THREE QUARTER VOTE IS REQUIRED FOR THE PASSAGE OF ANY ITEM. MUNICIPAL PLANNING COMMISSION IS MADE OF FIVE MEMBERS. MR. MERS OUR REPRESENTATIVE FROM CITY COUNCIL. THOUGH HE DOESN'T HAVE A VOTE WE DO ASK HIM TO PARTICIPATE IN THE DISCUSSIONS.

MR. BROWN AND MS. BITAR OF CITY STAFF ARE ALSO IN ATTENDANCE.

SO WHEN IT WAS TALKED ABOUT AT THE BOARD, WE LOOKED AT THESE FIXTURES. AND ESPECIALLY AFTER DARK, THE LIGHT SOURCE IS VERY, VERY VISIBLE.

SO THE BOARD ASKED THEM TO COME BACK WITH SOMETHING THAT WASN'T SO VISIBLE FROM THE RIGHT OF WAY.

THIS IS WHAT THEY ARE PROPOSING TO DO.

NOW YOU CAN SEE IT'S A CUT-OFF FIXTURE.

THE LIGHT WILL SHINE DOWN AND OUT.

BUT SHOULD STILL PROVIDE ENOUGH -- LIGHT FOR THE SIDEWALKS NEAR THE BUILDING FOR THE TENANTS THAT USE THAT BUILDING AFTER DARK. STAFF FEELS THIS IS MUCH MORE APPROPRIATE. I DON'T THINK THE BOARD INTENDED TO MAKE THEM REPLACE THE CONDUIT THAT HAS BEEN ON THESE WALLS FOR DECADES. I KNOW IT WAS TALKED ABOUT, THE LIGHTS COULD BE MAYBE LOWER O SOMETHING BUT THIS IS THE EASIEST SOLUTION FOR THEM AT THIS POINT TO JUST REPLACE THESE FIXTURES WITH WHAT YOU SEE HERE.

AGAIN TONIGHT, GOING TO TURN IT OVER TO THE APPLICANT TO KIND OF GO TROUGH THE UPDATES AND THE EVOLUTION OF THE PROPOSAL SINCE OUR SEPTEMBER 24TH MEETING.

AS YOU KNOW, WE DO HAVE NEW OWNERS OF THE WORTHINGTON MALL, OR THE SHOPS AT WORTHINGTON PLACE.

AGAIN, THE APPLICANT IS PROPOSING TO REZONE TO A P.U.D.

TO ALLOW FOR THE REDEVELOPMENT OF THE MALL SITE ITSELF.

THE EXISTING MALL IS ALMOST 16 ACRES IN SIZE.

A LITTLE UNDER 16 ACRES IN SIZE. CURRENTLY LOCATED IN C2 DISTRICT, COMMUNITY SHOPPING CENTER DISTRICT.

THE APPLICANT IS PROPOSING TO REZONE TO THE P.U.D. TO ALLOW FOR A MIX OF USES. DEVELOPED IN TWO DIFFERENT PHASES. THAT THE APPLICANT, SHOULD THE EVOLUTION CHANGE TONIGHT, YOU WILL ACTUALLY SEE SOME CHANGES SINCE THE APPLICATION WAS SUBMITTED TWO WEEKS AGO AND WHAT'S IN YOUR PACKET. CONTINUING TO WORK WITH THE APPLICANT TO ADDRESS STAFF COMMENTS.

AT THE MEETING ON THE 24TH. WITH TAT I WILL TURN IT OVER TO DAVID WATSON AND HIS TAM WITH DIRECT RETAIL PARTNERS.

AND WE DEFINE AS WE GO THROUGH THE DEVELOPMENT PROCESS.

HIGH NORTH PROJECT WILL COME BEFORE US MULTIPLE TIMES AS WE WORK THROUGH THE DEVELOPMENT PROCESS BEFORE A VOTE CAN OCCUR.

WE HAVE BEN ABLE TO AGREE THAT WE CAN REVISE THAT AREA.

IF YOU THINK OF THAT STREET CLOSED THINK OF HOW MUCH MORE OF A FOCAL POINT THAT AREA BECOMES AS YOU TRY TO DETERMINE WHAT MIGHT BE THE BEST USE OF THAT. ABOUT THE BELLDING BUILDING HEIGHT ON WELL -- WILSON RIDGE ROAD. THE DRAWING WE PRESENTED PREVIOUSLY HAD TE BUILDING MOVED FURTHER SOUTH TO THE SOUTHERN ELEVATION POINT. RIGHT ON WILSON BRIDGE ROAD.

SO I THINK WE WERE PROPOSING EIGHT STORIES THERE AND TAT CAUSED SOME PEOPLE SOME PAUSE. SO IN AN EFFORT TO ADDRESS THAT CONCERN, WE MOVED THE OFFICE BUILDING NORTH.

WHERE IT'S NO LONGER UP ON WILSON BRIDGE ROAD.

SO IT IS ON WILSON BRIDGE ROAD. FOUR STORY GARAGE.

I WILL CALL I WITH ALL DUE RESPECT, WORTHINGTON STYLE ARCHITECTURE. IT'S SITTING BEHIND IF YOU ARE COMING FROM THE WEST. A SIX-STORY APARTMENT COMPLEX AND OFFICE BUILDING. WE FEEL COMING FROM THE WEST AND NEIGHBORHOODS THAT BUILDING, THE EXISTING MULTIFAMILY WILL HIDE MOST OF THAT BUILDING.

WE ALSO WANTED TO GET THE BUILDING OFF THE ROAD.

YOU CAN SEE THE TWO DIFFERENT DRAWINGS, THE DRAWING ON THE LEFT HAD PUSHED FORWARD TO WILSON BRIDGE ROAD.

THE THIRD WE WANTED TO DISCUSS AND VISIT, OBVIOUSLY WE ARE TEARING THE CENTRAL CORRIDOR OF THE MALL OUT AND MAKING IT AVAILABLE TO VEHICLES AS ITS BEEN DESIGNED.

ONE WAY NORTHBOUND. SO NOW THE WESTERN ELEVATIONS OF TE RETAILERS ON THE EAST SIDE OF THE MALL ARE NOW EXPOSED TO WEATHER. SO THE IDEA IS WHAT DO WE DO TO CHANGE THAT SIDE OF THE PROMENADE, IF YOU WILL, TO BE MOST APPEALING TO PEDESTRIANS AND YET STILL PRACTICAL FOR THE RETAILERS WHO ONLY FRONT THE WESTERN ELEVATION.

SO A COUPLE IDEAS. THE FIRST IS, THE LADY IS STANDING AT THE FOUNTAIN AT THE CURRENT MALL.

WE HAD PROPOSED THAT THE CORRIDOR LEADING FROM THE KROGER PARKING LOT INTO THE MAIN PROMENADE WOULD BE ENCLOSED. WE CAME UP WITH THE IDEA, THE DRAWING ON THE RIGHT. AND PLEASE, DON'T GET TOO DISTRACTED BY THE FACT THERE ISN'T A LOT OF DETAIL IN THIS DRAWING. THE PURPOSE IS TO SHOW YOU WE ARE PROPOSING TO OPEN THAT UP TO THE KROGER PARKING LOT.

FOR IT TO BE A FULL OPEN CORRIDOR TO PROVIDE AS MCH ENGAGEMENT AND CONNECTIVITY TO THE WESTERN SIDE OF THE MALL WE POSSIBLY CAN. THE WESTERN -- LET'S SEE.

THE WESTERN SIDE, WE HAVE TO BE VERY ATTENTIVE TO.

BECAUSE IT VIOLATES SOME BASIC RETAIL AND RESTAURANT RULES.

ONE, IT DOESN'T REALLY HAVE ANY CONVENIENT PARKING OTHER THAN THE GARAGE. SO NO CONVENIENT DPRAI PARKING.

IT ASO CAN'T BE SEEN FROM THE LOT OF THE ANCHOR STORE KROGER.

AND IT ALSO CAN'T BE SEEN FROM THE ROAD.

WE HAVE TO CREATE REAL ACTIVATION, REAL ENGAGEMENT, REAL OPENNESS TO THE CONSUMER ON THE EASTERN SDE OF THE SMALL TO GET THEM TO COME TO THE WESTERN SIDE OF THE MALL AND IT BE THE ACTIVE, FUN PACE WE WANTED IT TO BE.

THAT'S A LOT OF THIS THINKING HERE.

IN THE PARANOIA AND DESIGN PROCESS OF MAKING SURE THAT THE RESTAURANTS, AND THE RETAIL SPACE THAT'S IN THE PLAZA, IS FULLY ACTIVATED AND SUCCESSFUL IN A PLACE WHERE PEOPLE REALLY WANT TO GRAVITATE TO. WE FEEL THERE NEEDS TO BE SOME AT GRADE PARKING. WHAT WE DID IS CHANGE THIS ROAD TO A 2-WAY ROAD TO 1-WAY NORTHBOUND ROAD.

I DON'T THINK STAFF FELT THIS WAS A BAD OPTION TO HAVE THIS SET UP LIKE IT'S SHOWN BUT IT WOULD HAVE TO GO BACK THROUGH THE DEVELOPMENT PLAN AMENDMENT PROCESS WHICH GOES TO CITY COUNCIL FOR A VARIANCE. SO, IT'S A DECISION THAT I THINK WE CAN ALL MAKE TOGETHER THIS EVENING WHICH WAY THIS IS GOING TO GO AND THE MATERIALS ARE SUPPOSED TO BE HDU AND THESE ARE INDIVIDUALLY MOU MOUNTED AND NON ALUM NATURED LEATHERRERS AND LOGO. APPARENTLY, MANY MOONS AGO WHEN MY HOUSE WAS SLIPPED AND THEY PAVED THE DRIVEWAY IT CREATED A FLOODING PROBLEM FOR THE NEIGHBOR. THEY PUT IN A FENCE ALONG THERE.

TO ADD ANOTHER FENCE, MY UNDERSTANDING IS THAT THAT WOULD BE UM DIFFICULT, AND ALSO JUST THE LENGTH THAT THAT IT HAVE TO GO. THE VOLUME OF WATER THAT WE ARE TALKING ABOUT UM, THE INDIVIDUALS THAT I TALK TO SPECIFICALLY ABOUT THE FENCE RING, THEY WERE LIKE.

ANYWAY, THE HOMEOWNER IS PROPOSING TO CHANGE THE ROOF OF THE DORMER THAT IS ON THE BACK OF THE HOUSE AND IT IS JUST ON THE NORTHERN TWO THIRDS OF HOUSE.

IT IS A SHALLOW ROOF. RATHER THAN REPLACE IT WITH ASPHALT SHINGLES AGAIN, HE WOULD LIKE TO PUT ON SYNTHETIC RUBBER ROOFING MEMBRANE. BECAUSE OF THE LOCATION AND THE ANGLE, IT REALLY WON'T BE SEEN FROM ANYWHERE.

AND IT SHOULD BE A LOT MORE EFFECTIVE THAN THE SHINGLES WERE. WE HAVE A PART -- THE OTHER PART OF THIS APPLICATION IS TO CHANGE THE WINDOWS ON THE NORTH AND EAST SIDES OF THE GARAGE. THEY ARE CURRENTLY SLIDER WINDOWS, AND THE OWNER WOULD LIKE TO PUT IN DOUBLE HUNG WINDOWS. THEY WOULD BE WHITE, RATHER THAN THE COLOR THAT IS CURRENTLY THERE.

WE HAD THE CHIMNEY REPLACED TWICE.

WE HAVE BEEN GOING CRAZY TRYING TO FIGURE OUT WHERE THE WATER IS COMING IN. I FINALLY SAW IT ABOUT TWO MONTHS AGO. THE WATERS COMING DOWN, I DID A FLAT ROOF, DOESN'T HAVE ENOUGH SPEED TO REALLY GET OFF AND GO INTO THE GUTTER. WHAT IT IS DOING IS IT'S COMING BACK UNDERNEATH THE EVES BOARD, AND INTO THE WALL.

NOW I HAVE SOME KITCHEN CEILING AND SOFFITS I HAVE TO REPLACE AS WELL, I'M PART OF THE CEILING ON THE WALL IN THE UPSTAIRS BEDROOM TO MITIGATE THIS LEAK. IT MATCHES THE SAME FLAT ROOF THAT IS ON THE HOUSES TO THE NORTH AND THE SOUTH OF MY HOME.

AS FAR AS THE WINDOWS ON THE GARAGE, IT IS A DOUBLE HUNG WINDOW. IT IS THE SAME STYLE AS WHAT IS ON OUR HOME. THE INTENT IS TO TAKE THE OLD WINDOW OUTS COME UP WITH NEW WINDOW IN AND I'M GOING TO TRY TO PUT THE WOOD TRIM BACK, I WILL JUST SANDED DOWN AND REPAINTED SO THE LOOK WILL BE THE SAME.

THE TRIM ON OUR HOME IS ONE BY FOUR SEATER.

I WANT TO TRY TO MAINTAIN THE SAME TRIM ON THE GARAGE TODAY.

WE WERE NOT INTENDING TO PUT THE BARS ON THE INSIDE, BECAUSE IT IS IN THE GARAGE. IT IS A DETACHED GARAGE AWAY FROM HOME. WHEN WE BOUGHT OUR HOME, THE BARS WERE NOT IN IT. I ACTUALLY FOUND THEM IN THE ATTIC AND I LIKE THEM. THAT WAS EFORE I WAS ON AIR, I PAINTED THEM AND PUT THEM IN BECAUSE I THOUGHT THEY LOOKED PRETTY NEAT. WE HAVE HAD THEM EVER SINCE.
