WITH THAT BEING SAID, I FOUND THIS PIECE I WOULD LIKE TO, AGAIN, READ. WHICH IS THIS PANDEMIC HAS BROUGHT OUT SOME OF THE BEST IN OUR SOCIETY. AS WE'VE BANDED TOGETHER AT LEAST AS A SAFE DISTANCE, TO MAKE IT THROUGH AN OVERWHELMING AND UNCLEAR AND UNCERTAIN TIMES, EXPERTS SAY IT'S CRITICAL FOR PEOPLE TO REMEMBER WHERE GLIMMERS OF HOPE AND GOODNESS. AND SO, THAT CYCLE FOR FUNDING OPENS UP LATER THIS SUMMER. AND THE PARTNERS BELIEVE THAT IT WOULD BE A HIGHLY COMPETITIVE PROJECT FOR FEDERAL FUNDING IN THAT ROCESS. AND THE PROJECT, WHILE IT'S NOT TO A DESIGN LEVEL, ESSENTIALLY IT WOULD BE THE LINWORTH ROAD INTERSECTION AND A BY DIRECTIONAL BYDIRECTIONAL CARRYING OVER THE RAILROAD TRACKS AND IMPROVEMENTS TO BIKE AND PED FACILITIES IN THAT AREA AS WELL. AS YOU KNOW, THAT'S A CONGESTED INTERSECTION. IT DOESN'T HAVE ADEQUATE TURNING MOVEMENTS TO SUPPORT THE VOLUME. THE CONGESTION OCCURS BECAUSE OF THE GRADE OF THE CROSSING. AND THERE IS -- THERE ARE SOME BICYCLE AND PEDESTRIAN FACILITIES BUT THEY DON'T ARRY ACROSS THE RAILROAD TRACKS, THEY ARE NOT ON BOTH SIDE OF THE ROAD AND NOT ALWAYS ADEQUATE. AND SO THIS WOULD BE IMPROVEMENTS TO THOSE AS WELL. THE REASON WE SAY THIS IS AN OPPORTUNITY IS UNLIKE THE MCCORD PROJECT WE WERE TALKING ABOUT EARLIER OR DIAMOND BRITE OR THE PENGRY SR-161 CROSSING, WE'RE TALKING ABOUT APPLYING FOR MONEY THAT MIGHT NOT BE ABLE TO 2025, 2026 OR BEYOND. FEDERAL DOLLARS BECOMEIEST THE- AVAILABLE. YOU HAVE TO WORK WITH PARTNERS EARLY TO GET MONEY IN LINE, IF YOU WILL, FOR RESOURCES MANY YEARS DOWN THE ROAD. ALL OF WHICH YOU KNOW FROM THE NORTHEAST GATEWAY PROJECT IS VERY CUMBERSOME TO DO. AND WE THINK THEY WOULD DO A GOOD JOB AND IT WOULD RELIEVE US OF THOSE DUTIES. AND YOU SEE BOTH THE POTENTIAL, IT'S ABOUT $2.5 MILLION WHEN YOU LOOK AT INDIVIDUAL WITHHOLDINGS AND NET PROFIT ESTIMATED LOSSES. AND SO THAT'S A SCENARIO WHERE THERE IS A STEEP DECLINE AND THEN A GRADUAL RETURN. THIS IS IN ADDITION TO THAT, BECAUSE OF THE DELAY OF FILINGS, THERE IS CASH FLOW CONSIDERATIONS A FEW MILLION DOLLARS OF REVENUE WE WOULD NORMALLY COLLECT SOON GETS DELAYED. AND SO WE'RE, WE PUT THAT IN THE MEMO AND EVALUATING THE CASH FLOW IMPACTS OF HOSE THINGS. WE ALSO ARE CONCERNED ABOUT PARKS AND RECREATION REVENUES. WE'VE ROJECTED THAT IF WE OPEN UP IN EARLY MAY THAT WE'LL HAVE INCURRED ABOUT $330,000 LOSS IF WE OPEN UP AROUND MAY 6. IF THAT EXTENDS TO JUNE 2ND, THE ESTIMATED LOSS IS 544,000. AND THEN SEPARATELY, IF WE HAVE TO CANCEL ALL SUMMER CAMPS, THE FISCAL IMPACT OF THAT IS ABOUT 188,000. ONE OF THE THINGS WE KNOW WE NEED TO LOOK FOR WITH REDUCED DRIVING, THERE IS GOING TO BE A REDUCTION OF GAS TAX REVENUE. WE HAVEN'T BEEN HOLDING COURT. [02:10:04] AND THERE HAS BEEN A REDUCTION OBVIOUSLY IN THE NORMAL AMOUNT OF TRAFFIC, AND AS A RESULT TRAFFIC TICKETS. COURTS AND FINES AND FEES WILL BE DOWN. WE'LL BE MONITORING BUILDING PERMITS AND FEES AND THE IMPACT OF THIS ON THE CONSTRUCTION TRADES AND THE AMOUNT OF PERMIT REVENUE. AND THEN OBVIOUSLY, WE'RE CONCERNED, WE ALREADY ANTICIPATED THE REDUCTION IN THE HOTEL/MOTEL OR BED TAX BASED ON THE REDEVELOPMENT OF THE HOLIDAY INN SITE. THAT APPEARS TO BE NOW NOT GOING TO BE A HOTEL SITE. SO WE'LL BE PROJECTING LOSS OF THAT REVENUE IN OUTYEARS OF THE FINANCIAL FORECAST. SO WE'RE WORKING ON LOOKING AT ALL OF THESE THINGS. AS YOU KNOW, AS YOU HEARD EARLIER FROM MS. STEWART, WE ARE DEVELOPING CASH CONSERVATION STRATEGIES AND WILL BE REPORTING BACK TO YOU AT UPCOMING MEETINGS. LOOKING AT CAPITAL IMPROVEMENT PROGRAMS, PROJECTS. WE ARE DOING WHAT WE INTERNALLY CALL OUR MOSCOW ANALYSIS, THE MUST-DO, SHOULD-DO AND WON'T-DOS, LOOKING AT IF WE CAN SAVE CASH. AND IN THE NEAR TERM BY FOCUSING ON MUST-DO ACTIVITIES. AND THEN S WE MOVE FURTHER INTO THE SUMMER, AS YOU KNOW, WE START THE BUDGET DEVELOPMENT PROCESS IN THE SUMMER. THIS WILL STRATAL, WILL HAVE NEAR-TERM ACTION WE NEED TO TAKE TO LOWER EXPENDITURES BUT WE'LL ALSO BE MOVING INTO THE PROCESS WHERE WE'RE LOOKING OUT INTO 2021 AND UPDATING OUR FIVE-YEAR FORECAST. I THINK AS E LOOK HISTORICALLY FOR INCOME TAX COLLECTIONS, WHAT ARE SOME OF THE WORST EXPERIENCES THAT WE HAVE HAD IN 2001, ABOUT A 13%, ONE-YEAR DECREASE. 2009, A 5.2% DECREASE. THERE IS A LOT OF, IN FACT, THERE IS A LOT OF FACTORS, HOW LONG IS THE S STAY AT OME GOING TO BE IN PLACE? HOW MANY EMPLOYEES HAVE BEEN FURLOUGHED, LAID OFF PERMANENTLY, WAGE REDUCTIONS, HOW MANY BUSINESSES IN THE WORTHINGTON AREA ARE DEEMED ESSENTIAL OR WORKING?
