>> D. FOUST: MOVED BY MR. FOUST. >> PRESIDENT B. MICHAEL: THE

[1. Addition & Garage – 159 E. Dublin-Granville Rd. (Sean Kocheran/Rekos) AR 27-2020]

FIRST IS AR27-2020. A CASE FOR A NEW GARAGE AT 159

MANY EAST DUBLIN-GRANVILLE ROAD. >> IT'S MISFITAR.

-- MS. FITAR. THIS IS A DUPLEX IN THE R10 ZONING DISTRICT SO IT'S AN EXISTING NON-CONFORMING USE BECAUSE THERE IS AN ADDITION PROPOSED IT WILL HAVE TO GO TO THE BOARD OF ZONING APPEALS TO EXTEND THE NON-CONFORMING USE.

[00:05:05]

WHEN THE COUNCIL PUT THE ZONING IN PLACE THEY EXPECT FRIDAY IT WOULD BE TORN DOWN IT'S SINGLE FAMILY.

IT'S KIND OF A PRAIRIE STYLE OR ALMOST A CRAFTSMAN STYLE AND MAY HAVE HAD EXPOSED RAFTERS AT SOME POINTS.

IT'S KIND OF HARD TO TELL. THE LOTS ARE DEEP LOTS THEY WOULD LIKE TO EXPAND IT TO THE REAR.

THEY ARE PROPOSING A REAR ADDITION AT THIS LOCATION THEY'RE ALSO PROPOSING TO ADD A SECOND GARAGE TO THE SOUTH OF THE EXISTING GRAVEL AREA. WITH THE ADDITION THEY'RE PROPOSING TWO STORIES THEY WOULD NOT HAVE ACCESS DIRECTLY TO THE REAR. INSTEAD THEY'D PUT STEPS ON EACH SIDE OF THE STRUCTURE. WHAT HAT DOES IS TAKE THE INTEREST THAT YOU SEE HERE ON THE REAR OF THE HOUSE OF THE DUPLEX AND TURN IT INTO A SOLID WALL WHICH IS A LITTLE BIT UNFORTUNATE BECAUSE IT'S A VERY UNIQUE LOOKING REAR WITH THE PORCHES AND WINDOWS. IN ORDER TO GAIN THE SPACE THEY NEED THIS IS WHAT THEY'VE PROPOSED TO DO.

THEY'RE PROPOSING TO USE THE SAME STYLE OF WINDOWS.

I THOUGHT IT SAID SOMEWHERE THERE'S SIMULATED DIVIDED LIGHT, WHICH TO US MEANS THE MUTTONS WOULD ON THE OUTSIDE AS WELL AS THE INSIDE AND SAME PATTERN AS THE EXISTING STRUCTURE.

THESE LOWER LEVEL ACCESS POINTS WILL NO LONGER BE THERE.

THIS IS THE EXISTING SIDE AND WHAT THE ADDITION WOULD LOOK LIKE. YOU CAN SEE THE GABLE WOULD BE LOWER THAN THE MAIN HOUSE GABLE. THAT IS SOMETHING THAT CALLED FOR IN OUR DESIGN GUIDELINES. THE MASSING IS BASICALLY ALL BEHIND THE EXISTING HOUSE. THE ONLY THING THAT WOULD STICK OUT AT ALL WOULD BE THE TWO STOOPS WITH THEIR STEPS GOING DOWN FROM THE SIDE ENTRANCES. AND HOPING TO REPLACE THE STEPS WITH A BRICK THEY CAN MATCH WITH THE HOUSE SO IT LOOKS LIKE IT'S MORE PART OF THE STRUCTURE. IT LOOKS LIKE THEY'RE PROPOSING A BLACK METAL RAILING. DOORS ON THE SIDE WOULD BE FIBERGLASS. SIX PANELS.

IT'S KIND OF A TIGHT SPACE ALREADY.

THE STEPS WOULD COME OUT A BIT BUT STILL LEAVE ROOM FOR VEHICLES TO ACCESS. THIS IS THE EXISTING GARAGE.

THEY ARE PROPOSING TO PUT SIDING OVER TOP OF IT.

THEY WOULD LIKE TO USE A HARDY PLANK -- IT'S NOT HARDY PLANK IT'S -- SIDING WAY -- WITH A SEVEN-INCH LAP AND THEY ARE PROPOSING A NEW ROOF AND TO PUT A DOOR ON THE STRUCTURE, WHICH I

[00:10:01]

DON'T BELIEVE EVER HAD A DOOR. IF IT DID IT'S LONG GONE.

UNFORTUNATELY, WE'RE GOING USE THE A LITTLE BIT OF CHARACTER LEFT ON THIS THE WINDOW ON THE REAR WOULD BE GONE.

I KNOW IT DOESN'T LOOK PERFECT BUT SOMETIMES THAT'S WHAT YOU GET WITH OLDER STRUCTURES. SO STAFF IS NOT IN FAVOR OF SIDING OVER THAT STRUCTURE WOULD BE ABOUT THE LOCATION THE SHED IS WHICH WOULD GO AWAY I'M ASSUMING.

IT WAS NOT ADDRESSED IN THE APPLICATION.

THEY'RE PROPOSING TO USE THE SAME SIDING AND ROOFING AND HAVE THE SHAPE BE THE SAME AND HAVE A WINDOW ON THE WEST ELEVATION.

AND THE GARAGE DOOR WOULD BE ON3 THE NORTH ELEVATION.

WE NEVER DID GET DETAILED OF WHAT THE GARAGE DOORS WOULD BE LIKE YOU CAN SEE THEM IN THE RAISED PANELS BUT NOT SURE THE RECESSED PANEL IN WHAT MATERIAL AND COLOR THEY WOULD BE.

SO IN CONCLUSION, IT SEEMS LIKE THE CHARACTER CHANGES A BIT.

FOR THE HOUSE, A REAR ADDITION WOULD BE AN APPROPRIATE THING THOUGH IT WOULD BE NICE TO STILL HAVE REAR PORCHES AND HAVE SOME OF THE LOOK OF THE HOUSE AND IF THE GARAGE CAN BE SAVED FROM SIDING, THAT WOULD BE GREAT. ALSO, I LEAVE -- BELIEVE THE APPLICANT MENTIONED WANTING TO PAINT THE HOUSE AND TAFF WOULD

RECOMMEND AGAINST THAT TOTALLY. >> PRESIDENT B. MICHAEL: I ASSUME THERE'S AN APPLICANT ON THE LINE WITH US THIS EVENING.

>> THIS IS SHAWN COCHRAN, 331 WEST

>> DO YOU SWEAR YOUR TESTIMONY THIS EVENING WILL BE TRUTHFUL?

>> I DO. >> PRESIDENT B. MICHAEL: IS THERE ANYTHING YOU'D CARE TO ADD TO THE PRESENTATION?

>> CALLER: NO, I WOULD LIKE TO ADDRESS THE GARAGE FIRST AND FOREMOST TO BRING CLARITY TO THAT.

OBVIOUSLY IT'S NOT SOMETHING WE NECESSARILY WANT TO PUT THE SIDING ON. IT'S MORE AFTER DOING A STRUCTURAL INSPECTION ON IT, THE REAR WALL IS LIFTING FAIRLY BAD ON THE GARAGE AND WITH THE WALLS STARTING TO LIFT AS BAD AS THEY ARE OUR THOUGHT WAS WE WERE GOING ATTACH FRAMING ON THE OUTSIDE OF THE BRICK AND GET IT TIED TOGETHER WITH STRUCTU STRU SHEETING AND SIDING AFTER THAT. THAT WAS OUR PURPOSE FOR COVERING THE GARAGE WAS OVERALL STRUCTURAL INTEGRITY.

OUTSIDE OF THAT, I THINK LINDA COVERED EVERYTHING PRETTY WELL.

CLARITY ON THE WINDOWS, YES, THERE'S SDLS SO THEY'LL HAVE IT FROM THE INSIDE AND OUT OF THE WINDOWS.

WE'LL TRY TO KEEP THE CHARACTER OF THAT AS WELL.

THE PAINTING WAS AND I'M SURE THE HISTORY OF THE HOUSE HAD BEEN REMOVED IN BRICK AND THROUGH TIME I'M SURE THE BRICK HAD BEEN IN A LOT OF AREAS. THE OWNER IMPLIED THEY WOULD LIKE TO PAINT THE HOUSE JUST TO GIVE EVERYTHING MORE OF A UNIFORMED BALANCE. WE CAN WORK WITH THAT.

[00:15:01]

IT'S NOT A HAVE TO. WE THOUGHT WE'D MAKE THINGS LOOK CLEANER BECAUSE THERE'S A FAIR AMOUNT OF MORE TAR -- MORTAR AND WE WERE TRYING TO MAKE IT SEAMLESS.

OTHER THAN THAT LINDA COVERED IT PRETTY WELL.

>> PRESIDENT B. MICHAEL: BOARD MEMBERS, COMMENTS OR QUESTIONS.

>> THERE'S A LARGE OAK TREE AND WE'RE TRYING TO KEEP THE STRUCTURE BACK AS FAR AS WE CAN TO GET THE SPACE WE NEED FOR THE FIRST FLOOR MASTER BEDROOMS WE WANT TO PUT IN.

WE'RE MAYBE 15 FEET. THAT NECK OF THE WOODS.

>> E. HOFMANN: IT LOOKS TO BE 15 FEET OFF THE EXISTING STRUCTURE AND NOT GETTING

[00:21:32]

DO WE LIE ON THAT? ANYBODY?

>> I DON'T LIKE THE IDEA OF COVERING THE BRICK.

THE BRICK IS NATURAL TO THAT HOUSE -- DON'T HAVE A PROBLEM WITH PUTTING A GARAGE DOOR ON IT.

I THINK PROBABLY AT SOME POINT IN TIME IT HAD A GARAGE DOOR BUT EVEN IF IT DIDN'T -- AND I'M NOT SURE BRINGING IT AROUND AND TRYING TO TIE IT TOGETHER IS THE SOLUTION.

I'D RATHER SEE EVEN IF YOU HAVE TO TAKE THE REAR WALL DOWN WITH BRICK OR ADDITIONAL COLUMNS ON THE GARAGE TO TIE T BACK TOGETHER. IF YOU DID THE ROOF TO MATCH THE NEW GARAGE, THAT'S FINE I CAN GET PAST THAT.

THAT WOULD BE AN EXPENSIVE PAINT JOB ANYWAY.

I'VE DONE THAT WITH LARGE STRUCTURES SUCCESSFULLY AND IT'S WORKED. THE YOU CAN ADD WINDOWS TO THE SECOND FLOOR, EASILY. THOSE ARE PRETTY MUCH THE PAINT JOB AND COULD BE MORE CHALLENGING BECAUSE OF THE SHOWERS. THERE ARE WAYS TO DO THAT AS SUGGESTED. I COULD PROBABLY GIVE UP ON THE ONES ON THE FIRST FLOOR. IN TERMS OF THE SIDING MATERIAL ON THE ADDITION, I DON'T HAVE A PROBLEM WITH WHAT IS BEING PROPOSED. WE'VE SEEN THAT ON ANY OTHER NUMBER OF OTHER STRUCTURES AROUND WORTHINGTON.

I LIKE TO THE WINDOWS AND WOULD LIKE CONFIRMATION THEY'RE DOING THEM ON THE INSIDE AND OUTSIDE AS IN THE PRESENTATION TO GET THAT WRAPPED UP. I DON'T HAVE A PROBLEM WITH THE STAIRS COMING OUT ON THE EAST AND WEST SIDE TO GET OUT OF THE LOWER LEVEL. THEY'RE BACK BEHIND HE STRUCTURE ON THE MAIN HOUSE SO YOU'RE NOT GOING SEE THOSE FROM

[00:25:01]

THE STREET. SO THAT'S KIND OF WHERE I SIT WITH EVERYTHING. OTHER COMMENTS?

>> R. SCHUSTER: THIS IS RICK SCHUSTER.

I AM ALSO NOT COMFORTABLE PAINTING THE BRICK.

WE COVERED THIS THE LAST MEETING AND HINGS WERE DONE WITHOUT APPROVAL AND I DON'T WANT TO SEE BRICK GET PAINTED OVER.

IN TERMS OF MAINTAINING THE GARAGE, I'LL LET THOSE F YOU WHO ARE MORE CONSTRUCTION AND STRUCTURALLY ORIENTED THAN I, I WOULD PREFER THAT THE BRICK BE MAINTAINED BUT AGAIN THAT'S NOT REALLY MY AREA OF EXPERTISE. I TOO AM COMFORTABLE WITH THE ROOFING AS LONG AS AT LEAST THE TWO GARAGES MATCH AND I'M NOT UNCOMFORTABLE WITH THE STAIRS ON EITHER SIDE BECAUSE THE BAY WINDOW I THINK WILL HIDE P MOST OF THAT AS ELL.

THOSE ARE MY COMMENTS. THAT'S IT.

>> PRESIDENT B. MICHAEL: ANYBODY ELSE? ALL RIGHT. WE HAVE TWO OPTIONS FOR PROVIDING PUBLIC COMMENT TONIGHT.

YOU CAN E-MAIL OR CALL THE NUMBER ON THE SCREEN.

IT WILL BE THERE IN A MOMENT, I HOPE.

THERE IT IS. BY E-MAILING YOU CAN SEND OUR COMMENTS TO PLANNING@WORTHING.ORG OR CALL 1-567-249-0063 AND HIT 3470048362 AND IT THE POUND SIGN. WITH THAT WE'LL START OUR MINUTE AND A HALF DELAY ALLOWING PEOPLE TO E-MAIL OR CALL IN.

>> I JUST WANTED TO MENTION I'M ALL RIGHT WE HAVE A MINUTE AND A HALF PAST 5:00. HAVE WE HAD E-MAILS COME IN OR IS ANYBODY ON THE LINE? AT LEAST CALL-INCHES OR E-MAILS

WE HAVE NOT RECEIVED ANY. >> PRESIDENT B. MICHAEL: OKAY.

BOARD MEMBERS COMMENTS OR QUESTIONS?

>> ARE WE GOING TO ASK THEM TO SHOW THE ACTUAL GARAGE DOOR TYPE 2 CITY STAFF FOR THEIR APPROVAL BEFORE PUTTING SOMETHING UP SINCE WE DON'T KNOW WHAT IT'S GOING TO LOOK LIKE?

>> PRESIDENT B. MICHAEL: WE HAVE TO ASK THE PERSON WRITING THE MOTION. I WOULD ASK IT BE IN THERE, YES.

>> D. FOUST: THIS IS DAVE FOUST. A COUPLE THINGS THAT WOULD BE REVIEWED BY STAFF WOULD BE THE GARAGE DOORS.

SECOND WOULD BE THE RELOCATION OF THE WINDOWS ON THE REAR OF THE HOUSE. THAT'S SOMETHING MINOR STAFF CAN

DO BEFORE COMING BACK WITH US. >> PRESIDENT B. MICHAEL: I'M COMFORTABLE. WITH THAT SAID COULD YOU MAKE

THAT YOUR MOTION, MR. FOUST. >> D. FOUST: I WILL.

AND IF I MAKE THE MOTION I REQUIRE THE WINDOWS HAVE THE MUTTONS INTERIOR AND EXTERIOR AS RECOMMENDED BY STAFF.

I WOULD ASK WE RETAIN THE BRICK ON THE GARAGE WHICH I THINK IS POSSIBLE AND DO NOT PAINT THE BRICK ON THE HOUSE OR GARAGE.

[00:30:08]

>> PRESIDENT B. MICHAEL: THE OTHER IS THE INTENT WAS TO PUT A BRICK FACING ON THE CONCRETE STEPS.

IS THAT IN THE PROPOSAL OR DO WE NEED TO ADD THAT?

>> I BELIEVE THERE WOULD BE BRICK THERE.

ARE YOU READY FOR A MOTION THEN? YES.

>> D. FOUST: I MOVE THE REQUEST ON BEHALF OF GREG AND JEN RECSOS AS PER CASE AR27-2020 DATED MAY 15, 20 AND AMENDED TO INCLUDE THE FOLLOWING NUMBER 1, THE WINDOW WILL HAVE MUTTONS ON BOTH THE INSIDE AND OUTSIDE AS PER STAFF RECOMMENDATIONS.

SECOND, THE GARAGE BRICK WILL BE RETAINED AND RESTORED AND LEFT EXPOSED. THIRD, THE BRICK ON THE HOUSE WILL BE LEFT NATURAL AND NOT PAINTED AND FOURTH, THAT STAFF WILL REVIEW ANY RELOCATION OR MODIFICATIONS OF THE INDOWS ON THE REAR ADDITION AND FIFTH, THAT STAFF WILL REVIEW THE GARAGE DOOR DETAILS AND COME BACK TO US ONLY IF NECESSARY AND WITH THOSE MODIFICATIONS THIS PROPOSAL BE APPROVED BASED ON THE FINDINGS OF FACT AND CONCLUSION IN THE STAFF MEMO AND

PRESENTED AT THE MEETING. >> E. HOFMANN: SECONDED BY M MMR. HOFMANN.

>> PRESIDENT B. MICHAEL: MOVED AND SECONDED.

PLEASE CALL THE ROLL.

>> CLERK: I'LL NOTE FOR THE RECORD MS. HINZ WAS GOING TO AB

[2. Sign – 7140 N. High St. (Tracey Diehl/Park National Bank) AR 29-2020]

STAINED. >> PRESIDENT B. MICHAEL: NEXT SAY SIGN AT 7140 NORTH HIGH STREET APPLICATION AR29-2020.

>> THIS IS MORE HAN JUST A SIGN.

THIS IS THE WHOLE SIGN PACKAGE FOR THE ENTIRE SITE.

THE BANK HAS REBRANDED AND WOULD LIKE TO PUT UP THE NEW SIGNAGE.

SO YOU CAN SEE ON HERE THE LOCATION ORIGINALLY APPROVED THERE WERE THREE DIRECTIONAL SIGNS.

THERE ARE A FEW MORE SIGNS AND WE'LL TALK ABOUT ALL THEY WANT TO DO. THIS PART OF THE BANK SIGN IS NOT THE ORIGINAL THAT WAS THERE. IT WAS ACTUALLY INSTALLED LATER THE SAME YEAR THE BUILDING WAS BUILT.

THEY FELT THEY NEEDED SOMETHING BIGGER TO BE SEEN IN THIS LOCATION. THEY HAVE A LOT OF EQUIPMENT OUT BEYOND WHERE THE SIGN IS. SO THEY'VE DESIGNED THE SIGN TO COMPLEMENT THE BUILDING. THIS IS WHAT IS PROPOSED NOW.

THESE ARE APPARENTLY THE NEW COLORS AND I KNOW I RECEIVED AN E-MAIL BUT I WAS NOT ABLE TO QUANTIFY THAT FROM THE APPLICANT TODAY. WE'LL GET HER INPUT AFTERWARD BUT NOTE THINGS I THOUGHT WERE A PROBLEM WITH THE SIGN.

WE TYPICALLY DON'T WANT TO HAVE ILLUMINATED STRIPS ON THE SIDE.

I THOUGHT THEY SAID THEY WERE GOING REMOVE THAT BUT I'M AFRAID I LOST TRACK OF THAT E-MAIL. THE SIGN NOW, WHERE BEFORE IT WAS EXTERNALLY ILLUMINATED AND HAD FEATURES THAT RAISED UP FROM THE SIGN BACKGROUND. NOW, IT WOULD BE INTERNALLY

[00:35:01]

ELIMINATE AND THE LETTERS AND LOGO WOULD COME OUT HALF AN INCH, IT STILL WOULD LOOK RATHER FLAT AND PLASTICY, E THINK.

THE FORM OF THIS SIGN IS NOT AS COMPLIMENTARY TO THE UILDING.

THEY PLAN TO KEEP THE EXISTING STONE PLANTER BUT THEN THE SIGN WOULD GO FROM THERE UP. THERE ARE MORE COLORS HERE THAN WHAT OUR CODE ALLOWS BUT DIDN'T THINK THAT WAS AS MUCH OF A PROBLEM AS THE SHAPE F THE SIGN NOT GOING WITH THE ARCHITECTURE.

THEY WILL BE GOING TO THE BOARD OF ZONING APPEALS IF THEY GET APPROVAL FOR VARIANCE OF COLORS BECAUSE THERE'S THREE COLORS IN THE LOGO AND THEN WHITE AND DARK BLUE AND THEN GRAY.

IT'S STILL NOT WHAT WE THOUGHT WOULD LOOK GOOD FOR THE BUILDING. THEY SHOWED FINAL SIGNS FOR THE DOORS ND IF THOSE ARE ON THE INSIDE, WE WOULD NOT NEED TO REVIEW THEM. THERE'S A PIECE PART OF THE BUILDING AND BRICK AND THEY'RE PROPOSING TO COVER UP WITH A VINYL OVERLAY AND STAFF FELT THAT WAS UNNECESSARY THAT LEAVING THE ORIGINAL SIGN THAT'S THERE WOULD BE BETTER WAY TO GO.

THE NAME OF THE BANK IS NOT CHANGING.

IT'S JUST THE COLOR. CHANGING THAT SIGN WE DID NOT THINK WAS NECESSARY THEY SHOW THIS SIGN BEING DOUBLE SIDED WITH PARKING AND THAT'S INCORRECT.

THE WAY THE SIGN READS CORRECT 3 IS ENTER AND THEN ON THE OTHER SIDE IT SAYS EXIT. SO IN ADDITION THE DIRECTAL SIGNS THOUGH THEY ARE NOT ELIMINATED THEY ARE FLAT VINYL ON THE SIGNS, THEY'RE BIGGER AND TALLER THAN WHAT OUR CODE ALLOWS. AND THEY HAVE TOO MANY COLORS AS WELL. AND WE FELT THIS IS NOT THE WAY TO GO WITH THE DIRECTIONAL SIGNAGE IF THEY CAN JUST KEEP THE SPACES. THESE SPACES HAVE DIMENSION TO THEM AS WELL AND THEY MEET OUR CODE REQUIREMENTS.

CHANGING TO THIS TYPE OF SIGN WE FELT WAS NOT NECESSARY.

THIS IS THE OTHER SIDE OF THAT SIGN AND THEY'RE SHOWING THIS AS EXIT. THE TWO-SIDED SIGN WITH THE EXIT ON BOTH SIDE. THAT JUST IS NOT CORRECT.

NOW, ON THE WILSON BRIDGE SIDE, IT'S TWO-WAY ENTRANCE EXIT.

SO THERE'S ENTER ON ONE SIDE ND EXIT ON THE OTHER AND I THINK THAT'S WHERE THEIR CONFUSION CAME IN.

SO THEY'RE JUST SHOWING THIS ONE SIGN SAYING ENTER THERE BUT IT GOT MIXED UP WHAT THEY'RE SAYING SO WE JUST NEED TO CLARIFY AND THAT SEE IF IT'S EVEN NECESSARY CHANGE THE DIRECTIONAL SIGNS.

DIRECTIONAL SIGNS POPPED UP ON FENCE ENCLOSURES ON THE SITE AND WHAT YOU SEE ON THE TOP RIGHT VERY SUBTLE COLORS AND NOBODY OVERALL THESE YEARS HAS EVER SAID ANYTHING ABOUT THEM.

THEY WANT TO CHANGE THOSE TO THE NEW BLUE COLORS AS WELL.

AND THIS IS NEAR THE CONNECTION OF MIDDLETON PLACE.

[00:40:01]

IF THEY'RE ALUD TO CHANGE THE NEW COLORS THEY'D NEED A VARIANCE FOR TOO MUCH ACCESSORY DIRECTIONAL SIGN AREA ON THE SITE. THE HANDICAPPED PARKING SIGN, IF THEY WANT THAT TO BE IN THEIR COLORS IT'S PROBABLY NOT AS BIG A DEAL BUT STANDS OUT MORE. PLUS WITH THIS TYPE OF SIGN THEY NEED TO POST THE FINE FOR THAT VIOLATION.

HERE'S ANOTHER DIRECTIONAL SIGN THAT POPPED UP THEY WOULD LIKE TO CHANGE. AGAIN, NONE OF THESE EXTRA DIRECTIONAL SIGNS WAR PROVED. IT WAS JUST -- WERE APPROVED.

IT'S JUST THE THREE BY THE ENTRANCE AND EXIT.

POINTS STAFF MADE WAS THE SITE'S BEEN HERE QUITE SOME TIME AND IT'S NOT THAT BIG A SITE. MAYBE ALL THE DIRECTIONAL SIGNS AREN'T EVEN NEEDED. IT SEEMS PRETTY CLEAR WHICH WAY TO GO ONCE YOU'RE ON THE SITE. STAFF IS ASKING IT BE MODIFIED PER WHAT I SAID TONIGHT AND WHAT'S IN THE MEMO.

>> PRESIDENT B. MICHAEL: DO E HAVE AN APPLICANT WITH US ON THE LINE THIS EVENING. IF YOU CAN STATE YOUR NAME AND ADDRESS FOR THE RECORD AND BE SWORN IN.

>> TRACY DIEHL. >> PLEASE RAISE YOUR RIGHT HAND DO YOU SWEAR YOUR TESTIMONY THIS EVENING WILL BE TRUTHFUL?

>> YES. >> CLERK: THANK YOU.

>> PRESIDENT B. MICHAEL: IS THERE ANYTHING YOU WOULD LIKE TO ADD TO THE PRESENTATION OR COMMENT ON?

>>CALLER: YES. START THE GROUND SIGN PROPOSED AND I'LL GO THROUGH IN THE SAME ORDER SHE WENT THROUGH.

SO FOR THIS SIGN-- I APOLOGIZE FOR THE LAPSE I WAS TRAVELLING THIS WEEK FOR A VARIANCE. THEY'RE GOING TO REMOVE THE BLUE STRIP. THEY'LL COMPLY WITH REMOVING THE BLUE STRIP FROM THE SIDE. THE MAJORITY OF THE BASE, THE PHOTOGRAPHS TAKEN HERE ARE WINTER PHOTOGRAPHS.

THE SUMMER PHOTOGRAPHS WILL SHOW A SUBSTANTIAL AMOUNT OF BEAUTIFUL LANDSCAPING AROUND THIS AND THE MAJORITY OF THAT IS COVERED BY LANDSCAPING. SO THE GRAY PORTION ISN'T REALLY GOING SHOW. THE EXISTING BASE IS SOME KIND OF A STONE LOOK AS WELL BEHIND THE EXISTING BOX WOODS.

THE CHANGE NECESSARY BECAUSE PARK NATIONAL BANK HAS CHANGED THEIR BRANDING AND THEIR SISTER BANKS ARE CHANGING TO THE PARK NATIONAL NAME. THE OTHER FAIRFIELD TRUST AND A FEW OTHER BRANDING NAMES -- -- IT'S SIMPLISTIC AND REPRESENTS THE NAME AND THAT'S IT. THEY'RE HOPING TO GET THE APPROVAL OR THE SIGN TO BE CONSISTENT WITH THE BRANDING ACROSS THE REGION. WHETHER IT'S A REFACE OR ACTUAL -- ALSO I WANTED TO COMMENT ON THE TOP.

-- THEY HAVE ORNAMENTAL FEATURES ON THEM.

THE ORNAMENT FEATURE, THEY'RE TRYING TO FORGO THAT BECAUSE THIS IS THEIR FOR THE NEXT SIGN.

[00:46:20]

EXISTING IN PLACE AND WON'T CHANGE THEM OR ALTER THEM.

THEY'LL LEAVE ALL THE EXISTING SIGNS IN PLACE.

I THINK THE HANDICAPPED PARKING SIGN LOOKS A LITTLE FADING AND IT PROBABLY NEEDS TO BE REPLACED BUT THEY HAVE ACTUALLY GIVEN ME A NOTE SAYING THEY'LL LEAVE IT AS IS AND NOT REPLACE IT TO NOT TAKE AWAY FROM THE COLOR SCHEME OR ARCHITECTURE OF THE BUILDING.

THE CLEARANCE SCIENCE THEY'RE NOT GOING TO MAKE ANY -- SIGN THEY'RE NOT GOING MAKE CHANGES BUT PROPOSE A CLEARANCE SIGN FOR THE DRIVE THROUGH BECAUSE THERE IS NOT ONE.

IT'S NECESSARY FOR THIS STAGE UNDER COVID AND WE'LL BE IN THIS FOR A LONG TIME, MORE VEHICLES ARE USING THE DRIVE THROUGH AND NOT GOING IN AND THESE ARE NOT ALWAYS PEOPLE FAMILIAR WITH THE HEIGHT OF THE CANOPY AND HAVING A CLEARANCE SIGN IS NECESSARY FOR SAFETY. THE REST OF THE VINYL IN THE LOBBY IS INSIDE THE GLASS. I'M HERE FOR ANY QUESTIONS YOU

MAY HAVE. >> PRESIDENT B. MICHAEL: IT SOUND LIKE YOU HAVE DONE YOUR HOMEWORK AND HAVE COME BACK AND HAVE CONCEDED A NUMBER OF POINTS.

>> MR. COULTER. >> PRESIDENT B. MICHAEL: YES.

>> THEY'RE SHOWING A 48-INCH DIMENSION ON THE DIRECTIONAL SIGNS. IT WOULD BE A FOOT.

THE SIGN AREA COULD BE NO MORE THAN TWO -- 2X2.

>> CHAIR M. COULTER: I'M WONDERING IF IT'S NOT BETTER TO HAVE A MORE UP TO DATE REPORT WITH EVERYTHING CHANGED SO WHEN WE LOOK AT IT WE KNOW WHAT TO GO FORWARD WITH.

THAT'S MY THOUGHTS AND WOULD LOVE TO EAR FROM ANYBODY ELSE

ON THE BOARD. >> THAT WAS GOING TO BE MY COMMENT AS WELL. WE APPRECIATE THE ATTENTION E PAID TO THE GUIDELINES AND SOUNDS LIKE THERE'S CON FORMAT -- CONFORMITY AND WE WOULD APPRECIATE A NEW PACKAGE THAT SHOWS THE CHANGES AND I AGREE WITH MS. FITAR IT'S A FAIRLY SMALL SITE. I WORK IN COMMERCIAL AND THE TENDENCY IS TO OVER SIGN. I WOULD GO WITH THE BEAR MINIMUM OF DIRECTIONAL SIGNS AS NEED. A LOT OF THIS IS OBVIOUS.

THERE'S A POINT TO KEEP THIS COURT TO LOOK AT STATELY AS IT CAN BECAUSE THE SIGNS HAVE A TENDENCY TO EGRADE THAT.

I AGREE ON A CLEARANCE SIGN IT'S IMPORTANT.

IDE -- I'D BE WILLING TO TRAIT THAT FOR THREE OR FOUR OTHER SIGNS SO TAKE THAT BACK IN YOUR RE-SUBMISSION AND CONSIDER TAT.

>> CHAIR M. COULTER: OTHER BOARD MEMBERS? ON THE DIRECTIONAL SIGNS, IF I READ IT RIGHT IT LOOKS LIKE THE

[00:50:01]

LETTERS ARE TWO INCHES HIGH. I'M NOT SURE HOW THAT COMPARED OR CONTRASTS TO OTHER DIRECTIONAL SIGNS BUT THAT SEEMS AWFUL SMALL. EVEN TO PULL IN A CAR OUT THE WINDOW AND READ A TWO-INCH HIGH LETTER.

WHEN YOU RECONFIGURE THESE TO BE LOW YOU MAY WANT TO LOOK AT OTHER SITES ON THE SIGNAGE. MAYBE TWO AND A HALF OR A THREE-INCH LETTER MAY BE FAR MORE LEGIBLE.

I'D HATE TO COME BACK AFTER THE3 FACT AND SAY THEY WERE TOO SMALL. THE OTHER COMMENT I HAD WAS ABOUT THE PRIMARY SIGN OUT FRONT AND A MAY BE OFF BASE BUT AS RECTANGULAR AND INSTITUTIONAL AS IT LOOKS I WONDERED IF EVEN ADDING SOME SORT OF A SIMPLE CAPITAL OR FEATURE TO THE TOP OF THAT MIGHT GIVE IT JUST A TOUCH OF BALANCE.

IT WOULDN'T HAVE TO BE ANYTHING ARCHITECTURALLY FANCY.

I'M ASKING OTHER BOARD MEMBERS. DO YOU SEE THAT AS SOMETHING EVEN THE BANKS ACROSS THE STREET DON'T HAVE THAT WOULD IT BE MORE IN OMPLIANCE WITH WHAT WE'D LIKE TO SEE IS THE QUESTION.

>> PRESIDENT B. MICHAEL:

>> CHAIR M. COULTER: A THINK A SIMPLE BAND AROUND THE TOP MAY

KEEP IT LOOKING SIMILAR. >> I AGREE.

IT LOOKS LIKE -- I DON'T KNOW WHAT YOU CALL IT -- THERE'S

NOTHING BUT THIS -- >> THE 2001 THE MONOLITH SPACE

ODYSSEY. >> IT LOOKS SO PLAIN, I AGREE, IF THERE WAS SOMETHING ON TOP PERHAPS IT WOULD FIT IN BETTER

WITH THE STYLE OF THE BUILDING. >> D. FOUST: EVEN IF IT STUCK UP AND HUNG OVER THE PERIMETER, SOMETHING THAT WOULD OOK A

LITTLE MORE LIKE A CAP. >> CHAIR M. COULTER: ANYBODY ELSE? OKAY.

WE HAVE TWO OPTIONS FOR PROVIDING PUBLIC COMMENT THIS

EVENING, YOU CAN E-MAIL OR CALL. >> I WANT TO BE SURE IF WE'RE GOING TABLE THIS I HAVE ALL THE COMMENTS FROM THE BOARD REGARDING THE MONUMENT SIGN BECAUSE IT SEEMS TO BE THE MOST CONTROVERSIAL PIECE OF THE SUBMISSION.

I WANT TO MAKE SURE I HAVE A CLEAR AND CONCISE IDEA WHAT THE BOARD IS LOOKING FOR SO WHEN WE COME BACK WE CAN GET THIS PASSED

THROUGH. >> PRESIDENT B. MICHAEL: WE CAN DO THAT. WE'LL

>> CHAIR M. COULTER: WE CAN DO THAT.

WE'LL GO THROUGH PUBLIC COMMENT FIRST AND MAKE SURE TO BE CLEAR

WHAT WE WANT TO TAKE THAT BACK. >> THANK YOU.

>> CHAIR M. COULTER: SO IF YOU ARE WANTING TO COMMENT E-MAIL AT PLANNING@WORTHINGTON.ORG OR CALL 1-567-249-0063 CONFERENCE 347 008 362 THEN HIT THE POUND SIGN. IF YOU CALL IN WHEN WE RECOGNIZE YOU, YOU'LL NEED TO HIT THE STAR 6 KEY TO UNMUTE YOURSELF.

WITH THAT, WE'LL START THE CLOCK.

>> CHAIR M. COULTER: OKAY, BEFORE BROWN, HAVE WE RECEIVED COMMENTS FROM THE PUBLIC EITHER E-MAIL OR TELEPHONE?

>> CLERK: WE HAVE NOT RECEIVED AN E-MAIL WE HAVE TWO PEOPLE ON THE LINES I DON'T RECOGNIZE THE NUMBER.

SO IF THEY'RE HERE TO SPEAK THEY NEED TO HIT STAR 6 TO UMUTE THEMSELVES. SO APPARENTLY NOT.

>> CHAIR M. COULTER: I THINK WE HAVE A CONSENSUS TO BE STABLED.

TRACEY, YOU NEED TO FORMALLY ASK US TO DO SO, PLEASE.

>> I WOULD LIKE TO REQUEST YOU TABLE THE PACKAGE AND WE WILL COME BACK WITH A FULL REVISED PACKAGE AND I REQUEST HE

[00:55:03]

BOARD'S COMMENTS REGARDING THE >> CHAIR M. COULTER: SURE, THANK YOU. WHOEVER IS WRITING THE MOTION TO BE TABLED PLEASE ADDRESS THOSE ISSUES WE TALKED ABOUT.

>> D. FOUST: MR. CHAIR, I MOVE WE TABLE THE REQUEST TO GIVE THE APPLICANT TO REQUEST CHANGES TO THE PROJECT WHICH WOULD INCLUDE REMOVING THE BLIGHTED STRIPES FROM THE MONUMENT SIGN.

POSSIBLY LOOKING AT OPTIONS FOR THE TOP PIECE OF THE MONUMENT SIGN. REVISING OR POSSIBLY LOWERING THE NUMBER OF INCIDENTAL OR DIRECTIONAL SIGNS ON THE PROPERTY. REDUCING THE IGN TO 36 INCH TO MEET CITY STANDARDS. LETTING THE STONE TABLET ON THE FRONT OF THE BUILDING TO BE VISIBLE.

MAKING SURE ALL VINYL DOOR SIGNAGE IS APPLIED TO THE

INSIDE. >> AND THE HANDICAP SIGN NOT BE

REPLACED WITH THE BLUE. >> CHAIR M. COULTER: ANY OTHER ADDS? SECOND FROM SCHUSTER.

ALL IN FAVOR OF TABLING SAY AYE. OPPOSED SAME SIGN.

OKAY. IT'S BEEN MOVED TO TABLE.

TRACEY, WE'LL SEE YOU IN A COUPLE WEEKS.

>> THANK YOU, HAVE A GOOD EVENING.

[3. Fence – 590 Hartford St. (Marlene and Warren Orloff) AR 31-2020]

>> CHAIR M. COULTER: THE THIRD ITEM IS THE FENCE AT 590 HARTFORD STREET APPLICATION AR31-2020.

MS. FITAR. >> THE HOME OWNERS WOULD LIKE TO ADD A COUPLE SECTIONS OF FENCE TO THE REAR OF THIS PROPERTY.

THESE REAR PROPERTIES ARE PRETTY DEEP AND THEY HAVE A LOT OF ADJACENCY WITH THE NEIGHBORS. ANYWAY THEY'D LIKE TO ADD 60 FEET OF FENCING ALONG THE NORTH AND FULL WIDTH ALONG THE REAR WHICH IS ABOUT 58 FEET. I HAVE SOME OTHER PICTURES I'LL SHOW OF THE REAR BUT THIS IS THE STYLE OF FENCE THEY WANT, WHICH AS YOU AN SEE, IS A SIX-FOOT HIGH SOLID CEDAR FENCE.

THE ONE THING TO NOTE, THERE IS A 25-FOOT EASEMENT IN THE BACK.

12 1/2 FEET ON THIS PROPERTY AND A SEWER THAT RUNS THROUGH THERE.

SO IF THE FENCE WOULD EVER NEED TO BE REMOVED TO TEND TO THAT SEWER IT WOULD BE THE PROPERTY OWNER'S RESPONSIBILITY TO REPLACE IT. THEY'D LIKE TO START THE FENCE NEXT TO THE PATIO AND RUN IT BACK TO THE REAR CORNER AND THERE'S A STRUCTURE ON THE NEIGHBORING PROPERTY AND THEY WOULD LIKE TO SCREEN THAT FROM VIEW.

ALSO ON THIS ADJACENT PROPERTY TO THE REAR THERE'S PILES OF BRUSH THEY WOULD LIKE TO BE ABLE TO SCREEN.

THEY SEEM TO BE CONCENTRATED ON THE NORTH SIDE OF THE PROPERTY.

MAYBE THE FULL WIDTH WOULDN'T BE NEEDED BUT AS YOU KNOW, OUR DESIGN GUIDELINES RECOMMEND THAT FEAR FENCES BE NO HIGHER THAN FOUR FEET AND OPEN IN STYLE. THE FENCE THAT YOU SEE HERE IS THIS STYLE BECAUSE THEY WANTED A SOLID SIX-FOOT HIGH FENCE A COUPLE YEARS AGO AND THE BOARD WOULD NOT APPROVE THAT AND APPROVED THIS INSTEAD. ONE OTHER THING TO MENTION, THERE'S BEEN A BAMBOO ISSUE IN THIS BACK PROPERTY LINE SO

[01:00:05]

THEY'RE KIND OF TIRED OF DEALING WITH THAT AND HOPING TO DIG A TRENCH AND SOLVE THAT AS PART OF THE INSTALLATION OFF THE SOLID FENCE. -- OF THE SOLID FENCE.

THEY WOULD LEAVE THE SOUTH SIDE OPEN ANYWAY WE FELT IT DIDN'T MEET THE LINES. -- GUIDELINES.

>> CHAIR M. COULTER: I SEE THE APPLICANT IS HERE.

STATE YOUR NAME AND ADDRESS FOR THE RECORD AND BE SWORN IN.

>> WARREN AND MARLENE ORLOFF, 590 HARTFORD STREET.

>> CLERK: WILL YOU RAISE YOUR RIGHT HAND.

DO YOU SWEAR YOUR TESTIMONY THIS EVENING WILL BE TRUTHFUL.

>> YES. >> CLERK: THANK YOU.

>> CHAIR M. COULTER: IS THERE ANYTHING YOU'D LIKE O ADD TO

MS. FITAR'S COMMENT? >> THE PRIVACY IS BENEFICIAL TO BOTH FAMILIES. THERE'S AN EXTENSIVE PLAY AREA IN THE BACK THERE CREATED FOR THEIR KIDS.

I THINK IT BENEFITS THE COMMUNITY TO HAVE THEIR SPACE AND HAVE IT LAE MORE PRIVATE. -- -- HAVE IT A LITTLE MORE

PRIVATE. >> IT'S IMPORTANT WE TALK TO OUR NEIGHBORS PERSONALLY AND LET THEM KNOW THIS IS WHAT WE WANTED. A MORE PLEASING AND JUST PRIVATE VIEW. WE BUILT THE PATIO BEFORE THE PLAYGROUND STRUCTURES IN THE BACK I DON'T KNOW WHAT YOU CALL THAT MINI HOUSE PUT IN. WE PLANNED TO NOT HAVE THE FENCE START AT THE GARAGE. WE WANTED IT TO START AT THE TREE BEHIND THE GARAGE SO THE KIDS COULD STILL RUN THROUGH OUR BACK YARD TO ANOTHER HOUSE WHERE THE KIDS PLAY.

IT'S IMPORTANT TO US THEY KNOW WE'RE NOT TRYING TO PUSH NEIGHBORS AWAY OR BE UNFRIENDLY OR UNNEIGHBORLY.

AND I'M ALSO A GARDENER AND IT'S APPEALING TO ME TO HAVE A NICE WOODEN BACKDROP FOR MY EVERY GREENS.

I WALK TO MY BACKYARD AND I DON'T REALLY NOTICE MY GARDEN AS MUCH AS I'D LIKE TO. SO WE'VE TALKED TO BOTH

NEIGHBORS PERSONALLY. >> CHAIR M. COULTER: OKAY,

ANYTHING ELSE? >> WE ALSO ARE INTERESTED -- THOUGH SIX FEET IS VERY IMPORTANT TO US BECAUSE I DON'T THINK YOU CAN ACCOMPLISH WOE COULD ACCOMPLISH WHAT WE WANT WITH FOUR FEET, WE'RE OPEN TO OTHER STYLES OF FENCE WE HAVE A NEIGHBOR DOWN THE STREET AT 648 HARTFORD WHO HAS A SIX-FOOT FENCE IN HIS FRONT DRIVEWAY BETWEEN HIS NEIGHBOR'S HOUSE AND HIS AND IT'S A BEAUTIFUL BUNGALOW STYLE.

I THINK THAT'S GOOD FOR NOW. >> THE NEIGHBOR'S WAS APPROVED AT 648 HARTFORD. WE ARE INTERESTED IN PROVIDING THAT EXCLUSION AND IF T REQUIRES MODIFICATION AND WE'RE ON A LEARNING CURVE HERE, WE'D LIKE TO HEAR HAT THE ARCHITECTURAL REVIEW BOARD HAS TO SAY.

>> CHAIR M. COULTER: BOARD MEMBERS, COMMENTS, CONCERNS?

>> D. FOUST: THIS IS DAVE FOUST. I'LL STICK MY NECK OUT A LITTLE BIT AND I HATE TO SEEM UNNEIGHBORING BUT WHERE WE ALLOWED SIX-FOOT HIGH FENCES WERE RESTRICTED TO THE RESIDENTIAL HOMES AND ADJACENT COMMERCIAL PROPERTIES.

THERE'S A LOT OF HEADLIGHT NOISE, LTTER, ETCETERA.

THAT'S WHY YOU'LL SEE SOME OF THOSE EVEN AROUND THE METHODIST CHURCH PROPERTY AROUND THE CITY PARKING LOTS I THINK IN THIS CASE WO THINGS COME TO MIND. WE TYPICALLY APPROVED FOUR-FOOT

[01:05:11]

FENCE TO HAVE 50% OPEN SPACE. THAT MAY BE ONE POSSIBILITY AS A BACKDROP. THE SECOND AND I CAN'T REMEMBER THE LADY'S NAME WE JUST APPROVED BACK PORCH MODIFICATIONS ON OXFORD STREET AT THE LAST MEETING AND LIVES A COUPLE DOORS SOUTH OF NEW ENGLAND AVENUE AND HAS AN UNBELIEVABLE BACKYARD.

I KNOW A FEW YEARS AGO WHEN SHE FACED THE REALITY HER NEIGHBORS WERE GOING BUILD A MONSTROUS OUTDOOR PATIO COOKING AREA, THERE WAS AN AGREEMENT BETWEEN THE NEIGHBORS AT THAT TIME TO PUT IN LARGE EVER GREEN TREES THAT PROVIDED A NATURAL LANDSCAPE DIVIDER/BORDER THAT SERVED HER VERY WELL.

THAT'S ONE THING. THE OTHER THING I SEE WHEN I LOOK AT THE SITE AND SEE THE BUILDINGS AND THE PATIO, I WORN IF -- WONDER IF THERE'S A WAY TO COME UP WITH WOODEN FEATURES THAT SOMEWHAT LOOK LIKE FENCE. MAYBE SOME SEPARATED SECTIONS COMBINED WITH MORE PLANTING AND SOMETHING THAT LOOKS MORE LIKE AN RCHITECTURAL FEATURE. IT RUNS COUNTER TO EVERYTHING WE'VE DONE TO ALLOW FOR A SIX-FOOT HIGH THAT OBSTRUCTS THE VIEW COMPLETELY BETWEEN PROPERTIES.

I'D HAVE TROUBLE SUPPORTING IT BUT I THINK THERE ARE SOME

OPTIONS. >> CHAIR M. COULTER: ANYBODY

ELSE? >> STATE YOUR NAME AGAIN.

>> OARD

>> E. HOFMANN: BOARD MEMBER ED HOFMANN, I HAVE A TENDENCY TO AGREE COULD YOU CONSIDER TRELLISES OR OTHER WAYS TO PICK THE POINTS THAT ARE PARTICULARLY BOTHERSOME.

IF THE PLAY AREA IS BOTHERSOME, A WAY TO SCREEN THAT WITH OTHER TECHNIQUES IS WHAT MR. FOUST IS GETTING AT AND THE FENCE BE A MORE TRADITIONAL FENCE WE'RE USED TO SEEING IN THE NEIGHBORHOOD. WE'RE ALL STEWARDS OF THESE LANDS AND WE'LL MOVE ON AND FENCES STAY FOR DECADES.

YOU SHOULD HAVE SEEN THE CONVERSATION WE JUST HAD WITH SEVERAL LOTS WITH NO FENCING FOR MANY YEARS, DECADES AND AFTER THE SECOND OR THIRD HOME OWNER TAKING POSSESSION WE CAVED ON OUR END TO ALLOW SOME FENCING IN THAT AREA.

TYPICALLY WE LOVE NO FENCING AND RECOGNIZE IT'S IMPORTANT TO KEEP THINGS SAFE AND I THINK A SIX-FOOT HIGH SOLID FENCE IS GOING FROM ONE TO ANOTHER EXTREMELY.

I WOULD LOVE IF YOU WOULD CONSIDER MORE TRADITIONAL BUT THEN FIGURE OUT ANOTHER WAY THROUGH A TRELLIS, LANDSCAPE, PERGOLA, WHATEVER TO SCREEN THE NEIGHBOR IN THAT PARTICULAR

AREA. >> CHAIR M. COULTER: ANYONE

ELSE? >> R. SCHUSTER: WE HAD A SIMILAR SITUATION WITH A NEARBY IN -- NEIGHBOR IN OUR BACKYARD AND IT WAS RESOLVED WITH THE PLANTING OF LARGE PINE TREES.

TODAY THEY'VE GROWN TO THE POINT WHERE IT PRETTY MUCH BLOCKS THE VIEW. SO TRYING TO MAINTAIN THE STANDARDS ON THE FENCING ITSELF BUT I HAVING LIVED THROUGH AND CERTAINLY APPRECIATE THE DESIRE TO HAVE SOMETHING BEHIND YOU BUT HOW IT WAS RESOLVED AND PERHAPS SOMETHING TO GIVE THOUGHT TO.

>> CHAIR M. COULTER: I KNOW ONE THING I'D LIKE TO SEE IS I TEND TO AGREE WITH EVERYBODY'S COMMENTS SO FAR.

I THINK IT'S A COMBINATION OF THE FENCE AND WHAT WE COME UP WITH AND LANDSCAPING TREES BEING PLANTED.

A COUPLE COMMENTS I HAD, YOU MENTIONED A FENCE DOWN THE

[01:10:05]

STREET APPROVED BY THIS BOARD AND I DON'T REMEMBER WHAT IT LOOKS LIKE AND MAYBE WE CAN TAKE A LOOK AND SEE IT APPROVED.

THE OTHER QUESTION I HAVE AND THIS IS MORE FOR LINDA AND MR. BROWN, THE PROPERTY ON THE EAST SIDE I CAN'T TELL IF WE CAN CREATE A NATURAL COMPOST PILE. IF THEY ARE, THEY'RE CERTAINLY GOING ABOUT IT THE WRONG WAY OR TAKING IT ALL FROM THE NEIGHBORHOOD AND STACKING IT AGAINST THE FENCE.

IT'S RATHER UNSIGHTLY. I DON'T KNOW IF THAT FALLS UNDER THE CITY CODES FOR PROPERTY MAINTENANCE BUT I AGREE IT'S RATHER UNSIGHTLY AND UNDERSTAND WHY YOU WANT TO PUT SOMETHING IN THE FRONT. I WOULD LIKE IT MOW NOR -- KNOW MORE WHAT THE FENCE LOOKS LIKE DOWN THE STREET.

WE CAN TABLE THE APPLICATION AND SEE WHAT IT LOOKS LIKE AND THEN COME BACK AND SAY THIS IS WHAT IT IS AND WHAT WE THINK.

MAYBE NOT A FOUR FOOT FENCE MAYBE A FIVE FOOT.

I CAN GET CLOSER TO A FIVE FOOT THAN A SIX FOOT.

WE'VE DONE THAT IN THE PAST. MAYBE A COMBINATION OF THE TWO.

ANY OTHER COMMENTS FROM THE BOARD?

>> IF I CAN DO A SHARE SCREEN I CAN SHOW YOU WHAT THE FENCE AT

608 LOOKS LIKE. >> CHAIR M. COULTER: IS THAT

POSSIBLE? >> GO RIGHT AHEAD.

>> THANK YOU. SO THIS S THE NORTH SIDE VIEW THIS IS FOR PRIVACY AND THE EAST SIDE VIEW.

YES, YOU'RE RIGHT, THEY HAD A STRUCTURE THERE YEARS AGO THEY TOOK DOWN AND LEFT THE PIECES. BUT THE FENCE ON 608 DOES HAVE OTHER FEATURES TO IT. THIS IS WHAT WE'RE SPEAKING

ABOUT. >> OUR FENCE COULD NOT BE VISIBLE FROM HARTFORD STREET. THIS ONE IS BEAUTIFUL.

>> CHAIR M. COULTER: THANK YOU. >> I AM REMEMBERING THE FENCE WENT UP EIGHT OR 10 YEARS AGO. THERE HAD BEEN A ROW BETWEEN THE TWO DRIVEWAYS AND THEY KEPT BENDING OVER AND BLOWING SIDE TRYING TO RESTORE AND THAT RSY - SETTLED ON THE FENCE AS THE ONLY THING THAT WOULD FIT IN THAT LOCATION.

YOU MIGHT WANT TO CHECK THE FILE BUT I THINK THAT'S WHERE THAT FENCE DERIVED FROM AND IT WAS NOT WITHOUT CONTROVERSY.

>> I REMEMBER THE SAME THING AND THE SHRUBS WERE SCRATCHING THE VEHICLES THERE. THEY COULD NOT KEEP ISLAND -- A LANDSCAPE SEPARATION BETWEEN TE DRIVE.

>> THERE WERE OTHER CONTROVERSIES BETWEEN THE HOME

OWNERS. >> I RECALL THAT AS WELL.

>> I THOUGHT THEY PULLED THE FENCE TOGETHER BUT THAT'S OKAY.

I ALSO TRIED TO PLANT AND I'M A GARDENER AND I TOOK CARE OF THEM BUT THEY DIED. WE HAVE TRIED OTHER THINGS.

>> MR. COULTER, WE CAN LOOK AT THE PROPERTY TO THE EAST.

>> CHAIR M. COULTER: ANY OTHER COMMENTS?

>> D. FOUST: THIS IS DAVEF FOUS AGAIN.

IF THE APPLICANTS ARE WILLING TO TABLE THIS MAYBE EVERYBODY STEPS BACK AND LOOKS AT SOME OF THE OPTIONS.

I'M NOT SURE CALLING IT FOR A VOTE TONIGHT WILL GET THE NUMBER

[01:15:01]

OF YES VOTES TO PASS IT. THAT'S MY RECOMMENDATION BUT THE APPLICANT NEEDS IT MAKE THAT DECISION.

>> WELL, FTER A LOT OF PROFOUND THOUGHT AND EVIEW WE WOULD BE

INTERESTED IN TABLING THE VOTE. >> CHAIR M. COULTER: THAT'S AN

EXCELLENT IDEA. >> I THINK WE SHOULD STILL

ENTERTAIN -- >> CHAIR M. COULTER: THANK YOU FOR THE REMINDER. BEFORE WE GO TO THE MOTION FOR TABLING, WE DID HAVE TWO OPTIONS THIS EVENING FOR PROVIDING PUBLIC COMMENT. YOU CAN EITHER E-MAIL US OR CALL INTO US AND THE INFORMATION WILL BE ON THE SCREEN IN JUST A MOMENT. THANK YOU.

IF YOU ARE CALLING THIS EVENING E-MAIL AT PLANNING@WORTHINGTON.ORG OR CALL US AT 1-567-249-0063 CONFERENCE 347 008 362 POUND AND WHEN WE GET TO YOU YOU'LL HIT THE STAR 6 KEY TO UNMUTE YOURSELF. WITH THAT WE'LL START THE CLOCK.

>> CHAIR M. COULTER: MR. BROWN HAVE YOU HAD E-MAILS OR ANYONE

CALL IN. >> CLERK: WE HAVE A COUPLE PEOPLE ON THE LINE AND AN E-MAIL SAYING THERE'S MULTIPLE RECENTLY APPROVED ENCES NEAR HARTFORD NOT TOUCHING THE UNITED METHODIST PARKING LOT AND THEN HE REPLIED AGAIN I'M A NEIGHBOR AND OKAY WITH CERTAIN SIX-FOOT FENCE FENCES TASTEFULLY DONE AND WOULD IMPROVE THE AESTHETICS AND NEIGHBORHOOD EXPERIENCE FROM MR. BRENT WATSON.

>> CHAIR M. COULTER: THANK YOU. ANYBODY ELSE MAYBE ON THE PHONE?

>> JUST NEED TO HIT THE STAR 6 TO UNMUTE YOURSELF.

>> CHAIR M. COULTER: IT DOESN'T APPEAR AS WE HAVE ANY AND THE APPLICANT REQUESTED IT BE TABLED.

MAY I HAVE A MOTION. >> D. FOUST: SO MOVED BY

MR. FOUST. >> CHAIR M. COULTER: AND A

SECOND? >> R. SCHUSTER: SECONDED BY

SCHUSTER. >> CHAIR M. COULTER: MOVED BY MR. FOUST AND SECONDED BY MR. SCHUSTER.

THOSE IN FAIR OF TABLING SAY AYE.

OPPOSED SAME SIGN. IT'S BEEN TABLED.

THANK YOU. WE LOOK FORWARD TO THIS COMING BACK. NEXT ON THE AGENDA IS A GARAGE

[4. Garage & Condensing Unit – 570 Evening St. (Todd Bradham) AR 32-2020 (Extension & Amendment to AR 27-2016)]

AND CONDENSING UNIT AT 570 EVENING STREET APPLICATION AR-32-2020 AN EXTENSION AND AMENDMENT TO AR27-2016.

MS. FITAR. >> SO THE ARCHITECTURE REVIEW BOARD ORIGINAL LAY PROVED A TWO-CAR GARAGE IN 2016 TO THE SOUTH OF THE HOUSE IN THIS AREA. AT THE TIME THIS WAS STILL BEING USED AS A GARAGE AND I THINK HAS BEEN FINISHED INTO A LIVING SPACE. THIS IS THE LOCATION.

WHEN IT WAS APPROVED BEFORE IT WAS GOING TO BE REDUCED TO 21 FEET WIDE I THOUGHT BECAUSE OF SPACING WITH TREES.

THE HOME OWNER NOW FEELS THEY CAN FIT A 24-FOOT WIDE GARAGE IN THIS LOCATION. IT IS BACK ABOUT EIGHT ADDITIONAL EET FROM THE FRONT OF THE HOUSE AND I THINK THAT HELPS WITH THE TREES. THEY WOULD STILL MEET THE EIGHT-FOOT SIDE YARD REQUIREMENT ON THE SOUTH SIDE.

THE ONLY THING THAT I FELT WAS STILL IN QUESTION IS THEY'RE PROPOSING A CONDENSING UNIT TO BE PLACED IN THIS LOCATION.

SO IT DOESN'T SEEM LIKE THAT WOULD WORK TOO WELL WITH SPACING

[01:20:08]

OF THE GARAGE. WE'LL HAVE THE HOME OWNER ADDRESS THAT. THIS IS WHAT WAS APPROVED EXCEPT THERE WERE NO CEDAR SHAKES AS PART OF THIS.

THEY DID NOT GO. THE BOARD ALSO APPROVED EITHER TWO SINGLE DOORS OR A DOUBLE DOOR.

THIS NEEDS TO GO TO BOARD OF ZONING APPEALS BECAUSE THERE'S USABLE PACE ON THE SECOND FLOOR.

THERE'S AN EXCESSIVE AMOUNT OF ACCESSORY STRUCTURE AREA.

AS FAR AS THE DESIGN, THE WINDOWS WERE APPROVED TO MATCH THE WINDOWS N THE HOUSE AND THE PLANK TYPE SIDING THAT OULD - ALSO MATCH THIS IS A SKETCH OF THE CONDENSING UNIT ON THE SOUTH SIDE OF THE HOUSE. WE JUST NEED CLARIFICATION AS TO WHETHER THAT WORKS AND AS TO WHICH TREES WOULD BE REMOVED.

THATS -- TO THIS PROJECT. >> CHAIR M. COULTER: IF WE HAVE AN APPLICANT IF YOU CAN STATE YOUR NAME AND ADDRESS FOR THE

RECORD AND YOU'LL BE SWORN IN. >> TODD BRADHAM 570 EVENING

STREET. >> PLEASE RAISE YOUR RIGHT HAND.

DO YOU SWEAR YOUR TESTIMONY THIS EVENING WILL BE TRUTHFUL?

>> I DO. >> THANK YOU.

>> CHAIR M. COULTER: MR. BROWN, IS THERE ANYTHING YOU'D CARE TO

ADD TO THE PRESENTATION? >> I THINK SHE EXPLAINED IT PRETTY WELL. I WOULD REMOVE THE RED BUD IN THE MIDDLE WHERE THE GARAGE WOULD SIT.

THERE'S TWO PINE TREES TO THE SOUTH OF THAT.

OBVIOUSLY, I WOULD KEEP ONE BUT THE OTHER IS SO CLOSE TO THE DRIVEWAY I DECIDED TO MOVE IT BACK ANOTHER EIGHT FEET.

I STILL THINK I CAN KEEP THAT PINE TREE THERE.

THE CONDENSING UNIT I TALKED TO MY HEATING AND COOLING GUY HE SAID IT WOULDN'T BE A PROBLEM AND IF IT IS, I CAN ALWAYS REAPPLY LATER. MAYBE MOVE THAT SOMEWHERE ELSE.

I'VE NEVER BEEN ABLE TO PULL MY TRUCK UP.

IT'S BEEN A PROBLEM FOR EVERYBODY ALL THE NEIGHBORS.

IT WOULD BE A GREAT HELP. >> CHAIR M. COULTER: BOARD MEMBERS, QUESTIONS OR COMMENTS? ONE QUESTION I HAVE FOR YOU FOR MR. BROWN OR MR. FITAR, PLEASE GO BACK TO THE SITE PLAN.

THEY'LL HAVE TO PUT IN A SECOND CURB CUT OR DRIVEWAY.

IS THAT ALLOWED OR TAKE OUT THE OTHER ONE ON THE NORTH SIDE?

>> OR IT OULD REQUIRE A VARIANCE FROM CITY COUNCIL TO HAVE A SECOND NE. WE'D CONDITION THE PERMIT FOR THE NEW APPROACH BASED ON THE REMOVAL OF THE EXISTING.

>> CHAIR M. COULTER: OTHER BOARD MEMBERS? OKAY. NOT HEARING ANY QUESTIONS OR COMMENTS YET WE HAVE TWO OPTIONS FOR PROVIDING PUBLIC COMMENT THIS EVENING. YOU CAN EITHER E-MAIL AT HE ADDRESS ON THE SCREEN PLANNING@WORTHINGTON.ORG OR CALL 1-567-249-0063 CONFERENCE 347 008 362 AND HIT STAR 6 KEY TO UNMUTE YOURSELF. WITH THAT I'LL START THE CLOCK.

>> CHAIR M. COULTER: HAVE WE RECEIVED ANY E-MAILS OR CALLS.

[01:25:01]

>> WE HAVE NOT RESOURCED ANY E-MAILS HOWEVER THERE IS SOMEBODY ON THE CALL SO IF THEY WANT TO SPEAK THEY CAN HIT STAR 6 TO UNMUTE THEMSELVES. APPARENTLY NOT.

>> CHAIR M. COULTER: MAY I HAVE EYE MOTION, PLEASE.

-- A MOTION, PLEASE. >> D. FOUST: THIS IS MR. FOUST.

I REQUEST TO EXTEND AND EXTEND THE NUMBER 27-2016 TO CONSTRUCT A NEW GARAGE AND FOR APPROVAL FOR FOR A CONDENSING FOR 570 EVENING STREET AS PER CASE AR 32-2020 AND CONDITIONED ON THE REMOVAL OF THE NORTH DRIVEWAY SO SITE BE APPROVED BASED ON THE H- FINDINGS OF FACT CONCLUSIONS IN THE STAFF MEMO AND PRESENTED AT

THE MEETING. >> CHAIR M. COULTER: MAY I HAVE

A SECOND ANYBODY? >> R. SCHUSTER: SECOND.

COME ON, LADIES. >> CHAIR M. COULTER: THANK YOU.

MOVED BY MR. FOUST AND SECONDED BY MR. CHUSTER.

PLEASE CALL THE ROLL.

>> CHAIR M. COULTER: IT PASSES. THANK YOU.

[5. Condensing Unit – 6555 Worthington Galena Rd. (Michael Anderson/Worthington Police Headquarters) AR 33-2020]

NEXT APPLICATION THIS EVENING IS A CONDENSING UNIT AT 6555 WORTHINGTON GALENA ROAD APPLICATION AR 33-2020.

MS. FITAR. >> THIS S PART OF A RENOVATION OF THE LOBBY AREA FOR THE POLICE DEPARTMENT BUILD.

THE MAJORITY OF THE CHANGES ARE INTERIOR TO THEI.

THE MAJORITY OF THE CHANGES ARE INTERIOR TO THEN.

THE MAJORITY OF THE CHANGES ARE INTERIOR TO THEG.

THE MAJORITY OF THE CHANGES ARE INTERIOR TO THE VESTIBULE AREA.

THEY'RE CREATING A SECURE VESTIBULE AREA FOR PEOPLE TO GO INTO IF THEY NEED TO AND RENOVATING SOME SECOND FLOOR PLACE. A MINI-FLOOR ONDENSING UNIT IS PROPOSED. THIS IS THE EXISTING SHRUBBERY TO STAY AND IT SHOULD BE PRETTY WELL SCREENED.

IT'S A RELATIVELY SMALL COMPRESSOR.

THEY'VE SHOWN THREE DESIGNS. I DON'T THINK WE REALLY HAD A PREFERENCE WHICH DESIGN IS USED SO WHENEVER YOU THINK IS BERD OR GIVE THE CHOICE, THAT'S FINE WITH US.

>> CHAIR M. COULTER: WHOSE HERE FOR THE -- WHO WILL ACT AS THE AM CAN'T TONIGHT? APPLICANT TONIGHT.

>> I AM. >> I AM.

>> I'M MICHAEL ANDERSON WITH CT CONSULTANTS 2420 COOPER ROAD,

CINCINNATI, OHIO. >> CHAIR M. COULTER: THANK YOU.

IS THERE ANYTHING YOU WOULD ADD TO THE COMMENTS TONIGHT?

>> I LOVE THE LANDSCAPING DESIGN.

I THINK IT'S FANTASTIC. I WAS MOSTLY INVOLVED IN THE CONDENSER WHICH MAY OOK LIKE IT GOES OKAY WITH THE TRIM.

I DON'T KNOW. >> MR. COULTER AS PART OF THE COMMAND CENTER RELOCATION WITH THE 9-1-1 CALL CENTER THERE'S NOT GOING TO BE A 24-HOUR SERVICE AT THE POLICE STATION.

IT'S CREATING A SAFE SPACE TYPE PANIC ROOM IF SOMEONE NEEDED TO GO TO THE POLICE DEPARTMENT THEY'D BE ABLE TO GO IN THAT LOBBY VESTIBULE. AS LINDA MENTIONED AS PART OF THIS IT WILL HELP SCREEN THE MINI-SPLIT SYSTEM.

THERE'LL BE TWO BOULDERS TO FLANK THE ENTRANCE DOOR AND IF ANYONE TRIED TO RAM THE POLICE STATION THEY'LL BE ABLE TO BLOCK

[01:30:07]

THEM FROM ACCESSING THE BUILDING.

AS PART OF THE SAFETY IMPROVEMENTS TO THE POLICE DEPARTMENT THAT'S ONE OF THE MAIN REASONS YOU'RE SEEING THE REQUEST FOR THAT MINI-SPLIT IN ITS LOCATION.

>> CHAIR M. COULTER: IS THE BALLARD REMOVABLE IN CASE OF AN

EMERGENCY? >> YES.

>> CHAIR M. COULTER: OKAY. BOARD MEMBERS.

SOMEBODY'S GOING TO COME BACK AND NOTICE THAT.

WE CAN GO ON THE RECORD AS STATING WITH THE DISTANCE BETWEEN THIS UNIT AND ANY RESIDENTIAL HOUSE IS NOT TYPICAL OF ANY OTHER LOCATION IN THE ARCHITECTURE REVIEW DISTRICT

WHICH MAKES THIS OKAY. >> CORRECT.

>> CHAIR M. COULTER: GOOD COMMENT.

THANK YOU, SIR. .

WE HAVE TWO OPTIONS FOR PROVIDING PUBLIC COMMENT E-MAIL AT PLANNING@WORTHINGTON.ORG OR CALL US AT 1-567-249-0063 CONFERENCE 347 008 362 AND HIT THE POUND KEY AND IF YOU CALL IN WHEN IT'S YOUR TURN TO SPEAK IT STAR 6 AND YOU'LL BE UNMUTED.

WITH THAT WE'LL START THE CLOCK. >> CHAIR M. COULTER: MR. BROWN HAVE WE RECEIVED COMMENTS VIA E-MAIL OR TELEPHONE.

>> WE HAVE NOT RECEIVED ANY E-MAILS AND AGAIN THERE'S STILL ONE CALLER IN THE SYSTEM THAT I DON'T RECOGNIZE THE PHONE NUMBER FOR SO IF THEY'RE HERE FOR THAT ONE, SPEAK NOW.

APPARENTLY, NO. >> CHAIR M. COULTER: THANK YOU.

COULD I HAVE A MOTION, PLEASE. >> D. FOUST: DAVE FOUST RECOMMENDS ON BEHALF OF THE CITY OF WORTHINGTON THE CERTIFICATE OF APPROPRIATENESS TO HAVE A CONDENSING UNIT AT 6555 WORTHINGTON GALENA ROAD CASE AR 33-2020 DRAWINGS AR-33-2020 DATED MAY 29 BE APPROVED BASED ON THE STAFF FINDINGS AND

PRESENTED AT THE MEETING. >> CHAIR M. COULTER: MAY I HAVE

A SECOND, PLEASE. >> E. HOLCOMBE: I SECOND.

>> CHAIR M. COULTER: NICE TO HEAR FROM YOU.

COULD YOU PLEASE CALL THE ROLL. MOVED Y MR. FOUST, SECONDED BY MS. HOLCOMBE.

[6. Hot Tub – 817 Oxford St. (Todd and Jessica Boucher) AR 34-2020]

AT 817 OXFORD STREET APPLICATION AR 34-2020.

MS. FITAR. >> THIS HOUSE IS ON A SLOPE AND THERE'S A WALK OUT LOWER LEVEL. TO THE REAR THERE'S A DECK OVER A PORCH AREA. THE OWNERS WOULD LIKE TO ADD A

[01:35:02]

HOT TUB TO THIS LOCATION WHICH WILL BE PRETTY MUCH SCREENED FROM EVERY VIEW BUT ALSO SEEMS TO BLEND IN WITH THE REAR YARD IN THIS LOCATION. STAFF HAS NO CONCERNS.

>> CHAIR M. COULTER: I GUESS THEY'RE HOLDING OUT FOR THE LAST ONE. COULD I HAVE A MOTION, PLEASE.

>> E. HOLCOMBE: THIS IS CATHY HOLCOMBE AND MOVE THE REQUEST FOR APPROPRIATENESS TO ADD A HOT TUB AT 817 OXFORD STREET AS FOR CASE AR 34-2020 AND DRAWING THE SAME BE APPROVED BASED ON THE FINDINGS OF FACT AND CONCLUSION IN THE STAFF MEMO AND PRESENTED

[Items B7 & E]

MODIFICATIONS TO A PREVIOUS APPROVAL AT 569 OXFORD STREET APPLICATION AR 35-2020 AN AMENDMENT TO AR 25-19.

>> THE ARB APPROVED MODIFICATIONS TO THE REAR OF THIS HOME. THE REAR ADDITION WAS FROM THE 1980S. THE OWNER WANTED TO MAKE CHANGES TO SOME WINDOWS AND DOORS SO AS HE STARTED WEBSITE CONSTRUCTION PROCESS HE IDENTIFIED A COUPLE THINGS HE WANTED TO DO DIFFERENTLY. ALSO, HE HAD BEEN PLANNING TO MATCH ALUMINUM SIDING TO THE HOUSE AND WAS NOT ABLE TO FIND THE SAME SIDING. ANN -- ANY PLACES HE WAS MAKING CHANGES HE END UP TEARING UP THE SIDING IN THE BACK AND IS GOING TO USE THE SIDING STILL GOOD AROUND MODIFICATIONS IN THE MAIN FRONT PART OF THE HOUSE BUT WOULD LIKE APPROVAL THEN TO USE HARDY PLANK IN THE REAR PART OF THE HOUSE IN THE SAME WIDTH.

THE CAVEAT TO THIS IS IT WILL PAINTED A MEDIUM TO DARK BLUE COLOR BEFORE INSTALLATION AND HE WILL NOT BE PAINTING THE REST OF THE HOUSE IMMEDIATELY. SO THE REAR PART OF THE HOUSE, THE ADDITION, WILL BE A DIFFERENT COLOR FOR A WHILE.

[01:40:02]

HE SAYS WITHIN A YEAR E WOULD PAINT THE FRONT PART OF THE HOUSE. ON THE NORTH SIDE HE WANTS TO ADD AN ADDITIONAL WINDOW IT WOULD GO IN THIS LOCATION NEXT TO THE OTHER ONE. ON THE REAR A SMALL MOVEMENT OF THE SECOND FLOOR WINDOW TO THE LEFT A LITTLE BIT FURTHER.

TWO SLIDER WINDOWS ON THE SOUTH SIDE OF THE HOUSE WITH AWNING ALL THE WINDOWS WOULD BE THE SAME BRAND AND MATERIAL THAT WAS APPROVED BEFORE. I DON'T THINK STAFF HAD A CONCERN WITH THE PROPOSED CHANGES.

>> CHAIR M. COULTER: OKAY. THANK YOU.

DO WE HAVE AN APPLICANT THIS EVENING AND IF WE DO COULD YOU PLEASE STATE YOUR NAME AND ADDRESS FOR THE RECORD AND BE

SWORN IN? >> MICHAEL SIROSKEY, 569 OXFORD
