WHEN WE PROUDLY PROMOTED HIM TO CHIEF AFTER THE RETIREMENT OF SCOTT HIGHLY. CHIEF BAILOT CAMETA US WITH EXTENSIVE EXPERIENCE. HAVING SERVED AS CHIEF IN TWO MISSOURI COMMUNITIES. HE BROUGHT NOT ONLY EXPERIENCE BUT ENERGY, DRIVE, ASSION FOR HIS PEOPLE. THIS COMMUNITY AND IRE SERVICE IN GENERAL. I'LL TELL YOU A LITTLE STORY. SOMETHING THAT YOU MAY NOT KNOW. BUT CHIEF BAILOT DID NOT HAVE AN EASY TRANSITION INTO OHIO FIRE SERVICE. DESPITE BEING IN THE FIRE SERVICES FOR OVER TWO DECADES AND HAVING SERVED AS A FIRE MARSHAL AND CHIEF. THE STATE OF OHIO WANTED HIM TO PASS INPHYSICAL RETIREMENTS TO HAVE THE FIRE CARD AND BE OUR STEWART CHIEF. HE STUDIED UP AND ACED THE WRITTEN TEST. DRAGGED THE HOSE TO PASS A TEST. NOT TO DISSIMILAR TO THE ONE HE DOING AT THE BEGINNING OF HIS CAREER. THAT'S WHAT HE DID TO WORK FOR US. I WASN'T TOO PLEASED THAT MY NEW NEVER HEARD A COMPLAINT FROMT I- JOHN . IN FACT, I THINK HE TOOK PRIDE IN THE CHALLENGE AND HIS MEN AND WOMEN KNEW HE COULD DO IT WITH THE BEST OF THEM. AFTER CLEARING THAT HURDLE, HE CLEARED QUITE A FEW MORE. HE WORKED TO IMPROVE OUR FIRE STATION FACILITIES. FOR THE MEN AND WOMEN WHO WORK FOR, FOR THE PUBLIC WHO VISITS THERE. HE HAS BEEN A PART OF OUR FFORT TO EVALUATE AND COMMUNICATE THE BENEFIT OF MOVING TO THE NORTHWEST CENTER FOR 911 DISPATCH SERVICES. AND HE HAS HELPED IMPLEMENT THAT TRANSITION. HE ALONG WITH HIS TEAM MADE SIGNIFICANT EFFORTS TO REORGANIZE AND IMPROVE OUR TRAINING STRATEGY. HE'S PLAYED AN ACTIVE ROLE IN REVIEWING DEVELOPMENTS, SHARING EXPERTISE AS A FIRE MARSHAL. HE'S ENCOURAGED AND I THINK THIS IS PROBABLY THE ONE MOST IMPORTANT TO HIM. HE'S ENCOURAGED THE PROFESSIONAL DEVELOPMENT OF FIREFIGHTERS, A NUMBER OF WHICH ARE SEEKING COLLEGE DEGREES. THESE ARE A FEW OF THINGS HE'S CONTRIBUTED. MOSTLY HE'S BEEN A PROACTIVE LEADER AND A PARTNER TO ALL OF US IN OUR EFF EFFORTS TO PROTECD ADVANCE THE COMMUNITY. AND WHAT WILL BE THE IMPACTS IF WORTHINGTON WHOSES NOT TO PERMIT MORE DENSITY. I'M NOT GOING TO GET INTO THE WEEDS BUT I WANTED TO SHARE THIS IS THE TYPE OF QUESTIONS THAT WE HAVE ASKED. AND THEN THE NATATORIUM WAS PUT IN A FUTURE BOND ISSUE, A NUMBER OF YEARS AWAY, YOU WOULD HAVE TWO CONSTRUCTION PROJECTS AND MORE DIFFICULTY PLANNING THOSE IN CONJUNCTION WITH EACH OTHER. IF YOU LOOK AT BROADER RECREATIONAL NEEDS ACROSS THE SPECTRUM, WE SEE A NUMBER OF CAPABLE OPERATORS THAT INCLUDE THE YOUTH BOOSTERS, WORTHINGTON PARKS AND RECREATION, CITY OF COLUMBUS PARKS AND RECREATION, AND SO WE'RE NOT LOOKING TO CREATE, TO MEET OUR COMMUNITY'S UNIQUE NEEDS. ANOTHER GOVERNMENTAL ENTITY THAT PROVIDES PARTICULAR OPERATING SERVICES OR PROGRAMMATIC SERVICES. RATHER, THE CONCEPT WE WANT TO EXPLORE IS SHOULD WE ESTABLISH AN ENTITY THAT CAN PROVIDE FINANCIAL SUPPORT SUBJECT TO THE APPROVAL OF THE VOTERS TO WELL-ESTABLISHED PROVIDERS IN THE COMMUNITY LIKE SWIM INC. SO THE MODEL WOULD BE THE ONE APPROACH WOULD BE THE JOINT RECREATION DISTRICT COULD GRANT MONEY TO , FOR NSTANCE, SWIM INC., A WELL-ESTABLISHED NOT FOR PROFIT TO BUILD AND MANAGE A POOL. WHERE IS THE PARALLEL EXAMPLE IN OUR COMMUNITY? WE DON'T HAVE A PERFECT EXAMPLE BUT THE SOMEWHAT PARALLEL MODEL LOCALLY IS THE MCCALLAL ARTS CENTER. WE OWN THE BUILDING AND LAND. WE PAID A DOLLAR FOR. MCCONNELL. FROM THE SCHOOL DISTRICT. AND WE -- PRIVATE FUNDS WERE RAISED TO IMPROVE THAT FACILITY. BUT WE ALSO GRANTED MONEY TO A NOT FOR PROFIT TO CONSTRUCT THE IMPROVEMENTS THAT YOU EE THERE. AND OF COURSE, WE PROVIDED CONTINUED OPERATING GRANT. AND THEN WE GOT INTO THE INDIRECTHESE ARE HE DEPARTMENT OVERHEAD COST, DEPARTMENT MANAGEMENT AND THOSE THAT PROVIDE SUPERVISORY UPPORT FOR THE DEPARTMENT. WE ADDED 250,000. SO A TOTAL COST FOR THE SERVICES BEING PROVIDES, THIS IS RECREATION PROGRAMS, FOR A LITTLE OVER $2 MILLION. SO NOW, WE WANT TO BRING IN THE REVENUES. THESE ARE BASED ON THE 2018 REVENUES. SO LOOKING AT THE DIRECT COST. AGAIN THE DIRECT PART-TIME AND FULL-TIME COST, A LITTLE UNDER A MILLION COSTS A. WE'RE COVERED 125% OF ITS CORRECT COST. WE'RE DOING GOOD. >> B.
