>> HERE, THANK YOU. GIVEN THE STATE'S ORDERS AGAINST PUBLIC GATHERINGS WE HAVE MOVED OUR ARCHITECTURAL BOARD AND MUNICIPAL PLANNING COMMISSION TO A VIRTUAL PLATFORM. THIS IS ONE OF OUR MAIN MEETINGS WE HAVE HAD IN THE PAST USING THIS ARRANGEMENT SO WE DO ASK EVERYONE TO BEAR WITH US WHILE WE KEEP ADJUSTING TO IT. WE ARE USING MICROSOFT TEAMS ON THIS PLATFORM. WE WILL BE ABLE TO SEE 4-9 PEOPLE AT A TIME ON THIS SCREEN. WE ARE CONNECTING TO A LIVE STREAM TECHNOLOGY SO THE PUBLIC CAN OBSERVE THE MEETING.

THE ARCHITECTURAL REVIEW BOARD IS MADE OF SEVEN MEMBERS.

FOUR MEMBER POSITIVE VOTE IS REQUIRED FOR THE PASSAGE OF ANY ITEM. THE MUNICIPAL PLANNING COMMISSION IS MADE OF FIVE MEMBERS AND THREE MEMBER POSITIVE VOTE AS REQUIRED FOR PASSAGE OF ANY ITEM.

ALSO PRESENT ARE MR. MYERS WHO IS OUR REPRESENTATIVE CITY COUNCIL. AND THOUGH HE DOES NOT HAVE A VOTE, WE ARE WELCOMING HIM FOR PARTICIPATION AND DISCUSSION.

MR. BROWN AND -- AND CITY STAFF ARE ALSO IN ATTENDANCE.

I WILL FIRST ASK THE AGENDA ITEMS BE EXPLAINED BY CITY STAFF. FOLLOWING THAT I WILL ASK TO BE VIRTUALLY SWORN IN AND PRESENT ADDITIONAL INFORMATION AND AGAINST ANY QUESTIONS WE MAY HAVE.

THE FIRST IS 609 OXFORD STREET BUT WE HAVE AN UPDATE FOR 609 AND 601 OXFORD STREET. SO WHAT WAS IN YOUR MEMO AND WILL BE PRESENTED WILL BE A LITTLE BIT DIFFERENT.

THE REQUEST HAS BEEN MODIFIED FOR BOTH APPLICATIONS FROM THE PROPOSED SIX FOOT SOLID FENCE ACROSS THE REAR OF THE PROPERTY, IT WAS GOING TO BE A CEDAR SIX FOOT FENCE.

THE APPLICANTS HAVE ADJUSTED THEIR APPLICATION TO IN LINE WITH THE DESIGN GUIDELINES AND THEY AE PROPOSED A FOUR-FOOT PICKET STYLE FENCE MORE OF A CRAFTSMAN STYLE I WILL SHOW YOU A PICTURE OF IN JUST A MINUTE. JUST WANT TO SHOW YOU THE EXISTING CONDITIONS OF THE REAR YARD REAL QUICK.

WE WILL NEED TO DO A SEPARATE VOTE BUT PRESENTING THEM TOGETHER SINCE THEY ARE NEIGHBORS AND FAMILY ALSO.

THERE'S AN EXISTING CHAIN LINK FENCE AND SOME LATTICE SPORADICALLY PLACED TOWARD THE REAR OF THE PROPERTY.

THESE PROPERTIES BACK UP TO THE EVENING STREET PROPERTIES.

SO AGAIN, BOTH APPLICANTS ARE AMENDING THEIR APPLICATION TO GO FROM THE SIX-FOOT SOLID FENCE DOWN TO A FOUR-FOOT PICKET CRAFTSMAN STYLE FENCE. SHOWING EXISTING CONDITIONS.

A LOT OF CHAIN LINK. THE OTHER NEIGHBORS HAVE ANOTHER PICKET STYLE FENCE TO THE NORTH.

BECAUSE IT LOOKS LIKE WHAT'S ON THE SCREEN IS A LITTLE BT WIDER IN WIDTH AND SMALLER IN THE SPACING.

BUT TO BE IN COMPLIANCE WITH THE DESIGN GUIDELINES, THE PICKET AND SPACING WOULD JUST NEED TO BE EQUAL.

BUT THAT WAS PROVIDED BY THE APPLICANT, MORE IN COMPLIANCE WITH THE DESIGN GUIDELINES AND THEY PROVIDED ADDITIONAL SHOTS OF WHAT'S AT THE REAR OF THE PROPERTY NOW.

SO THE CHAIN LINK LOOKS LIKE IT HAS SEEN BETTER DAYS.

I THINK WHAT THEY ARE PROPOSING MATCHES UP WITH THE DESIGN GUIDELINES AND WHAT'S IN THE MEMO, I KNOW STAFF ORIGINALLY RECOMMENDED APPROVAL BUT WITH MODIFICATIONS FOR 609 AND 601 STAFF WOULD RECOMMEND APPROVAL. I COULD ANSWER ANY QUESTIONS YOU MAY HAVE. AND APPLICANTS ARE ON THE LINE.

AND THEN ALSO THE FOUR POLE LIGHTS THAT ARE LIKE THE CITY LIGHTS ARE JUST GOING TO GET NEW FIXTURES AND THAT'S ALL GOING TO BE PER THE CITY STANDARDS FOR WHAT WE HAVE DONE WITH OUR FIXTURE REPLACEMENT POLES. SO THESE ARE THE EXISTING LIGHTS. AND THIS IS WHAT IS PROPOSED.

I GUESS THE APPLICANT IDEALLY WOULD LIKE TO HAVE SIGNS ON THE FRONT AND ON THE SIDE OF THE BUILDING.

IT SEEMS THAT EVERYBODY THAT GOES PAST THIS IS GOING TO KNOW WHAT IT IS AND ESPECIALLY WITH THESE BRIGHT COLORS THAT SIGNS ON MORE THAN ONE FACE OF THE BUILDING ARE NOT NECESSARY.

WE WOULD LIKE THE BOARD TO DISCUSS THAT AND SEE THESE ARE JUST EXAMPLES TO SHOWS COLORS. NOT ON THIS BUILDING OF COURSE.

AND THEN THE DIRECTIONAL SIGNS WERE SHOWN BIGGER THAN THE CODE ALLOWS. THE PREVIOUS ALLOWED TO BE FOUR FEET IN HEIGHT BUT THE WIDTH OF THE SIGN IS WHAT IS GREATER THAN IS WHAT IS ALLOWED. ALSO THEY DID NOT HAVE A CERTIFICATE OF OCCUPANCY TO OPERATE HERE. SO THEY HAVE SINCE APPLIED FOR THE CERTIFICATE OF OCCUPANCY. AND THIS IS THE REQUEST FOR THE CONDITIONAL USE PERMIT. THAT OPERATE FROM ANYWHERE FROM 9:00 A.M. TO 9:00 P.M. EVERY DAY.

THIS IS THE GROUND FLOOR, AS YOU CAN SEE, THERE IS A BIG LOBBY AND SOME STAIRS THAT WOULD GO UP FROM THERE.

AND A COUPLE OF TENANTS ON THE FIRST FLOOR.

SO THE FIRST THREE FLOORS ARE PROPOSED TO HAVE OFFICE TENANTS IN THEM. THE FOURTH FLOOR WOULD BE A BOUTIQUE HOTEL WITH ABOUT 11 ROOMS, 11 OR 12 ROOMS AND A LOUNGE AND OUTDOOR TERRACE. ON A PORTION OF THE FIFTH FLOOR, THEY ARE PROPOSING A PRIVATE SOCIAL CLUB WITH AN OUTDOOR TERRACE. AND THE ROOFTOP MECHANICALS ON THE OTHER HALF OF THE FLOOR WITH SCREENING AROUND THEM.

SO WHAT WE HAVE ARE JUST A BASIC BOX THAT DOES NOT HAVE ANY ARCHITECTURAL DETAIL OR MATERIAL SHOWN.

AND I THINK THAT IS SOMETHING THAT NEEDS TO BE DISCUSSED THIS EVENING AS TO WHETHER THE FORM AND MASSING CAN BE USED IN DETAIL CAN BE ADDED. WHAT THE BOARD MIGHT THINK IS APPROPRIATE FOR THIS SITE. THE MAJORITY OF THE BUILDING, THE REST OF THE BUILDING IS FOUR FLOORS THOUGH.
