>>

>> WILL EVERYONE RISE FOR THE PLEDGE OF ALLEGIANCE TO THE FLAG. I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION, UNDER GOD, INDIVISIBLE, WITH LIBERTY AND

JUSTICE FOR ALL. >> PLEASE BE SEATED.

THE ONLY VISITOR COMMENT THAT WE HAVE IS SOMETHING THAT IS PART OF THE AGENDA SO WE'LL MOVE ON TO THE APPROVAL OF THE MINUTES.

[5.A. Meeting Minutes - July 15, 2019]

WE APPROVE THEM. ARE THERE ANY CHANGES, CORRECTIONS, ADDITIONS, AMENDMENTS? IF NOT, ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.

>> AYE. OPPOSED LIKEN.

LIKE SIDE.AMENDING ORDINANCE NUR 52-2018 AS AMENDED WITH THE

[6.A. Ordinance No. 28-2019 Appropriation - Police Building Modifications]

BUDGET PROVIDING FOR AN PROPOSAL FROM THE CAPITAL IMPROVEMENT FUND BALANCE TO PAY THE COST OF POLICE BUILDING MODIFICATIONS PROJECT AND ALL RELATED EXPENSES IN DETERMINING TO PROCEED WITH

SAID ROJECTS. >> PRESIDENT MICHAEL, MEMBERS OF COUNCIL, FIRST OF ALL, WELCOME BACK FROM AN AUGUST RECESS AND I HOPE YOU HAD A WONDERFUL LABOR DAY WEEKEND.

I'M GOING TO TURN THIS OVER TO MS. STEWART, WHO WILL BRIEFLY

TOUCH ON WHAT WE'RE DOING HERE. >> THANK YOU.

PRESIDENT MICHAEL, MEMBERS OF COUNCIL, YOU WILL RECALL LAST SPRING WE CONDUCTED AN EXTENSIVE EVALUATION AS TO WHETHER TO JOIN THE NORTHWEST REGIONAL EMERGENCY COMMUNICATION FOR 9-1-1.

CITY COUNCIL MADE THAT CHANGE WHICH WILL BE IMPLEMENTED IN A YEAR ROM NOW. THERE ARE SEVERAL STEPS WE NEED TO PURSUE. ONE OF THOSE IS TO MODIFY THE ENTRANCE TO THE POLICE BUILDING SO THAT WE CAN CREATE A SECURE VEST A BUELL AREA. THE FUNDS FOR THE MODIFICATIONS OF THE BUILDING AS WELL AS IMPLEMENTING THOSE CHANGES ARE INCLUDED IN THIS APPROPRIATION. ADDITIONALLY, WE HAVE LEARNED THAT THERE ARE SOME HVAC IMPROVEMENTS THAT NEED TO BE MADE TO THE POLICE BUILDING BECAUSE OF AIR QUALITY AND HUMIDITY CHALLENGES WE'RE HAVING WITH THE BUILDING.

WE HAVE INCORPORATED FUNDS WITH THIS APPROPRIATION, ALSO TO DO DESIGN WORK FOR THE HVAC CHANGES WITH SOME MECHANIC ALLEN GUAL ENGINEERSWHO ARE LOOKING AD GIVING RESPONSES TO THIS GOING BECOME TO THE CHANGE WITH OUR DISPATCHING CENTER, WE EXPECT TO HAVE SOME CAMERAS WE HAVE MODIFICATIONS ASSOCIATED WITH THAT MOVE. SOME OF THOSE EXPENSES ARE INCLUDED AND I WILL BE HAPPY TO ANSWER QUESTIONS REGARDING THIS

APPROPRIATION. >> REGARDING THE AIR QUALITY OF THE BUILDING, I UNDERSTAND THAT THEY WERE IMPROVING THE HVAC? ARE THERE ANY ISSUES THAT WE'RE LOOKING INTO AND HOW LONG WILL WE MONITOR AFTER WE HAVE THIS IMPROVEMENT?

>> I'M GOING TO TURN IT OVER TO MR. WYATT WHO HAS BEEN WORKING WITH LYLE LABS, WHO IS OUR EXPERT IN CRATER ENGINEERING WHO WE'VE HIRED TO HELP US WITH THIS.

>> CORRECT. COUNCILWOMAN, THE QUESTION AGAIN WAS, ARE WE LOOKING AT THINGS OTHER THAN JUST THE HVAC?

>> YES. IT'S A GOOD SYNOPSIS, YES.

>> YES, THEY'RE LOOKING AT BUILDING ENVELOPE ISSUES, AIR QUALITY ISSUES WITH THE HVAC AS WELL.

THOSE ARE THE EFFICIENCY OF THE SYSTEM WHICH IS NOT APPROPRIATELY DESIGNED. AS WELL AS ANN ENERGY.

GETTING IT AS EFFICIENT AS POSSIBLE IN OUR ENERGY

INITIATIVE. >> BUILDING SYSTEMS ARE VERY COMPLEX. I WANTED TO MAKE SURE WE'RE LOOKING AT ALL FACETS. SAFETY IS THE UTMOST IMPORTANCE AND SO WE DEFINITELY WANT TO ADDRESS THAT ISSUE FIRST AND I'M SO GLAD WE'RE LOOKING AT ENERGY EFFICIENCY.

THE AIR QUALITY HAS A LOT TO DO WITH MANY ASPECTS.

OBVIOUSLY HVC IS ONE BUT WE'RE GOING TO FOLLOW-UP WITH

MONITORING AFTER JUST HVC OR -- >> THAT'S CORRECT.

[00:05:03]

WE'LL HAVE LYLE LABORATORIES COME IN AND THEY'LL HELP DURING THE DESIGN BUT ALSO FOLLOW-UP TO MAKE SURE IT'S FUNCTIONING PROPERLY. OPERPRATEY ENGINEERING MET WITHS AND THEY HAVE GREAT IDEAS AND I'M CONFIDENT IN THEIR ABILITY

TO DO THE JOB FOR US. >> HOW CONFIDENT ARE YOU ON THAT 200,000? IT EEMS LOW.

>> SO THE 200,000 INCLUDES THE ITEMS. BUT THE HVAC IMPLEMENTATION FOR THE POLICE BUILDING IS NOT INCLUDED IN THE $200,000. THIS IS THE DESIGN WORK.

FOR THE DESIGN WORK, IT'S AN ESTIMATE FOR ALL THE COSTS INVOLVED WITH THE CAMERAS AND THE BUILDING MODIFICATIONS FOR THE MOVEMENT OF THE COMMUNICATIONS CENTER.

WE DID AVE AN ARCHITECT ESTIMATE FOR THE MODIFICATIONS TO THAT ENTRY AREA BUT THE ACTUAL HVAC CONSTRUCTION OR IMPLEMENTATION WILL NEED TO COME BACK TO COUNCIL LATER ON.

>> ALL RIGHT. THAT COULD BE FOLDED INTO THE ENERGY SAVINGS PROGRAMS. IS THAT WHAT I HEARD?

>> POTENTIALLY. IT HAS TO BE ANALYZED TO HAVE

THE PAY BACK. >> UNDERSTOOD, THANK YOU.

>> MR. ROBINSON. >> YES.

>> (INAUDIBLE). >> ORDINANCE NUMBER 28-2019 IS PASSED. ORDINANCE NUMBER 29-2019,

[6.B. Ordinance No. 29-2019 Appropriation - Upper Rush Run Stream Restoration]

52-2018 IS AMENDED AND JUST THE ANNUAL BUDGET BY PROVIDING AN APPROPRIATION FROM THE CAPITAL AGREEMENTS FUND ON THE APPROPRIATE BALANCE THE NORTHEAST GATEWAY LOWER REACH PROJECT AND RELAYED EXPENSES TRYING TO PROCEED SAID PROJECT.

>> PRESIDENT MICHAEL, MEMBERS OF COUNCIL YOU MAY RECALL THAT THERE IS WORK IN THE UPPER AREA THAT NEEDS TO BE COMPLETED IN ADVANCE OF THE NORTHEAST GATEWAY PROJECT.

I'M GOING TO TURN IT OVER TO MRK ABOUT THIS PARTICULAR APPROPRIATION WHICH WILL HELP ACCOMPLISH THAT.

>> THANK YOU. MADAM PRESIDENT, MEMBERS OF THE COUNCIL, THIS PROJECT, AS M MR. GREECESON MENTIONED, IT'S THE NORTHEAST GATEWAY NEED THIS IN ORDER TO DRAIN PROPERLY.

IT GOES ALMOST TO THE HUNTLEY BOWL WHICH HAS ALSO BEEN ANALYZED AND THE ISSUES DOWNSTREAM OF THERE AND THIS IS A FLAT SECTION IN BETWEEN THE TWO.

WE HAD THEM PUT TOGETHER PLANS WHICH WILL ESSENTIALLY CLEAN OUT THAT SECTION OF THE STREAM BUT ALSO PUT SOME BENCHING IN AND MAKE IT MORE OF A NATURAL STREAM ABLE TO HANDLE FLOODS AND DIFFERENT FLOODING CONDITIONS, HYDRO LOGIC APPROACH THAT I WON'T BORE YOU WITH THE DETAILS OF.

THIS PROJECT, WHEN IT'S DONE, WILL ACCOMMODATE NORTHEAST I GATEWAY AND SET THE TONE FOR THE REMAINING WORK TO BE DONE

DOWNSTREAM. >> IF NOT, CAN YOU PLEASE CALL ROLL ON ORDINANCE NUMBER 29-2019.

>> WE NEED A MOTION TO AMEND. >> CAN YOU HELP US WITH THIS?

>> YES. IT'S 514,000 IN SECTION 1 NOT TO EXCEED THAT AMOUNT AND IN SECTION 2 THE FIRMS OF MARK CAINS CONSTRUCTION INCORPORATED AND CIVIL AND ENVIRONMENTAL CONSULTANTS INC. ALL THOSE IN FAVOR SIGNIFY BY

SAYING AYE. >> AYE.

>> NOW WE GO TO THE ORDINANCE ITSELF.

ANY LAST QUESTIONS? >> JUST WHEN IS IT GOING TO

START AND FINISH? >> I SHOULD HAVE ANTICIPATED THAT QUESTION. FOR SOUTHERNAL REASONS IT WILL T WILL START IN OCTOBER AND TAKE 90 DAYS.

IT'S AN UNUSUAL PROJECT AND HAS ACCESS CHALLENGES AS WELL AS TREES TO CLEAR. IT WILL BE ROUGHLY 90 DAYS.

>> ANY OTHER QUESTIONS? >> I BELIEVE THE AMOUNT OF 537.

>> YES. I THINK THE 514 WAS JUST FOR THE BID FOR THE CONSTRUCTION WORK AND THEN WE NEED AN ADDITIONAL $23,000 FOR THE INSPECTION. (INAUDIBLE).

[00:10:06]

MR. MYERS. >> YES.

>> ALL THOSE IN FAVOR ARE OF THE AMENDED AMENDMENT SIGNIFY BY

SAYING AYE. >> AYE.

OPPOSED. LIKE SIGN.

NOW, I THINK WE'RE GOING TO TAKE ROLL CALL ON THIS.

MY APOLOGIES FOR THAT.

>> ORDINANCE NUMBER 29-2019 HAS PASSED.

[6.C. Ordinance No. 30-2019 Establish Compensation - Deputy Director of Safety/Police Chief]

ORDINANCE NUMBER 30-2019 IS TO ESTABLISH COMPENSATION FOR DEPUTY DIRECTOR OF SAFETY POLICE CHIEF.

THERE'S BEEN A REQUEST TO ABLE THIS MOTION.

DOES ANYBODY HAVE ANY REASON NOT TO? SECOND. ALL THOSE IN FAVOR SIGNIFY BY

SAYING AYE. >> AYE.

>> LIKE SIGN. ORDINANCE NUMBER 31-2019

[6.D. Ordinance No. 31-2019 Appropriation - Demolition of 7200 Huntley Road]

AMENDING ORDINANCE NUMBER 52-2018 IS AMENDED TO ADJUST THE ANNUAL BUDGET FOR APPROPRIATION FOR THE CAPITAL IMPROVEMENTS FUND UNAPPROPRIATE BALANCE PAY THE NORTHEAST GATEWAY ASBESTOS REMEDIATION PROGRAM AND ALL RELATED EXPENSES PROCEEDING WITH SAID PROJECT. YOU WANT TO GIVE US AN OVERVIEW,

PLEASE. >> YES, WE'RE SHAKING OFF -- NO NEED TO A APOLOGIZE. WE'RE ALL SHAKING OFF THE AUGUST RUST HERE. THIS ONE WILL ALSO NEED A MOTION TO AMEND TO INSERT THE AMOUNT OF $125,000 AND THE FIRM NAME OF SG LOEWEN, DICK AND SONS. ESSENTIALLY, THIS IS THE DEMOLITION AND ASBESTOS MAIN CONTINUANCE 72 HUNTLEY ROAD WHICH IS A PROPERTY THAT THE CITY ACQUIRED AS PART OF THE NORTHEAST GATEWAY PROJECT. WE CAN GO NTO MORE DETAILS.

MR. WHITE MAY WANT TO ADD. >> THANK YOU.

WHAT YOU SAID IS EXACTLY RIGHT. IT INCLUDES DEMOLITION OF THE STRUCTURE AT 431 EAST WILSON BRIDGE ROAD.

THOSE STRUCTURES NEED TO BE REMOVED IN ORDER TO ACCOMMODATE THE CONSTRUCTION OF THE GAS LINE AS WELL AS THE INTERSECTION THAT WILL BE BUILT AS A PART OF THAT PROJECT.

THIS PROJECT WILL COMMENCE AS SOON AS POSSIBLE SO THEY CAN GET THAT OUT OF THE WAY SO THEY CAN MOVE FORWARD WITH OTHER PARTS OF

THE PROJECT. >> THE PROPERTY ON WILSON BRIDGE ROAD IS THE SMALL HOUSE AND THE 72 HUNTLEY IS THE COMMERCIAL BUILDING THAT'S -- IT PREVIOUSLY HAD A FENCE COMPANY OF SOME SORT

THERE. >> ARE THERE ANY OTHER

QUESTIONS? >> IF NOT, MR. ROBERTSON, WILL YOU MOVE THAT WE AMEND THIS SG LOEWENDICK AND SONS AS THE PERSON WE'RE AWARDING THE BID TO AND 125,000 FOR THE DOLLAR FIGURE. SECONDED.

ANY DISCUSSION ON THE AMENDMENT? ALL THOSE IN FAVOR SIGNIFY BY

SAYING AYE. >> AYE.

>> OPPOSED LIKE SIGN. THE AMENDMENT PASSES.

CAN YOU CALL ROLL ON ORDINANCE NUMBER 31-2019.

[6.E. Ordinance No. 32-2019 Supplemental Appropriation - Costs Associated with Community Visioning Consultant]

32-2019 A SUPPLEMENTAL APPROPRIATION AMENDING ORDINANCE 52-2018 IS AMENDED TO ADJUST BY PROVIDING FOR APPROPRIATIONS FROM THE GENERAL FUND UNAPPROPRIATED ALANCE.

BEFORE WE DO ANY AMENDMENTS, WE NEED TO HAVE A PRESENTATION.

>> YES. WHEN THE TIME IS APPROPRIATE, WE'LL AMEND TO ADD THE FIRM NAME AND WHATEVER AMOUNT YOU DEEM APPROPRIATE. AS YOU RECALL, WE ISSUED A REQUEST FOR PROPOSALS FOR CONSULTING SERVICES IN MARCH.

YOU WENT THROUGH A RIGOROUS PROCESS TO REVIEW PROPOSALS AND ULTIMATELY SELECT POGAMIRE DESIGN GROUP RESPONDENT TO THE R.F.P. FOR VISIONING SERVICES ESSENTIALLY FACILITATION SERVICES RELATED TO OUR COMMUNITY VISIONING PROCESS THAT WE'VE LAUNCHED. YOU INTRODUCED AN ORDINANCE BLANK AND AUTHORIZED STAFF TO NEGOTIATE A CONTRACT IN A REVISED SCOPE F SERVICES WHICH IS BEFORE YOU TODAY.

[00:15:02]

AND WE'VE WORKED WITH MS. FALLCONE WITH HER TEAM TO BRING FORWARD THE SCOPE OF SERVICES THAT YOU HAVE BEFORE YOU. I'M GOING TO BRIEFLY TOUCH ON SOME OF THE CHANGES AND POSSIBLY THE PROCESS THAT WE CAN USE TO MOVE FORWARD THIS EVENING. BOTH STAFF AND THE CONSULTANTS LISTEN CAREFULLY THROUGHOUT THE INTERVIEW PROCESS AND THE CONVERSATION ABOUT SELECTION. SO WHAT YOU SEE TONIGHT IS ADDITIONS THAT REFLECT WHAT I THINK THEY HEARD AS THEY BECAME SELECTED. A FEW OF THE ADDITIONS INCLUDE MORE SPECIFICALLY LISTING OUT SOME OF THE PLANNING DOCUMENTS THEY NEED TO REVIEW AND THERE'S AN INCREASE IN THE STAKEHOLDER INTERVIEWS THAT WAS TO BE CONDUCTED.

REFLECTING A DESIRE TO REACH MORE PEOPLE IN THE COMMUNITY.

AS YOU ARE AWARE, THEY'VE ALREADY STARTED WORKING WITH THE VISIONING COMMUNITY AND YOU TO IDENTIFY WHO THOSE STAKEHOLDERS ARE. THERE IS AN ADDITION IN PHASE 1 TASK E THAT FOCUSES ON WHAT I THINK WE HEARD LOUD AND CLEAR WHICH IS DESIRE TO DO A LOT OF COMMUNITY EDUCATION UP FRONT.

AND OUTREACH TO GET PEOPLE CONNECTED TO THE PLANNING PROCESS AND FAMILIARIZE PEOPLE WITH TERMS, CONCEPTS AND VISIONING. THERE ARE SOME ADDITIONAL COMMUNICATIONS STRATEGIES AND I'M JUST GOING TO HIT THE HIGHLIGHTS AS OPPOSED TO READ EVERYTHING THAT IS ALREADY WRITTEN IN YOUR AGENDA. AND SOME PROCESS IMPROVEMENTS.

THERE S A THERE'S AN IMPORTANT PHASE WHICH SEEKS ONLINE FEEDBACK ON PROPOSED VISION STATEMENTS WHEN THE COMMITTEE'S DEVELOPED THEM. AND THEN, THE LAST ONE IS AN INCLUSION OF A COMMUNITY ENGAGEMENT SOFTWARE.

ACTUALLY WE'LL END UP PROCURING THAT DIRECTLY AS THE CITY.

WE REVIEWED A COUPLE OF COMMUNITY ENGAGEMENT PIECES OF SOFTWARE WITH THE CONSULTANTS AND I THINK A TOOL CALLED BANG THE TABLE IS THE MOST ROBUST AND WILL HELP US DO SOME OF THE ONLINE COMMUNITY ENGAGEMENT BETTER THAN WE HAVE BEFORE.

SO WE'RE EXCITED ABOUT THAT. I WANT TO ASK MS. FALLCONE IF THERE'S ANY ADDITIONS IN THAT PART OF THE COPE SHE WOULD LIKE TO HIGHLIGHT. THOSE ARE THE ONES THAT I NOTE AS BEING SIGNIFICANT. ANY OF THEM ARE JUST A PROCESS

UPDATES. >> LAUREN FALLCONE.

YOU SHOULD HAVE A COPY OF THE SCOPE OF SERVICES WE WORKED ON OVER THE LAST MONTH. IF YOU JUST LOOK AT THE BOLDED SECTIONS, THAT'S WHAT CHANGED. NOTHING WAS SUBTRACTED FROM THE ORIGINAL SCOPE THAT WAS GIVEN TO YOU AS PART OF THE R.F.P.

PROCESS. JUST ADDITIONS BASED ON OUR INTERVIEW, BASED ON THE QUESTIONS YOU ASKED AFTER THE INTERVIEW AND BASED ON CONVERSATIONS WITH STAFF.

ACTUALLY WITH THE VISIONING COMMITTEE AS WELL TRYING TO DECIDE THE BEST WAY TO GET OUT TO EVERYONE THIS PROCESS.

SO I DON'T KNOW IF YOU WANT TO GO BY PHASE OR IF YOU HAVE SPECIFIC QUESTIONS TO ANSWER THEM.

>> YES, SO, THAT GROUP OF WORK WITH THE AMENDED SCOPE RAISES THE PRIZE TO 92,360, WHICH IS THE AMOUNT IN THE AMENDED ORDINANCE IN YOUR PACKET. THERE ARE SEVERAL THINGS THAT WE DIDN'T AVE CLARITY ON AS WEATHER WE WANTED TO HAVE THEM INCLUDED OR NOT IN A PROCESS. THEY COSTED, THEY PROVIDED COST ESTIMATE FOR THEM BUT WE DID NOT NECESSARILY INCLUDE THEM IN THE OVER ALL SCOPE. WE WANTED TO PRESENT THEM FOR YOUR DISCUSSION. THAT INCLUDES A STATISTICALLY VALID PHONE SURVEY OF RESIDENTS THAT INCLUDES THE CREATION OF A DOOR HANGER. IT'S A LOW-COST THING.

A DOOR-TO-DOOR ENGAGEMENT EFFORT, WHICH WAS TALKED ABOUT BUT NEVER CLEAR WHETHER THAT WAS SOMETHING WE WANTED TO DO.

AND THEN, ANOTHER SMALLER ITEM, CREATION OF MATERIALS FOR A SHOW ON THE ROAD, THAT WOULD BE A PUBLIC INVOLVEMENT PLAN WHERE WE WOULD ACTUALLY PROVIDE -- THEY WOULD ACTUALLY PROVIDE MATERIALS TO THE VISIONING COMMITTEE MEMBERS TO DO PERSONAL OUTREACH.

[00:20:03]

THOSE ARE ALTERNATES THAT COULD BE ADDED TO THE SCOPE THAT IS BEING RECOMMENDED. WE WANT YOUR FEEDBACK AND DIRECTION ON THOSE ITEMS. ONCE WE RECEIVE YOUR FEEDBACK ON THE SCOPE AS WELL AS THE ALTERNATES, I REALLY THINK THERE'S THREE STEPS, POTENTIAL STEPS YOU CAN TAKE TONIGHT.

ONE IS APPROVE THE SCOPE WHICH IS THE $92,360 AS PRESENTED OR AS MODIFIED. YOU CAN ADD SOME OR ALL OF THE ALTERNATES IF THAT'S YOUR DECISION.

WE WOULD CALCULATE THE REVISED AMOUNT.

OR YOU COULD APPROVE THE SCOPE OR SOME MODIFIED VERSION OF THE SCOPE THAT WOULD ALLOW US TO MOVE FORWARD AND REFER SOME OF THE ALTERNATES OR OTHER ITEMS TO THE VISIONING COMMITTEE FOR THEIR RECOMMENDATION AND THEN WE WOULD AMEND THE AMOUNT LATER IF THEY RECOMMENDED SOME OF THESE NEEDED TO BE DONE.

THOSE ARE WHAT I THINK OF THE THREE PROCESS OPTIONS BEFORE YOU THIS EVENING AND I THINK WE'RE BOTH READY TO HELP WALK YOU THROUGH THIS IF YOU HAVE ANY QUESTIONS.

>> I THINK I JUST WANT TO CLARIFY THE POGIMIRE CONTRACT IS 85360 AND IT WOULD GO TO THE COMMUNITY ENGAGEMENT SOFTWARE AND Y'ALL HAVE THAT SUBSCRIPTION FOR A YEAR.

>> DOES ANYONE HAVE A QUESTION REGARDING THE 92,000 PORTION OF

THE CONTRACT? >> CAN YOU REFRESH OUR MEMORY ON THE NON ONLINE PROCESS WILL BE FOR GATHERING FEEDBACK? THERE'S A LOT OF STUFF ABOUT ONLINE.

I'M NOT SURE WHAT WE'RE GETTING. >> SURE.

SO THE FIRST PHASE IS DISCOVERY. THAT'S BASICALLY GETTING TO KNOW YOUR COMMUNITY BETTER. LISTENING AND LEARNING.

WE'VE DONE DOCUMENT REVIEW. WE PLAN TO INVITE THE STAKEHOLDERS IN AND INTERVIEW THEM.

SO THAT WILL BE NON INTERNET, NON ONLINE.

AND PHASE 2, THAT PROJECT DESIGN, WE WOULD HAVE COMMUNICATIONS PLAN WE'RE WORKING ON SO I SEE E-MAILS ARE IN THERE. E-BLAST AND E-VITES.

WE HAVE LETTERS TO THE HE HAD I DON'T REMEMBER AND THEY WILL GO OUT ELECTRONICALLY OR THEY COULD BE POSTED.

SOCIAL MEDIA. PRESS RELEASES COULD BE ONLINE OR PRINTED. NEWS LETTERS.

THOSE GO OUT PRINTED OR ARE THOSE ONLINE? THAT WOULD BE TWO DIFFERENT FUNCTIONS BUT WHEN WE GET TO STEP, PHASE 3, WE HAVE AN ENVIRONMENTAL SCAN COMMUNITY SCAN, COMMUNITY EDUCATION THAT COULD BE ONLINE OR IN PRINT.

IT DEPENDS ON HOW YOU WANT TO HANDLE THAT.

WHEN WE GET TO THE COLLABORATIVE EDUCATIONAL WORKSHOP.- IT WOULD ACTUALLY PHYSICALLY INVITE PEOPLE IN AND TALKING ABOUT THE PROCESS AND GETTING THEIR IDEAS.

WE WOULD DEFINITELY PROMOTE THAT ON SOCIAL MEDIA BUT WHETHER IT'S POSTING AROUND THE COMMUNITY WE CAN DO THAT AS WELL.

FLYERS ARE EASY TO MAKE. WE WOULD DO FOCUS GROUPS.

WE HAVE FOUR HERE AND THOSE ARE PHYSICAL MOTELLIN MEETINGS.

WE HAVE THE INSTAGRAM CHALLENGE IN SOCIAL MEDIA.

A VISIONING SESSION WOULD BE CITY WIDE.

INVITE PEOPLE INTO DISCUSS VISIONING AND GET THEIR IDEAS.

AGAIN, WE ARE GOING TO PUBLICIZE ON SOCIAL MEDIA OR WE CAN PRINT IT. WE WILL DO A CITY WIDE CHAREST SO YOU GET PEOPLE INTO A COMMUNITY ROOM AND TALKING ABOUT THE ISSUES. AS FAR AS PHASE 5, I THINK THAT'S ALL ONLINE AND WE WILL A HAVE A PHYSICAL MEETING.

WE CAN ADD ANOTHER MEETING WHEN WE GET CLOSER.

IF YOU ASK HOW MANY MEETINGS, I WOULD SAY A LITTLE BIT UNDER 10

OR EIGHT PHYSICAL MEETINGS? >> AND YOU TALKED ABOUT FOCUS

GROUPS AND -- >> THEY ARE GOING OUT INTO THE

COMMUNITY. >> WE'RE GOING TO TALK WITH THE VISIONING COMMITTEE ABOUT THAT. WE'RE WILLING TO DO THAT AND THAT'S A BIG THING WITH A.P.A. THEY WANT PEOPLE TO GO OUT TO PLACES WHERE PEOPLE ARE ALREADY THERE.

WHETHER THEY'RE WEDNESDAY EVENTS IN THE DOWNTOWN OR JUST DRIVING THROUGH TODAY THERE ARE SO MANY PEOPLE WALKING AROUND.

WHETHER IT'S GOING TO THE BASEBALL FIELD, SOCCER FIELDS AND PEOPLE GATHER. WE HAVE NO PROBLEM DOING THAT AT ALL. WE DO THAT A LOT WITH OUR FAIR HOUSING ND OTHER COMMUNITIES WHERE WE GO TO FAIRS.

[00:25:02]

WHERE THERE'S PEOPLE GATHERING. WE WERE LEAVING IT UP TO THE VISIONING COMMITTEE JUST TO SEE WHAT THEY THOUGHT THE BEST WAY TO ENGAGE PEOPLE. THAT'S OUR GOAL.

OUR GOAL IS TO GET AS MANY PEOPLE TALKING TO US AS

POSSIBLE. >> I WOULD BE NCLINED TO SAY TALKING THAT THROUGH WITH THE VISIONING COMMITTEE.

>> WE WILL DO THAT, DEFINITELY. >> WE DEFINITELY HAD TALKED ABOUT REACHING AS MANY PEOPLE AS POSSIBLE AND ONLINE IS SOMEWHAT

LIMITED IN THAT RESPECT. >> 80% WAS THE VOTE YOU HAD IN YOUR DOCUMENTS THAT YOU SENT OUT AND THAT'S GREAT.

WE WOULD LOVE THAT. I FEEL LIKE JUST FROM WHAT I'VE HEARD THROUGH THE MINUTES AND LOOKING AT YOUR DOCUMENTS E CAN HIT IT. YOU HAVE A LOT OF PEOPLE WILLING TO PARTICIPATE IN YOUR COMMUNITY.

>> WE HAVE TO, WITH HAVING THE VISIONING COMMITTEE DETERMINE WHAT THEY THINK WOULD BE THE BEST OUTREACH, WOULD IT MAKE SENSE TO ALREADY THEN GIVE THEM THE FUNDS FOR THE SHOW ON THE ROAD PUBLIC INVOLVEMENT ESPECIALLY BECAUSE IT'S PRETTY

NOMINAL? >> THE ALTERNATES?

>> THE FOUR. SO I WAS DOING THE MINIMUM, THE $700. THE CREATION OF MATERIALS FOR A SHOW ON THE ROAD WHICH IS ACTUALLY SUGGESTED ALTERNATIVE TO THREE? I'M NOT SURE.

>> YES. >> I'M JUST TRYING TO IDENTIFY THE RIGHT ONE. WE'RE ALL TALKING ABOUT THE SAME

ONE. >> PUBLIC INVOLVEMENT PLAN 3 AND

THE VISION COMMITTEE MEMBERS. >> SO I WOULD LIKE TO JUST

ENCLOUD THAT AT MINIMUM. >> THAT'S --

>> I'LL SEE YOU AND RAISE YOU.

>> OBVIOUSLY I'M A FAN OF THE DOOR-TO-DOOR AND I THINK THAT'S A CRUCIAL COMPONENT HERE AS AN ALTERNATE.

CAN YOU TALK ME THROUGH THAT A LITTLE BIT AS FAR AS -- IT'S YOUR WORDS ON THE PAPER YOU RESPONDED TO THE QUESTION THAT INCIDENTALLY I WROTE BEFORE YOU WERE SELECTED ABOUT HOW YOU CAME UP WITH THAT FORMULA AND HOW YOU WOULD DO THAT AND HOW MANY PEOPLE WOULD BE ON THE STREET? WHAT WOULD YOU DO TO GET THERE? CAN YOU WALK ME THROUGH WHAT THAT LOOKS LIKE AND WHAT PHASE

AND WHEN? >> IT'S GOING TO BE ALL HANDS ON DECK. IT'S A VERY LABOR INTENSIVE

PROCESS. >> INCLUDING THE VISIONING

COMMITTEE? >> DEFINITELY INCLUDE THE ENVISIONING COMMITTEE. INCLUDE AS MANY PEOPLE WILLING TO DO THAT BECAUSE IT WILL SAVE TIME AND MONEY.

I LIKEN IT TO, IT SOUNDS LIKE A LEVEE CAMPAIGN TO A SCHOOL TO ME. IT SOUNDS A LOT LIKE GETTING THE INFORMATION OUT. I DO LIKE THAT.

MY ONLY CONCERN WAS WHEN IT WAS ORIGINALLY POSED IN THE QUESTIONS IT SOUNDED LIKE YOU WANTED US TO SURVEY THE RESIDENTS AND THAT MIGHT BE DIFFICULT BECAUSE PEOPLE DON'T WANT TO TAKE 10 OR 15 MINUTES TO TALK TO SOMEONE ON THE WEEKEND AT THEIR FRONT DOOR. THE HANDFUL OF PEOPLE DO BUT WE THINK IS PROBABLY MORE TARGETED WOULD BE AN ACTUAL LITERATURE INFORMATION DROP WHERE YOU GIVE THEM THE FAST FACTS AND YOU GIVE THEM A DOOR HANGER AND A TRIFOLD AND LEAVE THEM WITH SOMETHING.

IF YOU ARE APPROACHING SOMEONE AND THEY WANT TO TALK GREAT.

IF IT'S SOMEONE WHO DOESN'T WANT TO BE SURVEYED WE RECOGNIZE THAT TOO. WE CAN DO EITHER WAY.

WE CAN DO A SURVEY. I'M JUST CONCERNED THAT IT'S GOING TO TAKE A LOT OF TIME TO TALK TO 10-15 MINUTE CONVERSATION IF YOU WANT TO HIT 80% OF THE HOUSEHOLDS.

THAT'S WHAT WE WERE SHOOTING FOR WAS 80% OF THE HOUSEHOLDS.

>> WHAT PHASE WOULD YOU PUT IT? >> THAT WOULD BE PHASE -- THAT WOULD BE $31,200. THAT WOULD BE FOR GOING TO THE HOUSES, HITTING 80% OF THE HOUSES, TALKING FOR 10 MINUTES, POSSIBLY DOING A FIVE-QUESTION SURVEY AND I'M ON COMMUNITY WHERE WOULD YOU IF YOU TELL INTO THE PROCESS.

>> YOU COULD DID IT AT HE BEGINNING WHERE YOU TALK ABOUT RECOVERY, GETTING PEOPLE EXCITED ABOUT THE PROCESS AND GETTING PEOPLE ENGAGE OR IT COULD GO ACTUALLY LATER AND TO MORE OF THE VISIONING PROCESS. LIKE ACTUALLY TALKING ABOUT VISIONS. I WOULD DO IT BEFORE WE DO THE SWAT AND BEFORE THE FORCED TO GET THEM TO ATTEND THAT PHYSICAL MEETING. YOU ARE DOING THREE THINGS.

YOU ARE EDUCATING THEM. YOU ARE INVITING THEM TO PARTICIPATE IN THE PROCESS ND YOU ARE ALSO ASKING THEM QUESTIONS. YOU ARE GOING TO COVER A LOT OF GROUND AND IT'S GOING TO BE EXPENSIVE.

>> I'LL SEE YOUR 700 AND RAISE YOU ANOTHER TO BE DETERMINED.

AND HERE IS MY THOUGHT. WE DON'T KNOW WHAT WE DON'T KNOW. SPENDING, IF IT'S 90,000 OR WHATEVER ON A SURVEY THAT GETS US A CERTAIN COMPETENCE LEVEL.

[00:30:02]

LET'S SAY IT'S 60% AND FOR ANOTHER PICK A NUMBER, THERE'S A $15,000 PIECE IN HERE THERE'S A $31,000 PIECE.

TO SPEND THAT ADDITIONAL MONEY TO GET TO AN 80% COMP IS LEVEL TO BE WOULD BE MONEY WELL SPENT AND TO NOT SPEND IT AND SIT AT A LESSER LEVEL OF CONFIDENCE IN THE END WOULD BE WASTED TIME AND ENERGY. I WANT TO LEAVE THIS SOMEWHAT, IF COUNCIL IS AGREEABLE TO THIS, I'D LIKE TO LEAVE IT OPEN-ENDED.

WE HAVE TO LOOK TO YOU AS THE GUIDE IN THIS PROCESS.

IF WE CAN GET THROUGH IT AND SIGH WE'RE NOT WHERE WE WANT TO BE AND HERE IS A PROPOSED SOLUTION AND I KNOW IT'S SHAKY TO NOT HAVE A ARD NUMBER IN PLACE HERE BUT WE KNOW THERE ARE THINGS WE WANT TO DO AND I WOULD RATHER WE MAKE A DECISION MID TREATSTREAM WE NEED TO APPLY ASS TO GET THE JOB DONE 100% AND WALK AWAY FROM THIS EXERCISE KNOWING WE'VE GOT SOMETHING THAT WE CAN STAND BY AND THAT IS REALLY DONE THE JOB THAT WE SET

OUT TO DO IN THE FIRST PLACE. >> THE ONLY CONCERN I HAVE IS SOMEWHERE IN HERE IN OUR PROFESSIONAL SERVICES AGREEMENT, WE HAVE TO PUT IN A NUMBER AT LEAST TO START WITH NOW NOT TO EXCEED. SO WE CAN COME BACK AND ROW REVT SOMETHING BUT WE HAVE TO HAVE A NUMBER SO THE CONTRACT CAN GET

PUT IN PLACE. >> UNDERSTOOD.

I UNDERSTAND THE NEED TO PROCEED WITH A CONTRACT AND WE NEED A HARD NUMBER. I JUST WANT TO LEAVE THE DOOR OPEN THAT IF WE FIND AT SOME POINT THAT WE'RE NOT GET WHERE GETTINGWHERE WE NEED TO BE, WE O KNOW THAT AND BE FLEXIBLE ENOUGH TO REVISIT WHAT WE'VE DONE. THIS IS -- THERE'S MORE WE DON'T KNOW THAN DO. IN ANY OPINION, THIS IS DAILY WORK FOR YOU AND YOU ARE IN YOUR COMFORT ZONE BUT I'M NOT.

>> I GET IT. >> PRESIDENT B. MICHAEL: I DON'T SEE US COMING BACK TO AMEND SOMETHING.

>> IN PHASE 2 WE PUT THAT IN THERE BBOLDED.

WE'LL REVIEW PHASES 1-7. AND MAKE A DETERMINATION ARE WE ON THE RIGHT TRACK OR DO WE NEED TO DIVE IN AND TALK ABOUT SOMETHING ELSE DURING THE PROCESS.

>> I TALKED ABOUT MAYBE ADDING THE $700 FOR THE KIT THAT CAN BE USED TO TAKE OUT TO THE COMMUNITY.

I ALSO AGREE ABOUT BEING SOMEWHAT FLEXIBLE AND MAYBE ASSESSING WHETHER WE NEED TO DO SOMETHING THAT'S MORE LABOR INTENSIVE AND COSTLY POINT. WE MAY COME UP WITH A HYBRID WHERE MAYBE WE'RE CONFIDENT WE GOT FEEDBACK IN ONE LOCATION AND ONE NEIGHBORHOOD BUT WE GOT NOTHING FROM ANOTHER AREA OR ANOTHER DEMOGRAPHIC WE HAVEN'T HIT IN A SIGNIFICANT WAY.

I AGREE WE SHOULD LEAVE THAT OPEN AND BE OPEN TO YOU BRINGING

THAT BACK TO US. >> YOU BRING UP AN EXCELLENT POINT. WITH THE BANG THE TABLE COMMUNITY SOFTWARE SO WE CAN TELL WHAT NEIGHBORS THEY'RE IN AND WHAT QUAD RANTS THEY'RE IN. WE CAN DROP DOWN INTO THAT NEIGHBORHOOD IF YOU WANT TO AND DO THE SATURDAY DOOR-TO-DOOR OR AFTER WORK HOURS GO DOOR-TO-DOOR.

I DON'T THINK IT'S A PROBLEM. WE ALL NEED TO BE WATCHING TO MAKE SURE THAT WE ARE HITTING EVERYONE AND ASKING EVERYONE THE

QUESTION. >> WE DID NOT GIVE THEM THE SCOPE AND THAT WAS AN INTERNAL DECISION DURING THE MEET AND GREET BECAUSE WE WERE TRYING TO KEEP IT LIGHT.

THE NEXT STEP WOULD BE AS SOON AS THIS IS MORE OR LESS MOVED INTO A MORE FORMAL FORMAT WE TALK TO THEM ABOUT IT.

WE DEFINITELY ARE GOING TO REVIEW IT WITH THEM AND HAVE THEM PICK IT APART AS WELL. WE DIDN'T WANT TO OVERWHELM THEM AT THAT FIRST MEETING. (INAUDIBLE).

>> WE HAVE TOLD THEM THERE'S GOING TO BE A GREAT DEAL OF EFFORT AND A TIME COMMITMENT BUT I WOULD MUCH RATHER HAVE THAT RECOMMENDATION COME BACK FROM THEM AND I'M STRUGGLING WITH THE IDEA OF, I NEED TO OVERSEE THIS PROJECT.

I CAN'T MICRO MANAGE THIS PROJECT.

THAT'S WHY WE HAVE THE VISIONING COMMITTEE.

THEY'RE DOING THE MICRO MANAGING AND I THINK WE'VE APPOINTED GOOD PEOPLE THAT I AN TRUST AND IF YOU COME BACK TO ME IN SIX OR

[00:35:01]

EIGHT WEEKS AND THE COMMITTEE SAYS WE'RE NOT REACHING WHO WE NEED TO REACH THEY WOULDN'T HAVE A PROBLEM SPENDING HE $31,000

TO GET THAT DONE. >> I REALLY -- MEETING THE VISIONING COMMITTEE THEY'RE GOING TO BE V VERY WILLING TO JP IN. THEY WANT TO ROLL UP THEIR SLEEVES AND DO IT. WE GUIDE THEM.

WE WOULDN'T SEND THEM OUT TO THE NEIGHBORHOODS.

WE WOULD BE WITH THEM WITH A SCRIPT.

WE WOULD GIVE THEM ALL THE TOOLS THEY NEED TODAY DO A GOOD JOB.

YOU WANT TO MAKE SURE THEY'RE NOT GOING OUTSIDE OF THEIR

COMFORT ZONE. >> WHAT SHOULD BE THE NOT TO EXCEED NUMBER FROM THIS POINT IN TIME? WE CAN ALWAYS DO AN ADDITIONAL CONTRACT AND WE CAN DO AN ADDITIONAL SCOPE OF SERVICE. IN ORDER FOR US TO GET THROUGH WE HAVE TO COME UP WITH SOME NUMBER FROM NOW AND WE CAN ALWAYS CHANGE IT. WE CAN ALWAYS ADD ON LATER.

>> WHAT I HEARD WAS THE 92, 360 AT THE BOTTOM PLUS 700 PLUS 700.

WAS THAT THE PLEASURE OF COUNCIL?

>> I BELIEVE -- >> THE DOOR-TO-DOOR HANGER AND

ON THE ROAD. >> I'LL TURN IT TO DORA HANGER ELECTRONIC COPY AND ALTERNATE NUMBER 3 SHOW ON THE ROAD

MATERIALS ONLY. >> I MISUNDERSTOOD, THANK YOU.

OK. >> OR WE CAN GO TO THE BASE AND MAKE SURE THAT VISIONING COMMITTEE KNOWS THAT THEY COULD

SUGGEST ADDING ON. >> IF I CAN JUMP IN HERE, MADAM PRESIDENT, YEAH, TO PIGGYBACK ON WHAT MS. DO WOR DORTHY SAID, ASS THEY HAVE KNOWLEDGE OVER THIS DOMAIN.

WHAT I MEAN BY THAT IS IF WE WERE TO SAY HERE IS $140,000, PLAY WITH THE ODULES AND THE PHASES AND DO WHAT YOU WANT AND TELL POGIMIRE WHAT TO DO, I THINK IT SAYS A DIFFERENT TALE THAN HERE IS 90,000, COME BACK TO US IF YOU THINK YOU NEED MORE. YOU SEE WHAT I'M SAYING.

THERE WAS A DIFFERENCE. IF WE SAY TO THEM VERY, VERY CLEARLY AND I DON'T KNOW HOW WE CONVEY THIS TO THEM, HOPEFULLY WE AS A VOICE CAN FIGURE OUT HOW TO SAY THAT THROUGH YOU, TO THEM, THAT THESE ARE OPTIONS THAT WE ARE OK WITH IF THEY CAN

ASK US. >> I WOULDN'T BE SURPRISED IF

NONE OF THEM ARE -- (INAUDIBLE). >> WELCOME BACK, EVERYBODY.

BY THE WAY. >> THANK YOU, I THINK.

SIX WEEK BREAK THE SCOPE OF SERVICE WOULD BE MODIFIED TO INCLUDE ELEMENTS THAT ARE IMPORTANT LIKE AN EDUCATE TIVE FUNCTION BUT ALSO THE RELATIVE ROLES OF THE CONSULTANTS AND THE VISIONING COMMITTEE WOULD BE ADDRESSED AND REFLECTED IN THE SCOPE OF SERVICE. AS I READ IT NOW, MY CONCERN IS THAT THE VISIONING COMMITTEE IS TAKING A SECONDARY OR SUBSERVIENT ROLE TO THE CONSULTANTS.

MY UNDERSTANDING IS THAT THE CONSULTANTS ARE TO SERVE LARGELY A SUPPORT FUNCTION OF THE VISIONING COMMITTEE GIVING EXPERTISE AND HELPING WITH ALL KINDS OF PROCESSES AND MAYBE DEVELOPING A DRAFT OF A SCOPE OF SERVICE AT THE VISIONING COMMITTEE COULD WORK OFF OF. AS IT IS LAID OUTRIGHT NOW, THE VISIONING COMMITTEE IS NOT SET TO CONVENE UNTIL SOME DATE IN OCTOBER. AND IF YOU -- IF WE QUESTION THE RELATIVE PRIORITIZATION OF THE CONSULTANTS, THEN OTHER ELEMENTS OF PHASE 1 BECOME QUESTIONABLE. LIKE I DO NOT UNDERSTAND WHY IT IS IMPORTANT FOR POGIMIRE TO BE IMMERSED IN HISTORIC PLANNING DOCUMENTS THAT WE HAVE DEVELOPED OR WHY THEY'RE THE ONES TASKED WITH DOING INTERVIEWS OF KEY STAKEHOLDERS THAT ARE BEING CALLED. IF THEY -- IF WE STILL WANT TO RETAIN THOSE FUNCTIONS SO THEY GET A GREATER SENSE OF OUR COMMUNITY, THE INTERVIEWS I WOULD THINK COULD BE DONE MOST SIMPLY BY INTERVIEWING THE 13 MEMBERS OF THE VISIONING COMMITTEE WHICH WE SPENT A LOT OF EFFORT INSURING THEY WERE FROM DIVERSE ELEMENTS OF THE COMMUNITY AND IF WE'RE GOING TO HAVE THEM READ DOCUMENTS HELPING THEM UNDERSTAND OUR COMMUNITY,

[00:40:02]

THE PLANNING DOCUMENTS DON'T SEE OF HIGHEST PRIORITY TO ME.

THOSE ARE REALLY LAND USE DOCUMENTS AND THEY IN OME WAYS ARE PART OF THE ISSUES AND PROBLEMS THAT WE'RE TRYING TO DEAL WITH THROUGH THE VISIONING PROCESS.

AND MAYBE REATER IMMERSION IS THE HISTORY OF OUR CITY, THE ORIGINS OF STAFFORD, COLONIAL HILLS, UMCH AND SO FOURTH WOULD GIVE THEM A SENSE OF OUR COMMUNITY.

I WOULD URGE THAT WE ACCELERATE THE PROCESS BY BRINGING THE VISIONING COMMITTEE TOGETHER SOON WITH POGAMIRE MEETING WITH THEIR ORGANIZE AND ELECT LEADERS AND THEN THAT DIVISION COMMITTEE, IN CONJUNCTION, REVIEW THEIR SCOPE OF SERVICE AAND COME BACK WITH REQUEST THAT'S BEEN BRAINSTORMED AND VETTED AND APPROVED BY THE COMMISSIONING COMMITTEE.

SO THEY BECOME REALLY THE DRIVERS OF THE PROCESS INSTEAD

OF POGAMIRE. >> IS THERE A TIMELINE TO BE FULLY ENGAGE THAT THEY WOULD WANT TO HAVE AN AGREEMENT IN PLACE AND FOR GETTING WORK STARTED.

>> WE CAN PUT THEM ON A RETAINER UNTIL THIS IS IRONED OUT WITH

THE VISIONING COMMITTEE. >> WE CAN MEET WITH THE VISIONING COMMITTEE AS SOON AS YOU WANT.

THAT'S NOT AN ISSUE. THIS IS THE FRAMEWORK WE GAVE YOU AS PART OF THE PLANNED PROPOSAL RESPONDING TO WHAT YOU WANTED. AND AGAIN, WE ARE GIVING THEM A FRAMEWORK AND THEN THEY'RE GOING TO GO.

THAT'S HOW T'S GOING TO GO. I THINK THAT, DO THEY KNOW HOW TO DEVELOP KEY PERSON INTERVIEW? DO THEY KNOW HOW TO DO N INTERVIEW TOOL.

I DON'T KNOW. AS A PROFESSIONAL CONSULTANTS I HAVE AN INTERVIEW TOOL I USE AND I WOULD LIKE TO HAND IT TO THEM AND SAY OK, DOES THIS WORK? IF NOT LET'S RIP IT UP AND START

AGAIN. >> MY COMMENTS WERE IN NO WAY MEANT TO DIMINISH WHAT YOU BRING TO THE TABLE.

>> I LIKE CONSTRUCTIVE CRITICISM.

>> THERE'S NO CRITICISM OF YOU. IN FACT, I WAS HIRING YOU GUYS.

I'M THRILLED WITH THE SELECTION. ONLY AS A SUPPORT, HELPING THE VISIONING COMMITTEE DEVELOP THESE TOOLS, TECHNIQUES, WOULD BE WHAT I THINK YOU WOULD REALLY BRING TO THE TABLE OF THE GREATEST VALUE. NOT NECESSARILY PROVIDING THE ENTIRE STRUCTURE OR DETERMINING WHAT IS OF GREATEST VALUE AND WORTH IN ACCESSING AND REACHING THE COMMUNITY.

>> I THINK TOO THAT'S WHERE WE WENT BACK IN PHASE 2 AND I FEEL LIKE THERE'S A LOT OF CATCHES IN HERE TO MAKE SURE WE'RE MOVING FORWARD AT THE RIGHT TRACK THE VISIONING COMMITTEE ARE ON BOARD WITH WHAT THEY'RE DOING IN THIS COMMUNITY WITH THE COMMUNITY

ENGAGEMENT. >> IMAGINE IF YOU WERE RECRUITED TO BE ON THE VISIONING COMMITTEE AND YOU ARE NOT MEETING UNTIL THE OCTOBER. I WOULD FEEL DIS IEMPOWERED.

>> MAYBE BUMP IT UP UNTIL THE END OF DECEMBER.

(INAUDIBLE). >> I APPRECIATE YOUR TIME.

I'D LIKE TO ADDRESS COUNCIL IN REGARDS TO WHAT I AM LISTENING TO HERE. I JUST WANT TO SAY I'M STANDING HERE OF MY OWN, NOT REPRESENTING THE COMMITTEE WHATSOEVER.

I'M VERY HONORED TO BE SELECTED A MEMBER OF THE V.C. AND IT'S MY UNDERSTANDING THE VISIONING COMMITTEE IS TO BE THE PRIMARY BODY MANAGING THIS PROCESS. COUNCIL HAS SHARED THAT THEY WANT THIS TO BE DIRECTED SIMPLY BY THE CITIZENS.

HOWEVER, EVERYTHING SHARED BY THE CONSULTING FIRM FROM THE R.F.P. TO THE SCOPE OF WORK WE'RE NOT IN THE PRIMARY ROLE.

THE PROPOSED SCOPE OF WORK FROM THE P.D.G. IS WE'RE IN A SUDDEN SID ARY ROLE. SUBSIDIARY ROLE.

AND THE REASON FOR THIS IS IF YOU LOOK AT THE RESOLUTION THAT WAS SUBMITTED IN FEBRUARY, 19TH, IT STATES THE WORTHINGTON CITY COUNCIL RESOLVES TO ENGAGE IN A CITIZENS-LED COMPREHENSIVE INVESTIGATING PROCESS TO INCLUDE STAKEHOLDERS TO GAIN A THOROUGH UNDERSTANDING OF A BROAD CROSS SECTION REPRESENTING THE WILL OF THE PEOPLE. THERE'S A PUBLISHED MISSION STATEMENT FOR THE V.C. THAT AS THE ADMINISTRATIVE PURPOSE IS TO MANAGE THE VISIONARY PROCESS. IN CLOSE CONSULTATION WITH COUNCIL AND WITH THE COMMUNITY. I HAVE THE UTMOST RESPECT FOR LAUREN AND HER TEAM BUT I ALSO FEEL THAT WE NEED TO BE RESPECTED AS WELL AND RIGHT NOW WE'RE DEFINITELY TAKING A

[00:45:02]

SECONDARY ROLE. LASTLY, I'D LIKE TO COMMENT ON THE ON GOING DELAY OF THE START DATE.

THE INITIAL WORKING MEETING OF THE V.C. WAS TO BE IN SEPTEMBER.

AT THE KICKOFF, IT WAS SHOWN THIS WOULD BE PUSHED INTO OCTOBER. WITH NO SPECIFIC START DATE GIVEN. I FEEL THE V.C., WE NEED A START DATE TO BE FINALIZED AND THE INITIAL MEETING TO BEGIN AT THAT MEETING. AND JUST NO MORE DELAYS.

THANK YOU FOR YOUR TIME. >> YES, SIR.

(INAUDIBLE). IF WE WERE TO CONVENE OR ASK THE VISIONING COMMITTEE TO COME TOGETHER IN THE NEXT TWO WEEKS AND YOU REVIEWED THE SCOPE OF SERVICES PRESENTED TO US TODAY, AND YOU COULD AFFIRM OR REJECT PARTS OF IT, REDRAFT IT SO YOU COULD ASSERT THE COMMITTEE IN WHERE YOU FEEL IT'S APPROPRIATE, IS THAT SOMETHING THAT YOU THINK THE COMMITTEE COULD AND WOULD DO AND THEN BRING IT BACK TO US AS A REVISED SCOPE OF SERVICE?

>> THAT MAKES A LOT OF SENSE. I CAN'T SPEAK OF THE OTHER COMMITTEE PEOPLE. I WOULD TAKE THAT ON THOUGH.

I WOULD GIVE IT MY BEST EFFORT. >> IS THAT SOMETHING CAN YOU DO?

>> THAT'S A GREAT IDEA. WE WERE GOING BY WHAT WAS GIVEN TO US. WE WANT TO PUT SOMETHING IN PLACE TO KIND OF GUIDE EVERYONE. WE DON'T JUST WANT EVERYONE TO, 13 PEOPLE TO RUN OFF WITH -- I THINK WE HAD A GREAT START-OFF MEETING. IT WAS EXCITING.

I MISSPOKE SAYING IT WAS IN SEPTEMBER BUT WHEN IT WAS ALWAYS GOING TO BE OCTOBER. WE WERE GOING TO DO THE KEY-PERSON INTERVIEWS IN SEPTEMBER.

THAT WAS THE ALWAYS THE INTENT WHEN WE SUBMITTED TO YOU TO RESPOND TO YOUR R.F.P. THAT WAS MY MISS TAKING.

WHATEVER WE CAN DO I REALLY THOUGHT THIS WOULD ALL GET GOING AS SOON AS WE HAD THAT FIRST VISIONING COMMITTEE.

THEY NEED GUIDANCE AS TO HOW DO WE GET THAT COMMUNITY ENGAGEMENT AND WHAT PHASES DO WE FOLLOW? DO THE DISCOVERY FIRST OR GO LIGHTER ON THE REPORT DOCUMENTS. IT'S VERY IMPORTANT WHEN WE READ

ALL THE COMMENTS. >> I WANT TO MAKE CERTAIN THAT -- I DON'T KNOW THAT I NECESSARILY AGREE WITH MR. ROBINSON OR DISAGREE WITH MR. ROB N ROBINSON WILL OUR LANE PLANS. I THINK WHERE WE DO AGREE IS IF THE VISIONING COMMITTEE THINKS THAT'S APPROPRIATE FOR YOU TO REVIEW, THEY SHOULD TELL YOU. I WANT TO MAKE CERTAIN WE'RE NOT IN A POSITION WHERE COUNCIL IS TELLING YOU.

WE'RE TRYING REALLY HARD TO GET AWAY FROM.

I AGREE ADOPTING THE SCOPE OF SERVICES MAYBE IT GIVES THAT REFLECTION. WE TRIED REALLY, REALLY HARD TO NOT PUT COUNCIL IN THAT POSITION.

I WANT THIS TO BE VALID. AND WHATEVER THE ANSWER IS, I WANT TO MAKE CERTAIN COUNCIL CAN STAND ON THAT AND TAKE ACTION.

>> THE SCOPE OF SERVICES, IF YOU LOOK, WE ADDED NEW COLUMNS FOR VISIONING COMMITTEE CITY COUNCIL.

THE VISIONING COMMITTEE IS INVOLVED IN EVERY INGLE THING.

>> THE SCOPE OF SERVICE IS PROBABLY, AT THE END OF THE DAY, PRETTY CLOSE TO THE WAY THIS IS GOING TO PLAY OUT.

I WANT THAT TO COME FROM THE VISIONING COMMITTEE AS OPPOSED TO FROM COUNCIL. IT MAKES ENSE TO ME.

MR. GREENSON AND MR. LINDSEY, IS THAT SOMETHING WE CAN ACCOMPLISE CAN DO IT ON A FLY TONIGHT BUT COULD WE HAVE SOMETHING IN FRONT OF US NEXT WEEK? SOME KIND OF A CONTRACT, AS MR. ROBINSON SAID, A RETAIN ERRER ORMONTH-TO MOVE SO WE CANA MEETING THIRD WEEK OF SEPTEMBER OR SOMETHING WITH THE COMMITTEE?

>> THERE'S A DOLLAR AMOUNT THAT NEEDS TO BE P APPROPRIATED REGARDLESS OF WHAT THE CONTRACT COULD BE LESS.

THAT WOULD BE ONE ASPECT OF T THIS.

THE PROPOSED CONTRACT IS TERM ENABLE BY THE ITY UPON SEVEN DAY'S NOTICE. WE WOULD PAY FOR WHATEVER WE DID. I DON'T SAY THAT LIGHTLY IN THE SENSE THAT WE WOULD BE TERMINATING BUT THE CONTRACT HAS THE AUTHORITY AND HAS THE AUTHORITY TO AMEND AND IF IT WAS ACCEPTABLE WHETHER WE AGREED TO A REDUCED AMOUNT FOR THE INITIAL PHASE, PHASE 1 LOOKS TO E SOMEWHERE AROUND 25,000 OR SO, I

[00:50:02]

DON'T KNOW EXACTLY. WITHIN THE ABILITY, IF YOU PROPITIATING ENOUGH YOU CAN LATER ALWAYS COME BACK BY

RESOLUTION. >> LL THIS RESOLUTION DOES IS

PROPIPROPITIATINGS MONEY. >> IT'S WITH THIS PARTICULAR

CONTRACT. >> IT DOES NOT ADOPT THE SCOPE

OF SERVICES. >> THE CONTRACT WOULD HAVE THE SCOPE OF SERVICES AS AN ATTACHMENT.

THE STANDARD OF HOW WE DO -- >> HAT'S NOT WHAT I'M DRIVING AT. HOW DO I GET THERE? YOU ARE A SMART GUY AT THE PODIUM.

>> THANK YOU. I'LL LET MR. GREENSON THE

SMARTER GUY SPEAK. >> HOW DO WE MAKE SURE POGAMIRE GETS PAID AND WE GET THE SCOPE OF SERVICES BACK FROM HE

VISIONING COMMITTEE. >> WHY DON'T YOU INSERT A NUMBER OF ABOUT $10,000 THAT WILL GIVE ME THE FLEXIBILITY TO ENTER INTO A PURCHASE ORDER WITH THEM TO PAY FOR A COUPLE OF MEETINGS WITH THE VISIONING COMMITTEE THAT THEY CAN DIG INTO THE SCOPE OF SERVICES AND COME BACK. NOW THE TRULY SMARTER MAN CAN CORRECT ME IF HE DOESN'T THINK THAT WORKS.

AND WE -- WHEN THE FINALIZED SCOPE OF SERVICES IS READY, WE'LL HAVE TO HAVE YOU APPROVE IT BY ORDINANCE.

>> WE ARE VERY FLEXIBLE. YOU ARE STUCK WITH US.

WE'RE REALLY EXCITED ABOUT THIS PROCESS.

SO, HOWEVER YOU WANT TO FLIP IT OR DO IT, WE'RE READY TO O IT.

IF IT TAKES TWO MORE MEANS OF THE VISIONING COMMITTEE TO HASH THROUGH THIS, WE'RE FINE WITH THAT.

>> IT'S GOOD TOO THAT YOU HAD THAT SCOPE SO THERE'S WORK FROM.

BECAUSE, PEOPLE COME IN AND THEY HAVE NOT DONE THIS TYPE OF WORK AND THEY HAVE SOMETHING TO SAY OH THIS MAKES SENSE AND THIS DOESN'T MAKE SENSE AND I LIKE THIS AND I DON'T LIKE IT.

IT'S A REALLY GOOD OUTLINE TO WORK FROM AND GIVING THE COMMITTEE SOME MEAT AND POTATOES TO WORK WITH.

SOME THOUGHTS TO GO FROM AND THEN YOU SAY YOU FORGOT ABOUT

THIS ONE OR WHAT ABOUT THAT. >> THAT'S GREAT.

>> IT'S A REAL GOOD STARTING BLOCK.

FOR THE COMMITTEE TO WORK FROM. >> HERE IS ANOTHER APPROACH.

I'M SORRY -- >> I'M HOLDING YOUR HAND UP.

>> I JUST WANTED TO ECHO WHAT PRESIDENT MICHAEL WAS TALKING ABOUT. I THINK THE SMART MONEY HERE IS HOMEWORK ASSIGNMENT FOR THE VISIONING COMMITTEE AND THAT IS LET'S SAY WE START IN TWO WEEKS. WE HAVE THE SCOPE OF SERVICES AS A HOMEWORK ASSIGNMENT AND THE GOAL IS TO COME TO THE MEET PRODUCING PAIRED TO TALK ABOUT IT.

>> THAT WOULD BE MY SUGGESTION. >> THAT'S GREAT.

>> WE CAN GET THROUGH IT. >> I'M SORRY TO INTERRUPT.

>> I APPRECIATE THE SPIRIT OF MOVING AND ALL THESE SUGGE SUGGESTIONS. HAVING TO COME BACK FOR AN ADDITIONAL PIECE OF LEGISLATION OVER AND ABOVE THE $10,000, WOULD REQUIRE ORDINANCE INTRODUCTION, YOU KNOW, THE SECOND HEARING AND -- HERE IS HOW I THINK YOU CAN DO IT AND STILL HAVE THE REQUISITE CONTROL.

YOU CAN MEND THIS ORDINANCE AND WHERE IT SAYS STRATEGIC PLANNING COMMUNITY VISIONING YOU CAN PUT 139,960 WHICH IS THE ENTIRE SCOPE INCLUDING ALL THE ALTERNATES.

AND IN SECTION TWO, YOU CAN SAY THE CITY MANAGER AUTHORIZED TO DIRECT AGREEMENT WITH THE FIRM FOR THE PROVISION OF COMMUNITY VISIONING SERVICES IN AN AMOUNT NOT TO EXCEED $10,000.

WHAT THAT DOES IS WE'VE APPROPRIATED THE FULL BUDGET BUT YOU'VE ONLY AUTHORIZED ME A LIMITED AMOUNT.

THEN, WHEN YOU WANT -- WHEN THE VISIONING COMMITTEE WANTS TO ACCESS MORE OF THAT BUDGET, WE CAN AMEND THE ORDINANCE BY

RESOLUTION. >> WE CAN GIVE YOU MORE AUTHORITY TO DISBURSE A GREATER PORTION OF THAT A APPROPRIATION BY RESOLUTION. WE DON'T HAVE TO DO IT BY ORDINANCE. THAT CUTS A BIG HOG.

>> IT CUTS A COUPLE WEEKS DOWN. >> WE'RE LOOKING AT PUT TAG WHOLE 134 WE WANT TO GO WITH THE 92 --

>> NO. THEY WOULD TELL THE VISIONING

COMMITTEE OF WHAT WE WANT. >> FROM THE 140?

>> NO, YOU DON'T GET MY MONEY OUT OF MY POCKET THAT EASY.

NO. IT'S NOT EVEN MY MONEY IT'S YOUR

[00:55:01]

MONEY. >> IT'S LOOKING AT IT LIKE DELIVERABLES THE FIRST DELIVERABLE FOR THIS $10,000 IS GOING TO BE A SCOPE OF WORK THAT HAS PRODUCED BY THE

COMMISSIONING COMMITTEE. >> I'VE SEEN THESE -- ESSENTIALLY THAT'S WHAT THEY WERE PROPOSING YOU O PHASE 1 AND 2 AND FIGURE OUT THE PROCESS AND THEN YOU WOULD MAYBE AMEND THE SCOPE LATER. IT'S NOT TO EXCEED AMOUNT.

YOU WILL HAVE TO -- YOU HAVE TO BUY INTO WHAT IS ACCOMPLISHED WITH THAT. AND YOU ARE ONLY AUTHORIZING A LIMITED AMOUNT AND I WILL PUT YOU ON THE SPOT.

MS. FALL CONE, WILL THAT BUY US A COUPLE MEETINGS TO FIGURE IT

OUT. >> THAT'S NOT A PROBLEM.

>> I MEAN, WE'RE FLEXIBLE. >> WE'RE GOOD FOR IT.

>> THEN, IF IT'S APPROPRIATE, I WOULD MOVE TO AMEND ORDINANCE NUMBER 32-2019 AS AMENDED TO INSERT $139,000 IN THE GENERAL FUND TOTAL AND TO INCLUDE AT THE END OF SECTION 2 --

>> 139960, I BELIEVE, SIR. >> I'M GOING TO CALL IT

$140,000. >> I DON'T CARE WHAT IT IS JUST

GIVE ME A NUMBER. >> $140,000.

>> MR. BARTER WILL APPRECIATE THAT.

>> $140,000 AND THAT THE SECTION 2 SHOULD INCLUDE AT END OF THAT FIRST SENTENCE, IN AN AMOUNT NOT TO XCEED $10,000.

YOU HAVE TO ADD POGAMIRE. >> I HAVE IT.

>> SO BASICALLY THE AMENDMENT INCLUDES $140,000 AND THE NAME OF THE FIRM AND THE AMOUNT NOT TO EXCEED $10,000.

IS THAT CORRECT? >> THAT'S WHAT I HAVE.

>> IS THERE A SECOND. >> I'LL SECOND.

>> IS THERE ANY FURTHER DISCUSSION OF THE AMENDMENT?

>> ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.

>> AYE. OPPOSED.

THE AMENDMENT HAS PASSED. NOW MOVING ONTO THE PASSAGE OF

ORDINANCE NUMBER 32- >> ONE SLIGHTLY RELATED QUESTION THAT I PROMISED A VISIONING COMMITTEE MEMBER I WOULD ASK AND THAT'S THE TIMING OF THE MEETINGS.

I WASN'T THERE AND I'M DOING HEARSAY BUT MONDAY WAS GOOD AND THEN MONDAY WASN'T GOOD. I WAS HOPING YOU WOULD SAY THAT.

I HAVE PERSONALLY NO ISSUES OF THE VISIONING COMMITTEE MEETING ON MONDAY NIGHTS. EVEN AT THE SAME TIME AS WE DO.

DOES ANYBODY HAVE ANY ISSUES? >> I THINK WE WOULD HAVE A

CHALLENGE. >> THAT WAS THE PROBLEM, IT WASNWASN'T YOU GUYS. IT WAS THE THROW STAFF MEMBERS..

>> OUR ROLE IS TO KEPT RECORD. >> AND IN ADDITION TO OTHER STAFF THAT ARE GOING TO SUPPORT THE FFORT.

>> I'D STILL LIKE TO PUSH STAFF TO MAKE THAT APPEN BECAUSE IT SOUNDED LIKE AND MR. SHERMAN CORRECT ME IF I'M WRONG BUT IT SOUNDS LIKE ISIONING COMMITTEE MEMBERS SAID MONDAY WAS THE

NIGHT. >> WE RECOGNIZED THAT COUNCIL DOES MEET ON MONDAYS AND THINK THE MAJORITY OF THE FOLKS THAT I SAW THAT RESPONDED TUESDAY NIGHTS WAS THE LEADING

CANDIDATES. >> I DON'T WANT TO MICRO MANAGE WHAT THE VISIONING COMMITTEE DOES.

THEY CAN PICK THEIR OWN NIGHT TO ME.

>> LET US NOW. >> THE DOODLE POOL.

>> EVERYBODY NOT ONLY THE COUNCIL BUT THE WHOLE COMMUNITY WOULD LOVE TO KNOW THAT WHAT IS DECIDED LET'S ET IT OUT SO THOSE PEOPLE WHO WANT TO BE INVOLVED, THOSE WHO WANT TO HAVE PART OF THE PROCESS WILL ALL HAVE NFORMATION AND IT'S NOT GOING TO BE A SECRET AND WE DON'T WANT IT TO BE A SECRET WE WANT EVERYBODY TO KNOW ABOUT IT BUT WE NEED TO PROVIDING STAFFING AND MAKE SURE THAT BECAUSE IT'S PUBLIC MEETINGS THAT THEY ARE PROPER REFERENCE MANAGEMENT.

>> ANYTHING ELSE ON THIS ORDINANCE?

>> CAN YOU PLEASE CALL ROLL ON 32-2019.

>> ORDINANCE 32-2019 IS PASSED. NOW WE'RE GOING TO INTRODUCE NEW

[7.A. Resolution No. 50-2019 Renewal of Right of Way Agreement - Citynet, LLC]

>> COUNCIL PRESIDENT MICHAEL, MEMBERS OF COUNCIL.

THIS IS ANOTHER PARCEL IN THE LIST OF PARCELS THAT WE'VE BEEN GOING THROUGH THIS PROCESS. THIS ONE WAS BY NEGOTIATED AGREEMENT. AND THIS IS THE PROPERTY LOCATED AT 70-57 THROUGH 7079 UNTLEY ROAD.

THE AMOUNT WAS OVER THE FAIR MARKET VALUE ESTIMATE SO BY THE PROCESS THAT WE PREVIOUS ESTABLISHED BY COUNCIL IT NEEDED TO COME BACK FOR APPROVAL. THIS AMOUNT WAS PPROVED BY THE ODOT ADMINISTRATORS AS BEING REASONABLE ND I WOULD AGREE, GIVEN THE COST TO PROCEED IN THE APPROPRIATION MANNER, THAT THIS IS A BETTER EXPENDITURE OF MONEY AND THEREFORE WOULD ENCOURAGE COUNCIL TO APPROVE THE RESOLUTION AS SET FOURTH.

>> ANY OTHER QUESTIONS? >> IF NOT, ALL THOSE IN FAVOR

SIGNIFY BIG SAYING AYE. >> AYE.

>> OPPOSED. MIKE SIGN.

I WAS GETTING AHEAD OF MYSELF. >> PRESIDENT MICHAEL MEMBERS OF COUNCIL, THIS IS JUST A TRANSFER OF APPROPRIATED FUNDS IN THE AMOUNT OF 44,500 N THE GENERAL FUND TO COVER EXPENSES AS ANTICIPATED IN THE APPROPRIATE ACCOUNTS.

THIS IS NOT AN ADDITIONAL APPROPRIATION OF A TRANSFER.

>> ANY QUESTIONS? >> ALL THOSE IN FAVOR SAY AYE.
