WE'RE USING MICROSOFT TEAMS AND ON THIS PLATFORM YOU'LL BE ABLE TO SEE FOUR TO NINE PEOPLE AT THE TIME ON THE SCREEN. TYPICALLY THE LAST PERSON TO SPEAK WILL BE INCLUDED. WE ARE CONNECTING OUR ENVIRONMENT MEETING TO OUR LIVE STREAM TECHNOLOGY SO THE PUBLIC CAN OBSERVE THE MEETING OVER THE CITY'S WEBSITE.

THE ARCHITECTURAL REVIEW BOARD IS MADE OF SEVEN MEMBERS.

A FOUR-MEMBER POSITIVE VOTE IS REQUIRED FOR THE PASSING OF AN I ITEM.

ALSO PRESENT ARE MR. MYERS OUR REPRESENT FOR CITY COUNCIL THOUGH HE DOES NOT HAVE A OTE WE ENCOURAGE HIM TO PARTICIPATE IN THE DISCUSSIONS. MR. BROWN AND CITY STAFF ARE ALSO IN ATTENDANCE WITH US THIS EVENING.

WE'LL ASK THE AGENDA ITEMS BE EXPLAINED BY CITY STAFF.

FOLLOWING THAT I'LL ASK THE APPLICANT TO BE VIRTUALLY SWORN IN AND PRESENT ANY ADDITIONAL INFORMATION AND ANSWER ANY QUESTIONS WE MAY HAVE. I'LL THEN ASK THE BOARD AND COMMISSIONER MEMBERS IF THEY HAVE QUESTIONS OF STAFF AND THE APPLICANT. -- MS. FITAR. THIS IS A DUPLEX IN THE R10 ZONING DISTRICT SO IT'S AN EXISTING NON-CONFORMING USE BECAUSE THERE IS AN ADDITION PROPOSED IT WILL HAVE TO GO TO THE BOARD OF ZONING APPEALS TO EXTEND THE NON-CONFORMING USE.

WHEN THE COUNCIL PUT THE ZONING IN PLACE THEY EXPECT FRIDAY IT WOULD BE TORN DOWN IT'S SINGLE FAMILY.

IT'S KIND OF A PRAIRIE STYLE OR ALMOST A CRAFTSMAN STYLE AND MAY HAVE HAD EXPOSED RAFTERS AT SOME POINTS.

IT'S KIND OF HARD TO TELL. THE LOTS ARE DEEP LOTS THEY WOULD LIKE TO EXPAND IT TO THE REAR.

THEY ARE PROPOSING A REAR ADDITION AT THIS LOCATION THEY'RE ALSO PROPOSING TO ADD A SECOND GARAGE TO THE SOUTH OF THE EXISTING GRAVEL AREA. WITH THE ADDITION THEY'RE PROPOSING TWO STORIES THEY WOULD NOT HAVE ACCESS DIRECTLY TO THE REAR. INSTEAD THEY'D PUT STEPS ON EACH SIDE OF THE STRUCTURE. WHAT HAT DOES IS TAKE THE INTEREST THAT YOU SEE HERE ON THE REAR OF THE HOUSE OF THE DUPLEX AND TURN IT INTO A SOLID WALL WHICH IS A LITTLE BIT UNFORTUNATE BECAUSE IT'S A VERY UNIQUE LOOKING REAR WITH THE PORCHES AND WINDOWS. IN ORDER TO GAIN THE SPACE THEY NEED THIS IS WHAT THEY'VE PROPOSED TO DO.

THEY'RE PROPOSING TO USE THE SAME STYLE OF WINDOWS.

I THOUGHT IT SAID SOMEWHERE THERE'S SIMULATED DIVIDED LIGHT, WHICH TO US MEANS THE MUTTONS WOULD ON THE OUTSIDE AS WELL AS THE INSIDE AND SAME PATTERN AS THE EXISTING STRUCTURE.

THESE LOWER LEVEL ACCESS POINTS WILL NO LONGER BE THERE.

THIS IS THE EXISTING SIDE AND WHAT THE ADDITION WOULD LOOK LIKE. YOU CAN SEE THE GABLE WOULD BE LOWER THAN THE MAIN HOUSE GABLE. THAT IS SOMETHING THAT CALLED FOR IN OUR DESIGN GUIDELINES. THE MASSING IS BASICALLY ALL BEHIND THE EXISTING HOUSE. THE ONLY THING THAT WOULD STICK OUT AT ALL WOULD BE THE TWO STOOPS WITH THEIR STEPS GOING DOWN FROM THE SIDE ENTRANCES. AND HOPING TO REPLACE THE STEPS WITH A BRICK THEY CAN MATCH WITH THE HOUSE SO IT LOOKS LIKE IT'S MORE PART OF THE STRUCTURE. IT LOOKS LIKE THEY'RE PROPOSING A BLACK METAL RAILING. DOORS ON THE SIDE WOULD BE FIBERGLASS. SIX PANELS.

IT'S KIND OF A TIGHT SPACE ALREADY.

THE STEPS WOULD COME OUT A BIT BUT STILL LEAVE ROOM FOR VEHICLES TO ACCESS. THIS IS THE EXISTING GARAGE.

THEY ARE PROPOSING TO PUT SIDING OVER TOP OF IT.

THEY WOULD LIKE TO USE A HARDY PLANK -- IT'S NOT HARDY PLANK IT'S -- SIDING WAY -- WITH A SEVEN-INCH LAP AND THEY ARE PROPOSING A NEW ROOF AND TO PUT A DOOR ON THE STRUCTURE, WHICH I

DON'T BELIEVE EVER HAD A DOOR. IF IT DID IT'S LONG GONE.

UNFORTUNATELY, WE'RE GOING USE THE A LITTLE BIT OF CHARACTER LEFT ON THIS THE WINDOW ON THE REAR WOULD BE GONE.

I KNOW IT DOESN'T LOOK PERFECT BUT SOMETIMES THAT'S WHAT YOU GET WITH OLDER STRUCTURES. SO STAFF IS NOT IN FAVOR OF SIDING OVER THAT STRUCTURE WOULD BE ABOUT THE LOCATION THE SHED IS WHICH WOULD GO AWAY I'M ASSUMING.

IT WAS NOT ADDRESSED IN THE APPLICATION.

THEY'RE PROPOSING TO USE THE SAME SIDING AND ROOFING AND HAVE THE SHAPE BE THE SAME AND HAVE A WINDOW ON THE WEST ELEVATION.

AND THE GARAGE DOOR WOULD BE ON3 THE NORTH ELEVATION.

WE NEVER DID GET DETAILED OF WHAT THE GARAGE DOORS WOULD BE LIKE YOU CAN SEE THEM IN THE RAISED PANELS BUT NOT SURE THE RECESSED PANEL IN WHAT MATERIAL AND COLOR THEY WOULD BE.

SO IN CONCLUSION, IT SEEMS LIKE THE CHARACTER CHANGES A BIT.

FOR THE HOUSE, A REAR ADDITION WOULD BE AN APPROPRIATE THING THOUGH IT WOULD BE NICE TO STILL HAVE REAR PORCHES AND HAVE SOME OF THE LOOK OF THE HOUSE AND IF THE GARAGE CAN BE SAVED FROM SIDING, THAT WOULD BE GREAT. ALSO, I LEAVE -- BELIEVE THE APPLICANT MENTIONED WANTING TO PAINT THE HOUSE AND TAFF WOULD

THAT WAS OUR PURPOSE FOR COVERING THE GARAGE WAS OVERALL STRUCTURAL INTEGRITY.

OUTSIDE OF THAT, I THINK LINDA COVERED EVERYTHING PRETTY WELL.

CLARITY ON THE WINDOWS, YES, THERE'S SDLS SO THEY'LL HAVE IT FROM THE INSIDE AND OUT OF THE WINDOWS.

WE'LL TRY TO KEEP THE CHARACTER OF THAT AS WELL.

THE PAINTING WAS AND I'M SURE THE HISTORY OF THE HOUSE HAD BEEN REMOVED IN BRICK AND THROUGH TIME I'M SURE THE BRICK HAD BEEN IN A LOT OF AREAS. THE OWNER IMPLIED THEY WOULD LIKE TO PAINT THE HOUSE JUST TO GIVE EVERYTHING MORE OF A UNIFORMED BALANCE. WE CAN WORK WITH THAT.

I'D RATHER SEE EVEN IF YOU HAVE TO TAKE THE REAR WALL DOWN WITH BRICK OR ADDITIONAL COLUMNS ON THE GARAGE TO TIE T BACK TOGETHER. IF YOU DID THE ROOF TO MATCH THE NEW GARAGE, THAT'S FINE I CAN GET PAST THAT.

THAT WOULD BE AN EXPENSIVE PAINT JOB ANYWAY.

I'VE DONE THAT WITH LARGE STRUCTURES SUCCESSFULLY AND IT'S WORKED. THE YOU CAN ADD WINDOWS TO THE SECOND FLOOR, EASILY. THOSE ARE PRETTY MUCH THE PAINT JOB AND COULD BE MORE CHALLENGING BECAUSE OF THE SHOWERS. THERE ARE WAYS TO DO THAT AS SUGGESTED. I COULD PROBABLY GIVE UP ON THE ONES ON THE FIRST FLOOR. IN TERMS OF THE SIDING MATERIAL ON THE ADDITION, I DON'T HAVE A PROBLEM WITH WHAT IS BEING PROPOSED. WE'VE SEEN THAT ON ANY OTHER NUMBER OF OTHER STRUCTURES AROUND WORTHINGTON.

I LIKE TO THE WINDOWS AND WOULD LIKE CONFIRMATION THEY'RE DOING THEM ON THE INSIDE AND OUTSIDE AS IN THE PRESENTATION TO GET THAT WRAPPED UP. I DON'T HAVE A PROBLEM WITH THE STAIRS COMING OUT ON THE EAST AND WEST SIDE TO GET OUT OF THE LOWER LEVEL. THEY'RE BACK BEHIND HE STRUCTURE ON THE MAIN HOUSE SO YOU'RE NOT GOING SEE THOSE FROM

THERE ARE A FEW MORE SIGNS AND WE'LL TALK ABOUT ALL THEY WANT TO DO. THIS PART OF THE BANK SIGN IS NOT THE ORIGINAL THAT WAS THERE. IT WAS ACTUALLY INSTALLED LATER THE SAME YEAR THE BUILDING WAS BUILT.

THEY FELT THEY NEEDED SOMETHING BIGGER TO BE SEEN IN THIS LOCATION. THEY HAVE A LOT OF EQUIPMENT OUT BEYOND WHERE THE SIGN IS. SO THEY'VE DESIGNED THE SIGN TO COMPLEMENT THE BUILDING. THIS IS WHAT IS PROPOSED NOW.

THESE ARE APPARENTLY THE NEW COLORS AND I KNOW I RECEIVED AN E-MAIL BUT I WAS NOT ABLE TO QUANTIFY THAT FROM THE APPLICANT TODAY. WE'LL GET HER INPUT AFTERWARD BUT NOTE THINGS I THOUGHT WERE A PROBLEM WITH THE SIGN.

WE TYPICALLY DON'T WANT TO HAVE ILLUMINATED STRIPS ON THE SIDE.

I THOUGHT THEY SAID THEY WERE GOING REMOVE THAT BUT I'M AFRAID I LOST TRACK OF THAT E-MAIL. THE SIGN NOW, WHERE BEFORE IT WAS EXTERNALLY ILLUMINATED AND HAD FEATURES THAT RAISED UP FROM THE SIGN BACKGROUND. NOW, IT WOULD BE INTERNALLY

THEY PLAN TO KEEP THE EXISTING STONE PLANTER BUT THEN THE SIGN WOULD GO FROM THERE UP. THERE ARE MORE COLORS HERE THAN WHAT OUR CODE ALLOWS BUT DIDN'T THINK THAT WAS AS MUCH OF A PROBLEM AS THE SHAPE F THE SIGN NOT GOING WITH THE ARCHITECTURE.

THEY WILL BE GOING TO THE BOARD OF ZONING APPEALS IF THEY GET APPROVAL FOR VARIANCE OF COLORS BECAUSE THERE'S THREE COLORS IN THE LOGO AND THEN WHITE AND DARK BLUE AND THEN GRAY.

MODIFICATIONS TO A PREVIOUS APPROVAL AT 569 OXFORD STREET APPLICATION AR 35-2020 AN AMENDMENT TO AR 25-19.

>> THE ARB APPROVED MODIFICATIONS TO THE REAR OF THIS HOME. THE REAR ADDITION WAS FROM THE 1980S. THE OWNER WANTED TO MAKE CHANGES TO SOME WINDOWS AND DOORS SO AS HE STARTED WEBSITE CONSTRUCTION PROCESS HE IDENTIFIED A COUPLE THINGS HE WANTED TO DO DIFFERENTLY. ALSO, HE HAD BEEN PLANNING TO MATCH ALUMINUM SIDING TO THE HOUSE AND WAS NOT ABLE TO FIND THE SAME SIDING. ANN -- ANY PLACES HE WAS MAKING CHANGES HE END UP TEARING UP THE SIDING IN THE BACK AND IS GOING TO USE THE SIDING STILL GOOD AROUND MODIFICATIONS IN THE MAIN FRONT PART OF THE HOUSE BUT WOULD LIKE APPROVAL THEN TO USE HARDY PLANK IN THE REAR PART OF THE HOUSE IN THE SAME WIDTH.

THE CAVEAT TO THIS IS IT WILL PAINTED A MEDIUM TO DARK BLUE COLOR BEFORE INSTALLATION AND HE WILL NOT BE PAINTING THE REST OF THE HOUSE IMMEDIATELY. SO THE REAR PART OF THE HOUSE, THE ADDITION, WILL BE A DIFFERENT COLOR FOR A WHILE.

HE SAYS WITHIN A YEAR E WOULD PAINT THE FRONT PART OF THE HOUSE. ON THE NORTH SIDE HE WANTS TO ADD AN ADDITIONAL WINDOW IT WOULD GO IN THIS LOCATION NEXT TO THE OTHER ONE. ON THE REAR A SMALL MOVEMENT OF THE SECOND FLOOR WINDOW TO THE LEFT A LITTLE BIT FURTHER.

TWO SLIDER WINDOWS ON THE SOUTH SIDE OF THE HOUSE WITH AWNING ALL THE WINDOWS WOULD BE THE SAME BRAND AND MATERIAL THAT WAS APPROVED BEFORE. I DON'T THINK STAFF HAD A CONCERN WITH THE PROPOSED CHANGES.
