[5.A. Community Energy Saver Program Executive Summary: Representatives from the Worthington Partnership, American Electric Power (AEP) and Columbia Gas will discuss the Community Energy Saver Program Recommendation: None required]

[00:03:31]

>> : BEING MORE EFFICIENT WITH OUR ENERGY.

WE HAVE REALLY GOOD PARTNERS WITH COLUMBIA GAS AND AP.

PARTNERSHIP AND MANY OTHERS THAT PUT GREAT PLANNING IN THIS.

LOOKING FORWARD TO HAVING YOU ALL HERE.

THE FORMAL PRESENTATION IS BITS AND PIECES OF IT AND ANSWERING ANY QUESTIONS THAT YOU MIGHT HAVE.

I'LL KICK IT OVER TO YOU. >> : OKAY.

THANK YOU. I'M GOING TO SHARE MY SCREEN HERE AND TAKE YOU THROUGH A FEW QUICK LIDES.

MIKE AND SARAH ARE YOU ON? >> : YES.

I AM ON. >> : GREAT.

I'D LIKE TO INTRODUCE THE COUNCIL TO OUR REPRESENTATIVES FROM THE UTILITIES. THEY DO THESE PROGRAMS ALL OVER THE STATE AND THEY'VE BEEN WONDERFUL TO WORK WITH THROUGHOUT THIS PROCESS AND HELD OUR HANDS.

WELCOME TO THEM. I MIGHT KICK A COUPLE OF SLIDES TO THEM TO HAVE THEM EXPLAIN IN FURTHER DETAIL.

I APPRECIATE OU ALL BEING WITH US.

THANK YOU SO MUCH FOR INVITING US TO THE KICK OFF OF THE WORTHINGTON ENERGY SAVERS PROGRAM.

[00:05:05]

IS MY SH SCREEN BEING SHARED PROPERLY? OVERVIEW AND OBJECTIVE. THIS IS A PARTNERSHIP BEING COLUMBIA GAS-THEY DO THESE ALL OVER THE STATE.

THERE'S TWO OR THREE-ET THE COMMUNITY TO PARTICIPATE IN THE PROGRAMS DURING THE TIME PERIOD. THE BENEFITS ARE TO SAVE ENERGY AT HOME AND WORK. THE AWARD WHICH WE'LL TALK A LITTLE MORE ABOUT AND THE SIXTY THOUSAND DOLLARS IN GRANTS THAT WILL BE USED IN ENERGY EFFICIENT UPGREATS.

THISUPGRADES. THE PURPOSE OF THE PROGRAM, THIS IS AEP'S SERVICE MAP THAT WE'VE USED FOR THE PURPOSE OF THIS PROGRAM. ANYWHERE YOU SEE A RED DOT IS A UTILITY CUSTOMER THAT CAN PARTICIPATE IN EARNED POINTS FOR THIS PROGRAM. ANYBODY, ANYWHERE THAT IS A GAS CUSTOMER DO THESE PROGRAMS. BUT FOR THE PURPOSE OF THE PROGRAM WE'LL BE EARNING POINTS SORT OF LIKE A CONTEST IN THAT MAP. ONTO THE AWARDS WHICH IS VERY EXCITING. THEY'VE BEEN IN THE EARLY TALK ABOUT WHAT WE HAVE TO O FOR THIS.

THIS IS A REALLY VALUABLE PIECE OF THE PUZZLE THAT WE'LL EARN

DURING THIS CAMPAIGN. >> : IT'S AN EXCITING THING FOR OUR COMMUNITY. I KNOW THE COMMUNITY IS EXCITED ABOUT THIS. IT CAN HELP IN MANY WAYS IN THE COMMUNITY TO GET GRANTS AND TO KEEP THINGS THAT YOU WANT TO DO THAT ARE IMPORTANT TO THE COMMUNITY ON TRACK BECAUSE THERE WILL BE ASSIGNMENTS AND PEOPLE'S NAMES ASSIGNED AND TIME LINES.

THE INTERESTING THING THAT IS MAYBE DIFFERENT IS WE'RE GOING TO BE WORKING ON THE SUSTAINABILITY ROAD MAP PLAN IN CONJUNCTION WITH THE ENERGY SAVERS PROGRAM ITSELF.

>> : WE'LL CONTINUE TO WORK WITH STAFF ON THIS.

THIS IS A TRUE VIEW TO THE CITY GOING FORWARD.

EVEN MORE INCENTIVE. WE HAD STARTED WORKING ON THIS

SEVERAL MONTHS AGO. >> : WE'RE DEVELOPING JUST SHORT

[00:10:16]

EFFORT TO THE SMALL BUSINESSES YOU NEED ENERGY DEPLOYED.

MANY HAD YOU MIGHT NOT KNOW BEING AN INVOLVED COMMUNITY MEMBER. CAN YOU TALK ABOUT WHAT THESE

FUNDS ARE FOR. >> : THE IDEA IS THAT WE'RE GOING TO BE ABLE TO PAY FOR ENERGY EFFICIENT UPGRADES FOR THESE BUSINESSES SO THEY CAN HELP KEEP THEM MORE FINANCIALLY STABLE. THE EASIEST THING OBVIOUSLY FOR BUSINESSES IS TO-THAT'S THIS CAN PAY FOR POTENTIALLY SOME SMALL EASY UPGRADES. SOME NEW KITCHEN EQUIPMENT.

APPLIANCES.ESSES IS GAS- >> : THANKS, JOSH.

SO EXCITED FOR THIS. TO TALK A LITTLE BIT ABOUT THE GOALS. THE GOAL WAS TO HAVE OUR COMMUNITY. THEY AVERAGE THAT OVER A YEAR AND THEN THEY COME UP WITH A BASE LINE.

>> : JUST TO GIVE YOU AN IDEA-LET'S GO THROUGH AND TALK ABOUT-YOU CAN SEE THIS IS REALLY DETAILED.

NUMBERS TO SEE THE BACKGROUND INFORMATION.

THE WAY THEY CAME UP WITH THESE NUMBERS.

BUT THIS IS JUST FOR YOUR INFORMATION AND HOW THE POINTS ARE FIGURED AND HOW WE'LL MEET THEM.

DOING THE ENERGY AUDITS ON A TYPICAL TIME LINE.

THAT'S OUR BASE LINE AND OUR GOAL IS BASED UPON THAT.

HERE IS HOW OUR CONSTITUENTS WILL PARTICIPATE IN THESE PROGRAMS. IT'S IMPORTANT TO NOTE THAT THESE ARE OWNERS AND RENTERS. ALL YOU NEED TO BE IS A MEMBER OF COLUMBIA GAS. THESE ARE THE PEOPLE WHO WILL EARN POINTS FOR THIS PROGRAM. YOU CAN DO REBATES FOR YOUR HOME. YOU CAN BUY A NEW APPLIANCE.

IF IT'S ENERGY STAR CERTIFIED. YOU CAN FILL OUT A FORM.

OUR REAL BREAD AND BUTTER FROM THE POINTS FACTOR IS DOWNLOADING IT'S YOUR POWER APP FROM THE APP STORE.

YOU JUST LOOK ON YOUR SMART PHONE OR I PAD AND DOWNLOAD THE APP AND THEN HAVE YOUR USER NAME AND PASSWORD OR YOUR AA P OHIO ACCOUNT NUMBER TO DOWNLOAD THAT APP.

[00:15:01]

YOU CAN DO A HOME ENERGY PRO PROFILE, ANSWER BASIC QUESTIONS, AND YOU'LL GET A FREE-IF YOU THINK ABOUT IT, OUR GOAL FOR AEP IS 420 POINTS. WE ONLY NEED ROUGHLY 210 HOMES IN WORTHINGTON TO REACH OUR GOAL.

WE FEEL PRETTY CONFIDENT THAT IT'S AN ATTAINABLE GOAL.

JUST FILL OUT THE FORMS ON THE WEBSITE.

THE EXCITING THING IS THE REBATES ON SMART THERMO STATS AND ENERGY EFFICIENT SHOWER HEADS.

YOU CAN GET CERTAIN MODELS FOR FREE BY USING THOSE PROGRAMS. JOSH, DO YOU WANT TO TALK A LITTLE ABOUT THE BUSINESS

PROGRAMS? >> : SURE.

AEP OHIO AND COLUMBIA GAS BOTH HAVE PROGRAMS DESIGNED FOR BUSINESSES FOR EXISTING CUSTOMERS.

AEP'S PROGRAM IS DESIGNED TO GO AFTER THOSE SMALLER BUSINESSES IN ERMS OF-IN TERMS OF THE ENERGY SAVINGS ASPECT OF THINGS.

THIS IS A TEAM OF PEOPLE WHO GO OUT AND WILL DO AN ASSESSMENT OF A BUSINESSES FACILITY IDENTIFYING POTENTIAL UPGRADES.

MOST OF THE TIME IT'S LIGHTING TYPE UPGRADES.

THEY WILL WRITE A PROGRAMMAL TO PROPOSAL TO DOTHE WORK.

WANT THEM TO KNOW ABOUT THIS PARTICULAR PROGRAM.

FOR EVERY BUSINESS THAT GOES THROUGH THIS WILL EARN THREE POINTS. WITH COLUMBIA GAS INNOVATIVE ENERGY SOLUTIONS, THEY CAN PROVIDE REBATES FOR SOME KITCHEN EQUIPMENT THAT BUSINESSES HAVE AS WELL AS FURNACES, INSTALLATION UPGRADES. LOTS OF DIFFERENT ENERGY SAVING MEASURES THAT CAN BE TAKEN ADVANTAGE OF THERE AS WELL THROUGH AEP. THOSE ARE EXISTING INCENTIVE PROGRAMS THAT THOSE CUSTOMERS CAN TAKE ADVANTAGE OF.

>> : THANKS, JOSH. >> : IT SEEMS PRETTY ATTAINABLE.

WE'RE GETTING PRINTED AEP GAS ARE BEING SUPER GENEROUS WITH THESE AND ARE PRINTING, WE'RE REALLY HAPPY THEY'RE DOING THIS

[00:20:29]

FOR US. THIS IS A MARKING FLYER THAT YOU'LL SEE. IF YOU WANT TO ENCOURAGE YOUR OWN NET WORKS AND NEIGHBORHOODS TO ENCOURAGE YOUR CONSTITUENTS TO PARTICIPATE. THIS IS JUST A SIMPLE FLYER ON HOW TO PARTICIPATE. A BANNER THAT YOU'LL SEE AT THE FARMERS MARKET AND SOMEWHERE AROUND TOWN IF I CAN TALK TO THE PLANNING AND BUILDING DEPARTMENT ABOUT PUTTING THAT UP.

THAT'S ABOUT IT. ANY QUESTIONS?

>> : I HAVE A QUESTION OR A COUPLE QUESTIONS.

FIRST OF ALL THIS IS A REALLY REALLY-THE TIMING IS FOR THAT.

AND THE STAFF APACITY AND UNDERSTANDING WHAT RESOURCES-WOULD THIS TAKE AWAY FROM EXISTING RESOURCES.

I'VE BEEN THINKING ABOUT SOME OF OUR OTHER PROGRAMMING THAT'S BEEN PUT ON HOLD AS A RESULT OF COVID 19 AND PARTICULARLY THE AGE FRIENDLY INITIATIVE THAT WE PASSED THE RESOLUTION IN DECEMBER AND HAVEN'T BEEN ABLE TO MOVE FURTHER WITH THAT.

I'M ASSUMING WE CAN DO WALK AND CHEW GUM AT THE SAME TIME.

I WANT TO UNDERSTAND THE TIMING FOR THAT PLANNING INITIATIVE AND WHAT THE STAFF RESOURCES ARE THAT WOULD BE COMMITTED TO THIS.

>> : MIKE, CAN YOU SPEAK TO THAT A LITTLE BIT.

I KNOW AND PETE HAVE TALKED ABOUT IT BUT THIS WAS PRECOVID

19. >> : YES.

I'LL DO Y BEST HERE. WE'VE ALREADY IDENTIFIED-I KNOW YOU WENT PASSED THAT SLIDE. PARKS AND REC AND A COUPLE OTHER GROUPS THAT WOULD BE INVOLVED. REALLY IT'S ALL ABOUT HAVING A WORKSHOP OR SEVERAL MEETINGS WHERE WE COME TOGETHER AND TAKE ON WHATEVER YOU'VE ALREADY STARTED.

WE REALLY TRY TO BUILD WITH WHAT YOU'VE ALREADY GOT STARTED WITH REGARD TO WASTE, WASTE WATER, RECYCLING, GREEN SPACE.

ALL OF THOSE SUSTAINABLE OPPORTUNITIES WITHIN WORTHINGTON. WE BRING YOUR PEOPLE TOGETHER WITH THE GROUP THAT IS PART OF OUR IMPLEMENTATION TEAM.

THEY'VE GOT EXPERTS IN THE FIELD OF BUILDING SUSTAINABILITY ROAD MAPS. WE COME TOGETHER FOR A HALF DAY OR SEVERAL HOUR MEETING, WHATEVER IT TAKES.

THEY LEAD THE PEOPLE OF WORTHING TON THROUGH THAT PLANNING MEETING. A LOT OF IT HAPPENS THROUGH E-MAIL AND CONVERSATION. IT'S NOT A LOT OF TAKING PEOPLE AWAY FROM THEIR REGULAR JOBS. IT'S PICKING THEIR BRAINS AND UTILIZING THEIR TIME TO READ AND REVIEW AND HELP US TO BUILD THIS DOCUMENT. IT'S GOING TO BE DIFFERENT FROM THE PEOPLE ON THE COMMUNITY OF ENERGY SAVERS PROGRAM.

PEOPLE ALREADY ENGAGED IN THIS WORK IN WORTHINGTON.

I DON'T THINK IT'S DETRIMENTAL TO THE WORK THEY ARE CURRENTLY DOING, IF THAT'S WHAT YOU'RE ASKING.

>> : I THINK IT'S MORE A QUESTION FOR MAT AND THE STAFF IN TERMS OF WHAT THEY PERCEIVE PPERCEIVETHE CAPACITY AS.

[00:25:01]

DID WE ACHIEVE THAT THRESHOLD. >> : LET ME ANSWER THAT AND I'LL TURN IT OVER MAT. I WOULD SAY IN A PERFECT WORLD, WE WOULD WAIT UNTIL WE ACHIEVE THE GOAL.

>> : WE'RE CONFIDENT THAT WE'RE WELL ORGANIZED TO MAKE FFICIENT USE OF THIS OPPORTUNITY AND WE MAY HAVE TO LEAN ON MICHAEL'S TEAM A LITTLE BIT WHEN WE HIT IF THERE'S POINTS IN TIME WHERE WE'RE RESOURCE CONTAINED BECAUSE OF OTHER THINGS GOING ON.

>> : THANKS. THOSE WERE MY QUESTIONS.

>> : ARE THERE ANY OTHER QUESTIONS?

>> : I HAVE A FEW. I AM SUPER EXCITED THAT THIS PROGRAM IS OING FORWARD. I HAD NEVER DOWNLOADED THE AEP POWER APP. I'VE HAD ENERGY AUDITS AND TRIED TO GET AS MANY PEOPLE IN THE COMMUNITY TO TAKE ADVANTAGE OF THESE PROGRAMS AND UNFORTUNATELY THEY ARE TRIALATING SOON.

HOW WILL WE KNOW AND WHAT FEEDBACK WILL WE GET THAT COMMUNITY MEMBER S ARE SIGNING P AND WE'RE GOING TO ACHIEVE OUR

GOAL. >> : FROM AEP OHIO'S PERSPECTIVE WE'LL BE ABLE TO TRACK REQUESTS BAWSES THAT'S ALL DONE THROUGH THE APP. WE'LL BE ABLE TO KEEP TRACK OF THAT. NOT ALWAYS ON A REALTIME BASIS.

SOMETIMES THERE'S A LITTLE LAG. WE'LL BE ABLE TO RACK THAT AND IT WILL COME THROUGH MY COMPLIANCE TEAM.

SARAH CAN SPEAK FOR WHAT GOES ON IN COLUMBIA GAS.

>> : SURE. OUR PROCESS IS PRETTY SIMILAR TO AEP'S. WE'LL BE ABLE TO TRACK WHO PARTICIPATES IN THE PROGRAMS AND REPORT AND PROVIDE UPDATES ON THE TOTALS. OUR DATA DOES LAG A LITTLE BIT SOMETIMES JUST DUE TO WHEN WE GET THE DATA FROM VENDORS AND HAVE TO VALIDATE THAT DATA WITH OUR DATA AND COMPLIANCE TEAM.

>> : FURTHER OUR GREEN TEAM AND AMBASSADORS WILL MEET MONTHLY.

OUR GREEN TEAM MEETS WEEKLY TO TALK ABOUT THIS.

WE'LL BE GETTING UPDATES FROM BOTH AEP AND COLUMBIA GAS.

OUR AMBASSADORS WILL BE OIN AMBASSADORS WILL BE INVITEDTO AE TO CROSS THE FINISH LINE. WE HAVE SEVERAL COUNCIL MEMBERS

ON THE GREEN TEAM. >> : THERE IS A PUBLIC WEBSITE AS WELL THAT WILL EEP TRACK OF THE GOAL.

>> : THAT'S ALSO-HOW PUBLIC WILL IT BE? I CANNOT SHOUT THIS LOUD ENOUGH THAT-HOW IMPORTANT THIS IS THE SAVING ENERGY. EVERY WATT THAT WE SAVE IS A CLEAN WATT OF ENERGY. IT'S NOT BEING USED.

WE'RE SAVING MONEY FOR OUR-EVERY LOCAL PERSON WHO DOES THIS.

EVERY HOME AND EVERY PERSON SAVES MONEY FOR THEIR HOME OR

[00:30:06]

BUILDING. WE'RE ABLE TO GIVE MONEY TO OUR DOWNTOWN BUSINESSES. I'M SO EXCITED ABOUT THIS PROGRAM. I WANT US TO BLOW UR GOALS OUT OF THE WATER. TO GET THIS OFF THE GROUND WE HAVE OUR GREEN TEAM. HOW TO KEEP THE ENGAGEMENT GOING, I'M GLAD TO HEAR WE'LL HAVE SOME FEEDBACK.

I'M EXCITED ABOUT THIS. >> : WE'LL DO OUR BEST TO GET THE WORD OUT. WE'VE BEEN IN TOUCH WITH THE CITY'S. WE'LL PUT INFORMATION IN NEWSLETTERS AND ON THE WEBSITE. WE'LL DO THE SAME WITH ALL OF OUR CHANNELS. I COULDN'T AGREE MOVE.

I'M EXCITED TO GET HE COMMUNITY INVOLVED.

THE CARROT WILL BE THE BUSINESS PRIZE MONEY THAT WILL GO TO OUR BUSINESSES THAT ARE CERTAINLY SUFFERING RIGHT NOW.

>> : DO WE HAVE ANY OTHER QUESTIONS?

>> : I'VE GOT A COUPLE. FOR THOSE OF US WHO ARE NOT TUNED INTO THE STATE HOUSE TOO MUCH.

CAN YOU PLEASE EDUCATE US ABOUT HOUSE BILL SIX AND PERHAPS RELATEDLY IT SEEMS LIKE AEP AND COLUMBIA GAS, YOU'RE IN THE BUSINESS OF SELLING ENERGY. WHAT IS THE MOTIVATION FOR YOUR BUSINESSES TO ENCOURAGE PEOPLE TO USE LESS.

I KNOW THERE MUST BE A GOOD REASON.

COULD YOU PLEASE EDUCATE MYSELF AND THE PUBLIC ABOUT YOUR

MOTIVATIONS, PLEASE. >> : I'LL TAKE THE FIRST STAB.

BACK IN 2009 WITH THE PASSAGE OF HOUSE BILL 220 THERE WERE MANDATES PUT ON ELECTRIC-I'LL JUST SPEAK FOR THE ELECTRIC COMPANIES. THE IOU'S IN OHIO TO HELP CUSTOMERS SAVE ENERGY. WE HAD REQUIREMENTS WE HAD TO MEET. THAT'S ONE PART OF THE EQUATION.

WE WERE GIVEN SOME RULES TO FOLLOW AND WE HAVE DONE THAT.

WE FEEL LIKE WE'RE DOING A GREAT BENEFIT AND SERVICE TO OUR CUSTOMERS BECAUSE WE'RE HELPING CUSTOMERS SAVE MONEY-SAVE ENERGY, THAT HECH HELPS THEM SAE MONEY.

THEY CAN BE MORE COMPETITIVE. THEY CAN USE THAT MONEY TO BUY COMPUTERS OR HIRE OR RETAIN EMPLOYEES.

WE GET THAT LOSS REVENUE RECOVERY.

THAT'S WHAT IS HAPPENING WITH HOUSE BILL SIX TO KEEP IT SHORT.

HOUSE BILL SIX WHEN IT PASSED, IT SAYS WE NEED TO STOP WITH WHAT WE'RE DOING CURRENTLY. WE'RE SELECTING THROUGH AN ENERGY EFFIC EFFICIENCY RIDER. THERE'S A HANGE IN THE RULES.

IT'S A LITTLE DIFFERENT FOR COLUMBIA GAS.

I'LL LET SARAH SPEAK TO THAT. >> : TO ECHO WHAT MIKE SAID.

ENERGY EFFICIENCY IS A GREAT WAY TO HELP OUR CUSTOMERS AND HAVE MORE AFFORDABLE BILLS AND FEEL MORE COMFORTABLE IN THEIR HOMES.

IT'S A GREAT OPPORTUNITY TO WORK WITH THEM AND PROVIDE THAT SERVICE. YOU ASKED ABOUT HOUSE BILL SIX.

THAT DOESN'T IMPACT THE ENERGY EFFICIENCY PROGRAMS. THEY ARE RAMPING DOWN AT THE END OF THIS YEAR.

OUR PROGRAMS ARE SET TO CONTINUE PAST THAT.

WE HAVE A PLAN THAT'S BEEN SET FOR THE COMMISSION IN 2022.

>> : THANK YOU. >> : YEP.

>> : OKAY. DO WE HAVE ANY OTHER QUESTIONS? I WANT TO THANK THE PARTNERSHIP AND AEP AND COLUMBIA GAS FOR COMING TONIGHT AND PRESENTING. THIS IS AN EXCITING PROGRAM.

WE'VE BEEN WAITING TO HEAR ABOUT IT FOR A WHILE.

IT'S A VERY EXCITING PROGRAM. I'M GLAD WE'RE ALL GOING TO WORK

[6.A. Meeting Minutes - May 11, 2020 Recommendation: Motion]

TOGETHER TO DO WHAT WE CAN TO IMPROVE SUSTAINABILITY AND HELP OUR LOCAL BUSINESSES. THIS IS ABSOLUTELY WONDERFUL.

THANK YOU EVERYBODY WHO HAS BEEN WORKING ON THIS.

THANK YOU VERY MUCH FOR MAKING SURE THAT WE GOT THIS PRESENTATION AND THAT EVERYTHING IS MOVING FORWARD.

[7.A. Ordinance No. 20-2020 Appropriation - HVAC replacement at the Police Station.]

OKAY. >> : THANKS, EVERYBODY.

BYE BYE. >> : BYE BYE.

>> : THANK YOU. >> : NOW WE'RE GOING ONTO THE

[00:35:03]

APPROVAL OF THE MINUTES OF THE MEETING OF MAY 11TH.

MR. BOOKER MOVES THAT WE APPROVE THE MINUTES.

ARE THERE ANY ADDITIONS, CORRECTIONS, CHANGES TO THE MINUTES? HEARING NONE.

ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.

>> : AYE. >> : THE MINUTES HAVE BEEN

[7.B. Ordinance No. 21-2020 Appropriation - Local Match Funding for Northeast Gateway Project Construction]

APPROVED. NEW LEGISLATION TO BE INTRODUCED. APPROPRIATION FOR THE POLICE STATION. TO ADJUST THE ANNUAL BUDGET FOR THE CAPITAL IMPROVEMENTS FUND TO PAY THE COST OF PHASE TWO ENERGY CONSERVATION MEASURES. AGREEMENTS WITH ABM TECHNICAL

[7.C. Ordinance No. 22-2020 Adoption of City Code Replacement Pages]

SOLUTIONS LL C. INTRODUCED BY MR. SMITH.

ORDINANCE NUMBER 2120. AMENDING NUMBER.

[7.D. Ordinance No. 23-2020 Appropriation - Community Center Piping Replacement Project]

ORDINANCE NUMBER 222020 ORDINANCE TO REVISE ORDINANCES BY ADOPTING CURRENT REPLACEMENT PAGES INTRODUCED BY MRS. MRS. DOROTHY. AMENDING ORDINANCE NUMBER 25, 2019 AS AMENDED. APPROPRIATION FROM THE GENERAL FUND UNAPPROPRIATED BALANCE IN WAVING THE FORMAL PURCHASING REQUIREMENTS. WE'D LIKE TO INTRODUCE BY MR. ROBIN SON. THIS IS SOMETHING THAT STAN IS GOING TO BE ASKED TO BE APPROVED AS AN EMERGENCY.

WE'LL HAVE A PRESENTATION AND MOVE INTO WHETHER OR NOT COUNCIL WANTS TO DO THIS AS AN EMERGENCY.

>> : PRESIDENT AND MEMBERS OF THE COUNCIL.

CERTAINLY WE DIDN'T WANT TO BRING AN ITEM TO OU LIKE THIS.

WE'D RATHER NOT HAVE THIS KIND OF EXPENSE AT A TIME WHERE WE'RE CONCERNED ABOUT REVENUES. WE OBVIOUSLY PLACE A HIGH VALUE ON THE MAINTENANCE AND CONTINUED OPERATION OF OUR FACILITIES AND HAVE, I THINK LITERALLY UNCOVERED CONCERN THAT NEEDS TO BE ADDRESSED. I'M GOING TO TURN IT OVER TO MRF PRESENTATION ABOUT THE PRIEP THE PIPE THATNEEDS TO BE REPLAC.

IT'S SOMEWHAT TIME SENSITIVE IN OUR OPINIONS IF WE DESIRE TO HAVE THAT OPEN SOONER RATHER THAN LATER.

>> : THANK YOU. IN EARLY APRIL STAFF BECAME AWARE OF EXCESSIVE WATER USAGE AND LINES THAT FEED MECHANICAL ROOM AT THE COMMUNITY CENTER. AS WE INVESTIGATED FURTHER IT WAS SUS PEC SUSPECTED THAT A LEE PRESENT THAT TAKES HOT WATER FROM ONE MECHANICAL ROOM TO THE ANOTHER.

YOU CAN SEE ON YOUR SCREEN THE MAP ON THE NORTH WHERE THE POOL PATIO IS AND THE RED LINE SHOWS THE PATH THAT THE PIPING TAKES FROM A MECHANICAL ROOM ON THE EAST SIDE AROUND THE POOL PATIO AND THEN ON YOUR LOWER LEFT THERE WHERE THE RED LINE GOES THAT'S A CHILLER UNIT ON AN OUTDOOR BULL PEN AND ENTERS INTO A MECHANICAL ROOM THAT IS ON THE WEST SIDE.

OBVIOUSLY WE SUSPECTED THERE WAS A LEAK THERE.

WE SUSPECTED IT WAS IN AREA OF THAT LARGE CHILLER UNIT.

IT WAS URGENT-WE WERE CONCERNED ABOUT THE SOIL AND WHAT MIGHT HAPPEN IF THERE WAS EXCESSIVE WATER.

THEY CAME OUT AND EXPOSED THE PIPE AND TESTED IT.

FOUND THE LEAK WHICH TURNED OUT IT WAS LOCATED REALLY RIGHT OFF OF THE BOTTOM CORNER OF THAT CHILLER AND OF COURSE AT THAT POINT WE'RE HOPING IT'S A MATTER OF EXPOSING IT, TESTING THE PIPE AND CUTTING OFF A SECTION AND REPLACING IT.

WHAT WE FOUND IS THEY BUG DEEPER AND WENT FARTHER THAT THE PIPING

[00:40:01]

IS A STEEL PIPE THAT IS SIX INCHES.

IT'S INSULATED WITH A PV C PIPE AROUND IT TO HELP IT RETAIN WARMTH. AT SOME POINT IT WENT THROUGH THAT INSULATION AND CAUSED SIGNIFICANT DETERIORATION.

I'LL SHOW YOU HERE. THAT'S A GOOD SECTION OF THE PIPE ON OUT BY THE POOL PATIO. YOU CAN SEE WHAT IT'S MADE UP OF. THE EXPOSED PART IS WHAT THE GOOD STEEL PIPING SHOULD LOOK LIKE WITH THE INSULATION AND THE PV C. YOU CAN SEE THERE'S TWO PIPES THERE SIDE BY SIDE. THIS IS BACK IN THE BULL PEN WHERE THEY FOUND THE LEAK WHERE THE LITTLE BLUE FLAG IS.

THE LOCATION OF THE LEAK. THAT PIPING LOOKS MUCH DIFFERENT. IT'S HARD TO SEE IN THE PICTURE.

IT'S COMPLETELY DETERIORATED. AS THEY TESTED THE AREA AROUND THE LEAK, THE GOAL WAS TO FIND A PLACE WHERE THE PIPING WAS OF GOOD ENOUGH QUALITY WHERE THEY COULD WELD THE NEW PIPING IN AND FIX IT AND PUT IT BACK. WE WENT A LITTLE FARTHER AND TRIED TO FIND GOOD PIPING. UNFORTUNATELY IT TRAVELED INSIDE THE PV C AND THAT INSULATION FOR A GOOD WAYS.

AS YOU GO BACK TOWARDS THE BUILDING, THIS IS AT THE FOUNDATION OF THE BUILDING WHERE IT ENTERS INTO THAT MECHANICAL ROOM. YOU CAN SEE THAT PIPING IN REALLY BAD SHAPE. THE NEXT ISSUE BECAME WHETHER IT HAD GOTTEN UNDERNEATH THE BUILDING IN THAT-THROUGH THAT FOUNDATION AND INDEED IT HAD BECAUSE IT TRAVELED INSIDE THE PIPES. NOT ONLY WERE WE GOING TO HAVE TO REPLACE IT UP TO THE BUILDING BUT GET UNDER THE BUILDING.

THAT GOES THROUGH THE FOUNDATION AND UP THROUGH A CONCRETE FLOOR TO A MECHANICAL ROOM. THEY FOUND A CREATIVE SOLUTION TO AVOID HAVING TO GO THROUGH THE CONCRETE LOORING AND UP THROUGH THAT BLOCK WALL AND HIGHER INTO THE GROUND.

IT GIVES YOU SOME IDEA OF THE MAGNITUDE OF WHAT WE RAN INTO.

THIS IS LOOKING BACK OUT THE WAY FROM WHERE I SHOWED YOU FROM THAT CHILLER UNIT. IT'S VERY INTRICATE IT'S A LOT OF WORK TO REMOVE THE REST OF THAT PIPING.

OF COURSE, JUST THE WAY IT SEEMS TO ALWAYS WORK.

THERE'S A COUPLE OTHER OBSTACLES LIKE PIPING UNDER AN ELECTRICAL CONDUIT. IT CREATES A PRETTY BIG CHALLENGE. UNFORTUNATELY AS THIS ALL DEVELOPED. THE GOOD NEWS IS WE'RE CLOSED AT THE COMMUNITY CENTER. IT HASN'T HURT OPERATIONS TO THIS POINT. IT'S HEATED WATER AND YOU'RE THINKING IT'S SUMMER. THE AIR GOES THROUGH A SYSTEM OF COOLED AND HEATED WATER THAT DEHUMIDIFIES IT.

WITHOUT THIS WATER PIPE YOU WOULD HAVE ALL KINDS OF HUMIDITY AND CONDENSATION ON THE WINDOWS AND NOT BE ABLE TO OPERATE.

WE'RE EFFECTIVELY CLOSED UNTIL WE CAN GET THIS PRO REPAIR FULLY MADE. WHEN WE FIGURED OUT WHERE WE HAD TO GO RIGHT ABOUT THE MIDDLE OF THE POOL PATIO.

THAT IS ABOUT THE SPOT, HOW FAR BACK THEY AD TO GO THAT WAS PIPING OF GOOD ENOUGH QUALITY TO WELD ONTO.

WE HAVE TO GO FROM THAT POINT ALL THE WAY BACK THROUGH THAT BULL PEN AND INTO THE BUILDING. IT ENDS UP BEING BETWEEN THE TWO PIPES TWO HUNDRED SEVENTY FEET OF THIS SIX INCH PREENGINEERED PIPING AND THERE FOR A VERY LARGE FIGURE.

THE BID THAT THEY GAVE US TO FIX IT ALONG WITH THEIR SUBS WHO BRENNER MECHANICAL, THE RANGE WAS ONE FORTY NINE, NINE FIFTY.

YOU'LL SEE THE APPROPRIATION THAT WE'RE REQUESTING IS ONE HUNDRED FIFTY FIVE THOUSAND. WE KNOW THERE'S STILL SOME CHALLENGES TO DO THAT. THE OTHER UNIQUE SITUATION THAT WE'RE GOING TO REMEDY. IT WAS GOOD NEWS IN A WAY WHERE THAT CHILLER SITS, LIKE I SAID IT DOES PRESENT SOME CHALLENGES BUT WE WERE WORRIED ABOUT THE FOOTING OF THAT CHILLER.

THEY POURED A CONCRETE FOUNDATION BELOW.

[00:45:01]

IT'S HARD TO SEE FROM THESE PICTURES.

UNDERNEATH THAT PIPING AND CHILLER THERE'S A CONCRETE FOUNDATION. THAT'S GOOD FOR THE FOUNDATION OF THE CHILLER. IT CREATED A SWIMMING POOL EFFECT WHICH CONTRIBUTED TO THE DETERIORATION.

IT HOLDS WATER AT THE PIPES. THE WATER DOESN'T HAVE A CHANCE TO RUN OFF. WE'RE GOING TO BE INSTALLING A PUMP SYSTEM TO KEEP THAT FROM HAPPENING IN THE FUTURE.

THAT'S BUILT INTO THE NEW CONTRACT THAT WE'RE PROPOSING TONIGHT. WE UNDERSTAND THIS IS NOT NORMAL PROTOCOL. WE PREFER TO FOLLOW THE GUIDELINES AND GO OUT TO BID. BECAUSE THEY'VE DONE A LOT OF WORK AND TESTING TO GET TO THIS POINT.

WE'D HAVE TO GO BACK AND THAT WOULD TAKE US THROUGH THE

SUMMER. >> : HOW LONG DO YOU THINK IT'S GOING TO TAKE TO GET THIS FIX DONE?

>> : WITHOUT US SIGNING ANYTHING ON GOOD FAITH.

THEY WENT AHEAD AND ORDERED THE PIPES BECAUSE THEY SAID THEY COULD CANCEL. THE PREENGINEERING AND CONSTRUCTION OF THE PIPES IS ALREADY UNDER WAY.

IF WE'RE ABLE TO ENTER INTO AN AGREEMENT, THE INITIAL ENGINEERING AND DELIVERY TIME WAS FOUR IT FIVE WEEKS.

WE'RE ABOUT TWO TO THREE WEEKS INTO THAT WINDOW.

IT'S MY UNDERSTANDING WE SHOULD BE ABLE TO GET THEM HERE WITHIN THE NEXT TWO TO THREE WEEKS AND GET INSTALLATION AND BE ON TRACK

SOMEWHERE AT THE END OF JUNE. >> : POSSIBLY OPENING UP THE

POOL SOMETIME IN JULY. >> : WE CAN DEAF NETLY BE RE DEN AS THIS IS DONE. WE STILL HAVE SOME DECISIONS TO MAKE AROUND THE POOL. THE LAP LANES AND WATER EXERCISE COULD BE IN THAT FIRST PHASE. WE THINK WE'D BE READY.

UNTIL WE SIGN THE CONTRACT. >> : HOW LONG DO WE EXPECT THIS NEW PIPE TO LAST AND HOW LONG DO WE EXPECT THE OLD PIPE TO LAST.

DID YOU EXPLORE REPLACING ALL OF IT? WHEN CAN WE ANTICIPATE OING THIS ALL OVER AGAIN?

>> : THAT'S A GREAT QUESTION. CERTAINLY IT WAS EARLIER THAN EXPECTED. I THINK IT WAS A LITTLE BIT OF A FLUKE SCENARIO IN THE SENSE OF WHENEVER THE INITIAL LEAK WAS, WE DON'T KNOW IF THERE HAPPENED TO BE OTHER LEAKING.

THE SYSTEM DESIGNED THAT WATER TO REST AROUND THE PIPES.

IT ACCELERATED THE DETER DETERIORATATION OF THIS.

WE'VE BEEN TOLD THAT YOU SHOULD BE-WE OBVIOUSLY FACE THE DECISION WHETHER TO REPLACE THE REST OF THE RUN.

THIS WAS A LITTLE OVER HALF OF IT.

THEY CAME IN WITH SEVERAL DIFFERENT C TL AND SEVERAL DIFFERENT SUBCONSULTANTS TO TEST THE PIPING AND REMAINING PIPING.

THEY FELT LIKE IT HAD NOT DETERIORATED THAT IT WAS WORTHY OF THAT ADDED COST. I DON'T KNOW IF I CAN GIVE YOU A NUMBER OF YEARS COUNCIL MEMBER, BUT I CAN TELL YOU THAT THIS IS FAR FASTER THAN IT SHOULD HAVE HAPPENED AND BETWEEN THE SUBPUMP AND TAKING CARE OF THESE CONDITIONS, WE'LL GET MUCH MORE

LIFE THIS GO AROUND. >> : THIS IS DAN.

I'VE ANTICIPATED THAT QUESTION AND ASKED THE ENGINEERS ON SITE.

IT'S KIND OF UNUSUAL. AS WAS MENTIONED, THE WAY OF PIPE WAS INSTALLED WITH THE INSTALLATION AND-

[00:51:39]

>> : (ROLL CALL). >> : LET'S SEE IF WE CAN GET THIS PIPE DONE IN A REASONABLE TIME TO GET THE POOL OPEN.

IS THERE ANY DISCUSSION ON PASSING THIS AS AN EMERGENCY?

[7.E. Ordinance No. 24-2020 Rezoning - Super Games - 6580 Huntley Road]

HEARING NONE. PLEASE CALL THE ROLL ON PASSING

THIS ORDINANCE AS AN EMERGENCY. >> : (ROLL CALL).

>> : ORDINANCE NUMBER 232020 PASS AS AS AN EMERGENCY ORDINANCE. AMEND THE OFFICIAL ZONING METHOD TO CHANGE DISO ZONING OF LAND. MR. GRAY SON.

>> : I'M GOING TO ASK MR. BROWN TO TOUCH BRIEFLY ON WHAT WE'RE

DOING HERE. >> : THANK YOU.

TONIGHT'S JUST THE INTRODUCTION SET UP TO GO TO M MUNICIPAL

PLANNING COMMISSION. >> : MR. SMITH, WILL YOU

INTRODUCE THIS ORDINANCE. >> : SO MOVED.

>> : WE JUST NEED AN INTRODUCTION.

IS THERE ANY DISCUSSION OR QUESTIONS SINCE WE KNOW IT'S GOING TO BE COMING BACK TO US AGAIN ONCE IT GOES THROUGH THE MUNICIPAL PLANNING COMMISSION. IF NOT-

>> : AMADAM PRESIDENT. >> : YES.

>> : REAL QUICK. MR. BROWN? IS THERE ANY WAY THAT THE USE AT THE GAINS WE'RE LOOKING CAN BE ADDED TO THE INDUSTRIAL ZONING AS OPPOSED TO REZONING ITSELF.

>> : IT COULD BE, IT JUST NEEDS TO GO THROUGH THE SAME PROCESS

THAT A REZONING WOULD ALSO. >> : THERE'S A LEGITIMATE

[8.A.I. Permission to Bid - Police Building Roof Replacement Project]

CONCERN ABOUT REZONING PROPERTY AS OPPOSED TO PROBABLY A ONE OFF CONDITIONAL USE FOR RETAINING THE EXISTING ZONING.

>> : RIGHT. >> : THANKS FOR CONSIDERING.

>> : THANK YOU. IF THERE'S NO OBJECTION, THIS

[00:55:15]

ORDINANCE GOES TO THE MUNICIPAL PLANNING COMMISSION.

>> : WE'RE UNDERTAKING BOTH-THE NUMBER OF NEED IMPROVEMENTS TO OUR POLICE BUILDING. I'M GOING TO TURN IT OVER TO MR.

>> : THANK YOU. THIS IS MUCH NEEDED PROJECT WE'VE BEEN CONTEMPLATING FOR A LONG TIME.

IT'S ONE OF SEVERAL THAT WE'RE COORDINATING TOGETHER.

IT'S FOR THE EMERGENCY CENTER AND THE HVA C SYSTEM WILL BE COMING UP HERE SHORTLY. WE'VE BEEN INVOLVED WITH THE ROOF FOR Y QUITE SOME TIME. THE COST ESTIMATE IS FOUR HUNDRED TWENTY FIVE THOUSAND DOLLARS.

WE LOOK FORWARD TO GETTING IT OUT THERE ON THE STREET AND ACQUIRING A SOLID CONTRACTOR. WE WOULD GO TO BID-J ARE THERE

>> : ARE THERE ANY QUESTIONS? >> : I THINK MR. WHITE HEAD WAS GOING TO ANSWER THE QUESTIONS THAT I WAS GOING TO ASK.

>> : WE'LL GO TO BID AS SOON AS WE'RE ABLE TO LEGALLY.

IT'S HARD TO TELL HOW LONG IT WILL BE.

PROBABLY ABOUT THREE MONTHS. DEPENDING ON THE OTHER TWO PROJECTS. WE CERTAINLY WANT TO GET A NEW

ROOF BEFORE INTER MONTHS HIT. >> : I APPRECIATE YOU TELLING US THAT. I HAVE HEARD THAT THE MARKET SHOULD BE A LITTLE BETTER FOR US FOR THESE BIDS DUE TO EVERYTHING THAT'S GOING ON. HOPEFULLY THAT WILL COME UNDER AND WITH OUR PREVIOUS EXPERIENCE WITH ROOFS, I'M GLAD THEY'RE DOING CONSTRUCTION OVERSIGHT. I'M HAPPY, EVERY INGLE ITEM IN THERE IS ABSOLUTELY NEEDED. I'M HAPPY WE'RE GETTING THE WORK DONE AND HOPEFULLY WITHIN THREE MONTHS.

THANK YOU, SO MUCH. >> : THANK YOU.

>> : DO E HAVE ANY OTHER QUESTIONS?

[8.A.II. Permission to Bid - Police Building Vestibule]

IF NOT. MR. MYERS MOVES THAT WE AUTHORIZE THE SOLICITATION OF BIDS FOR THIS PROJECT.

IS THERE ANY DISCUSSION REGARDING AUTHORIZING THE SOLICITATION-IF NOT, ALL IN FAVOR, SIGNIFY BY SAYING AYE.

>> : AYE. >> : YOU'VE BEEN AUTHORIZED TO SOLICIT FORBIDS FOR THIS PROJECT.

>> : THIS ONE IN PARTICULAR IS CONNECTED AND RELATED TO THE TRANTRANSFER OF THE DISPATCH CENTER-IT WILL BE CREATING A SECURE VESTIBULE IN THE FRONT OF THE POLICE STATION IN THE PART OF THE SPACE THAT IS CURRENTLY LOBBY.

I'M GOING TO TURN IT OVER AND IF YOU HAD ANY QUESTION ABOUT HOW IT RELATED TO POLICE OPERATIONS THE CHIEF CAN ANSWER.

>> : WE MENTIONED THIS IS A PART OF THAT PROJECT FOR THE NORTH WEST REGIONAL EMERGENCY COMMUNICATIONS CENTER TO ESTABLISH A SAFE AREA. THERE'S REALLY JUST SOME ROLLING

[01:00:02]

OFF AND SOME ESTABLISHMENT OF SOME DIFFERENT AREAS IN THERE TO MAKE IT A SAFE PLACE TO ENTER AS AN EMERGENCY WHILE THE BUILDING MAY NOT BE STAFFED. IT WILL BID THE SAME TIME AS THE ROOF. IT SHOULDN'T AKE LONG TO CONSTRUCT OR SAY WHAT THE WORK OF COORDINATING WITH THE THER TWO PROJECTS MAY MAKE IT A LITTLE LONGER.

I WOULD GIVE IT A SAFE THREE MONTHS FOR COMPLETION.

>> : ARE THERE ANY ADDITIONAL QUESTIONS?

>> : I WAS HOPING THE CHIEF WOULD EXPLAIN HOW THIS WOULD BE

USED BY THE PUBLIC. >> : CERTAINLY.

WE ARE TRYING TO BALANCE SAFETY AND SOMEBODY IN NEED OFTEN TIMES SOMEONE WHO MAY NEED IMMEDIATE POLICE ATTENTION WILL GO TO A POLICE STATION. WITH US NOT BEING STAFFED AS WE NORMALLY AND OFFICERS ON PAT PATROL,WE WANT TO PROVIDE SOME Y AND SECURITY UNTIL WE GET TO THEM.

WE'LL HAVE SUPPORT STAFF THERE BUT IT'S NOT 24/SEVEN SUPPORT.

IT'S A WAY TO PROVIDE FOR THEIR OWN SAFETY UNTIL WE CAN DPET GET THERE. ALSO TO MEET THE EXPECTATIONS THAT THE COMMUNITY HAS OF SEVERAL LEVELS.

THERE HAS TO BE A WAY FOR PEOPLE TO STILL HAVE ACCESS TO THEIR OFFICERS. IT'S A COMBINATION OF BALANCING

SAFETY WITH SERVICE. >> : OKAY.

[Additional Item]

ANYMORE QUESTIONS? >> : HEARING NONE.

MR. ROBIN SON MOVES THAT WE AUTHORIZE THE SOLICITATION OF BIDS. SECOND.

ANY DISCUSSION ON SOLICITATION ON BIDS.

IF NOT, ALL IN FAVOR SIGNIFY BY SAYING AYE.

>> : AYE. >> : OKAY.

ALL OPPOSED LIKE SIGN. STAFF.

YOU ARE NOW AUTHORIZED TO SOLICIT FOR THE BIDS.

I KNOW WE POKE ABOUT TWO WEEKS AGO WITH AN UPDATE.

A LOT OF THINGS HAVE BEEN MOVING AT THAT TIME.

THIS VISUAL ON YOUR SCREEN GIVES YOU AN OVERVIEW OF WHERE YOU ARE. AS YOU CAN SEE WE SAW SEVERAL OTHER COMMUNITIES MOVE ON TENNIS AND BASEBALL.

SO FAR SO GOOD. WE HAVEN'T GOTTEN REPORTS OF LARGE GATHERINGS. WE ARE TRYING TO MONITOR THOSE.

WE HAD A NICE WEATHER WEEKEND. THEY SEEM TO BE DOING THEIR BEST TO FOLLOW THE GUIDELINES. WE'LL CONTINUE TO MONITOR THAT.

JUST TODAY WE OPENED THE DOG PARK.

[01:05:04]

WE AGAIN, POSTED DISTANCING REQUIREMENTS AND TOOK SOME OTHER SAFETY MEASURES. WE'LL BE WATCHING THAT AS WELL.

I VISITED IT MYSELF A COUPLE TIMES TODAY.

FOLKS SEEM TO BE DOING A GOOD JOB OF SPACING OUT.

OUR BIG ACTIVITY COMING THIS WEEK IS THE OPENING OF THE COMMUNITY CENTER FITNESS FLOOR PHASE.

I DESCRIBED IN QUITE A BIT OF DETAIL LAST TIME, I WON'T UNLESS YOU HAVE QUESTIONS. STAFF DID A REALLY GOOD VIDEO THAT WALKS YOU THROUGH AND SHOWS YOU SOME ISUALS OF THE CENTER.

STARTING TODAY RESIDENTS AND MEMBERS WERE ABLE TO GO IN AND RESERVE SEVENTY FIVE MINUTE TIME SLOTS WHERE THEY CAN COME IN AND UTILIZE JUST THE FITNESS FLOOR. IT'S SPREAD OUT BETWEEN THE FITNESS FLOOR AND THE GYM. WE HAD QUITE A BIT OF INTEREST.

WE'LL BE ABLE TO GIVE YOU A BETTER REPORT ON HOW MANY PEOPLE ARE COMING TO USE THAT BY THE TIME WE OPEN THE DOORS ON WEDNESDAY. THE BOX TO YOUR RIGHT THAT SHOWS CLOSED UNTIL FURTHER OTICE, A FEW OF THOSE ARE THINGS WE'RE MONITORING. SOME OF THOSE ARE DP DEPENDENT N GOVERNOR AND HEALTH ORDERS. PLAY GROUNDS ARE ONES WE GET THE MOST QUESTIONS ABOUT. THAT IS CLOSED BY ORDER OF THE GOVERNOR. YOUTH BOOSTERS, THEY HAVE PUT TOGETHER A COVID 19 COMMITTEE TO PROVIDE GUIDANCE.

WE'VE BEEN IN TOUCH WITH THEM A COUPLE OF TIMES A WEEK.

WE'RE STARTING TO WORK ON OUR BALL FIELDS.

AS YOU KNOW, WE DID NOT BRING ON SEASONALS THIS YEAR.

BETWEEN THE FLOODING LAST WEEK AND THE RAIN, OUR BALL FIELDS HAVE NOT GOTTEN A LOT OF ATTENTION.

WE'RE GOING TO DO ALL WE CAN TO BE READY WHEN THE YOUTH BOOSTERS DECIDE WHAT THEY WANT TO PROVIDE.

WE'LL OPEN OUR OTHER CORE USER GROUPS WHICH IS SENIOR SOFT BALL AND CHURCH LEAGUES AND PROBABLY JUST DECIDE FROM THERE WHETHER WE WANT TO OPEN UP FURTHER. MOST OF THE OTHER THINGS ON THAT LIST, WE'RE WAITING AND SEEING. THE OUTDOOR RESTROOMS ARE A BIG ONE ESPECIALLY DOWN AT THE PARK LANDS.

THE GUIDELINES AND OUR STANDARD OF WANTING TO MAKE SURE THOSE ARE SAFE WOULD REQUIRE MULTIPLE CLEANINGS A DAY.

THE RESTROOMS AT PERRY REN'T UNDER S MUCH PRESSURE.

THOSE WOULD PROBABLY DRIVE THE OPENING OF THOSE.

NO WORD ON SENIOR CENTERS AND I THINK I ADDRESSED THE INDOOR POOL. THAT'S THE UPDATE.

I'M HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE ON THE

STATUS OF THOSE. >> : ANY QUESTIONS?

>> : I HAVE A QUESTION JUST ABOUT OUR STAFF ARE WE USING ALL OUR FULL TIME STAFF AND HAVE WE REHIRED ANY OF OUR PART TIME?

>> : THAT'S A GREAT QUESTION. WE HAVE 13 WHAT I CALL RECREATION STAFF. STAFF THAT AREN'T A PART OF OUR PARKS CREW, NOT COUNTING MYSELF. FOUR OF HOSE ARE CENTER STAFF AND THE REST TYPICALLY WORK EVENTS OR THE COMMUNITY CENTER.

COVERING PART OF THE HOURS. WE ARE BRINGING BACK A SELECT GROUP OF PART TIMERS JUST TO BE ABLE TO HAVE ENOUGH HOURS TO SERVE THE PUBLIC. WE'LL BE WATCHING AS WE SEE HOW READY PEOPLE ARE TO COME AND USE THE FACILITY WHETHER WE NEED TO BRING BACK ANY OTHER PART TIMERS.

OBVIOUSLY WITH OUR FINANCIAL SITUATION WE'RE TRYING TO BRING BACK THE MINIMAL AMOUNT NEEDED TO DO A GOOD JOB.

>> : ANY ADDITIONAL QUESTIONS? ANYBODY ELSE HAVE ANY QUESTIONS?

THANK YOU VERY MUCH. >> : I WANT TO THANK STAFF.

THEY'VE BEEN REALLY HARD WORKING AND COORDINATING WITH STAFF ABOUT ALL THE CHANGES HAPPENING WITH OUR FACILITIES AND PARKS.

I COULDN'T BE MORE PLEASED WITH THEIR ENGIN INGENUITY AND EFFOR.

[01:10:11]

>> : I WAS HAVING SOME TECHNICAL DIDIFTS EARLIER.

DIFFICULTIES EARLIER. I WANTED TO TAKE A MINUTE, WE HAVE REFLECTED A LOT IN RECENT DAYS ON EVENTS THAT HAVE BEEN-HAVE TRANSPIRED IN OUR COUNTRY AND NOW IN OUR REGION.

INDIVIDUALLY WE FELT STRONGLY THAT WE AS PUBLIC LEADERS AS PUBLIC SAFETY LEADERS IN WORTHINGTON WE NEEDED TO MAKE A STATEMENT AND GO ON THE RECORD FOR OFFERING OUR THOUGHTS.

WE'VE DECIDED TO DO THAT JOINTLY AND THE CHIEF IN A MINUTE IS GOING TO GIVE VOICE TO OUR WORDS THAT WE'VE WRITTEN.

EITHER LATER TONIGHT OR FIRST THING IN THE MORNING WE'RE GOING TO SHARE THEM PUBLICLY THROUGH THE CITY'S VARIOUS COMMUNICATIONS MEANS. I APPRECIATE YOUR ATTENTION TO THESE WORDS. PLEASE KNOW THAT WE OFFER THEM

WITH HUMILITY AND SERIOUSNESS. >> : MEMBERS OF COUNCIL, WE WERE SHOCKED AND SADDENED TO WATCH THE EVENTS ON THE DEAF STRAIGHTING VIDEO OF GORGE FLOYD BEING KILLED WHICH HAS SINCE SPARKED VIOLENCE AROUND THE WORLD.

WE HAVE INTERNALLY DISCUSSED THESE ISSUES FOR THE MONTHS THAT I'VE BEEN HERE. CITY MANAGER AGREES AND STAFF HAVE DISCUSSED IT FAR LONGER THAN THAT.

HOWEVER, WE THINK THE TIME IS RIGHT TO PUBLICLY SHARE SOME THOUGHTS WITH YOU. WE ARE DEEPLY TROUBLED BY THE FACT THAT PEOPLE OF DIFFERENT RACES AND BACKGROUNDS ARE TREATED DIFFERENT IN OUR SOCIETY.

THE COLOR OF A PERSON'S SKIN SHOULD NOT DICTATE HOW AN INDIVIDUAL IS TREATED. INCREASE THE LIKELIHOOD OF PHYSICAL CONFLICT, INJURY, OR EVEN DEATH.

IN OUR IDEAL WORLD ALL PEOPLE ARE TREATED EQUALLY.

PEOPLE IN POSITIONS OF AUTHORITY INCLUDING POLICE OFFICERS DO THE RIGHT THING. ALL NEM THE COMMUNITY TRUST THEM TO DO THAT. WE OBVIOUSLY HAVE A LOT OF WORK TO DO AS A COUNTRY, A CITY AND OUR OWN COMMUNITY TO ACHIEVE THIS EQUAL TREATMENT AND TRUST. WE BELIEVE THIS NEEDS TO BE COMMUNITY CONVERSATION ABOUT HOW WORTHINGTON CAN BE SUPPORTIVE AND WELCOMING TO ALL PEOPLE OF RACIAL BACKGROUNDS.

WE NEED TO WORK EVERYDAY THROUGH EACH INDIVIDUAL INTERACTION TO BE RESPECTFUL, SUPPORTIVE, AND CARING OF OTHERS REGARDLESS OF THE BACKGROUND. WE'RE COMMITTED TO HAVING CONVERSATIONS AND TAKING SPECIFIC STEPS TO PROACTIVELY ADDRESS ISSUES OF RACISM AND DISCRIMINATION.

ULTIMATELY WE ALL NEED TO SHOW RESPECT AND CARING FOR ALL PEOPLE AROUND US. THE CITY GOVERNMENT INCLUDING THE DIVISION OF POLICE, STRIVES EVERYDAY TO ACHIEVE THE IDEAL THAT WE DESCRIBED, HOWEVER, WE ARE NOT PERFECT AND ANYTIME WE DON'T LIVE UP TO THE IDEAL WE EXPECT OF OURSELVES, WE RISK LOSING THE SAME RESPECT AND CARING THAT WE'RE ENCOURAGING IN THE COMMUNITY. WE MUST BE VIGILANT TO CONTINUALLY IMPROVE AND GROW IN THIS AREA.

WE HAVE TAKEN A NUMBER OF SPECIFIC STEPS IN OUR POLICE DIVISION IN THIS AREA. IN THE PAST TWO YEARS WE HAVE TRAINED ON DIVERSITY AWARENESS, ETHICS, SOCIAL, EMOTIONAL, USE OF FORCE AN DEESCALATION TECHNIQUES.

AS LEADERS, WE STRIVE TO BE POSITIVE EXAMPLES.

WE EXPECT OUR OFFICERS AND ALL CITY EMPLOYEES TO ACT PROFESSIONALLY AND TREAT PEOPLE WITH RESPECT AND DIGNITY.

[01:15:02]

OUR OFFICERS WORK HARD TO BUILD POSITIVE EXPERIENCES AND RELATIONSHIPS IN OUR COMMUNITY. MANY TIMES THEY GO WELL BEYOND WHAT WE EXPECT OF THEM. WE HAVE TO ACKNOWLEDGE, WE'RE NOT PERFECT AND THERE'S ROOM FOR IMPROVEMENT.

WE NEED TO CONTINUE TO COMMIT TO HOLDING OURSELVES ACCOUNTABLE FOR OUR ACTIONS. WE COMMIT TO FULLY INVESTIGATING ANY INCIDENT THAT GIVES US PAUSE SO WE CAN TAKE THE APPROPRIATE CORRECTIVE ACTIONS. OUR SOCIETY AND OUR COMMUNITY HAVE MUCH WORK TO DO AND WE WANT TO HELP LEAD THE DISCUSSIONS TO ENCOURAGE STRONGER MORE RESPECTFUL AND WELCOMING COMMUNITY FOR PEOPLE OF ALL BACKGROUNDS.

IN THE COMING DAYS WE WILL BE REACHING OUT TO COMMUNITY PARTNERS AS WE TAKE ON THIS EXTREMELY IMPORTANT EFFORT.

I THANK YOU FOR YOUR TIME. >> : PRESIDENT MICHAEL, WE'RE GOING TO SHARE THAT WITH THE COMMUNITY IN THE WRITTEN FORM OR A VERSION OF THAT AND WE'LL BE ENGAGING OUR COMMUNITY RELATIONS COMMISSION AND OTHER COMMUNITY PARTNERS ASKING WHAT FOR THEIR SUPPORT AND DIALOGUE AND TO DISCUSS THE BEST WAYS WE CAN TALK ABOUT THIS AND MOVE FORWARD IN OUR COMMUNITY.

WE THINK THAT'S AN OBLIGATION THAT WE HAVE AS PUBLIC LEADERS

AND ONE THAT WE TAKE SERIOUSLY. >> : ANY COMMENTS? THANK YOU VERY MUCH FOR THAT. IT WAS A VERY THOUGHTFUL STATEMENT. I THINK IT WAS VERY WELL

WRITTEN. >> : I HAD SOME QUESTIONS.

AND THEN A COMMENT AS WELL. MY FIRST QUESTION, YOU AND I HAD A PR BRIEF EXCHANGE ABOUT A SPECIFIC RELATED MATTER.

I WOULD LIKE TO HEAR MORE ABOUT HOW THIS CAME ABOUT PARTICULARLY SINCE THE PUBLIC ASKED. IT IS MY UNDERSTAND THAT SOME MEMBERS OF THE PUBLIC WERE THERE.

HOW DID THAT COME ABOUT AND WHAT WERE THEY D THEY DOING OWN THER.

>> : THE EVENTS DOWNTOWN ARE RATHER SIGNIFICANT AND STRAINING ON THE RESOURCES OF THE EMBERS OF THE POLICE DEPARTMENT.

IN ADDITION, THERE WAS CONCERN ABOUT TRAFFIC CREATING A DANGER FOR THE PROTESTERS. TRAFFIC IMPEDING THE EFFORTS TO ALLOW A PEACEFUL PROTEST AND FIRST AMENDMENT ASSEMBLY.

OUR OFFICERS WERE ENGAGED IN BLOCKING OFF RAMPS FROM THE INTERSTATES AND TO THAT IMMEDIATE DOWNTOWN AREA FOR THE SAFETY FOR NOT ONLY THE PROTEST MARCHS BUT ALSO THE MOTORING PUBLIC. SO THEY DON'T GET CAUGHT UP IN THERE AND NOT ABLE TO GET OUT. WE WERE NOT ENGAGED IN ANYTHING RELATED TO THE EVENT ITSELF WHERE THEY ARE STRICTLY IN A SUPPORT ROLE TO MINIMIZE THE AMOUNT OF VEHICLE TRAFFIC.

>> : IT'S MY UNDERSTANDING THAT'S RELATED TO A MUTUAL AID AGREEMENT THAT I KNOW OUR DEPARTMENT AND OTHERS HAVE WITH EACH OTHER AND THE CITY F COLUMBUS, IS THAT RIGHT?

>> : YES. TIP LICTYPICALLY IT'S NOT THE BT CITY IN THE COUNTY ASKING FOR ASSISTANCE, USUALLY IT'S THEM OFFERING ASSISTANCE IN OUR TIMES OF NEED.

THAT'S OFTEN DONE WITHOUT ANY EXPECTATION OF A RETURN.

IT'S TWO FOLD. ONE, WE WANT TO RETURN THE FAVOR. WE ALSO WANT TO MAKE SURE THAT AS CITIZENS OF FRANKLIN COUNTY THAT ARE NOT PARTICIPATING IN THOSE EVENTS DOWNTOWN ARE ABLE TO COMMUTE SAFELY THROUGH THE

AREA. >> : I WOULD ADD A LITTLE BIT BROADER PERSPECTIVE IN THE SENSE THAT IT IS NOT UNUSUAL FOR CITIES TO PROVIDE ASSISTANCE TO OTHERS WHEN THE SERVICE DEMAND

[01:20:06]

OUT STRIPS THEIR ABILITY TO STAFF IT.

YOU KNOW, THAT MAY OCCUR IN OUR SERVICE DEPARTMENT.

IT CERTAINLY OCCURS DAILY IN OUR FIRE DEPARTMENT WHERE WE'RE PART OF AUTOMATIC AID WHERE WE BACK EACH OTHER UP AND SUPPORT EACH OTHER. IN TIMES LIKE THIS WHERE THERE'S A LARGE EVENT THAT OUT STRIPS THE CAPABILITY OF A DEPARTMENT WE MAY PLAY SUPPORT ROLES. IT'S HAPPENING WITH POLICE SERVICES. IT'S NOT UNUSUAL ACROSS MEUN S

MEUN ISPALTS. >> : THAT'S THE PARAPHRASE OF IT. THE CITY MANAGER IS AUTHORIZED TO ESTABLISH RULES AND REGULATIONS GOVERNING ITS SE.

HOW THAT'S STRUCTURED THERE'S SPECIFIC PROVISIONS THAT REGULATE THE PLACEMENT OF STRUCTURES AS WELL AS THE REMOVAL OF PLANTS. IF COUNCIL TAKES ACTION IT'S OF A PERMANENT NATURE. CERTAINLY FROM A PLANNING

[01:25:07]

STANDPOINT IF SOMEBODY WERE PLANNING LARGE NUMBERS OF PEOPLE, THERE'S STRAIGHT BENEFIT FROM A PUBLIC SAFETY STANDPOINT TO KNOW NUMBERS ND PROVIDE RESOURCES FOR TRAFFIC CONTROL.

THAT'S KIND OF THE GENERAL REVIEW.

THE DIRECTOR CAN SPEAK MORE TO THE SPECIFIC PERMITS THAT THEY HAVE OR TYPES OF EVENTS THEY'VE REGULATED IN HE PAST.

>> : THANK YOU. I WOULD OSTLY DEFER TO THE LAW DIRECTOR IN THESE SITUATIONS. THE ONE PART I WILL ADD IS THE PART HE ALLUDED TO WHERE THE CITY MANAGER CAN SET GUIDELINES AND POLICIES IN TERMS OF PERMITTING THE VILLAGE GREEN.

OUR FILTER FOR THAT IS PRINTED ON OUR PERMIT FOR NON-PROFIT GROUPS CAN APPLY TO HOLD SPECIAL EVENTS ON THE VILLAGE GREEN.

THAT'S NOT A LOT OF DETAIL, THAT'S THE LENS WE LOOK THROUGH WHEN WE GET A ILLAGE GREEN PERMIT.

OUR NON-PROFIT GROUPS. WE WOULD NOT PERMIT A WEDDING OR PRIVATE PARTIES LIKE WE MIGHT IN SOME OF OUR PARKS.

THE VILLAGE GREEN HAS BEEN HELD TO THAT PERMITTING STANDARD OF THOSE NON-PROFIT GROUPS WANTING TO HOLD EVENTS.

>> : HOW DOES THIS PRACTICALLY WORK? IN REALITY WE'VE HAD PEOPLE ON THE SIDEWALK AND A LITTLE BIT ON THE GREEN TODAY PEACEFULLY PROTESTING.

WE WELCOME THAT. THAT'S NOT SOMETHING WE'RE STRIVING TO PERMIT. IF YOU DON'T HAVE A PERMIT-WHAT CONTACTING US DOES AND ENGAGING WITH CITY STAFF IF YOU'RE AN ORGANIZER, WE HAVE THAT OPPORTUNITY TO HELP ENSURE THAT WE'RE THINKING ABOUT THINGS LIKE TRAFFIC CONTROL.

IT'S A BUSY INTERSECTION. WE WANT THE RIGHT STAFFING AND MEASURES IN PLACE TO ENSURE THEIR SAFETY.

AND THAT THE GREEN ISN'T GETTING NEGATIVELY IMPACTED AS AN IMPORTANT CIVIC PLACE IN OUR COMMUNITY.

>> : THAT'S VERY HELPFUL. I APPRECIATE THAT.

THAT MAKES SENSE TO ME. I DO HAVE SOME REMARKS BUT I WANT TO HOLD UNLESS THERE'S OTHER QUESTIONS.

I DON'T WANT TO INTERRUPT THE QUESTIONING FLOW.

>> : GO AHEAD WITH YOUR REMARKS. >> : OKAY.

I WILL DO THAT. THANK YOU, VERY MUCH.

A LOT HAS HAPPENED IN THE LAST WEEK AS THE CHIEF HAS SAID.

I PUT OUT A STATEMENT BEFORELET WEEKEND.

I WATCHED THE EVENTS TEN TO UNFOLD AND WAS BASICALLY IN SHOCK. A LARGE NUMBER OF PEOPLE WERE PEACEFULLY PROTESTING BUT WERE MET WITH FORCE.

SOME MAY THINK THAT THE EVENTS COULDN'T HAPPEN IN OUR COMMUNITY. IT'S NOT ABOUT WHETHER THE EVENTS COULD HAPPEN IT'S WHAT WE'RE DOING TO ENSURE IT DOESN'T HAPPEN. WE'RE PROMOTING AND EXEMPLIFYING A CULTURE OF INCLUSIVENESS AND OPENNESS.

WHAT CAN WE DO AS A CITY TO RESPOND.

I HAD A FEW THOUGHTS. THINGS I WOULD LIKE TO SHARE AND PURSUE. THE FIRST IS DEFINITELY LISTEN, PARTICULARLY LISTEN TO THE PEOPLE WHO HAVE FACEDM THEIR ENTIRE LIVES EVERY SINGLE DAY.

I'M WHITE. I DON'T KNOW WHAT BEING BLACK IN AMERICA FEELS LIKE. I WILL NEVER TRULY KNOW HOW IT FEELS. I DON'T KNOW HOW I WOULD REACT

[01:30:03]

TO THE SYSTEMIC RACISM THAT BLACK PEOPLE FACE.

I WOULD LISTEN TO SEE WHAT I CAN DO TO SUPPORT PEOPLE OF COLOR IN OUR COMMUNITY. SEEK OUT RESOURCES AND EARN WHAT IMPLICIT BIAS MEANS, WHAT STRUCTURAL RACISM IS, HOW IT IS PERPETUATED, AND WHAT WE CAN DO TO IDENTIFY OUR OWN BIASES AND HOW TO ADDRESS THEM. KINDLY ACT.

RESIDENTS SHOULD SHARE WITH THE CITY THEIR THOUGHTS AND CONCERNS. SHOW UP AND ATTEND THE MEETINGS AND SPEAK UP. SHARE YOUR THOUGHTS WITH OUR VISION COMMITTEE WHICH IS RIGHT NOW ASKING FOR FEEDBACK.

SHARE YOUR THOUGHTS ITH YOUR CITY LEADERS AND WITH US ITHER FORMALLY, ONE ON ONE, OR BOTH. WE SHOULD ALL BE OPEN AND READY TO LISTEN AND LEARN AND ACT. WHAT CAN WE DO AS CITY LEADERS? I COMMEND YOUR STATEMENT TODAY AND COMMITMENT TO WORKING ON THESE ISSUES. I WOULD LIKE TO ECHO THOSE AND ADD A FEW OF MY OWN. WE NEED TO UNDERSTAND OUR CURRENT SITUATION AND ASK IMPORTANT QUESTIONS.

WHAT ARE POLICE DEPARTMENT POLICIES AND CURRENT STANCE ON BODY CAMS, COMMUNITY EFFORT AND ENGAGEMENT.

POLICY ON PHYSICAL FORCE, COMPLAINT FILING, IMPLICIT BIAS TRAINING, RECRUITING. WHAT ARE WE DOING TO ENSURE TRUST AND PROTECTING AND SERVING OUR COMMUNITY.

IMPLICIT BIAS TRAINING, AND BIASES ARE THINGS WE CAN LOOK AT ACROSS THE BOARD. IT'S TIME TO REVISIT THE SCHOOL RESOURCE OFFICERS. I WANT TO THANK YOU FOR SPEAKING WITH ME SEVERAL TIMES AS I TRY TO GAIN A BETTER UNDERSTANDING OF WHERE WE ARE NOW. AS CITY COUNCIL MEMBERS WE NEED TO PRIORITIZE EQUITY AS A POLICY AGENDA.

ARE WE WILLING TO SIGN ON TO DECLARING RACISM A PUBLIC HEALTH CRISIS. WE SAID LAST YEAR ABOUT THIS TIME THAT WE WANTED TO BE DIVERSE, INCLUSIVIVE AND WELCOMING. WE TOOK A BOLD STEP TO PASS AN ORDINANCE. I'M PROUD TO LIVE IN A COMMUNITY THAT STRIVES FOR BETTER. WE HAVE OPPORTUNITY AND RESPONSIBILITY TO TAKE BOLD ACTION AND CONTINUE THAT MESSAGE. THIS IS HARD WORK.

IT TAKES TIME AND COMMITMENT. I'M CONFIDENT WE CAN DO IT.

I LOOK FORWARD TO WORKING WITH ALL OF YOU ON FURTHER DIALOGUE AND ACTION. THANK YOU.

>> : THANK YOU. VERY VERY WELL SAID.

VERY WELL PREPARED. DO ANY OTHER COUNCIL MEMBERS HAVE QUESTIONS OR COMMENTS THEY WOULD LIKE TO MAKE?

>> : I'D LIKE TO MAKE A COMMENT. >> : GO AHEAD.

>> : THANK YOU. I WANT TO THANK YOU FOR THAT AMBIGUOUS STATEMENT ACKNO ACKNOWLEDGING THE RIGHTS AND RESPONSIBILITIES THAT WE ALL SHARE AND THE ROLE F LAW ENFORCEMENT. PROTECTING AND CERTAINLY NOT INFRINGING UPON THEM. I LOOK FORWARD TO READING THE WORDS WHEN THEY ARE PUBLISHED AND FOLLOWING FURTHER DISCUSSION AND ACTION IN OUR CITY AND COMPLETING THOSE GOALS.

PRIMARILY THANK YOU FOR THAT STATEMENT.

I LOOK FORWARD TO READING YOUR WORDS.

THANK YOU. >> : THANK YOU.

>> : ANY OTHER COUNCIL MEMBERS? >> : I HAVE A FEW WORDS.

>> : OKAY. >> : I JUF JUST WANT TO ECHO EVERYTHING THAT WAS SAID AND THE COMMENTS THAT WERE MADE.

I THINK THAT HIT IT PRETTY SCARILY ON THE HEAD AS FAR AS WHERE WE NEED TO BUILD OFF OF. THE MOST RECENT UNFORTUNATE CHAPTER OF THIS COUNTRY'S HISTORY.

I HOPE TO IT LEAD BY EXAMPLE AND EMPLOY AN IMPORTANT ROLE ON THIS

[01:35:06]

ISSUE. >> : GREAT.

WONDERFUL. THANK YOU.

ANYBODY ELSE? >> : I WOULD LIKE TO ECHO WHAT ALL OF MY PREVIOUSLY COUNCIL MEMBERS SAID.

I DO APPRECIATE THAT CHIEF AND I WERE INTERPRETING THE JOINT STATEMENT. I WOULD LIKE TO EMPHASIZE WHAT WAS SAID THAT WE NEED TO BUILD ON HAVING SUCCESSFUL MEASURES TO MOVE THE NEEDLE. WE DON'T HAVE A VERY DIVERSE COMMUNITY. IT DOESN'T SEEM LIKE WE HAVE A LOT OF UNREST BECAUSE WE'RE MAINLY HOMOGENOUS.

WE NEED TO LOOK AT IMPLICIT BIAS AND BE READY FOR OUR DEESCALATION TECHNIQUES AND LOOK AND SEE WHAT IS HAPPENING WITH OUR CHOOL RESOURCE OFFICER. WE HAD AT ONE POINT SAID WE WERE GOING TO REVISIT IT AND WE WEREN'T SURE WHAT WE WERE LOOKING AT TO MAKE SURE WE COULD MOVE THE NEEDLE AND MAKE IT AN INCLUSIVE EQUITABLE SPACE FOR EVERYONE.

MAKING SURE THAT ALL OF US HERE ARE NOT IN THE MINORITY, WE'RE IN THE MAJORITY. WE HAVE A SPECIFIC LENS WE HAVE TO TAKE OFF AND PUT OURSELVES IN ANOTHER POSITION.

IT'S HARD TO DO. IT'S SOMETHING I THINK WE CAN MOVE FORWARD ON. I REALLY APPRECIATE ALL THE IDEAS THAT COUNCIL MEMBER PUT OUT THERE.

I APPRECIATE EVERYONE ELSE WHO IS SIGNING ON FOR THIS TOO.

TUVTHANK YOU. >> : ANY OTHER COUNCIL MEMBERS WHO WANT TO MAKE ANY COMMENTS? I WANT TO THANK YOU FOR THE WONDERFUL STATEMENT THAT TOOK A LOT OF TIME AND CAREFUL THOUGHT IN ORDER TO PUT IT TOGETHER. I WANT TO THANK YOU VERY MUCH FOR THAT. AND ALSO I WANT TO HANK THE COUNCIL MEMBER NZ S IN YOUR EFFS AND DETERMINATION TO MOVE FORWARD. IS THERE ANYTHING ELSE?

>> : NO, MA'AM. I REALLY APPRECIATE EVERYBODY'S THOUGHTFUL WORDS. THIS IS TOUGH-THESE ARE TOUGH CONVERSATIONS AND DIFFICULT CHALLENGING ISSUES.

REALLY, I DON'T FEEL LIKE WE COULD HAVE A BETTER COUNCIL OR BE IN A BETTER COMMUNITY TO TACKLE THESE.

WE'LL DO IT TOGETHER. WE'LL DO IT MORE INCLUSIVELY THAN EVER BEFORE. THE ONLY OACIAL THER THING I HAS TO REQUEST AN EXECUTIVE SESSION REQUESTING LAND ACQUISITION.

OTHER THAN THAT I'VE PROBABLY SAID TOO MANY WORDS THIS EVENING

[9. Reports of Council Members]

ALREADY. >> : MOVING ONTO COUNCIL REPORTS. DO YOU HAVE ANYTHING? MR. ROBIN ON, DO YOU HAVE ANYTHING?

>> : SORRY ABOUT THAT. NOTHING THIS EVENING.

THANK YOU. >> : THANK YOU.

MS. DOROTHY? >> : THE MAC IS STILL MOVING FORWARD TRYING TO FIGURE OUT WHAT TO DO NEXT IN THE CHANGING TIMES. IT IS VERY DIFFICULT FOR ANY INSTITUTION ESPECIALLY THE ARTS. THEY HAVEN'T PUT TOGETHER EXACT PLANS OF HOW TO MOVE FORWARD WITH HEM BUT I DID DEFINITELY WANT TO PUT IT OUT THERE THAT THE MAC IS TRYING TO DO EVERYTHING IT CAN TO PROMOTE ARTS STILL IN THE COMMUNITY AND HAVE SOME COMMUNITY ENGAGEMENT. I'M SURE THEY'LL NEED HELP RESTARTING. THEY DEFINITELY ARE TRYING TO ENGAGE THE COMMUNITY STILL SM IT'S.BUT IT'S GOING TO BE A DIFT

PATH AHEAD FOR THEM. >> : MR. SMITH?

>> : NOTHING FROM ME. THANK YOU, VERY MUCH.

>> : I PARTICIPATED IN THE MEETING THE VISIONING COMMITTEE HELD. I WAS AN OBSERVER.

I GOT TO SEE THEM USING THE TECHNOLOGY.

[01:40:01]

IT WAS A LITTLE BIT CLUNKY. THEY MADE IT WORK.

I E ENCOURAGE OTHER FOLKS TO WAH AND SEE HOW THEY ARE ENGAGING WITH PEOPLE. I'VE BEEN TRYING TO CONTINUE TO GET PEOPLE INVOLVED IN THAT PROCESS.

I ENCOURAGE EVERYONE TO DO SO AS WELL.

>> : OKAY. MR. BOOKER?

>> : NOTHING FURTHER TONIGHT. THANK YOU.

>> : I WANT PEOPLE TO KNOW THAT THE PLANNING COMMISSION AND MAYOR, MANAGER'S ASSOCIATION ZOOM OR DIFFERENT MEETINGS AND KEEPING TRACK OF WHAT'S GOING ON AND HOW COMMUNITIES ARE WORKING TOGETHER AND MOVING FORWARD. OPENING UP OHIO.

WE'RE WORKING TOGETHER. THERE ISN'T ANYTHING SPECIFIC FOR ME TO REPORT. I HAVE BEEN SPENDING A SIGNIFICANT AMOUNT OF IME IN A NUMBER OF MEETINGS.

WITH THAT WHERE DID WE LEAVE OFF?

[11. Executive Session]

I MOVE WE GO TO EXECUTIVE SESSION FOR THE PURCHASE OF

PUBLIC PROPERTY. >> : (ROLL CALL)
