPY WITH THE SERVICE.

REALLY THE RESPONSE WAS WE KNOW THAT HILLIARD AND ARLINGTON HAD A MADE THE TRANSITION AND THEY HAVE HAD GOOD EXPERIENCES SO WE EXPECT WE WILL ALSO. IF THERE ARE DIFFERENCES TO BE WORKED THROUGH PROCEDURALLY WE'LL WORK WITH BOTH COMMUNITIES, ONE ON FIRE AND ONE ON POLICE AND WE FEEL LIKE WE HAVE THE ABILITY AND INFLUENCE TO TALK THROUGH ANY OF THE THINGS THAT ARISE THAT ARE NOT EXPECTED.

REALLY QUESTIONS WE GOT, BUT NOT ANYTHING EX TRETIONZ OF

OPPOSITION. >> PRESIDENT B. MICHAEL: I GO ON. IT'S AMAZING HOW POSITIVE THIS WENT THROUGH AND HOW SMOOTHED BY.

I THINK THAT YOU. INCLUDING THE CULT ENTER THAT WORKED WITH YOU. I KNOW IT WAS A TEAM EFFORT.

>> INTRODUCED BY MS. K. >> I JUST WANT TO ALSO REITERATE THAT I WAS SO HAPPY, ALL THE DIFFERENT APPROACHES WE DID TO REACH OUT IN THE COMMUNITY. WE'VE BEEN STRUGGLING TO MAKE SURE WE GET INFORMATION OUT AND GET INFORMATION BACK AND REACT TO IT. I O APRIL ANY -- IF THERE ARE ANY ISSUES WE'LL WORK TOWARDS THAT.

I'M VERY CONFIDENT THAT THIS IS A GOOD CHOICE FOR US.

[01:45:03]

I THINK IT WILL BE ONGOING. BUT IT'S A VERY GOOD DIRECTION

FOR US TO GO IN. >> ANY OTHER COMMENTS? IF NOT ALL THOSE IN FAVOR OF RESOLUTION 31-2019IVE BY SAYING AYE.

>> RESOLUTION 31-2019 IS PASSED.

WE'LL LOOK FORWARD TO WORKING WITH THE NORTHEAST CENTER.

IT WILL BE WONDERFUL. SORRY.

IT'S A LONG NIGHT. RESOLUTION 32-202019 APPROVING

[7.D. Resolution No. 32-2019 Approval of Right of Way Agreement - Everstream Solutions]

AN AGREEMENT BETWEEN AND FOR EVER STREAMS SOLUTION LLC .

YOU SEE THE RULES. THIS COMPANY APPEARS TO BE AN EXPERIENCED OPERATOR, WILL PROVIDE FIBER-OPTIC AND TELL COMMUNICATIONS SYSTEM SERVICES IN WORTHINGTON.

THEY'VE COMPLIED WITH THE REGULATIONS, CODIFIED ORDINANCES FOR RECEIVING THE PERMIT. WE'RE RECOMMENDING ONE BE

APPROVED FOR THREE YEARS. >>.

[7.E. Resolution No. 33-2019 Appointment - Magistrates]

MR. AGREES. >> I'LL TURN IT OVER TO MICHAEL LINDSAY WHO HAS WORKED WITH THE MAYOR.

>> THANK YOU. THE MAYOR HAD INDICATED A NUMBER MONTHS AGO SOME CONCERN ABOUT THE POSSIBILITY OVER TIME THAT WE MIGHT NOT HAVE SOMEONE AVAILABLE TO HANDLE ACTIVITIES IF HE WAS OUT OF OWN. THE ADVICE MAYOR IS LESS INCLINED TO DO A FULL-COURT HEARING, ALTHOUGH HE'S STILL INDICATING AN INTEREST TO HANDLE ARRAIGNMENT SESSIONS IF NEEDED AND CERTAINLY ENJOYS HIS PRESENTATION AND OTHER WORK IN THE ADVICE MAYOR CHRISTMAS. BUT -- CAPACITY.

IF NEITHER OF THEM WERE ABLE, THE NEED TO HAVE A STRONG BENCH READY TO GO, PARDON THE PAR 1 -- PUN, NONETHELESS THEY HAVE ALL INDICATED A WILLINGNESS TO SE SERVE, IF NEEDED.

WE REALLY APRIL THE CHANCE OF THEM BEING NEEDED IS PROBABLY ONCE OR TWICE A YEAR IF THAT. ALL OF THEM HAVE OVER 10 YEARS OF EXPERIENCE. THE CONCERN WITH SUCH A RARE USAGE THAT WE DID NOT WANT TO HAVE SOMEBODY WHO WE WERE TRAINING IF THEY WERE ONLY GOING TO BE DOING THIS ONCE A YEAR.

>> PRESIDENT B. MICHAEL: LORD, KNOWS THIS HAS BEEN NEEDED.

>> WE DO HAVE A FORMER JUDGE, A FORMER COUNTY PROSECUTOR.

I'D SAY WE GOT SOME PEOPLE THAT COULD STEP RIGHT IN.

>> PRESIDENT B. MICHAEL: I AGREE WITH YOU COMPLETELY.

OKAY, ALL THOSE IN FAVORRIVE.

>> PRESIDENT B. MICHAEL: REESE 33-2019 IS PASSED.

[7.F. Resolution No. 34-2019 Northeast Gateway Project - Acquisition of Parcels 5 and 19]

MR. GREESON. >> THIS IS CONTINUING IMPLEMENTATION OF THE NORTHEAST GATEWAY PROJECT AND ACCUSATION OF PARTIALS IN ACCORDANCE WITH THE PROCESS WE'RE REQUIRED TO

FOLLOW. STAFF WOULD BE GLAD TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE ABOUT IT.

ALL THOSE IN FAVORRIVE BY SAYING AYE.

[7.G. Ordinance No. 21-2019 CRA Property Tax Abatement - 6740 North High Street]

ORDINANCE 21-2019 IS INTRODUCED.

[8.A.I. Permission to Advertise for Bids - East Wilson Bridge Road Resurfacing Project]

MR. GREESON? >> PRESIDENT MICHAEL, MEMBERS OF COUNCIL, YOU CAN TELL THE CONSTRUCTION SEASON IS IN FULL SWING AS WE BRING WATER LINES AND RESURFACING PROJECTS TO YOU. I'LL TURN IT OVER TO MR. WHITE WHO AN TALK ABOUT THIS LIGHTLY.

>> THANK YOU. PRESIDENT MICHAEL, MEMBERS OF COUNCIL, I DON'T THINK I NOWED TO DESCRIBE THE CONDITION OF THIS ROAD. WE'RE EXCITED TO GO OUT THERE AND GET IT RESURFACED. WE HOPE TO BEGIN THAT RIGHT AFTER THE WATER LINE PROJECT IS FINISHED UP.

OUR ENGINEER'S ESTIMATE FOR THAT RESURFACING PROJECT IS ABOUT $35,000. WE WOULD APPRECIATE YOUR PERMISSION TO SOL SO MANY CYST SIT BIDS.

QUESTIO NS? >> I HAVE A QUESTION.

IT HAS TO DO MORE WITH ALL ENCOMPASSING OF WORTHINGTON.

I UNDERSTAND WE'RE GOING TO LOOK INTO ALL THE WATER LINES AND TRY TO PRIORITIZATION. HOW IS THAT COMING ALONG.

>> IT'S BEHIND SCHEDULE. HAVEN'T BEEN ABLE TO FEDERAL THE

RFD. >> ONE THING AT A TIME,

CONTINUED IMPROVEMENT? >> NO, ABOUT 100 THINGS AT A TIME. WE, IN FACT, HAD A CONVERSATION ABOUT THAT TODAY. HAVEN'T DONE THAT YET.

>> ALL RIGHT. I HAVE A INFORMATION FROM MR. MYERS FOR PERMISSION TO ADVERTISE FORBIDS FOR THIS EAST WILSON BRIDGE ROAD PROJECT.

[9. Reports of Council Members]

>> PRESIDENT B. MICHAEL: MR. GREESON ANY OTHER REPORTS FROM

CITY OFFICIALS? >> THE ONLY THING THAT I WOULD LIKE TO DO IN THE TIME THAT IS APPROPRIATE IS TO TALK ABOUT THE SCHEDULING FOR VISITING FACILITIER INTERVIEWS.

THERE'S INFORMATION THAT MISS STEWARD HAS PASSED OUT.

WHENEVER YOU DEEM APPROPRIATE, MA'AM, PRESIDENT.

>> PRESIDENT B. MICHAEL: MIGHT AS WELL DO THAT NOW.

>> THIS HAS BEEN A CHALLENGING AFFAIR I THINK IN TERMS OF DETERMINING DATES THAT WORKED FOR YOUR SCHEDULE AS WELL AS FOR INTERVIEWS. MISS STEWARD EMAILED OUT AND I BELIEVE YOU HAVE AT YOUR PLACE SEVERAL SEVERAL OPTIONS.

WE ART RATED WHAT WE THOUGHT WAS THE BENEFITS AND DOWN SIDES.

. >> PRESIDENT B. MICHAEL: WHAT THE -- ARE THE PREFERENCES THE OTHER COUNCIL MEMBERS HAVE?

>> -- PEOPLE WERE INTENDING TO ATTEND THE WORTHINGTON HISTORICAL SOCIETY ON JUNE 12 AT 7, I BELIEVE.

IF WE HAVE TO GET THIS DONE, WE HAVE TO GET THIS DONE.

I DON'T HAVE A PREFERENCE EITHER WAY.

>> I DON'T REALLY HAVE A PREFERENCE.

IS THREE IN ONE NIGHT TOO MUCH? WILL WE BE BRAIN-DEAD BY THE TIME WE GET TO THE THIRD ONE HAVING HARDER THREE PRESENTATIONS IN A ROW? THAT IS MY ONLY CONCERN.

HEARING O COMMENT . >> THEY MIGHT BE ABLE TO GO EARLIER. OF THE DATES ONLY JUNE 5 WILL WORK. I THINK THEY TRAVEL AROUND THE COUNTRY TO SUPPORT VARIOUS CLIENTS AND THEY SAID THAT JUNE

[01:55:03]

5 WILL WORK, BUT THEY WILL BE FLYING IN FROM PORTLAND, OREGON AND THEY WERE THINKING THEIR FLIGHT WOULD COME ABOUT 4:30, SO THEY SET A LITTLE ALERT IN THE EVENING IF CASE THEIR FLIGHT RUNS LATE OR GIVE THEM TIME TO GET HERE.

I CAN SEE HOW COMFORTABLE THEY ARE TO SCHEDULE EARLIER ON THE FIFTH. I WAS THINKING THAT WAS THE THIRD WEDNESDAY. I HAD ONE COMMENT IF WE WENT A LITTLE ALERT --

>> I COULDN'T IGURE OUT WHAT TIME THAT WAS WHEN I TRIED O

LOOK FOR IT. >> MY NEXT QUESTION IS WOULD IT BE POSSIBLE TO MOVE SOMEONE FROM JUNE 10 TO JUNE 5.

>> PRESIDENT B. MICHAEL: LIBRARY SCULPTURE IS 5:00 ON WEDNESDAY

THE FIFTH. >> I'D ENCOURAGE YOU -- I WOULD SUGGEST WE TALK TO I.Q. TO MOVE IT UP BY AN HOUR OR TWO.

>> TWO HOURS WOULDN'T WORK FOR THE LIBRARY SCULPTURE.

ALSO HAVE THE FIRST WEDNESDAY IF ANYONE WANTS TO -- ARE THERE ANY

SUGGESTIONS? >> A SUGGESTION WE ASK THE FIRST ONE TO START AT SEVEN SO ALL THREE EXITS WOULD START AT

SEVEN. >> I GOT THAT FROM DOUG ASKING

IF THEY COULD START EARLIER. >> I DIDN'T HEAR --

>> THE FUTURE IIQ COULD START AT SEVEN INSTEAD OF EIGHT.

IF THEY CAN'T, THEY CAN'T. >> LET THEM KNOW THEY CAN'T

CONTROL THEIR FLIGHT? >> T MIGHT HELP TO CLARIFY A LOT OF CITIES GET TO THE AIRPORT IS ABOUT A 12 MINUTE UBER RIDE.

>> PRESIDENT B. MICHAEL: THE WHOLE MEETING BUT SEVERAL SUGGEST WE START EARLIER THAN 7:30.

>> THAT WORKS FOR ME. >> I'M HEARING CONSENSUS THERE.

>> IT'S ALSO OUR INTENT TO HOST THAT MEETING IN ONE OF THE TRAINING ROOMS SO IT'S THE SAME VENUE FOR EACH PRESENTER IN THAT THERE'S NO PRESENTER THAT HAS THE ADVANTAGE OF SEEING THE OTHER LIVE STREAMED. WE WERE THINKING 10 TO 15 MINUTES TO ALLOW FOR TRANSITION AND SOMETIMES THEY'LL WANT TO SET UP IF THERE'S VISUALS SO IF THAT WORKS FOR YOU WE'LL PLAN FOR A TARGET OF 45 MINUTES FOR 15 MINUTES TO SET UP ON THE

NIGHT TO. >> GOT IT.

>> PRESIDENT B. MICHAEL: ALL RIGHT.

MOVING ON TO THE COUNCIL COMMENTS.

REPORTS OF COUNCIL. MR. TRUST, MR. LINDSEY.

>> NOTHING, MADAME PRESIDENT. >> MS. DOROTHY.

R. DOROTHY WE ALL APPROVES THE CONTINUING OF THE $500,000 AND WE ADOPT THE MASTER LAN YOU SAW AT THE LAST MEET AND NOW WE ARE GETTING QUOTES FOR CONSTRUCTION DOCUMENT ENGINEERING AND ENGINEERING DOCUMENTS IT'S A SLOW PROCESS.

ARCHITECTURAL ENGINEERING CONSTRUCTION DOCUMENTS STILL NEED TO BE BID AND THEN DESIGNED AND THEN WE'LL LOOK AT

[02:00:02]

CONSTRUCTION AND MAYBE WE'LL HAVE SOMETHING IN SEVERAL YEARS.

ANYWAY, IT'S STILL MOVING. >> I HAVE NOTHING, THANKS.

>> PRESIDENT B. MICHAEL: I WANTED TO PULL ONE LITTLE THING TOGETHER FOR EXECUTIVE SESSION I WONDER IF AS COUNCIL WE CAN DETERMINE HOW -- I WAS HOPING BETWEEN NOW ND OUR JUNE MEETING COUNCILMEMBERS COULD LET MR. STEWARD OR MR. GRAYSON KNOW WHO THEIR SELECTION IS FOR THE VISIONING PROCESS AND WHY THEY LIVE SO AND THEN STAFF BEFORE THAT NEXT MEETING BE ABLE TO PUT SOMETHING TOGETHER THAT SAYS HERE'S WHO THE COUNCIL MEMBERS RECOMMEND AND WE CAN REVIEW IN EXECUTIVE SESSION AND HERE'S WHO THE COUNCIL
