[2. Fence – 590 Hartford St. (Marlene and Warren Orloff) AR 31-2020]

REGARDING THE NUMBER OF COLORS, IF THE BANK WERE TO REDUCE IT TO SAY LL THE COLORS WERE WHITE WOULD THEY STILL NEED TO COME BACK BOARD FOR THEIR APPROVAL OR WOULD THEY BE ABLE TO GET THAT DONE ADMINISTRATIVELY? IN OTHER WORDS --

[00:15:04]

>> AS LONG AS THE CORE COLORS ARE ON THE SIGN IT'S OKAY.

>> IF THEY REDUCED IT TO COMPLY WILL THEY NEED TO COME BACK TO THE BOARD FOR APPROVAL OR BE ABLE TO GET IT DONE ADMINISTRATIVELY WITHOUT CHANGING THE DESIGN?

>> IT WILL BE FINE. >> OKAY.

THANK YOU. >> CHAIR M. COULTER: THE NEXT APPLICATION IS A FENCE AT 590 HARTFORD STREET APPLICATION AR-31-2020. MS. BITAR.

>> THIS APPLICATION WAS ALSO HEARD AT THE JUNE 11 MEETING.

THE APPLICANTS ORIGINALLY WANTED TO PUT 60 FEET AND THE WHOLE WIDTH OF THE BACK WHICH IS ABOUT 58 FEET OF SIX-FOOT SOLID FENCE THAT LOOKED LIKE THIS. THEY HAVE COME BACK WITH THIS VERSION OF THE PROPOSAL THAT WOULD INCLUDE THREE SECTIONS, EIGHT-FOOT WIDE SECTIONS OF SIX-FOOT SHADOW BOX FENCING.

>> LOOKS GREAT. >> YOU CAN SEE THREE EIGHT-FOOT WIDE SECTIONS ON EACH PROPERTY LINE WITH THREE AND A HALF FEET BETWEEN THEM OF A SIX-FOOT SHADOW BOX FENCE.

YOU CAN SEE ON THE RIGHT-HAND SIDE OF THESE PICTURES THEY MARK THE FENCING IN. I THINK IT STILL DOES NOT MEET OUR DESIGN GUIDELINES WHICH CALLS FOR OPEN STYLE AND NO HIGHER THAN FOUR-FOOT FENCING BUT IT IS A COMPROMISE.

THIS IS THE STYLE OF FENCING THOUGH THEY WOULD NOT BE OVERLAPPED. AND WE DID RECEIVE A LETTER FROM THE NEIGHBOR NEXT DOOR THAT I AFTERNOON.S RECEIVE THE THIS -

MR. BROWN CAN GO O THE CONTENT. >> I'LL READ INTO RECORD.

IT WAS SENT TO THE BOARD PROBABLY AROUND 3:30, 4:00 THIS AFTERNOON FROM THE NEIGHBOR TO THE ORTH.

DEAR ARCHITECTURE REVIEW BOARD MEMBERS WE'RE WRITING WITH THE PROPOSAL OF THE 590 HARTFORD STREET.

THE HOME OWNERS WERE HOPING TO CREATE A NATURAL PLANT BORDER AND HE DEER GAVE IT THEIR BEST ATTEMPT TO KILL THE IVY IN MARCH OF 2020 WE BEGAN WORK WITH ARCHITECTS TO ONCE AGAIN CREATE A NATIONAL BORDER AND BEAUTIFUL BACKDROP BETWEEN OUR TWO PROPERTIES THAT WOULD BE DEER RESISTANT.

THERE PLANTINGS GROWING SX-FEET BALL AND ATTACHED PICTURES TO GROW TOGETHER CREATE A COMPLETE BORDER WHERE THE PROPOSED FENCING/WALLS WOULD BE INSTALLED.

WE ALSO USED THE SAME SPECIES WHEN WE WERE SEEKING PRIVACY FOR OUR OWN PATIO. THESE WERE ALSO PLANTED THREE FEET A PART YOU CAN SEE IN THE ATTACHED PHOTOS THE BOARD MEMBERS RECEIVED IT'S CREATED A SUCCESSFUL PRIVACY SCREEN.

WHILE WE RESPECT THE NEIGHBOR'S DESIRE FOR A FENCE WE ARE CONCERNED THE FENCE WILL RESULT IN BLOCKAGE FROM OF THE SUNLIGHT AND THE SPECIES WILL DIE FROM TOO LITTLE LIGHT AND THE SAME LACK OF LIGHT WILL PRECLUDE US FROM GROWING ANYTHING OF SIGNIFICANT HEIGHT CAUSING US TO HAVE AT LEAST 24 FEET OF THE VIEW OF OUR YARD OF SOLID WOOD WALL CREATING THE SHADOW BOX FENCING PANELS. WE APPRECIATE THE OPEN FIELD OF OUR NEIGHBORHOOD AND FEEL IT ADDS TO THE CHARACTER AND 3 DESIRABILITY OF OUR STREET AND ADDING VALUE.

ADDING THE SHADOW BOX PANELS TO THE NORTH AND EAST SIDES DIMINISHES THE SENSE OF 3 COMMUNITY AS WHERE THE WALL'S BEEN CREATED. WHILE WE PREFER NO FENCE WE UNDERSTAND AND ACKNOWLEDGE THEIR DESIRE FOR A FENCE.

[00:20:03]

WE ASK IF THE FENCE IS APPROVED IT BE OPEN IN STYLE, THREE TO FOUR FEET IN HEIGHT. THANK YOU FOR YOUR CONSIDERATION

THE NEIGHBOR TO THE NORTH. >> CHAIR M. COULTER: IT IS THE

APPLICANT WITH US TONIGHT? >> WE ARE.

>> CHAIR M. COULTER: CAN YOU BE SWORN IN.

>> PLEASE RAISE YOUR RIGHT HAND.

DO YOU SWEAR YOUR TESTIMONY THIS EVENING WILL BE TRUTHFUL.

>> YES. >> CHAIR M. COULTER: IS THERE ANYTHING YOU CARE TO ADD TO MS. BITAR'S PRESENTATION?

>> WE THOUGHT HAVING A THREE AND A HALF FOOT GAP BETWEEN THE PANELS WAS I COMPROMISE. WE ALSO APPRECIATE THE IDEA OF FLOW. THERE'S A LOT OF KID TRAFFIC ACROSS THE YARD WHICH WE SEE AS A GOOD THING AND DON'T WANT TO INTERFERE WITH THAT. IT'S THE RECOGNITION OF THE LANDSCAPING WORK TO MAINTAIN SOME TYPE OF PRIVACY.

WAS THERE FOR MOST OF THE TIME WE'VE LIVED IN THE PROPERTY AND

CONDITIONS CHANGED. >> WE'VE BEEN TALKING TO OUR NEIGHBORS AS WELL AND I WAS AWAR THEY SENT AN E-MAIL AND FEEL IT'S IMPORTANT THEY BOTH HAVE A NICE VIEW.

THEY WANT TO ENJOY WHEN THEY WALK IN THEIR BACK YARD.HAVE A .

THEY WANT TO ENJOY WHEN THEY WALK IN THEIR BACK YARD.

WE HAVE MORE PICTURES TO SHARE IF YOU'RE INTERESTED.

>> HOW WOULD WE DO THAT, LYNDA? >> I DID THAT WEEKS AGO.

>> CHAIR M. COULTER: GO AHEAD IF YOU HAVE OTHER INFORMATION TO PRESENT. YOU CAN SEE ORIGINALLY IT WAS VERY SECLUDED AND WE ENJOYED AND APPRECIATED.

THIS WAS ABOUT 2016, 2017. THEY DID A NICE JOB OF TAKING OUT THE BAMBOO WHICH WE KNOW IS PROBLEMATIC AND THEY DID A FOLLOW-UP TO MAKE SURE THE BAMBOO WASN'T THERE.

THEY HAVE A GREAT PLAY AREA IN THE KIDS NOR BACKYARD.

IT'S NOT GOING TO BE LIKE THIS AND THE SPACE BETWEEN THE PANELS WOULD BE OPEN SPACE. HERE'S A PIECE OF AN EIGHT-FOOT SECTION OF THE SHADOW BOX AND LINED THEM UP TO GET AN IDEA WHAT YOU CAN SEE WHAT WAS VISIBLE.

>> YOU CAN SEE THERE'S A DRAMATIC CHANGE IN OUR BACKYARD OVER THE YEARS OF THE VIEW OF OUR BACKYARD IT CHANGED

DRAMATICALLY OVER THE YEARS. >> I WILL SAY WE ALSO DISCOVERED THIS AND IT'S A GOOD DESIGN AND THE FRONT AND BACK IS THE SAME AND IT'S A 5X4 SEGMENT WITH LAT IG -- LATTICE WORK AT THE TOP.

WE WOULD BE OPEN TO DOING THIS I KNOW THE FENCE ITSELF IS LOW AND IT MIGHT BE MORE AGREEABLE TO THE BOARD.

>> CHAIR M. COULTER: BOARD MEMBERS, QUESTIONS OR COMMENTS?

>> VICE CHAIR REIS:. I RESPECT YOUR THOUGHTS ON A

[00:25:03]

REVISED PANEL DESIGN BUT I THINK WHEN WE BEGIN TO MAKE EXCEPTIONS TO THE GUIDELINES THAT ARE IN THE CITY'S OCUMENTS AND THINK YOU NEED TO PUT UP GUIDELINES IF YOU WISH TO PUT UP A FENCE THAT FOLLOWS THE GUIDELINES HAVE THE RESPECT OF THE BOARD.

>> WE'RE SEEKING SOME CLARITY HOW THE PROPOSAL SHOULD CHANGE

THEN? >> WHAT IF IT STARTED WITH AN ACCEPTABLE FENCE, FOUR FEET HIGH, ETCETERA AND WHERE YOU WANT TO CREATE HEIGHT YOU USE MORE OF A TRELLIS IDEA WHICH ARE ALSO PRE MADE IF YOU WANT OUT OF CEDAR READ YOU CAN THEN GROW A NUMBER OF VINES AND A LOT OF THOSE VINES YOU CAN GROW MORE MATURELY NOWADAYS WHERE YOU CAN GET IN AN SEASON INTO A GOOD CAMOUFLAGE IF THAT'S WHAT YOU'RE AFTER OR A BACK STOP AND I'D BE MORE AMENABLE TO THAT WHERE THE FENCE WOULD BE MORE TRADITIONAL AND TYPICAL AND THEN YOU COULD DO THE THREE TRELLISES WITH DIVISION BETWEEN THEM ACROSS THE BACK VIEW AND BASICALLY APPROXIMATELY THE YEAR AFTER DOING IT WITH GREENERY RATHER

THAN NOT. >> THE BACK STOP VIEW AND A WA WANTED SOMETHING VISUALLY THAT WOULD ENHANCE THE LOOK OF THE GARDEN.

>> DO YOU HAVE AN ACCEPTABLE PROPOSAL FOR TRELLIS HEIGHT F WE WERE TO REVISE AND RETURN? I THINK I UNDERSTAND THE FENCE IDEA BUT I'M WONDERING -- OR IS THAT EVEN NECESSARY TO BRING TO

THE ARCHITECTURAL BOARD. >> SO THEN A TRELLIS?

>> YES. >> THANK YOU.

>> ANY OTHER COMMENTS FROM THE BOARD?

>> I TOO THINK WE OUGHT TO STICK WAY FENCE THAT FITS THE GUIDELINES AND USING THE TRELLIS THAT WOULD BE THE SIX-FEET MAXIMUM MIGHT VERY WELL SOLVE THE DESIRES THAT YOU HAVE.

>> CHAIR M. COULTER: MS. HOLCOMBE.

>> E. HOLCOMBE: ARE YOU OPEN TO A COMBINATION AND YOU COULD GET

A TRIPLE LINE OF GREENERY. >> YOU SAID A COMBINATION OF THAT AND A FOUR-FOOT FENCE YOU'RE SAYING?

>> >> E. HOLCOMBE: NO, IN LIEU OF THE FENCE. WE HAVE A SIDE YARD AND IT'S VERY PRIVATE. MIGHT HAVE BEEN FIVE FEET.N THE- THEY'RE LIKE NINE FEET OW. IT'S VERY PRIVATE ND THEN WE HAVE GREENERY IN FRONT OF THAT. IT'S MUCH BETTER THAN A FENCE AND I'D WANT TO SEE MORE GREENERY THAN THE FENCE ITSELF BECAUSE I THINK THE SIX-FOOT FENCE OR HIGHER IS NOT WHAT WE'RE LOOKING FOR IN THE ARCHITECTURAL REVIEW AREA.

THAT'S WHAT I'D LIKE FOR UNLESS YOU WANT A TRADITIONAL PICKET

FENCE. >> NO, MY FIRST CHOICE IS A FENCE. I HAVE A QUESTION ABOUT

[00:30:04]

ON THE EAST SIDE. THE DEER GOT THEM.

I CAN TRY AGAIN. IS THAT SOMETHING I BRING TO THE

ARCHITECTURAL REVIEW BOARD? >> E. HOLCOMBE: THE DEER DO NOT TOUCH MINE AND WE'RE ON GRANVILLE ROAD AND THERE WERE SIX DEER DOWN BY THE FENCE LINE. THEY HAVE NOT TOUCHED IT.

IT MAY BE A POSSIBILITY. YOU'RE WELCOME TO COME LOOK AT

MY HOUSE. >> THANK YOU.

>> CHAIR M. COULTER: ANY OTHER COMMENTS? ALL RIGHT. WHAT WE'LL DO THEN IS START OUR MINUTE AND A HALF TIME PERIOD FOR ANYBODY ELSE OUT IN THE AUDIENCE WHO MAY WANT O EITHER SEND IN AN E-MAIL OR GIVE ACE CALL. -- US A CALL.

FOR THOSE WHO WOULD LIKE TO E-MAIL YOUR COMMENTS OR QUESTIONS DO THAT AT PLANNING@WORTHINGTON.ORG OR DIAL IN TO 1-567-249-0063 AROUND ENTER CONFERENCE I.D. 347008362

AND HIT THE POUND SIGN. >> CHAIR M. COULTER: MR. BROWN HAVE WE HAD E-MAILS OR HAS ANYBODY CALLED IN?

>> NO, SIR. WE DON'T HAVE ANY E-MAILS BESIDES WHAT I READ INTO THE RECORD.

>> CHAIR M. COULTER: BOARD MEMBERS, ANY MER QUESTIONS OR COMMENTS? NOT HEARING ANY, MY THOUGHT IS WE CAN GO AHEAD AND MAKE A MOTION.

HE WANTED TO ADD BUT I DON'T THINK YOU'D HAVE ENOUGH VOTES TO CARRY TONIGHT TO PASS. MY SUGGESTION IS YOU ASK FOR IT TO BE TABLE AGAIN. I'M SORRY.

>> IT'S OKAY. THANK YOU.

IF YOU HAD QUESTIONS YOU CAN ALSO TALK TO MS. BITAR AND ADVISE YOU WHO MAY PASS BEFORE YOU WANT TO COME BACK IF YOU WANT TO TABLE WE CAN HAVE A MOTION MADE.

[1. Security Lights – 137 E. Granville Rd. (Mark Goyer/Sharon Memorial Hall) AR 37-2020]

>> I THINK WE WANT TO RESEARCH THE TRELLIS COMBINATION.

WE'LL LOOK INTO THAT AND DO YOU >> YES. TABLE IT?-

>> CHAIR M. COULTER: THANK YOU. CAN I HAVE A MOTION TO TABLE,

PLEASE. >> SECOND.

>> CHAIR M. COULTER: MOVED AND TABLED BY MR. SCHUSTER AND SECONDED BY MS. HOLCOMBE. THOSE IN FAVOR AYE.

[2. Landscaping – 5756 N. High St. (George Norris) AR 38-2020]

IF I CAN HAVE A MOTION TO TABLE, PLEASE.

>> E. HOFMANN: MOVE TO TABLE. >> R. SCHUSTER: SECOND.

OPPOSED SAME TINE. IT'S BEEN TABLED -- SIGN.

[00:35:03]

IT'S BEEN TABLED FOR THIS EVENING.

NEXT IS LANDSCAPE AT 5756 NORTH HIGH STREET APPLICATION AR

38-2020. >> THIS IS THE WORTHINGTON ANIMAL HOME. THE EAST PROPERTY LINE HAS A GOOD SLOPE TO IT. WHEN THE SECOND BUILDING TO THE NORTH WAS PURCHASED BY THE ANIMAL HOSPITAL THEY WERE COMBINED AND THE PARKING LOT WAS ALSO COMBINED.

THAT'S WHAT THE DRAWING SHOWS. THIS IS THE AREA THAT'S ALONG HERE. IT'S MOSTLY ON THE 5756 PROPERTY THAT WE'RE TALKING ABOUT. AND THIS IS THE LANDSCAPE PLAN THAT WAS SUBMITTED. THEY HAVE ALREADY STARTED PLANNING AND I THINK MUCH OF IT IS IN PLACE.

IT SEEMS LIKE A GOOD MIX OF PLANT MATERIAL HAT WILL STABILIZE THE SLOPES AND LOOK GO WITH THE VARIETY OF EVERGREEN PLANT. STAFF FELT IT WAS A GOOD PLAN

FOR THIS AREA. >> CHAIR M. COULTER: THANK YOU, IF OUR APPLICANT WITH US THIS EVENING?

>> I'M HERE. >> CHAIR M. COULTER: PLEASE BE

SWORN IN. >> PLEASE RAISE YOUR RIGHT HAND. DO YOU SWEAR YOUR TESTIMONY THIS

EVENING WILL BE TRUTHFUL. >> YES.

>> THANK YOU. >> CHAIR M. COULTER: THANK YOU.

IS THERE ANYTHING YOU CARE TO ADD TO MS. BITAR'S PRESENTATION?

>> WELL, I PURCHASED THIS PROPERTY IT WAS A BEAR PIECE OF LAND AND THERE WERE TREES IN THE BACK -- BARE PIECE OF LAND AND THERE WERE BLACK TREES AND THE ONLY CONDITION WAS TO NOT REMOVE THE TREES. AND IT TURNED INTO A JUNGLE KIND OF. WE WANTED TO GET THIS TO BE SOMETHING THAT LOOKS NICE AND THE NEIGHBORS BEHIND US WERE EXCITED WE WERE DOING WHAT WE'RE DOING AND WHAT WAS THERE JUST IS SUPPOSED TO BE A LOT BETTER AND I THINK IT IS.

>> CHAIR M. COULTER: ALL RIGHT. THANK YOU.

BOARD MEMBERS, QUESTIONS OR COMMENTS?

>> VICE CHAIR REIS: I HAVE NO COMMENT.

I THINK THE PLAN IS FINE. >> E. HOLCOMBE: I THINK T ENHANCE THE PROPERTY. IT'S GOING TO BE BEAUTIFUL.

IF YOU COULD PUT UP ON THE SCREEN, PLEASE.

THANK YOU FOR THOSE WHO WANT TO E-MAIL YOUR QUESTIONS OR COMMENTS, YOU CAN DO SO AT PLANNING -- TO PLANNING@WORTHINGTON.ORG OR CALL 1-567-249-0063 AND ENTER CONFERENCE I.D. NUMBER 347008362 POUND.

[00:40:07]

>> HAS ANYBODY CALLED IN? >> NO, SIR, WE'VE NOT RECEIVED ANY CALLS OR E-MAILS AT THIS TIME.

>> CHAIR M. COULTER: THANK YOU. CAN I HAVE A MOTION, PLEASE.

>> I MOVE FOR CERTIFICATE OF APPROPRIATENESS TO INSTALL LANDSCAPING AT 5756 NORTH HIGH STREET AS PER CASE NUMBER AR 38-2020 DRAWINGS NUMBER AR 38-2020 DATED JUNE 17, 2020 BE APPROVED BASED ON THE FINDINGS OF ACT AND CONCLUSION OF THE STAFF MEMO AS PRESENTED AT THE MEETING.

THANK YOU, SIR. NEXT ON THE AGENDA TONIGHT IS A GARAGE AT 117 WEST NEW ENGLAND AVENUE.

IT IS APPLICATION AR 39-2020. MS. BITAR.

>> THIS IS A REQUEST TO DEMOL USH THE EXISTING GARAGE WHICH IS NOT OF ANY REMARKABLE CHARACTER AND HAS APPARENTLY BEEN DAMAGED OVER THE YEARS. HAS BEEN HIT AND KNOCKED OFF THE FOUNDATION IN THE BACK AND IS NOT IN GOOD SHAPE.

SO THE OWNERS WOULD LIKE TO BUILD A NEW GARAGE THAT IS A LITTLE BIT LARGER, 20X26 AND WOULD HAVE A SECOND STORY ALSO.

THEY'RE PROPOSING THE DORMER GO ON THE GARAGE WHICH IS SIMILAR TO WHAT IS ON THE HOUSE. I THINK WE NEED A LITTLE BIT MORE INFORMATION ABOUT THE ACTUAL STYLE OF THE GARAGE DOOR AND I THINK IT WAS AN ERA OOR AND FOR THE WINDOWS FOR HE DORMER LSO SEEM -- I'M IN THE SURE THEY REALLY RELATE TO ANYTHING. I WANTED TO GET NOR -- MORE INFORMATION. THERE'S ALSO A REAR DORMER.

I WAS NOT ABLE TO GET THAT PICTURE.

>> CHAIR M. COULTER: DO WE HAVE AN APPLICANT TONIGHT.

>> WE'RE HERE. >> CHAIR M. COULTER: PLEASE

SWEAR THEM IN. >> PLEASE RAISE YOUR RIGHT HAND. DO YOU SWEAR YOUR TESTIMONY THIS

EVENING WILL BE TRUTHFUL. >> I DO.

>> THANK YOU. >> CHAIR M. COULTER: IS THERE ANYTHING YOU'D CARE TO ADD IN RESPONSE TO MS. BITAR'S

QUESTIONS? >> THE DRAWINGS WE HAVE FROM OUR BUILDER WE'RE WILLING TO 3 INCORPORATE WHATEVER THE BOARD WOULD LIKE TO SEE IN TERMS OF THE GARAGE DOOR AND WINDOWS.

WE HAVE BEEN WAITING TO BUILD THE GARAGE FOR THE 10 YEARS WE'VE BEEN HERE AND WANT IT TO WORK.

>> AND WANT TO MATCH THE HOUSE AND THE SURROUNDING AREA.

WE LOVE WHERE WE LIVE. IT IS A SHARED GOAL.

>> CHAIR M. COULTER: ONE THING THAT MAY HAPPEN IS IF WHERE

[00:45:02]

FINAL APPROVAL WOULD BE OPEN PRESENTING A TYLE FOR CITY STAFF TO REVIEW FURTHER DESIGN GUIDELINES AND ADDRESSING THE ISSUE OF THE STYLE OF THE GARAGE DOOR MS. BITAR RAISED.

I WANTED TO ASK HOW IT GOT OFF THE FOUNDATION.

>> WE DON'T THINK THE PREVIOUS OWNER KNEW WHEN TO TOP.

>> I HAVE A TEENAGER LIKE THAT. BOARD MEMBERS, QUESTIONS OR

COMMENTS? >> I THINK TO TAKE A LESSON FROM THE HOUSE IT LOOKED LIKE THERE WERE SMALLER RECTANGULAR

PORTIONS. >> THAT PROPORTION IS BETTER.

MAYBE WITH THE DIVIDED LIGHTS AND A DORMER OVER THE DOOR.

YOU MAY WANT TO SUBMIT SOME KIND A SPK -- SPEC FOR A LIGHT OFTEN

WORKS WELL IN THESE CONDITIONS. >> THAT SOUNDS FAIR I THINK WE'D

BE AGREEABLE TO THAT. >> CHAIR M. COULTER: ANY OTHER BOARD MEMBERS? WE'LL OPEN IT UP FOR COMMENTS IF YOU WANT TO SEND AN E-MAIL TO PLANNING@WORTHINGTON.ORG OR CALL IN TO 1-567-249-0063 AND ENTER CONFERENCE I.D. 347008362 AND

THE POUND SIGN. >> CHAIR M. COULTER: MR. BROWN, HAVE WE HAD E-MAILS OR PHONE CALLS?

>> VICE CHAIR REIS: I MOVE BY JEFF AND ANN MARIE MCCALISTEF AT 117 WEST NEW ENGLAND AVENUE FOR

I APOLOGIZE. >> CAN WE HAVE A FRIENDLY AMENDMENT THE WINDOWS TO BE APPROVED BY STAFF OR ARE WE

SATISFIED WITH THAT? >> I INDICATED THAT IN MY

MOTION. >> I DIDN'T GET THAT PART.

>> ANY DOOR OR LIGHT FIXTURE CAN BE APPROVED BY CITY STAFF PRIOR

TO CONSTRUCTION. >> R. SCHUSTER: SECOND.

>> CHAIR M. COULTER: IT'S BEEN MOVED BY MR. REIS, SECONDED BY MR. SCHUSTER. PLEASE CALL THE ROLL.

>> THANK YOU. THIS IS THE REPLACEMENT OF A GARAGE DOOR. THEY WERE REPLACING THE TRIM AND YOU CAN SEE THE GARAGE DOOR IS A RAISED PANEL.

THEY'D LIKE TO GO WITH SOMETHING WITH MORE DEFINITION IN THE PANELS AND THEY'RE ALSO THOUGH IT WILL NOT HAVE WINDOWS IN IT THEY WOULD LIKE TO INCLUDE BRACKETS AND HAND DAZ -- HANDLES TO MAKE IT MORE TRADITIONAL FOR THE HOUSE.

AND STAFF WAS NOT CONCERNED FOR THE STYLE OF THE HOUSE.

>> CHAIR M. COULTER: THANK YU. IS THE APPLICANT WITH US THIS EVENING? COULD YOU UNMUTE YOURSELF.

>> CLERK: MR. HOFMANN. >> E. HOFMANN: YES.

>> CLERK: MR. SCHUSTER. >> R. SCHUSTER: YES.

>> CHAIR M. COULTER: IT'S PASSED.

HAVE A GOOD EVENING. THANK YOU, EVERYONE.

NOW WE'LL GET BACK ON TRACK, A ROOF REPLACEMENT AT 195 EAST GRANVILLE ROAD APPLICATION AR 41-2020.

MS. BITAR. >> THIS IS AHOUSE -- A HOUSE WITH EIGHT OF HISTORY. IT WAS ORIGINALLY CONSTRUCTED IN THE 1800S AND ADDED ON TO IN THE LATER 1800S.

NO FRONT PART WAS ADDED LATER FROM MY UNDERSTANDING.

ALSO, THERE IS APPARENTLY A SLATE ROOF THAT IS ON THE HOUSE AND OVER THE YEARS THREE LAYERS HAVE BEEN ADDED OF ASPHALT SHINGLES. IT SOUNDS REASONABLE THERE'S PROBABLY A LOT OF DAMAGE TO THAT SLATE UNDERNEATH BECAUSE OF THE ADDITIONAL OF THE ASPHALT SHINGLES AND THE OWNER SAYS IT CANNOT BE SAVED. AND A NEW ASPHALT SHINGLE ROOF WILL BE A GOOD ADDITION. THEY PLAN TO REMOVE ALL THE LAYERS AND REPLACE THE DECKING ROOF.

THIS SATELLITE DISH WILL NOT BE REPLACED AFTER BEING TAKEN OFF.

THESE ARE THE THREE SHADES OF GRAY PROPOSED.

THEY ARE HAD NOT MADE A DECISION ON WHICH ONE YET WHEN THEY MADE THE APPLICATION I'M NOT SURE IF THEY HAVE NOW BUT IF I HAVEN'T I SUGGEST THAT APPROVING IT WITH A CHOICE OF ANY OF THESE THREE

COLORS WOULD BE APPROPRIATE. >> CHAIR M. COULTER:

A MINOR NOTE THERE'S NO DECKING ON THE ROOF.

IT'S STRAIGHT SLATE TO SHINGLES. I THINK IN TERMS OF THE INTEGRITY OF THE HOUSE THIS WILL BE A REAL UPGRADE.

HAVE A GOOD EVENING. OUR LAST ITEM UNDER ARCHITECTURE REVIEW BOARD NEW BUSINESS IS NEW ADDITION AND PORCH MODIFICATION AT 151 EAST GRANVILLE ROAD, APPLICATION

AR-2020. >> THIS WAS ALSO CONSTRUCTED IN THE LATE 1800. IT'S A VERY DEEP LOT THIS HOUSE IS ON BUT THE HOUSE IS WITH THE OTHERS ALONG THE SECTION.

THIS INVOLVES THE ADDITION. THE ONE THING STAFF DIDN'T THINK FIT WITH THE ERA OF HOUSE WAS ROPING THE COLUMNS AND CEDAR AND LEAVING THE STAINING. WE FELD THEY SHOULD STAY -- FELT THEY SHOULD STAY THE SAME COLOR AS THE TRIM COLOR ON THE HOUSE.

THE ARCHITECT HAS INDICATED THAT HE THOUGHT THAT'S WHAT THEY WOULD DO. WE'LL VERIFY THAT.

THEY COULD BE WRAPPED AND PAINTED EVENTUALLY BUT LEAVING THEM THAT COLOR WAS NOT BUT YOU CAN SEE THE SHOULDERS WOULD BE POINTED THIS BLUE AND THE HOUSE A DARK ASH.

AS LONG AS I'VE SEEN THE HOUSE IT'S BEEN YELLOW WITH WHITE TRIM SO IT WILL BE A CHANGE. THESE ARE SAMPLES OF THE COLORS AND GIVE US AN IDEA WHAT THE SHADES ARE.

THE SITE PLAN SHOWS THE ADDITION.

THERE'S ALREADY A ONE-STORY ADDITION IN THAT LOCATION.

IT HAS A SHED ROOF. THE APPLICANT IS PROPOSING ADDING A SECOND STORY TO THAT. THE SECOND STORY WOULD HAVE A GABLED ROOF WITH A CROSS GABLE OR TWO DORMERS OFF TO THE SIDE THAT WOULD HANG OUT OVER THE EDGES A BIT.

YOU CAN SEE HERE IN THIS VIEW FROM THE YEAR THE ONE STORY WITH THE SHED ROOF AND THIS IS THE TWO STORY THE SECOND STORY WOULD LOOK LIKE ON THAT STRUCTURE. HERE IT IS AGAIN THE EAST SIDE.

THE MATERIALS WILL BE A SIDING. THE EXISTING HOUSE HAS THAT AS BES TOSS LOOKING SIDE -- ASBESTOS SIDING AND THE SIDING WILL BE REMOVED AND REPLACED WITH HARDY PLANK TYPE SIDING AND WOULD MATCH WHAT'S BEING USED FOR THE SECOND FLOOR THE ROOFING IS SUPPOSED TO MATCH THE EXISTING HOUSE.

THE ROOF IS OF A SIMILAR STYLE. I'M NOT SURE WITH WHAT THE MATERIAL IS ON THE WINDOWS SO WE'LL ASK THAT QUESTION AS WELL.

THE PROPOSED ADDITION IS WITHIN OUR GUIDELINES BEING TO THE REAR AND SUBORDINATE AND THERE'S PLENTY OF ROOM FOR THE

STRUCTURE. >> CHAIR M. COULTER: IS THE

APPLICANT WITH US TONIGHT. >> PLEASE RAISE YOUR RIGHT HAND. DO YOU SWEAR YOUR TESTIMONY THIS

EVENING WILL BE TRUTHFUL. >> I DO.

[01:10:03]

>> CHAIR M. COULTER: IS THERE ANYTHING YOU WOULD CARE TO ADD

TO MS. BITAR'S COMMENTS? >> NOT AT THIS TIME.

>> CHAIR M. COULTER: BOARD MEMBERS, QUESTIONS OR COMMENTS?

>> HOW ABOUT THE FINISH ON THE COLUMNS OF THE HOUSE.

>> WE'VE DECIDED TO LEAVE THEM AS THEY ARE.

IT HAS THE SAME SIDING ON THE COLUMNS AS THE HOUSE DOES.

WE'RE GOING TO LEAVE IT LIKE THAT AND THEN STILL PROPOSE TO

PAINT THEM THE HOUSE TRIM COLOR. >> AND HE MATERIALITY OF THE

NEW WINDOWS? >> THAT'S A GOOD QUESTION.

>> I BELIEVE THE EXISTING WINDOWS ARE WOOD.

WHAT ARE YOU GUYS SEEING IN THE DISTRICT IN --?

>> CHAIR M. COULTER: THE DESIGN GUIDELINES WE PREFER BE WOOD BUT HAVE ALSO APPROVED OTHER HOW THEY WEAR.ARILY BECAUSE OF - I DON'T KNOW IF YOU HAVE MORE TO ADD?

>> WE HAD HOME OWNERS GO WITH A CLAD WOOD.

PR RECENTLY WE'VE HAD VINYL WINDOW THAT'S LOOKED GOOD. WE DON'T WANT THE VINYL USED FOR MANY YEARS. WE WANT SOMETHING THAT HAS THE DEPTH AND SHAPE OF WHAT A WOOD WINDOW WOULD BE IF YOU GO WITH THAT. CLAD WOOD IS AN EASY ONE TO USE.

>> I DON'T KNOW IF WE CAN ORK WITH STAFF TO GET THE WINDOWS

AND STUFF. >> IT'S HOT.

>> CHAIR M. COULTER: WHOEVER CRAFTS THE MOTION CAN CRAFT IT SUCH THAT

>> STAFF CAN REVIEW THE SUBMISSION ON THE WINDOWS IS

WHAT HE WAS SAYING. >> CHAIR M. COULTER: ANY OTHER QUESTIONS OR COMMENTS? NOT HEARING ANY WE'LL START THE TIME CLOCK. IF YOU'RE IN THE LISTENING AUDIENCE YOU CAN E-MAIL QUESTIONS TO PLANNING@WORTHINGTON.ORG OR CALL 1-567-249-0063 AND ENTER THE CONFERENCE I.D. 347008362 AND THE POUND KEY.

>> CHAIR M. COULTER: MR. BROWN, DO WE HAVE E-MAIL OR PHONE

CALLS. >> WE HAVE NOT RECEIVED ANY E-MAILS OR PHONE CALLS TO THE E-MAIL ADDRESS.

>> CHAIR M. COULTER: IF THERE'S NO FURTHER QUESTIONS FROM THE BOARD, COULD I HAVE A MOTION, PLEASE.

>> VICE CHAIR REIS: MR. CHAIR, I MOVE THE EQUEST BY SDA STUDIOS FOR CERTIFICATE OF APPROPRIATENESS TO MODIFY THE
